Abstract

Dalam penyelenggaraan pemilihan walikota Tanjungpinag 2018 terdapat media komunikasi politik (kampanye) yang digunakan oleh kandidat. Seiring dengan berkembangnya globalisasi, penggunaan media sosial semakin tinggi. Bagaimana pemetaan media massa dan media sosial sebagai saluran komunikasi politik pada Pilkada Kota Tanjungpinang 2018. Penelitian ini bertujuan untuk mengetahui pola pemetaan media massa dan media sosial sebagai saluran komunikasi politik pada Pilkada tersebut. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kuantitatif, yang menjadi populasi di dalam penelitian ini yaitu seluruh DPS Pilkada Kota Tanjungpinang. Pengambilan sampel menggunakan teknik multi-stage stratified sample. Data diambil dengan menggunakan kuesioner dan wawancara, Hasil jawaban kuesioner kemudian disusun, dianalisa dan disajikan untuk memperoleh gambaran sistematis tentang kondisi dan situasi yang ada. Hasil penelitian sementara menunjukkan bahwa untuk kategori media Elektronik di dominasi oleh TanjungpinangTV sebesar 51%, untuk kategori media Cetak maka Tanjungpinang Pos mendominasi dengan persentase sebesar 54%. Kategori media Sosial di dominasi oleh Facebook dengan persentase 60%.

Abstract

The promotion and marketing efforts by the Tourism Office of Karimun Regency aim to introduce and effectively promote local tourist destinations to both domestic and international visitors. According to a previous study by Andriani (2020), the development of tourist sites in Karimun Regency has not yet been fully realized by the local government. This research aims to reexamine and optimize Karimun's tourism potential through programs implemented by the Tourism Office, supporting local economic changes. This study uses a descriptive method with a qualitative approach, gathering data through interviews with informants, field notes, and relevant official documents. It focuses on examining the promotion strategies carried out by the Tourism Office to increase tourist visits. Based on Kooten's theory, there are four strategic indicators: organizational strategy, program organization, resource support strategy, and institutional strategy. The research results show that all strategic indicators have been implemented well in accordance with funding from the center, providing a positive impact on the development of tourist destinations and increasing the number of tourists who come to visit tourist attractions in Karimun district. However, if funding is not in accordance with the annual plan, the program that has been prepared by the marketing and promotion division will have an impact, hampering efforts to increase tourist visits from both inside and outside Karimun Regency.

Abstract

Independent village status is the highest achievement in the classification of village development that shows strong social, economic and environmental resilience. Tanjung Harapan Village is the only village in Lingga Regency designated as an independent village in 2023. This study aims to analyze the capacity of the Tanjung Harapan Village Government in achieving this status using the organizational capacity theory of Horton et al. (2003), which emphasizes two main aspects, namely resources and management. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that in terms of resources, the village has adequate infrastructure and has begun to apply digital systems in administrative management, although there are still network constraints. In terms of management, the village head applies open leadership, involves the community in planning, and manages finances transparently. Capacity building of village officials is also carried out through training and periodic evaluations. In conclusion, the Tanjung Harapan Village Government has demonstrated adequate capacity to support the achievement of independent village status. However, there is a need to increase cross-sectoral cooperation and strengthen digital infrastructure to support the sustainability of village development.

Abstract

Empowerment is the process of increasing the capacity and independence of individuals and groups so they can develop optimally. Empowerment of UMKM is important because of their strategic role in supporting national economic growth. However, UMKM still face various problems such as legality, capital, marketing, and managerial skills. To support this effort, PLUT was established at the initiative of the Batam City Government to encourage UMKM to move up a class. PLUT Batam City plays an important role through strategic services such as consulting, business mentoring, legal facilitation, training, product and packaging development, as well as promotion and marketing. This study uses a qualitative method with interview, observation, and documentation techniques. The theory used is the Van Meter and Van Horn implementation model which includes six variables: policy objectives, resources, communication, implementer characteristics, socio-economic conditions, and implementer attitudes. This study aims to analyze the implementation of the PLUT program in empowering UMKM in Batam City.

Abstract

The establishment of Village-Owned Enterprises is a way to innovate in improving village development, especially in the economic sektor. The reality is that many villages are not ready to manage and even develop BUMDes. This research aims to find out how the development strategy carried out by BUMDes Mitra Karya Sejahtera as one of the BUMDes with developing status in Bintan Regency. The type of research used is descriptive research with a qualitative approach. Then the data collection technique was carried out by interview, documentation and observation.The results show that this BUMDes does not have a clear mechanism in identifying problems, and problems are often handled traditionally through deliberation. The main obstacles in the development of BUMDes business units include the impact of the Covid-19 pandemik, limited capital, and less strategic business locations. While development strategies such as legal entity registration and organizing events have been proposed, implementation has not been optimal. BUMDes have made efforts to realize the strategies, including capital strengthening, HR training, and expansion of business units. However, the impact of these efforts is still not maximized due to limitations in implementation and unsustainable activities. Effective monitoring and evaluation have also not been implemented, given that evaluations are conducted informally and unscheduled.

Abstract

Socialization in regional head elections is a strategy that includes the dissemination of information and materials that can raise voter awareness, especially among the younger generation which is currently dominated by Generation Z. Therefore, this study aims to determine the strategy for socializing regional head elections for generation z by the Tanjungpinang City General Election Commission in 2024. The research method used in this study is qualitative research with a case study approach. This study uses the theory of socialization proposed by Michael Rush and Philip Althoff, with theory indicators, namely socialization agents, socialization materials, socialization mechanisms, and socialization patterns. The findings of researchers from the strategy for socializing regional head elections carried out by the Tanjungpinang City KPU are quite good because the Tanjungpinang City KPU has carried out its role as an election organizer with several socialization activities. (1) socialization agents, as KPU agents carry out their roles and contribute to socialization activities, but do not involve Generation Z in them enough (2) socialization materials, the materials provided by the KPU are easy to accept and interesting according to Generation Z. (3) socialization mechanism, generation z considers the mechanism implemented by the Tanjungpinang City KPU to be quite good (4) the socialization pattern has sufficiently influenced generation z in their understanding of elections.

Abstract

Artikel ini bertujuan untuk mengkaji perkembangan penelitian terkait persepsi kemiskinan selama 10 tahun terakhir (2013–2024) berdasarkan analisis bibliometrik dokumen dari basis data Scopus dan Wos. Masalah difokuskan pada pemetaan tema, tren, kolaborasi ilmiah, dan kontribusi institusi dan artikel paling berpengaruh dalam studi persepsi kemiskinan yang multidimensional. Guna mendekati masalah ini, dipergunakan acuan teori multidisipliner yang mencakup aspek ekonomi, sosial, budaya, dan psikologis. Data-data dikumpulkan melalui pencarian sistematis di Scopus dan dianalisis dengan metode bibliometrik, termasuk analisis kata kunci, kolaborasi penulis, serta sitasi. Kajian ini menyimpulkan bahwa penelitian persepsi kemiskinan berkembang pesat dengan fokus interdisipliner yang kuat dan kolaborasi global, terutama dari Amerika Serikat dan Inggris Raya. Temuan menunjukkan perlunya pendekatan kebijakan yang mempertimbangkan konteks sosial budaya dan psikologis untuk mengatasi kemiskinan secara lebih efektif dan adaptif.
