Abstract

Kecamatan menurut UU No.32 tahun 2004 merupakan perangkat daerah Kabupaten /kota yag dipimpin oleh kepala kecamatan dengan sebutan Camat. Salah satu bentuk pelayanan public tingkat kecamatan adalah pelayanan administrasi kependudukan. Aparat dituntut untuk melayani masyarakat secara professional yaitu mampu melayani secara transparan, akuntabilitas dan adil. Namun kinerja aparat dalam melayani masyarakat seringkali tidak sesuai dengan harapan masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui apakah ada pengaruh atara kinerja aparat terhadap kepuasan masyarakat dalam pelayanan administrasi kependudukan di Kecamatan Gemuh Kabupaten Kendal? Metode penelitian yang digunakan dalam penelitian ini adalah metodologi penelitian kuantitatif dengan tipe penelitian penjelasan (explanatory reseach), yakni menjelaskan Metode dalam penelitian ini adalah hubungan kasual dan pengujian hipotesis. Tteknik pengambilan sampel yang digunakan adalah accidental sampling. Teknik pengumpulan data dengan cara Observasi, Interview Guide, Questionere dan Dokumentasi. Teknik pengolahan data meliputi editing, coding dan tabulating serta dalam menganalisa data menggunakan analisa kualitatif dan kuantitatif. Pengujian hipotesis menggunakan teknik korelasi Product Moment dengan r hasil = 0,113. Selanjutnya nilai tersebut dikonsultasikan dengan r tabel dengan N = 37 pada taraf signifikansi 5% diketahui nilai tabel 0,103 Jadi nilai r hasil lebih besar dibandingkan dengan “r” tabel (0,113 > 0,103). Sebagai rekomendasi dari hasil penelitian ini adalah perlunya peningkatan kinerja aparat melalui pendidikan dan latihan , peningkatan ketrampilan terutama dalam hal penguasaan computer untuk mengolah data administrasi kependudukan

Abstract

Rendahnya pemakaian MKJP di kalangan wanita pernah kawin di Provinsi Jawa Tengah  disebabkan oleh banyak factor. Faktor yang akan dianalisis adalah factor factor inividu pemakai dan faktor dari program yang berkaitan dengan kualitas pelayanan.Kajian ini menggunakan metode penelitian kuantitatif dengan tipe penelitian  deskriptif   Hasil kajian  ini adalah  1. Faktor umur, jumlah anak, tingkat pendidikan, tempat tinggal, tahapan keluarga, tujuan dan alasan ber-KB  memiliki hubungan yang erat terhadap pemilihan dan penggunaan MKJP.  2. Pelaksanaan program KB MKJP di Provinsi Jawa Tengah sudah terlaksana dengan baik namun belum maksimal. 3. Sosialisasi Program KB sudah dilakukan namun belum maksimal 4. Ketersediaan tenaga penyuluh KB ( PLKB ) di provinsi Jawa Tengah masih kurang memadai. 5. Pemahaman tentang program KB oleh tenaga medis sangat baik. 6. Tanggapan masyarakat tentang program KB di Provinsi Jawa tengah  sangat mendukung. 7. Di provinsi Jawa Tengah  antara KKB swasta dan pemerintah terjalin kerjasama yang erat . 8. Faktor yang menghambat program KB terutama  dalam pemakaian alat kontrasepsi MKJP adalah adanya ketakutan masyarakat untuk melakukan operasi, malu karena harus membuka organ intim, serta takut akan efek  samping atau akibat pemasangan alat kontrasepsi MKJP.       Rekomendasi dari kajian ini adalah 1. Lebih ditingkatkan lagi ( ditambah ) jumlah tempat  layananbeserta sarana dan prasarananya  serta ketrampilan tenaga medis sehingga para calon akseptor MKJP 2. Sosialisasi  tentang KB lebih digalakkan  lagi   4. Dukungan pemerintah lebih ditingkatkan. 5. Pelaksanaan program KB hendaknya di sentralisasikan di tingkat pusat  dan penanganannya  terfokus pada satu instansi saja misalnya BKKBN 6. Meningkatkan partisipasi masyarakat terutama tokoh agama, tokoh masyarakat maupun  lembaga RT dan RW dalam melaksanakan program KB. 7. Mendorong  para pria untuk mendukung program KB Kata Kunci :  Pasangan Usia Subur,  Keluarga Berencana, Alat Kontrasepsi, Penyuluh KB LTM underutilization among ever married women in Central Java province is caused by many factors . Factors that will be analyzed is the factor user inividu factor and factor of programs relating to the quality of this pelayanan.Kajian using quantitative research methods with descriptive type of data source in this research is the source of primary data and secondary data.          The results of this study are 1. Factors age , number of children , education level , place of residence , family stage , the purpose and reason for family planning has a close relation to the selection and use of LTM . 2. The implementation of the family planning program in the province of Central Java LTM already performing well but is not maximized . 3. Socialization family planning program has been carried out but not maximum 4. The availability of family planning ( field officers ) in the province of Central Java is still inadequate . 5. An understanding of family planning programs by medical personnel is very good . 6. The response from the public about family planning programs in the province of Central Java is very supportive . 7. In the province of Central Java between private and government KKB close cooperation . 8. Factors that hinder family planning programs , especially in the use of contraceptives LTM is the fear of society to perform the operation , embarrassed at having to open the sex organs , as well as the fear of side effects or as a result of the installation of LTM contraceptives .  Recommendations from this study is 1. More enhanced again ( plus ) the number of places layananbeserta facilities and infrastructure as well as the skills of medical personnel so that potential acceptors of family planning LTM 2. Socialization more emboldened again 4. Government support is further enhanced . 5. The implementation of the family planning program should be in sentralisasikan at the central level and focused on one agency to handle it like BKKBN 6. Increasing community participation , especially religious leaders , community leaders and institutions of RT and RW in implementing the family planning program . 7. Abstract

Penelitian ini menggunakan metode penelitian kuantitatif dengan tipe penelitian  deskriptif  Sumber data dalam penelitian ini adalah    primer  dan sekunder . Teknik pengumpulan data dilakukan dengan teknik kepustakaan dan dokumentasi. Sedangkan analisa data dilakukan dengan analisa  kualitatif dan kuantitatif. Hasil penelitian ini adalah  1. Kebijakan kependudukan dan Keluarga Berencana Provinsi Jawa Tengah cukup memadai,. 2. Kualitas hidup masyarakat di Provinsi Jawa Tengah  di bidang pendidikan masih rendah    3. Kepadatan Pendudukan Provinsi  Jawa Tengah  sebesar   995 jiwa /Km 2 dengan laju pertumbuhan  penduduk sebesar  0,37 %. 4. Kebijakan Pemerintah Provinsi Jawa Tengah  bidang pendidikan adalah melaksanakan program belajar 9 tahun,  BOS, pemberian bea siswa keluarga kurang mampu dan penyediaan sarana dan prasarana pendidikan kesetaraan dan vokasi ; bidang kesehatan dilakukan dengan program jamkesmas, jamkesda, peningkatan gizi, akses air bersih  dan sanitasi bagi masyarakat  miskin dan peningkatan sarana dan prasarana kesehatan;  bidang pendapatan  dilakukan dengan pengembangan usaha ekonomi produktif, pendampingan UMKM, dan memberikan kemudahan akses permodalan bagi industri kecil atau mikro;  Bidang  pekerjaan  dilakukan dengan pengembangan kewirausahaan dan pengadaan pendidikan dan latihan bagi tenaga kerja dalam dan luar negeri;  Sedangkan  untuk  mengatasi  masalah kemiskinan dilakukan dengan Inpres Desa Tertinggal, meningkatkan ketersediaan sarana dan prasarana sosial ekonomi  seperti bedah rumah 5. Kebijakan untuk mengatasi laju pertumbuhan penduduk dilakukan dengan menyukseskan program KB dan  untuk mengatasi masalah kepadatan penduduk dilakukan dengan program transmigrasi. Population and family planning policies in Central Java province is quite adequate, . 2 . Quality of life in Central Java in the field of education is still low 3 . Policies to cope with the population growth rate was the success of the family planning program and to address the problem of overcrowding is done with the transmigration program. Abstract

Abs Rob is an event where sea air rises to inundate the surrounding land, causing environmental problems tract. This condition is the area in North Semarang City as one of the northern coastal areas of Java which is affected by tidal floods that enter villages and even enter people's houses that have not stopped for a long time, resulting in greatly disrupted activities and community access, including economic losses, damage to building facilities and infrastructure and the increasingly damaged environment. The University Service Team on 17 August 1945 Semarang has carried out socialization and assistance to communities affected by the tidal wave in the North Semarang area, especially the North Tanjung Mas Village with the Independent Learning Policy Program for the Independent Campus and received funding assistance from the Directorate General of the Ministry of Education, Research and Technology in 2021 and the results of the Service. this has been presented. The method of implementing community service is carried out by Tanjungmas Village, North Semarang District divided into two types of activities, namely: (1) Socialization activities and (2) Assistance for community groups in improving collaborative community service involving five parties (Pentahelic Approach) by involving regional officials ( in this case the Regional Disaster Management Agency, Bappeda, North Semarang District and Tanjungmas Village) as the regulator and executor of authority in the context of disaster management. There are several problems or obstacles found in the outreach and mentoring activities, namely the low capacity of human resources and the capacity of community institutions in Tanjungmas sub-district, low community involvement in tidal disaster management efforts, both individually and in institutions.

Abstract

Proses reformasi birokrasi yang dimulai dengan penyusunan Desain Besar (grand design) mengenai Reformasi Birokrasi 2010-2025 (Grand esign Administrative Reform 2010-2025) telah dituangkan ke dalam Peraturan Presiden No. 81 tahun 2010 dengan tujuan besarnya untuk menciptakan birokrasi berkelas dunia di tahun 2025. Reformasi birokrasi merupakan sebuah proses politik yang di desain untuk menyesuaikan hubungan antara birokrasi dan elemen-elemen lain dalam masyarakat, seperti masyarakat sipil dan swasta, maupun di dalam birokrasi itu sendiri. Dalam desain besar tersebut, Road Map reformasi telah dibagi ke dalam 3 (tiga) tahap setiap lima tahunan yang memuat sasaran-sasaran strategis. Tidak terasa Grand Design Reforrmasi Birokrasi tersebut telah memasuki pada tahap terakhir atau periode ketiga, pada periode terakhir ini sasaran yang ingin dicapai adalah peningkatan secara terus menerus kapasitas birokrasi sebagai kelanjutan dari reformasi birokrasi pada tahap II hingga akhirnya tujuan akhir untuk mewujudkan pemerintah kelas dunia. Namun banyak berpendapat bahwa pada Tahap I dan Tahap II dinilai belum ada dampak yang signifikan, apakah Reformasi Birokrasi di Indonesia bisa dikatakan “Jalan di Tempat”. Pada tahap ketiga iniKementerian PANRB mencanangan Reformasi Birokrasi Temtikdengan empat focus yaitu: 1. Pengentasan Kemiskinan; 2. Peningkatan Investasi; 3. Percepatan Prioritas Aktual Presiden; 4. Digitalisasi Administrasi Pemerintahan. Reformasi Birokrasi diharapkan menjawab keinginan dan amanat Bapak Presiden Joko Widodo untuk Reformasi Birokrasi yang berdampak pada masyarakat dan pembangunan.

Abstract

ABSTRAKSI Salah satu upaya pemerintah untuk mewujudkan kesejahteraan rakyat miskin adalah Program Nasional Pemberdayaan Masyarakat (PNPM), program ini merupakan salah satu upaya penyelamatan dalam bentuk bantuan langsung yang menyentuh masyarakat miskin. Tujuan penelitian ini adalah untuk mengetahui apakah ada pengaruh pelaksanaan program nasional pemberdayaan masyarakat (PNPM) terhadap peningkatan ekonomi masyarakat di Desa Gemuhblanten Kecamatan Gemuh Kabupaten Kendal.  Metode yang digunakan dalam penelitian ini adalah Metode Kuantitatif, dengan tipe penelitian Explanatory. Sampel penelitian diambil secara sensus yaitu seluruh anggota simpan pinjam Desa Gemuhblanten sebanyak 37 orang. Teknik pengumpulan data dengan cara Observasi, Interview Guide, Questionere dan Dokumentasi. Teknik pengolahan data meliputi editing, coding dan tabulating serta dalam menganalisa data menggunakan analisa kualitatif dan kuantitatif. Pengujian hipotesis menggunakan teknik korelasi Product Moment dengan r hasil = 0,581. Selanjutnya nilai tersebut dikonsultasikan dengan r tabel dengan N = 37 pada taraf signifikansi 5% diketahui nilai tabel 0,325. Jadi nilai r hasil lebih besar dibandingkan dengan “r” tabel (0,581 > 0,325). Hal ini  menyimpulkan bahwa hipotesa yang menyatakan “Ada Pengaruh Pelaksanaan Program Nasional Pemberdayaan Masyarakat (PNPM) terhadap Peningkatan Ekonomi Masyarakat di Desa Gemuhblanten Kecamatan Gemuh Kabupaten Kendal”  dinyatakan DITERIMA Sebagai rekomendasi dari hasil penelitian ini yaitu 1. mengikutsertakan para pelaku usaha kecil/ rumah tangga dalam berbagai kegiatan kursus atau pelatihan untuk menambah ketrampilan dan kemampuan usaha.     2. pemerintah membantu pemasaran hasil produksi. 3. Perlunya menggerakkan pelaku usaha kecil/ industri rumah tangga untuk bergabung dalam asosiasi atau koperasi. Kata kunci: PNPM, Ekonomi masyarakat, Kesejahteraan, Simpan pinjam, status social Ekonomi ABSTRACT One of the government's efforts to realize the welfare of the poor is the National Program for Community Empowerment (PNPM), this program is one of the rescue efforts in the form of direct aid that touch the poor. The purpose of this study was to determine whether any effect of the implementation of the national community empowerment program (PNPM) to increase the local economy in the Village District Gemuhblanten Gemuh Kendal District.  The method used in this research is quantitative method, with Explanatory research type. The samples taken in the census are all members of village savings and loan Gemuhblanten as many as 37 people. Data collection techniques by way of observation, Interview Guide, Questionere and Documentation. Data processing techniques including editing, coding and tabulating and analyzing the data using qualitative and quantitative analysis.  Hypothesis testing using Product Moment correlation technique with results r = 0.581. Further consultation with the r value is a table with N = 37 at significance level of 5% is known the value of the table 0.325. So the value of r is greater than the "r" table (0.581> 0.325). It is concluded that the hypothesis which states "There's Influence Implementation of the National Community Empowerment Program (PNPM) to the Community Economic Improvement District in the Village Gemuhblanten Gemuh Kendal regency" stated RECEIVED As a recommendation from this research are 1. involving the small business / home in a variety of courses or training activities to increase skills and business skills. 2. government to help the marketing of production. 3. Abstract

Development of institutional capacity in disaster management in Magelang Regency through the Disaster Resilient Village (Destana). The number of disasters that occurred in Magelang Regency in 2022 was 624 disaster events consisting of strong winds or tornadoes, landslides, house fires, forest or land fires, floods and volcanoes. The aim of this research is to analyze the Institutional Capacity Development Policy through Disaster Resilient Villages (Destana) in Magelang Regency. The research methodology uses qualitative methods with data collection techniques through observation, interviews and documentation. The research results found that institutional strengthening in the Destana program was achieved by establishing a Village Disaster Risk Reduction Forum (PRB). This forum has been formed since 2015 and is called "Ing Sasmita Response Forum (FORTIS)". Fortis consists of representatives from the community, government, vulnerable groups and representatives from women. Fortis has 30 members with 10 women (33%). Furthermore, strengthening institutions by forming a Volunteer Team (Disaster Preparedness Team) with volunteer team members coming from members of the PRB forum and volunteers. Apart from that, the Magelang Regency government also strengthened institutions by collaborating between institutions and areas closest to the border. However, this collaboration does not yet have a cooperation agreement (MoU) agreed upon by both parties, so it is not yet binding on the parties involved in disaster management
