Abstract

The research aims to explore and understand the key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. A strong and supportive culture promotes employee engagement, teamwork, innovation, and a sense of belonging, which in turn enhances individual and collective performance. Conversely, a negative or toxic culture can undermine motivation, collaboration, and overall productivity. The research reveals key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. Recommendations are provided for government agencies and policymakers to foster a healthy and empowering organizational culture that nurtures and motivates civil servants to perform at their best. The findings emphasize the importance of robust institutional frameworks in achieving government effectiveness. A well-functioning legislature, in collaboration with other institutions, is vital for crafting policies that address societal needs and enhance public services. Furthermore, effective governance requires the government to tackle significant challenges in a comprehensive and cooperative manner, engaging both internal and external stakeholders.

Abstract

The purpose of this study is to explore how public discontent with government policies is addressed. This is a descriptive qualitative study that describes how the collective treatment of perspectives carried out in policies is in line with current social conditions. The goal is to avoid misunderstandings between municipal and federal governments. The following step is to discover the truth. Individuals involved in policy implementation must be able to explain their policies to members of the public. Furthermore, the policy should be founded on execution integrity so that the recipient understands the action. Policy knowledge may conflict with what is happening on the ground. To increase public trust in the government, the implementation of handling public opinion in the form of documents, pictures, and related policies by the government itself must be done openly, honestly, and responsibly. Environmental conditions and inter-organizational relationships may have an impact. Characteristics, organizational resources for program implementation, and the government's ability to overcome them which is guided by general guidelines for public service implementation: openness, accountability, status, participation, and equality.

Abstract

As weak policies are blamed for poor economic outcomes in many developing countries and institutions and governance have taken on a greater role in explaining policymaking, this article provides an overview of a collection of papers in the respective study on institutions, governance, and economic development in Indonesia. Many scholars assume that institutions and governance are ultimately interconnected. It is understood that if an institution in a nation is fair, the integrity of the nation's governance would also have to be decent. Therefore, such studies have never been conducted in Indonesia. This research used a descriptive qualitative approach to analyze how an institutional approach might affect Indonesia’s governance and economic development. The results of the research indicate that institutions and governance contribute an equal impact in a country's economic development. The economic development process in Indonesia is hindered by a poor governance system, exacerbated by a lack of commitment and consistency.

Abstract

This research focuses on street kid, who spend their time engaged in daily activities or wandering the streets and public places due to financial constraints in their families. Batam City, in particular, has a significant number of street children involved in various activities such as busking, selling cigarettes or newspapers, and even car cleaning at red lights. It is essential for the Batam City government, especially the Batam City Social Service, to prioritize the welfare and development of these children. This study aims to examine the policy implementation of the street children development program in Batam City, identifying the obstacles hindering the effective execution of this program. The qualitative research method, including observation and interviews, was employed to gather data. The findings reveal two key policies implemented by the Batam City Social Service: control programs and socialization and skills training. However, several challenges exist in implementing these programs, such as the lack of shelter or resting places for street children. Through this research, a deeper understanding of the policy implementation process and the barriers faced in the development of street children in Batam City can be gained.

Abstract

The objective of this research is to examine and identify the factors that influence the effectiveness of food barns in upholding food security, as well as the challenges faced by the residents of Batam City in establishing and reinforcing these food storage facilities to achieve food security. Moreover, it aims to assess the quality of available food and enhance its diversity, encompassing options rich in carbohydrates, protein, vitamins, and other essential minerals. Food barns are an integral part of the community's food reserve system and coexist harmoniously with rice culture. A key strategy to ensure food self-sufficiency is through the diversification of food consumption. This research employs qualitative methods and draws on limited research from books, journals, and other relevant literature sources. The findings shed light on the significant role played by food barns in ensuring food security. They serve as vital storage locations for the entire population, addressing food shortages during crop failures or periods of famine, and contributing to the collective income. However, the study also reveals various challenges in the growth and development of food barns, including issues related to food access, limited facilities, availability of food supplies, and health or nutritional concerns. These factors drive the necessity for the establishment of sustainable food barns. Consequently, the implications of the research highlight the limited presence of food barns and the need for increased storage capacity to effectively meet the demands of the community.

Abstract

The purpose of this study is to evaluate the capacity building efforts made by the city government of Batam in the pursuit of nurturing a tourism industry that is sustainable. This study used a descriptive qualitative methodology, conducting semi-structured interviews with four key informants from the Batam City Culture and Tourism Office in order to gather information for the study. According to the findings, the municipal government, and in particular the Department of Culture and Tourism, has experienced major difficulties in meeting the quality and quantity of human resources, as well as in maintaining internal management and establishing collaborative networks. This is especially true in light of the findings. As a direct result of this, the tourism industry in Batam City has been experiencing a period of stagnation as well as a decrease in interest from both domestic and international visitors. At the present day, the primary function of Batam is to act as a transit hub for tourists going to neighboring countries such as Malaysia and Singapore. The administration of potential tourist locations has been made more difficult due to a lack of human resources, which has resulted in a decline in employee performance and hampered operations related to internal management. Because of this, the formation of networks and cooperation with other stakeholders, both locally and regionally, which are important for the development of tourism in Batam City are hampered.

Abstract

The objective of this study is to examine how the implementation of E-Government, specifically through the PTSP application in Batam City, enhances the quality of public services. The development of E-Government policies represents a significant advancement in information and communication technology within the context of globalization. In today's modern society, this development is inseparable from the increasing demands placed on governments as service providers to be more effective, efficient, and transparent in their administrative duties. Consequently, the concept of good governance has emerged, emphasizing the need for governments to meet these demands. The research design employed in this study involves a literature review using a qualitative approach. The focus is on analyzing and describing the implementation of E-Government in public services through the PTSP application at the Batam City One-Stop Investment and Licensing Service Office. Primary and secondary data sources are utilized, and data collection techniques include observation, interviews, documentation, reading, and note-taking. Content analysis is employed as the method of data analysis. The findings of this research reveal that the PTSP implementation consists of four stages: registration and login process, complaint submission process, follow-up on complaint status, and access to complaint status information. The PTSP implementation has proven to be effective and efficient due to the establishment of Standard Operations and Procedures for handling complaints. Community members can now submit complaints from anywhere and at any time, and they actively participate in improving public services. However, the lack of sufficient socialization has hindered the awareness and understanding of the PTSP application and its operational procedures.

Abstract

Citizen journalism was present in Indonesia beginning with the tsunami disaster in Aceh in 2004. Recorded images that could not be covered directly by journalists were finally able to be witnessed by wide audiences both locally, nationally, and internationally. So that the presence of citizen journalism using social media makes it a competitor as well as a complement in producing information for mass media institutions. GP Ansor (GP) is a youth, social, national, and religious organization with a populist character. This coaching and training were aimed at GP Ansor Youth, namely female students from the Sirrul Illahiyah Islamic Boarding School Batam to follow all the material that would be presented in this coaching activity, namely the basics of journalism, news writing, and press releases. As a result of this activity, participants gain knowledge and training on journalism, especially in making news and press releases that will be published by the media. The training activities were carried out by the service team for the female students of the Sirrul Illahiyah Islamic Boarding School in the Panaran plot of Tembesi Village for 5 days taking place as planned with 20 children participating. Everyone is enthusiastic and aware of journalism.

Abstract

The Food and Drug Supervisory Agency (BPOM) is a non-ministerial central government agency in Indonesia, which is based on Presidential Regulation Article 2 No 80 of 2017 which carries out government duties in the field of controlling the distribution of drugs and food throughout Indonesia. Decree of the Head of the Food and Drug Supervisory Agency (BPOM) of the Republic of Indonesia Number 14 of 2014 concerning the organization of work procedures for implementing technical units within the drug and food regulatory agency, a Balai was formed. Food and Drug Supervisory (BPOM) located in every province in Indonesia to facilitate the supervision of drugs and food in the regions. The purpose of this study is first to describe the supervision of BPOM Kepri Batam against illegal drugs and food in Batam City, the two factors that influence BPOM Kepri in controlling illegal drugs and food in Batam City. The research method is qualitative.Data collection techniques are interviews, observation and documentation. Sources of data used are primary data sources which are obtained directly from data sources and secondary data which are obtained indirectly through websites, annual reports, and performance reports. This research was carried out by the Kepri Food and Drug Supervisory Agency (BPOM), business actors and the community. the result of the research is the Supervision of BPOM Kepri on illegal drugs and food in Batam City. The supervision carried out by BPOM Kepri is carried out in two ways, namely pre market and post market supervision, both supervision that is carried out before the product is circulated and before it is circulated, in this case BPOM in conducting technical supervision with 3 (three) lines, namely BPOM as the first line as the government, the second line. producers / distributors and the thirt line of society as control of the performance of BPOM Kepri, especially in Batam City.

Abstract

This study aims to determine the effect of Innovation (X1) and Service Quality (X2) to Satisfaction of Service Users of Samsat Drive Thru (Y). This study uses a quantitative approach by distributing questionnaires to people who are paying vehicle taxes using Samsat Drive Thru service. This research uses 100 accidental sampling technique. The data analysis used is multiple linear regression. The discussion of this research will be obtained from the data processing result from the questionnaire processed with SPSS Version 21. From the results of the data conducted shows the value of coefficient of determination (R2) of 0.617 which means the variable of Innovation and Service Quality able to explain 61.7% variable Satisfaction Users Samsat Drive Service Thru and the rest 38.3% are influenced by other variables not examined in this study. The conclusions from the results of this study indicate that: (1). Partially that Innovation Affects User Satisfaction (t count = 2.396> t table = 1.984); (2). Partially that Service Quality Affects User Satisfaction (t count = 6.352> t table = 1.984); (3). Simultaneously Innovation and Service Quality have a significant effect on User Satisfaction (Fcount = 78,148> Ftabel = 3.09)
