Abstract

Penelitian ini bertujuan untuk melakukan analisis, deskripsi dan menjelaskan secara mendalamtentang bagaimana kinerja Pegawai Bagian Perlengkapan dan Umum di Rumah sakit Ade MohammadDjon Sintang. berbagai aspek yang terkait dengan permasalahan Kinerja, Tanggung Jawab, Komunikasi.Penelitian ini mengacu pada sifat–sifat penelitian kualitatis dan deskriptif. Beberapa subjek penelitianyang telah ditentukan sebagai informan atau narasumber Direktur Rumah Sakit Ade Mohammad DjonSintang, Kepala Bagian Perelngkapan dan umum Rumah Sakit Ade Mohammad Djon Sintang. Hasilpenelitian menunjukkan bahwa kinerja pegawai bagian umum dan perlengkapan di Rmuah Sakit AdeMohammad Djon Sintang masih belum optimal, namum beitu berbagai upaya yang dilakukan pihakrumah sakit terutama di bagian Umum dan perlengkapan terus berbenah untuk mengoptimalkan bidangpelayanan kepada masyarakat. Di samping itu di sarankan kepada pihak Rumah Sakit Ade MohammadDjon Sintang terus mengawasi kinerja bawahannya.

Abstract

Salah satu program Pemerintah guna mengurangi masalah kemiskinan adalah ProgramKeluarga Harapan (PKH).Tujuan PKH adalah untuk meningkatkan taraf hidup keluarga penerimamanfaat melalui akses layanan pendidikan, kesehatan dan kesejahteraan sosial,serta mengurangi bebanpengeluaran dan meningkatkan pendapatan keluarga miskin dan rentan. Menciptakan perubahan perilakudan kemandirian keluarga penerima manfaat dalam mengakses layanan kesehatan dan pendidikan sertakesejahteraan sosial. Implementasi Program Keluarga Harapan (PKH) di Desa Pangeran dilaksanakansesuai dengan ketentuan Peraturan Perung-Undangan yang berlaku. Dalam implementasi PKH di DesaPangeran terdapat paktor pendukung dan penghambat, faktor pendukung berkaitan dengan adanyaKesiapan Sumber Daya Aparatur Pelaksana, aturan pelaksana yang jelas dan adanya PetugasPendamping PKH, sedangkan faktor penghambat adalah tempat tinggal peserta PKH di wilayah terpencildimana akses transportasi dan komunikasi masih minim dan terbatas sehingga kurang efektifnya dalamkegiatan pendampingan program PKH.

Abstract

Prinsip pelayanan dalam era otonomi daerah agar dapat meningkatkan kualitas pelayanan,karena dengan adanya otonomi daerah dapat menciptakan kesetaraan posisi antara Pemerintah Daerah.Dasar aturan yang mengatur tentang pelayanan publik adalah Undang-Undang Nomor 25 Tahun 2009tentang Pelayanan Publik, berdasarkan Undang-Undang Nomor 25 Tahun 2009,sebagai pelaksanapelayanan publik adalah pejabat, pegawai, petugas, dan setiap orang yang bekerja di dalam organisasipenyelenggara yang bertugas melaksanakan tindakan atau serangkaian tindakan pelayanan publik. InstansiPemerintah Daerah Kabupaten Sintang yang berwenang dan bertanggung jawab dalam pengelolaanpungutan Pajak Bumi dan Bangunan di Kabupaten Sintang adalah Badan Pengelola Pedapatan DaerahKabupaten Sintang. Badan Pengelola Pedapatan Daerah Kabupaten Sintang dalam pelayananPembayaran Pajak Bumi dan Bangunan sudah berdasarkan pada standar pelayanan sesuai denganketentuan yangberlaku baik dari segi ketepatan waktu dan kecepatan pelayanan serta adanya rasabertanggungjawab atas pelayanan tersebut. Prinsip pelayanan didasarkan pada asaz rasa tanggungjawab,efektif dengan mengutamakan pelayanan mengutamakan pelayanan yang lebih baik. Prosedur pelayananyang di terapkan sederhana, adanya kejelasan, dan tidak berbelit-belit serta sejalan dengan prosedurpelayanan yang telah ditetapkan. Sedangkan alur pelayanan sudah dibakukan memudahkan masyarakatdalam betransaksi membayar pajak.

Abstract

Bantuan langsung tunai dana desa bagi masyarakat merupakan kebijakan Pemerintah dalammengurangi beban masyarakat miskin akibat dampak COVID-19, oleh karena itu kebijakan pemerintahdibidang kesehatan merupakan prioritas utama untuk mengatur penggunaan Dana Desa guna mendukungpencegahan dan penanganan pandemi Covid-19. Mekanisme pendataan mengacu pada ketentuanyang telah di atur berdasarkan pentunjukteknis dan petunjuk pelaksanaan bantuan langsung tunai danadesa. Pendataan dilaksanakan secara transparan serta berkeadilan sesuai dengan kriteria masyarakatpenerima bantuan dan yang layak mendapatkan bantuan mulai dari RT/RW sehingga masyarakat penerimaadalah masyarakat kurang mampu dan rentan covid-19. Prosedur pendistribusian BLT-DD melibatkanaparatur desa, relawan desa atau relawan covid-19 dan pemerintah Kecamatan yang ditugaskan adalahBabinsa ditingkat Kecamatan, sehingga koordinasi bukan hanya masyarakat desa dengan aparaturdesa tetapi juga dengan pemerintah Kecamatan sebagai fungsi koordinasi, sedangkan pengawasandilakukan juga oleh masyarakat maupun BPD dalam mengawasi penyaluran BLT-DD. Tujuan dilakukanpengawasan adalah agar tidak terjadinya penyimpangan dalam penyalurannya.

Abstract

Absrtak: Untuk melaksanakan pelayanan yang baik maka perlu adanya pengawasan BPDsehingga fungsi pengawasan BPD sangat penting artinya dalam pelaksanaan pembangunan desasejak perencanaan sampai pengawasan.Selain itu pengawasan berfungsi menentukan efektif atautidak perencanaan pembangunan yang dilakukan tersebut. Dengan demikian pengawasan BPDyang menjadi sasaran adalah pelaksanaan pembangunan agar sesuai dengan perencanaan yangtelah ditentukan. Selanjutnya mekanisme pengawasan dilaksanakan sesuai dengan pedoman danteknik pengawasan yang menjadi tugas pokok dan fungsi BPD yaitu mengawasi kinerja KepalaDesa dengan melakukan koordinasi dan komunikasi bersama Kepala Desa maupun sesamaanggota BPD. Komunikasi dengan Kepala Desa dalam rangka mencari data-data yang berkaitandengan pelaksanaan tugas pokok Kepala Desa. Demikian juga jenis pengawasan yangdilaksanakan adalah secara langsung dan tidak langsung, pengawasan tidak langsung BPDmenerima informasi dari masyarakat maupun laporan tertulis, tujuan pengawasan agarpelaksanaan tugas yang terdapat kekeliruan segera diperbaiki sehingga tidak terdapatpenyimpangan.Kata Kunci : Perencanaan; Pengawasan; Pembangunan.

Abstract

This research investigates the role of social media in increasing the political participation ofGeneration Z in rural areas, especially Sungai Ana Village, Sintang District during the 2024 GeneralElection. Using a mixed methods approach, this research combines a literature review, survey, in-depthinterviews, social media content analysis, and observation participatory to collect comprehensive data.These findings reveal that social media platforms such as Instagram, TikTok, and WhatsApp are veryimportant for increasing political awareness among Generation Z users in Sungai Ana Village, SintangDistrict. About 91% of respondents rely on social media as their main source of political information, andadmit that these platforms help them better understand political issues and candidates. These findingshighlight the need for increased media literacy and critical thinking skills to combat the spread of fake news.The study concludes with recommendations for policymakers and stakeholders, emphasizing the importanceof improving internet infrastructure in rural areas, promoting educational campaigns on media literacy,and fostering collaboration between governments, educational institutions, and social media platforms todevelop effective political education initiatives. By overcoming these challenges and harnessing thepotential of social media, Generation Z's political engagement in rural areas, especially in Sungai AnaVillage, can be significantly increased, resulting in more active and informed participation in thedemocratic process

Abstract

Human resource development plays an important role in improving organizational performance in order to remain professional in carrying out their duties. Conceptually, employees are the organization's human resources, which need attention. Notary offices have an important role in Indonesia, which is a state of law. One of them is to serve the public in terms of making authentic deeds as evidence or as a legal or absolute requirement for certain legal acts. Notary employee resource development is an internal issue concerning capacity at the individual level, organizational level, and sustainable system level. The development of employee resources at the Notary Office of Hobby Simanungkalit Sintang is inseparable from the role of notary duties in order to foster employees in working to achieve good performance. Employee resource development at the Notary Office of Hobby Simanungkalit Sintang is carried out by providing motivation, enforcing discipline and including employees in education and training activities with the aim of improving employee performance.

Abstract

As a state apparatus that plays a role in maintaining public security and order, enforcing the law, and providing protection, shelter, and services to the community in order to maintain security in the jurisdiction of the Sintang Police Resort (Polres), the Sintang Police through the Women and Children Protection Unit of the Sintang Police Criminal Investigation Unit is obliged to provide legal protection for children. Efforts to protect children legally at the Sintang Police Criminal Investigation Unit are carried out through socialization and coordination with related agencies. Success in raising legal awareness of legal protection for children to the community requires an effective socialization strategy. As an agent that actively promotes legal protection for children, the PPA Unit of the Sintang Police Criminal Investigation Unit must have important resources in order to carry out its functions properly. These resources include: human resources, facilities and infrastructure along with budget. The conclusion of this study is that efforts to raise legal awareness of child protection for the community in the jurisdiction of the Sintang Police are still not optimal. Therefore, it is recommended that the quality and quantity of socialization be improved, both in terms of frequency and target coverage by improving the coordination function between related agencies. Furthermore, the PPA Unit of the Sintang Police Criminal Investigation Unit needs to have a special budget for outreach and socialization programs in order to build public legal awareness so that legal protection efforts for children do not only depend on initiatives from agencies outside the Police.

Abstract

Licensing of health worker practices is regulated in several laws and regulations. One of them is Law Number 36 of 2014 concerning Health Workers. The Sintang Regency Investment and One-Stop Integrated Service Office (DPMPTSP) has a role as an institution that organizes integrated licensing services in Sintang Regency and is required to provide licensing services that are fast, accurate, with costs according to the provisions, transparently to the community. In order to simplify and accelerate licensing services, the Sintang District DPMPTSP implements the Digital Public Service Mall application. The application makes a positive contribution in improving the efficiency and effectiveness of the licensing process. In terms of efficiency, digitization speeds up service time, reduces administrative workload, and saves operational costs. In terms of effectiveness, the application accelerates the process of document submission and verification. However, in the aspect of satisfaction, although the majority of users find it helpful, there are still technical obstacles and limited understanding of the use of the application, especially for users with low digital literacy, therefore the DPMPTSP of Sintang Regency is expected to carry out regular socialization activities and assistance to users of the Digital Public Service Mall application service.

Abstract

This study analyses the factors that influence the improvement of apparatus capacity in the digital era at the Sintang Regency Regional Secretariat through a qualitative approach with an interpretative framework. Digital transformation in bureaucracy is understood not only as the application of technology, but as a social and institutional process that involves changes in competence, policy, organisational culture, leadership, and supporting infrastructure. The results show that the digital competence of the apparatus is the most dominant factor, which includes technical skills, data literacy, and adaptation to technology-based work systems. However, the level of competence is still uneven across departments. The results show that the effectiveness of capacity building is greatly influenced by human resource development policies that are integrated with the digital transformation agenda, an organisational culture that supports innovation, and visionary and transformational leadership. On the other hand, the availability and equitable distribution of information technology infrastructure are key prerequisites for the optimal use of technology by civil servants. These factors interact with each other and determine the success of capacity building in the context of government digitalisation. This study concludes that increasing the capacity of state apparatus in the digital era requires a holistic approach that integrates individual competencies, organisational policies, bureaucratic culture, leadership, and technological infrastructure. Without comprehensive integration, digital transformation has the potential to produce partial and unsustainable impacts. These findings contribute theoretically to the development of public administration studies and have practical implications for the formulation of strategies to strengthen the civil service in the digital age. It is hoped that increasing the capacity of the civil service in the digital era at the Sintang Regency Secretariat can only be achieved effectively if all supporting elements of individual competencies, organisational policies, bureaucratic culture and leadership, and technological infrastructure are strengthened simultaneously and in an integrated manner, so that they can become a strategic basis for directing the digital transformation of government towards adaptive, innovative and sustainable governance.
