Abstract

This article aims to examine the education budget policy allocated for inclusive education programs, wherein providing a budget is highlights. In this context, Yogyakarta City government is submit because of its embracement unto inclusive budget post for education. This paper used a qualitative approach with document-analysis method to analyze the inclusive education budgets from 2017 to 2019. The research findings are; first, the budget allocation for inclusive education is considering to be minimal when compared to other program budget posts. In 2017, budget allocation was only 1.02%, in 2018 amounted to 1.05%, and in 2019 1.19% of six programs set out in the educational development program objectives. Second, a critical review of the budget and realization of 2017 to 2019 inclusive education program has found to be not optimal absorbed as desired achievement targets. Even so, the evaluation of budget absorption includes in the high category on performance appraisal. Third, the number of inclusive schools and the percentage of teachers according to qualifications from 2017 to 2019 has been increasing. Fourth, the budget for the education development program in 2017 to 2019 has declined. Nevertheless, more importantly, the budget heading for inclusive management education in 2017 and 2019 has increased. Therefore, this has proven that the Yogyakarta City government has committed to realize inclusive education and deserves to establish as a region that cares about inclusive education.

Abstract

This article aims to explore the extent to which the universities under affiliation Muhammadiyah in handling Covid-19. The method in this paper using qualitative explorative with case study approaches. To capture the data and information related to the topic, we assisted by Qualitative Data Analysis (QDA) with NVivo 12 plus software. In this article, we focus on the philanthropic movements carried out by universities under the auspices of Muhammadiyah, taking examples from 6 Muhammadiyah Universities as a study to identify it. On the other hand, this study relies on essential variables from the philanthropic movement to conceptualize Giving, Services, and Association practices. We findings, universities under affiliation Muhammadiyah are taking part in dealing with Covid-19. Various actors are involved, not only from Muhammadiyah University but also from collaborating with other stakeholders such as Government, Community in response to the Covid-19 with various programs and activities initiatives. In Spirit of Giving, Muhammadiyah Universities have the most prominent intensity, with 54% divided on health, education, and social sectors. The Spirit of Service that universities have 20%, where many things initiate various programs and activities. Furthermore, the Spirit of Association with 18%, in which those Muhammadiyah Universities collaborate with other stakeholders such as internal and external actors. That is all in order to accelerate the elimination of the Covid-19 outbreak.

Abstract

Bus Transjogja telah beroperasi lebih dari satu dekade lamanya. Seiring berjalan waktu, banyak sarjana yang mencatat bahwa masih kurangnya inklusivitas terhadap penyediaan prasarana halte bus yang ramah disabilitas maupun pengguna kursi roda, ditambah dengan masih kurangnya aksesibilitas troktoar menuju/dari halte. Padahal, sudah banyak sarjana memberikan rekomendasi bagi Pemerintah Daerah Provinsi Daerah Istimewa Yogyakarta (DIY) dan pengelola bus Transjogja untuk segera berbenah. Karena hal tersebut, artikel ini bertujuan untuk bertindak mengobservasi lebih lanjut realitas dilapangan berterkaitan penyediaan prasarana halte bus Transjogja yang bersifat inklusif dipertengahan tahun 2022, ditambah dengan aksesibilitas troktoar menuju/dari halte. Oleh karenanya, untuk memprakarsai temuan dan diskusi, artikel ini menggunakan metode kualitatif berganda dengan teknik pengumpulan data penelitian melalui studi observasi dan juga dokumentasi. Selanjutnya, temuan ini menyajikan bahwa 10 dari 24 titik lokasi halte bus Transjogja masih jauh dari kata inklusif, dimana jalur landai atau ramps bagi orang-orang dengan mobilitas menggunakan kursi roda nampak terhalang oleh beberapa atribut. Padahal, keberadaan halte Transjogja di sebagian besar titik tersebut berada di lokasi yang sangat strategis bagi warga maupun wisatawan sebagai tempat pemberhentian atau memulai perjalanan mereka menuju/dari lokasi lainnya. Sama halnya dengan troktoar, ada 6 dari 24 jalur troktoar yang dinilai belum menerapkan aksesbilitas yang inklusif bagi orang-orang yang menggunakan perangkat kursi roda. Lebih lanjut, pembuktian observasi ini dapat memberikan pemahaman terhadap persoalan inklusivitas prasarana layanan transportasi Transjogja, khusus jalur ramps dan troktoar. Dengan demikian, artikel ini berupaya untuk memberikan pesan peringatan (warning messages) dan juga desakan serius bagi pemerintah daerah provinsi DIY dan pengelola untuk memusatkan perhatian mereka terhadap perbaikan prasarana halte Transjogja agar bersifat inklusif, sehingga keberadaan Transjogja dapat mengutamakan fungsi daripada bentuk serta jalur troktoar yang lebih memadai bagi orang-orang dengan mobilitas terbatas.
