Abstract

Strategy of bureaucracy reform in local government is an effort and a step to strengthen locality and to solve many challenges in globalization era. Bureaucracy reform is not only to simplify bureaucracy structure but also to change mind set and work culture in bureaucracy, particularly in administrative management of local government. Bureaucracy reform had launched since reformation era, but it has faced impediment and challenge such as bad bureaucrat behavior, many corrupt bureaucrats, bad public service even though decentralization has been objectified. Performance problem has not been better yet even performance indicator has been available. Therefore, bureaucracy reform conceptual model as guideline in structure improvement, work culture of local bureaucracy, and strategy of bureaucracy reform consisting steps of bureaucracy improvement are important thing. As a result, there are general direction or strategy of bureaucracy reform as guideline for improvement of structure, performance, and culture in local bureaucracy, particularly local government, Cimahi city.

Abstract

KPPT Cimahi dalam melaksanakan tugas dan fungsinya dapat dikatakan belum optimal hal ini terlihat darirendahnya kualitas aparatur dalam mengkomunikasikan kebijakan, terbatasnya sarana dan media yang dimiliki,iklim komunikasi yang belum menunjang terhadap kualitas pelayanan publik, masih terdapatnya penyakitbirokrasi serta informasi dan pesan yang disampaikan oleh aparat KPPT kurang terserap. Tujuan penelitianadalah untuk menggambarkan pelaksanaan, hambatan, upaya dan membuat model kualitas penyelenggaraanpelayanan publik di KPPT Cimahi. Metode penelitian menggunakan metode deskriptif analitis denganpendekatan kualitatif. Teknik pengumpulan data melalui studi pustaka dan studi lapangan yaitu melaluiobservasi dan wawancara mendalam. Teknik penentuan informan menggunakan Purposive. Hasil penelitianmenunjukkan pelaksanaan kualitas penyelenggaraan pelayanan publik dapat diinterpretasikan kurang baik,ini terlihat dari minimnya sarana dan prasarana yang dimiliki serta peralatan dan perlengkapan yang belummemadai, sehingga dapat berakibat terlambatnya proses pelayanan kepada masyarakat. Kurang tanggapnyaaparat kepada persoalan yang dihadapi masyarakat perlu menjadi perhatian dan segera di atasi supaya prosespelayanan dapat optimal. Kedepannya ini lebih diperhatikan supaya proses pelayanan berjalan dengan baik.Sedangkan dimensi emphaty dapat dikatakan cukup baik, dengan cukup baiknya hal ini diharapkan prosespelayanan dapat berjalan dengan optimal. Hambatan dalam pelaksanaan pelayanan publik antara lain masihrendahnya kualitas sumber daya manusia, masih minimnya sarana dan prasarana penunjang dalam pelayananpublik. Upaya yang dilakukan KPPT Kota Cimahi adalah pelatihan terhadap sumber daya manusia, pengajuansarana dan prasarana pendukung. Terbentuknya model kualitas pelayanan publik yaitu model terpisah, modelsistem pelayanan satu atap, dan model pelayanan satu pintu.

Abstract

Kualitas sumber daya manusia bakal calon kepala desa menentukan masa depan dari pemerintahan desa. Proses penyelenggaraan pemerintahan desa sangat ditentukan oleh kualitas kepala desa yang sedang berkuasa, karena hal ini berkaitan dengan proses perencanaan pembangunan serta pelayanan yang diberikan kepada masyarakat desa, serta kemajuan dan kesejahteraan dari masyarakat desa. Dalam pemilihan kepala desa di Kabupaten Bandung Barat, calon kepala desa sebelum dipilih langsung oleh masyarakat merka mengikuti test tertulis sebagai seleksi awal sebelum pemilihan kepala desa. Hal ini menjadi perhatian dari FISIP Unjani untuk dapat ikut serta dalam penyelenggaraan test tambahan tertulis yang dilakukan bagi bakal calon kepala desa di KBB. Harapannya dengan adanya test tertulis tambahan ini, para calon kepada desa yang maju dalam pemilihan kepala desa adalah calon-calon yang memiliki pengetahuan yang luas sehingga kedepannya mampu untuk memajukan desa yang bersangkutan. Pelaksanaan seleksi tambahan akademik ujian tertulis yang dilakasankan oleh FISIP Unjani berjalan lancar.

Abstract

Pelayanan publik merupakan salah satu unsur penting bagi organisasi publik termasuk organisasi pemerintah. Oleh karena itu pelayanan publik yang diberikan aparatur pemerintah (birokrasi pemerintah) harus senantiasa berorientasi pada kepentingan publik. Pemenuhan terhadap kepentingan publik secara substantif sudah selayaknya memperhatikan kualitas pelayanan yang diberikan agar masyarakat yang dilayani dapat memberikan tanggapan positif terhadap hasil pelayanan yang diberikan oleh aparatur pemerintah tersebut. Namun dalam realitanya masalah pelayanan publik dilingkungan pemerintahan sudah lama menjadi pusat perhatian masyarakat seiring banyaknya kasus pelayanan publik yang dianggap kurang berpihak kepada kepentingan masyarakat. Ini mengisyaratkan bahwa kualitas pelayanan yang diberikan pemerintah belum menunjukkan hasil yang memuaskan bagi masyarakat. Pelayanan yang berbelit-belit, in-efisiensi, lambat, tidak ramah serta tidak jelasnya waktu penyelesaian dan tidak jelasnya biaya pelayanan merupakan bukti nyata bahwa kualitas pelayanan yang diberikan aparatur pemerintah masih rendah dan pelayanan publik belum berkualitas. Beberapa faktor penyebab belum berkualitasnya pelayanan publik adalah faktor SDM aparatur, organisasi birokrasi, tata laksana, pola pikir, kinerja organisasi, budaya birokrasi, inovasi birokrasi dan teknologi informasi, perilaku birokrasi, sistem dan strategi pelayanan, kepemimpinan yang transaksional, struktur organisasi yang adaptif, perilaku organisasi yang koruptif, lemahnya implementasi kebijakan, belum diterapkannya prinsip good governance dan komunikasi birokrasi.

Abstract

In 2013, 2018, and 2019, there were arrests of terrorism in Cimahi City. Cimahi City is considered prone to become a hiding place. So this research seeks to study the supervision of the City Government of Cimahi in combating terrorism. The results showed that the City of Cimahi in combating terrorism, National Unity, and Politics in Cimahi City synergized with the police and also the people of Cimahi City. Through the Community Early Awareness Forum, Kesbangpol together with the police, provide education to the public regarding radikaslime and terrorism. Both the Kesbapol and the police have competent human resources in supervision. It's just beyond this that the shortcomings are related to the strengths of HR in the police. Planning of supervision in combating terrorism in Cimahi City is carried out by monitoring the tasks of each unit in the police. A special budget for handling terrorism does not yet exist. So, the conclusion is that the monitoring of countermeasures in the Cimahi City Government is carried out by inviting the public to look at the adjacent environment, and denies that what can be done can be directly reported to the Government or the police. Abstract

This study discusses the effectiveness of the Hope Family Program in Poverty Alleviation Efforts in Padalarang District, West Bandung Regency. The problem in this research is the ineffectiveness of the Family Hope Program (PKH) in Padalarang District. The purpose of the study is to describe and analyze the implementation of poverty alleviation PKH in Padalarang District, West Bandung Regency. Descriptive research method with a qualitative approach. Data collection techniques through literature study and field studies (interviews, observations, and documentation). Data analysis techniques through data reduction, data presentation, and conclusion drawing. The unit of analysis and informants from the Social Service are UPPKH West Bandung, PKH Co-ordinating Coordinator of Padalarang District, and PKH Participants. The results showed that the effectiveness of the Hope Family Program in Padalarang District was not yet effective. It was seen that the assistance provided was not optimal, the funds received by PKH participants were not in accordance with the PKH situation, besides the funds received by PKH companions were also not in accordance with their expenditure, and the lack of sanctions imposed by the companion to PKH participants who did not carry out their obligations was still not well targeted provide assistance to the poor.

Abstract

The City of Bandung and Petaling Jaya have collaborated with Sister City in the trade economy sector starting from 2012 and continuing in 2015. MSMEs in Bandung still have many problems running their business and MSMEs are still having difficulty developing. Descriptive research with a qualitative approach. Techniques based on primary data (interviews and observations), as well as secondary data (literature study). The results of the research on the collaboration strategy of Sister City Bandung City with Petaling Jaya in the economic sector can be said to be not optimal. This can be seen, the lack of awareness of the apparatus' resources towards mastery of English, the apparatus has not realized that language acquisition can improve the quality of employee performance in a collaboration strategy between Sister City and Petaling Jaya in the trade economy sector in the field of MSME products in Bandung City. The two Bandung City Governments do not have a specific strategy to overcome the threats associated with Sister City with Petaling Jaya in the trade economy, the three strategies of cooperation through promotional activities in Petaling Jaya.

Abstract

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Abstract

Wayang Golek art is an art originating from West Java Province. Due to the development of the times, the Wayang Golek art has decreased in its association, especially in the West Bandung Regency area. For this reason, there need to be conservation efforts carried out by the West Bandung Regency Government. Wayang Golek itself has been accepted by UNESCO as a Masterpiece of the Oral and Intangible Heritage of Humanity. This study used a descriptive method with a qualitative approach, with 2 informants, namely: (1) Head of Section for Art Development of the Culture and Tourism Office of West Bandung Regency, (2) and Wayang Golek Artists. Data collection techniques through interviews, documentation, and field observations. The results showed that the preservation of Wayang Golek art by the West Bandung Regency Culture and Tourism Office was not optimal. This is because (1) no regulation specifically regulates efforts to preserve the art of puppet show (2) the empowerment has not been able to increase community participation in preserving the art of Wayang Golek (3) has not been optimal in providing facilities in the form of supporting facilities and infrastructure in effort preservation of the puppet show art. Abstract

This study aims to look at the bureaucratic reform strategy for improving public services in Cimahi City. This study uses a qualitative descriptive method, namely interview data collection techniques, literature study, and observation. Research result; mapping of the condition of the Cimahi City Regional Government in terms of institutions, management, bureaucratic ethics, a description of the reasons why bureaucratic reform is needed, and the formulation of general guidelines for bureaucratic reform strategies that refer to the Grand Design of bureaucratic reform through 8 (eight) areas of change, namely: Mental Apparatus, Legislation -Invitation, Performance Accountability, Management, Supervision, Institutional, Apparatus HR, and Public Services. And the formation of a model of government bureaucratic communication. The bureaucratic communication model is expected to be able to accelerate the process of bureaucratic reform in government. The models are SR (Stimulus-Response) model, Aristotels Linear communication model, Linear development communication model (Shannon and Wever), SMCR Communication Model (Sender, Message, Channel, and Receiver), Bureaucratic Communication Process model, and Bureaucratic communication model. With the government bureaucratic communication model in public services, it is expected to create quality and effective communication.
