Abstract

The complex policy on authority management between central and local government has appeared to be hot issue from each periods of the constitution implementation on the local governance. With the enactment of the newly issued Local Governance Law Number 23 Year 2014, has indirectly influenced legal products on which previously effective whether to district or head district law. Problem of this research is how authority management between central, provincial and district/municipal government is answered based on the Law Number 23 Year 2014 and the impacts on authority transformation in terms of ocean and mining affair. Basically, this research theoritically attempts to apply several approaches by integrating between more macro and micro systemic study, although not entirely practised. Law Number 23 Year 2014 implies a more de-constructing rather than reconstructing relationship between central and local government, by reducing authority of head district/city mayor in the development. Decentralization intrument has turned resources management of which previously held on the hand of district/city authority presently taken over by the provincial level of government, for instance : mining license shift for class C mined products and the sea territorial limit. Thus, the 2014 Local Governance Law makes necessary to cause juridical adjustment for the local legal products mainly related to certain authorities which are transferred from the provincial to district or regency level. Abstract

The existence of political parties in a country by many as a form of recognition of civil and political rights, and consequently the existence of political parties begining in the process of political egalitarianism citizens. This research used a phenomenological approach, to see the meaning of the subject of understanding the structure, documentation studies also put the core in-depth interviews as data collection. Strengthening of anti-party sentiment we can traced from the election several times in the reform era: 1999, 2004, and 2009, with the decline in voter participation, voter volatility and declining party identification, which then also reinforced by the results survey released by the institutions, indicate the implications of anti-party sentiment, either reactive or cultural.

Abstract

Indonesia has experienced a fairly rapid development in terms of democracy. Changes in the way in democracy affect the implementation of democracy itself. Conventional democracy that is usually used slowly changes but not as a whole becomes digital democracy. The dimensions of a digital democracy are the dimensions of the campaign which is one of the sequences that must be passed by the candidate pair during the democratic party, namely the election. Political campaigns that used to spend huge amounts of money because they were carried out conventionally turned to political campaigns with quite cheap costs, namely by using social media. But in its implementation the interactions that occurred during the campaign on social media took place very intensely but many were charged with violations, namely hoaxes, hate speech and containing elements of sara. This is due to the lack of public knowledge of the mechanisms and rules for campaigning on social media. So it is very necessary to hold community service activities in the form of socialization in order to increase public knowledge so as not to be ensnared by law in the current political years. With the hope that the community will be wiser in interacting on social media and conducive conditions in a regional head election or presidential election can be achieved. Abstract

Abstract

Lessons from recurring economic crises have been of particular concern to the Islamic world. Mostly Islamic countries are of middle and low-income economies that they had been inevitably suffered from extensively negative consequences caused by economic crisis such as drastic decline in welfare. The accumulation of under-performance institution and complexity of the prevailing socio-economic problems have made recovery efforts either harder steps to take or even further distances to approach merely the pre-crisis level. Using analysis based on Islamic perspective, this paper seeks to explore on economic crises, welfare and hope for good governance would be as a fundamental resilience in times of crisis. From the elaboration of literature review which encompasses thoughts of a number of Islamic economic thinkers as well as empirical studies, Islamic countries should take all determination in good governance reform as it is directed by Islamic teaching to safeguard intact welfare of the Islamic notion of which consists of ad-din (religion), al-maal (wealths), al-aql (intellect), an-nafs (life), and an-nasl (posterity).

Abstract

Kemiskinan adalah suatu kondisi ketidakmampuan pendapatan dalam mencukupi kebutuhan pokok sehingga kurang mampu untuk menjamin kelangsungan hidup. Berbagai macam bentuk program kebijakan yang dikeluarkan oleh pemerintah untuk menanggulangi dampak tersebut salah satunya adalah Program Keluarga Harapan (PKH). Dalam upaya meningkatkan penanggulangan kemiskinan sejak tahun tahun 2007 pemerintah Indonesia telah melaksanakan PKH. Berdasarkan Peraturan Menteri Sosial RI Nomor 1 Tahun 2018 Tentang PKH merupakan salah satu program kebijakan penanggulangan kemiskinan yang memberikan akses dibidang kesehatan, pendidikan dan kesejahteraan sosial. Namun dalam pengimplementasiannya PKH ini masih belum mampu menanggulangi permasalahan kemiskinan yang ada. Oleh karena itu penelitian ini bertujuan untuk mengevaluasi dampak pelaksanaan Program Keluarga Harapan di Kecamatan Moro Kabupaten Karimun. Metode dalam penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara dan dokumentasi dengan jumlah informan 18 (delapan belas) orang. Hasil dari penelitian ini menunjukkan bahwa dampak dari pelaksanaan PKH di Kecamatan Moro Kabupaten Karimun secara umum berhasil sesuai dengan PERMENSOS No 10 Tahun 2017 Tentang Program Keluarga Harapan namun dampak yang diberikan dari program ini terhadap angka kemiskinan belum cukup terlihat. Dari indikator input dalam pelaksanaannya sudah menunjang, baik dari segi sumberdaya pendukung dan teknologi, sarana dan prasarana, SDM serta anggaran dana sudah sesuai dan mencukupi. Dari indikator process belum optimal dalam pelaksanaanya dimulai dari pertemuan awal, verifikasi komitmen dan pendampingan sudah sesuai namun dalam aspek penyaluran bantuan belum sesuai dengan Pedoman Pelaksanaan PKH. Dari indikator outputs dalam pelaksanaan PKH belum memberikan hasil yang sesuai dengan tujuan Program Keluarga Harapan (PKH) ini. Dan dari indikator outcomes dampak positif yang dihasilkan ialah masyarakat sudah terbantu dibidang kesejahteraan sosial dan pendidikan dalam menunjang kebutuhan sekolah anak, kemudian dampak negatif dari program ini tidak ada namun program ini belum berdampak sesuai dengan tujuan PKH yaitu memutus mata rantai kemiskinan, meningkatkan modal manusia dan mengubah perilaku RTSM.

Abstract

This study aims to examine the effect of gender inequality in employment on economic growth in Batam City. The associative quantitative research method is used with multiple linear regression analysis techniques to describe the relationship between variables in the study. The results show that simultaneously, labor force participation rate (LFPR), wage equality, and work progress have an influence on economic growth, where any reduction in gender inequality in employment contributes to boosting economic growth. Therefore, a collaboration between the government, private sector, and non-governmental organizations is expected to encourage the implementation of gender mainstreaming policies and programs that support gender equality in the employment sector and have the potential to make a positive contribution to economic growth.

Abstract

The Gunung Lengkuas Village Office serves the community and public services in general. As we know, the task of the sub-district government is to support and assist the government in providing public services in the sub-district in its activities in accordance with its duties and responsibilities, providing facilities, directing administration, implementing service systems, and so on. However, there are several problems in public services at the Gunung Lengkuas District office, where there are several complaints submitted by the public, including the behavior of officers such as employee discipline, handling of complaints that are not followed up and so on. Therefore, this research aims to measure the level of community satisfaction in Gunung Lengkuas Village, East Bintan District. The method in this research uses quantitative descriptive methods. The sampling technique used was proportional stratified random sampling. In accordance with PAN Ministerial Decree No.14 of 2017, there are 9 indicators for community satisfaction surveys, namely requirements, system mechanisms and procedures, completion time, costs, product specifications, types of services, implementer competence, implementer behavior, complaint handling. , suggestions and input as well as facilities and infrastructure. The results of the research show that the survey score for community satisfaction with services at the Gunung Lengkuas Village office, East Bintan District, is 74.8 in the Bad category. The indicator with the highest index value with an average IKM value of 95 is costs and the indicator with the lowest index value with an average IKM value of 1.5 is facilities and infrastructure in the question of the existence of a lactation room.

Abstract

This research aims to determine the role of the Village Government in Empowering the Farmer Group community through 4 (four) role indicators, the role of the Village Government as Regulator, Dynamisator, Facilitator and the role of the Village Government as a Catalyst in empowering farmer groups in Sri Bintan Village, Teluk Sebong District, Bintan Regency. The method used is a qualitative descriptive method with 7 (seven) informants and using data collection techniques and tools in the form of observation, interviews and documentation. The results of the research show that the role of the Village Government in empowering farmer groups has been running but is not yet optimal. For the government's role as a regulator, there are already authorities and regulations for community empowerment, one of which is in developing farming communities to form farmer groups. Furthermore, the dynamist aspect for implementing the dynamator. The Village Government has carried out these activities but it is not yet in accordance with what the farming group community wants. Furthermore, in the facilitator aspect, the Village Government has also impl emented it by providing facilities for the farmer group community to use, but in its implementation not all farmer groups have experienced the services provided. Then, for the catalytic aspect, the Village Government has supported and given attention to farmer groups to be able to unite so that they can progress further because the potential of natural resources and human resources can be developed.
