Abstract

Immigration in Indonesia continues to strive to innovate in immigration services by utilizing developments in information systems and technology to facilitate immigration services and improve the bureaucratic system. The online passport queue registration system has been implemented at the Class III Non-TPI Ponorogo Immigration Office since the issuance of the Circular of the Directorate General of Immigration Number IMI-UM.01.01-4166 concerning the Implementation of Online Passport Application Queue Registration Applications throughout Indonesia. The application of this online passport queue registration system has been realized by the Non TPI Ponorogo Class III Immigration Office since 2017. With the online passport queue registration system, the public can more easily register queues and get information related to when to come to the Non-Class III Immigration Office. TPI Ponorogo made a passport. How is the application of egovernment in the online passport queue registration system at the Class III NonTPI Ponorogo Immigration Office? This type of research is qualitative research with a descriptive approach. The Online Passport Queue Registration Application (APAPO) as a form of e-government practice in its application in society has been able to improve the quality of effective, efficient, transparent and accountable government administration with non-stop service interactions. The pattern whereby the user or applicant can access this application anywhere as long as the user or applicant is connected to an internet connection. The Online Passport Queue Registration Application (APAPO) is able to reduce queuing time for passport processing so that applicants do not have to queue for a long time because with this application applicants can find out the arrival hours at the immigration office and this application is quite informative for its users.

Abstract

Pelaksanaan e-goverment di Indonesia pada era digitalisasi sekarang ini sangat dibutuhkan untuk pengembangan pelayanan publik berbasis elektronik yang dapat diakses dari jauh menggunakan internet. Tujuan dari penelitian ini adalah untuk mengetahui evaluasi pelaksanaan e-goverment di Kantor Imigrasi Kelas II Non TPI Ponorogo dilihat dari pelayanan publik melalui aplikasi M-Paspor. Hasil dari penelitian ini adalah implementasi aplikasi M-Paspor masih terdapat banyaknya komplain dari para pengguna layanan yang menyebabkan pengguna layanan merasa kecewa dan rugi karena terjadinya error pada aplikasi dan website, kurang cepatnya notifikasi kode verifikasi akun, tidak terdapatnya cara pembayaran, tidak bisa memilih lokasi untuk kejelasan permohonan paspor, proses buka map pada aplikasi termasuk loadingnya lama, serta tidak dapat memilih kebutuhan paspor antara paspor rusak atau exp. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Untuk sumber data, menggunakan penelitian berupa data primer dan data sekunder. Data primer yang diperoleh dari wawancara yang dilakukan secara langsung di lapangan. Sedangkan data sekunder diperoleh dari dokumen, jurnal, media sosial atau referensi lainnya. Guna mempermudah menganalisa data, penulis menggunakan aplikasi Nvivo 12 dalam jumlah besar dan keakuratan data.

Abstract

This article aims to map the topics and issues of the Government of Indonesia's policies from the pandemic to the endemic of Covid-19. This study uses a qualitative approach. Data were obtained from literature such as online media and official government websites, laws and regulations and research journals related to Indonesian Government policies in the Covid-19 pandemic and then processed using the Nvivo 20 application. There were 251 articles reviewed and sourced from the Dimensions database. The data is processed using automatic coding and analyzed using the word cloud analysis and hierarchy chart features. The results of the study reveal that policies during the Covid-19 pandemic experienced easing. Policy easing is based on the declining results of Covid-19 cases and the increasingly controlled pandemic situation. The easing of this policy is that people are allowed homecoming, not wearing masks, domestic and foreign travellers with complete vaccines do not need to show antigen or PCR tests, face-to-face learning, and the lifting the Community Activity Restrictions (PPKM). The policies relaxed by the government are a transitional step from a pandemic to an endemic. Policy changes taken by the government require policy adaptation and coordination between governments at the central to regional levels.

Abstract

This research aims to analyze the City Branding model “Pemalang pusere Jawa” in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. “Pemalang pusere Jawa” has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding “Pemalang pusere Jawa” was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users’ location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as “Festival Wong Gunung” and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program.
