Abstract

Demokrasi adalah sebuah konsep yang abstrak dalam konteks ide. Namun demikian, ide demokrasi itu sendiri secara umum berasal dari nilai-nilai Barat, contohnya seperti adanya tiga arti penting demokrasi: persamaan, keadilan, dan kebebasan. Konsep tersebut berasal dari ide bahwa revolusi kebebasan di Prancis pada awal abad ke-18. Nurcholish Madjid atau Cak Nur memiliki ide murni terkait dengan demokrasi. Ia percaya bahwa Islam dan nilai-nilai demokrasi Barat saling melengkapi dan cocok satu sama lain. Prinsip-prinsip demokrasi Cak Nur mencoba mengelaborasi ide keadilan dan Musyawarah dalam Islam dengan mengkonseptualisasikannya dengan demokrasi Barat seperti kebebasan dan egaliterianisme. Sebagai hasilnya, ide demokrasi Cak Nur dapat dikatakan merupakan jembatan antara demokrasi dalam Islam dengan nilai-nilai Barat. Makalah ini merupakah sebuah tinjauan literatur dalam menelaah beberapa ide demokrasi dalam perspektif Cak Nur dkk. Democracy is an abstract concept in the context of idea. However, the ideas of democracy itself are commonly coming and rooted by the western values for instance there are three basic meaning of democracy: equality, justice and liberty. Those concept are coming from the idea of liberal revolution in Europe in early of eighteen centuries. Cak Nur or Cak Nur has a genuine idea on democracy. He believes that Islam and western values of democracy are complementer and compatible. The principles of democracy of Cak Nur has tried to elaborate between the idea of justice and Musyawarah in Islam by contexualizing it with the basic concept of western democracy such as liberty and egalitarianism. As the result, the idea of Cak Nur’s democracy likely becomes the bridge between Democracy in Islam and Western Values. This paper is a likely a literature review on the several idea of democracy in the perspective of Cak Nur and others.

Abstract

Provinsi Jawa Tengah terbagi atas 26 kabupaten dan 9 kota. Wilayah Provinsi Jawa Tengah yang luas butuh penataan ruang yang baik untuk membangun dearahnya berdasarkan kondisi geografis yang ada. Namun sampai saat ini belum ada suatu sistem yang bisa memberikan informasi geografi yang up todate bagi para pemimpin daerah kabupaten atau kota yang ada di Provinsi Jawa Tengah untuk perencanaan Pembagunan. Penelitian dilakukan di Dinas Cipta karya dan Tata Ruang Jawa Tengah, metode pengembangan sistem menggunkan model waterfall terdiri atas Analisis, Design, Coding, Testing, dan maintenance. Hasil penelitian berupa Sistem Informasi Penataan Ruang Pronvinsi Jawa Tengah yang bisa menginformasikan kondisi geografis up todate yang dikirimkan(upload) oleh masing-masing kabupaten/kota, dan juga memberikan kesempatan warga untuk memberikan masukan dalam rangka proses Penataan Ruang Jawa Tengah.Kata kunci : Sistem Informasi, Penataan Ruang, Provinsi Jawa Tengah

Abstract

Mengetik adalah salah satu kemampuan dasar yang diperlukan di pekerjaan atau di pendidikan. Tetapi tidak semua orang mempunyai ketrampilan dalam mengetik sepuluh jari. Untuk mengukur atau menguji ketrampilan seseorang dalam mengetik sepuluh jari, pada penelitian ini peneliti bertujuan untuk merancang dan membangun sebuah aplikasi. Aplikasi ini berbasis pada kompetensi dalam mengetik pada standar keyboard yang didapatkan dari Standar Kompentensi Kerja Nasional Indonesia (SKKNI). Pengujian kemampuan untuk mengetik umumnya dilakukan oleh badan sertifikasi profesional untuk menyediakan sertifikasi dari kompetensi seseorang di suatu bidang. Untuk menentukan hasil ujian, peserta menjalani ujian praktek dan teori. Untuk penilaian berdasarkan pada kecepatan dan ketepatan kemudian nilainya akan dijumlahkan. Evaluasi berdasarkan pemahaman seseorang dalam ujian teori dalam mengetik pada keyboard standar. Kata kunci: ujian kompetensi, mengetik sepuluh jari.

Abstract

This study focuses on identifying the problems faced by visually impaired students in teaching-learning  process of English syntax course at Faculty of Humanities, Dian Nuswantoro University in 2014. English syntax, as one of the subjects studied in the English study program, is considered as a challenging subject for visually impaired students as it involves visual perception, such as graphics and images. This research was a descriptive qualitative one. The researchers collected the data by using an in-depth interview. This involved 2 visually impaired students who experienced the learning process of English syntax and 3 lecturers of Dian Nuswantoro University. The discussion was limited on the issues around the needs for creating an accessible learning media and kinds of difficulties faced by the visually impaired students. From the in-depth interview, there are three major findings that are highlighted: a) the needs to overcome all inaccessible English syntax learning materials; b) general difficulties faced by visually impaired students in English syntax subject; c) technical difficulties in drawing tree structure diagrams. Then, these highlighted problems and findings are used as to formulate the recommendations of this study.

Abstract

In understanding a language, people should consider the context usage such the cultural aspect and structure of the language itself. One of the study in translation is annotated translation. Jenny William and Andrew Chesterman reveal annotated translation is a translation with commentary. In this research, the researchers are challenged to know her ability in transferring Indonesian document, “Peraturan Gubernur Jawa Tengah No. 11 Tahun 2017”, a regulation of Central Java Governor to English by using annotated translation. This document contains an important information about fulfilling disabled people rights in Central Java. The researchers applied Larson’s theory in rendering the document. The translation process can be explored into 8 steps, those are preparation, analysis, transfer, initial draft, reworking initial draft, testing, polishing, and preparing the manuscript for the publisher. However, the researchers combined the processes by adding Agus Sri Giyanti’s own procedures as she is a visually impaired translator who was involved in this research. The procedures are converting the data and comprehending the text. This research also examines the classification of disability terminologies and their techniques used in translating the terms in order to establishing acceptable translation. In order to analyze the data, the researchers applied introspective and retrospective methodology. Introspective methodology is a method which is almost similar to the introspection of personal work. A retrospective study examines the factors of a causing problem by looking backward from the beginning of the study. This study firstly, aims at giving explanation for the disability terms on the Pergub Jawa Tengah No. 11 Tahun 2017. Secondly, to evaluate the ability of researcher in translating Indonesian regulation into English naturally. Last, since one of the researchers is a visually impaired translator, hopefully this study may provide some information on how the novice translator with visual impairment could translate Indonesian text into the English one independently.

Abstract

The village as an entity that until now still lagging behind in development has received great attention from various circles, both the government itself and the Non-Governmental Organization and Higher Education. But building up the village that has been done with the assumption that "money" is the main factor of development, proved unsuccessful to raise the village to be more prosperous, and independent, so it is necessary joint efforts, simultaneously, from various circles to share roles in building the village, the other paradigm, the village build, so the village asset becomes the main factor in building the village.

Abstract

This research aims to find out and describe the determination of electoral districts and the allocation of seats in the regional people's representative council of Lampung Province in 2024 according to the district magnitude principle. This research uses a descriptive method with a qualitative approach. Informants were selected through purposive sampling technique. Data collection techniques using in-depth interviews and documentation. The data collected was analyzed using the principles for structuring electoral districts and seat allocation as stated by Lisa Handley and Article 185 of Law No. 7 of 2017 concerning Elections. The research results show that the application of the district magnitude principle in determining electoral districts and seat allocation is in accordance with the established principles. The principle of impartiality by existing and preparing electoral district plans and then public testing. The principle of equality through the implementation of opovov, however the number of electoral districts needs to be evaluated so that proportionality is met. Principle of Representation by considering historical, socio-cultural, customs, group diversity aspects, conducting FGDs with academics, community leaders, media, government and political parties. The principle of non-discrimination does not differentiate between race, skin color, language, religion and status. Transparent principles by involving stakeholders, implementing Si Dapil, and socializing activities through the website.

Abstract

Homonym and polysemy features can influence some errors in translation from a source language to another target language, for example, from Indonesian to English. A lemma or a morphology factor can cause the configuration of Indonesian homonym features. For example, the word beruang can mean an animal beruang (bear) and can mean a verb alternation ber+uang (has/have money). The Indonesian polysemy feature can also impact an error in the translation process because it can have a literal meaning and a symbolic meaning. For example, the terms bunga melati (jasmine flower) and bunga hati (lover), where bunga does not only mean flower. Therefore, the development machine translation (MT) method needs to capture homonym and polysemy features in the form of a word or a phrase. This research proposes homonym and polysemy approaches with morphology extraction in weighting terms for Indonesian to English MT. First, this research uses morphology extraction to detect sentences that contain prefixes, lemma, and suffixes. Then, the word similarity measurement functions to extract homonym and polysemy in the form of uni-gram and bi-gram using bidirectional encoder representations from transformers (BERT) embedding, named entity recognition (NER), synonym-based term expansion, and semantic similarity. This research uses neural machine translation for the translation process.
