Based on the Decree of the Director General of Islamic Community Guidance Number DJ.II/802 of 2014 concerning Mosque Management Development Standards This research is qualitative with a descriptive approach. This research data was obtained from two main sources: primary data and secondary data. Primary data comes from a collection of data obtained directly through observations of natural phenomena in the research object. Meanwhile, secondary data is obtained through supporting information obtained indirectly, especially from literature and documents that are relevant to the research context. The data obtained will then be processed and analyzed through a process of reduction, presentation, and drawing conclusions. The results of this research indicate that the implementation of communication by the Directorate General of Islamic Community Guidance (Bimas Islam) of the Ministry of Religion plays a central role in maintaining and enhancing the strategic role of mosques as centers of religious and social activities in Kisaran City. This implementation process involves establishing conceptual understanding, introducing policies, continuous reporting and evaluation, providing incentives, cultural adaptation, and collaboration with various related entities. Abstract

This research aims to understand and evaluate the climate of neo-racism in Indonesia, focusing on discriminatory experiences within a heterogeneous society. The study employs a qualitative and content analysis approach, utilising 7.097 tweets about racism as primary data and a literature review as secondary data. In the analysis process, the researchers used Netlytic software to identify patterns or trends of racism on Twitter. The obtained data were then reconstructed to ensure validity. Subsequently, the data were reduced, presented, and concluded to identify the racism climate on Twitter accurately. The findings of this study reveal that the dynamics of neo-racism on Twitter reflect deep-seated issues regarding society's understanding of racism. In Indonesia, the legacy of colonialism and identity politics exacerbates this situation, while regulations and law enforcement remain ineffective in addressing this issue. Analysis of netizens' interactions shows that much content focuses on accusations and validation without concrete solutions. Therefore, comprehensive efforts involving robust regulation, social media ethics education, and cooperation between the government, social media platforms, and the community are necessary. These efforts aim to create an inclusive environment that respects diversity, while also building collective awareness of the importance of tolerance and eliminating discrimination.

Abstract

This study aims to analyze the communication policies of the Regional Finance and Asset Agency (BKAD) of North Sumatra Province in managing grants for Islamic institutions, including the implementation of good governance principles, the effectiveness of guidance and assistance, as well as the supporting and inhibiting factors in the grant management process. Using a qualitative descriptive method, data were collected through in-depth interviews, observations, and documentation involving BKAD officials and Islamic organizations receiving grants. The findings reveal that although BKAD has established formal regulations through Governor Regulation No. 19/2022, the implementation of communication policies remains suboptimal. Information dissemination is predominantly one-directional, causing gaps in understanding and frequent administrative errors. Guidance and technical assistance are limited, resulting in difficulties for institutions in preparing RAB, SPJ, and financial documentation. Furthermore, the application of good governance principles transparency, accountability, and effectiveness is inconsistent, mainly due to passive information delivery, limited institutional capacity, and insufficient monitoring. Supporting factors include the availability of clear regulations, BKAD's commitment to improving services, and institutions' willingness to learn. However, low administrative literacy, lengthy bureaucracy, limited BKAD human resources, and weak evaluation mechanisms hinder implementation. This study contributes theoretically and practically by highlighting the need for two-way communication, capacity building, and continuous monitoring to strengthen financial governance among Islamic institutions
