Abstract

The Ministry of PUPR is the Ministry in charge of public works and public housing through the Housing and Settlements program, which is an obligation that must be held by the Central, Provincial and Regency / City Governments, related to basic services. Furthermore, the Self-Help Housing Stimulant Assistance Program (BSPS) in Padang Laweh District is a program of the Ministry of Public Works and Public Housing. The research objectives, to determine the implementation of the Self-Help Housing Stimulant Assistance program, to find out what obstacles are faced in the implementation of the Self-Help Housing Stimulant Assistance program, to find out the efforts made in overcoming the obstacles in implementing the Self-Help Housing Stimulant Assistance program. This research uses descriptive qualitative method, qualitative research methodology is a research procedure that produces descriptive data in the form of written or spoken words. Based on the results of the research conducted, the implementation of the Self-Help Housing Stimulant Assistance program can be seen from several variables, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that in Padang Laweh Subdistrict there are still many community houses that are unfit for habitation, obstacles encountered in the field are still many people who are uninformed about the BSPS program. The BSPS program coordinates with each village under the Padang Laweh District government. The conclusion of the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Padang Laweh District in 2019, first, information is very important for the community, secondly there must be human resources, third there must be knowledge in policy making and fourth there must be a Standard Operating Procedure (SOP) in implementation.

Abstract

In order to build an integrated economy and one-stop service, the government of Padang City issued a policy to solve these problems. The policy is managed by the Padang City Investment and One-Stop Integrated Service Office (DPMPTSP). The purpose of the DPMPTSP is to make it easier for the community to make licensing letters, in the form of a one-stop integrated service (PTSP), where PTSP provides integrated services in order to cut the bureaucracy of licensing services. Padang city. This policy is contained in the Mayor of Padang Regulation No. 28 of 2017 concerning the delegation of authority and one-stop integrated services for the City of Padang. This research uses descriptive qualitative method, with purposive sampling technique. Collecting data by library method, interview and observation. Then analyzed using the miles and huberaman methods. This study uses the theory of George C. Edward III because the indicators are in accordance with the research. The results showed that (1) the implementation of the Padang mayor's regulation no 28 of 2017 concerning the delegation of authority and one-stop integrated services in the city of Padang has not been effective, this happens because not all of the permits can be carried out by the Padang City DPMPTSP. The cause can be viewed from the elements of communication, resources, attitude of implementers and organizational structure. (2) the obstacles that occur in the implementation of Perwako No. 28 of 2017 are the lack of resources, both inadequate human resources from experts both from facilities and infrastructure resources to support the implementation of services. not yet committed to carrying out their duties. (3) efforts are being made to overcome the obstacles that occur in the implementation of Perwako No. 28 of 2017 which is to complete resources both from human resources and from facilities and infrastructure resources, then the need for a special study on the renewal of Perwako No. 28 of 2017 to better policies. . And finally, the need for DPMPTSP to fix the online service system during the corona virus 19 pandemic.

Abstract

The government program makes a policy on School Operational Assistance (BOS) which is basically to provide funding for non-operational costs for basic education as an organizer of 9-year compulsory education. SDN 08 Padang Besi, Padang City, one of which received School Operational Assistance (BOS) funds. This research uses descriptive qualitative method, with purposive sampling technique. Collecting data by library method, interview, observation and literature review. This study uses the theory of George C. Edward III because the indicators are in accordance with the research. The formulation of the research problem is how the government's policy in School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City, is the obstacle in government policy on School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City, how are the efforts made to overcome the obstacles in the government's policy on School Operational Assistance (BOS) regarding the financing of 9-year compulsory education at SDN 08 Padang Besi, Padang City. The results showed that the policy had not been effective, it happened because not all policies were implemented by SDN 08 Padang Besi, Padang City. The lack of resources, both inadequate human resources from experts, both from facilities and infrastructure resources to support the implementation of services, and from elements service communication that has not been maximized and the attitude of the implementer who has not been committed to carrying out their duties. And finally, the need for SDN 08 Padang Besi, Padang City to fix the online service system during the corona virus 19 pandemic. The conclusion is that the policy carried out by SDN 08 Padang Besi Padang City is basically to help underprivileged students in financing 9-year compulsory education so that students those who are less able can receive learning well in the teaching and learning process at SDN 08 Padang Besi, Padang City.

Abstract

The administrative service system at the Department of Population and Civil Registration of Padang Pariaman Regency, especially in managing birth certificates, still occurs problems related to the administrative service system provided. People want an excellent service or also called Excellent service. And currently, services that need to be improved include the processing of birth certificate documents at the Department of Population and Civil Registration of Padang Pariaman Regency. In the future, in serving the need for innovation in improving the services provided. Because currently there are still people who often complain that the time for completion of services is delayed and does not comply with the set schedule. The research objective was to determine the administrative service system for making birth certificates. This study used a qualitative descriptive method, while the data collection technique was carried out through in-depth interviews with selected key informants and direct observation of the object and subject of the study. Based on the results of the research conducted, the administrative service system for making birth certificates can be seen from several indicators, namely: Ability, attitude, appearance, attention, action, and responsibility. The results of this study indicate that the administrative service system for making birth certificates is still lacking in services provided and inaccurate service time for making birth certificates, obstacles encountered in the Department of Population and Civil Registration of Padang Pariaman Regency, there are still many people who do not know the process of making a birth certificate. In the future, the Department of Population and Civil Registration of Kabupaten Padang Pariaman provides socialization and education during the implementation of the administrative service process for making birth certificates to the public. In conclusion, the administrative service system for making birth certificates at the Department of Population and Civil Registration of Kabupaten Padang Pariaman must make new innovations in improving future services.

Abstract

The implementation of people's business credit policies in developing micro, small and medium enterprises in Koto Baru Subdistrict, Dharmasraya Regency has not been fully optimal. This is still found to be a limiting factor from the distribution of the people's business credit program. Based on the research carried out, it was concluded that the implementation of the people's business credit policy in developing small and medium enterprises in the Koto Baru sub-district of Dharmasaraya District had not fully run optimally. This is still found to be an inhibiting factor from the distribution of the people's business credit program, just as the KUR program which is intended for small and medium micro business actors can still be enjoyed by non-MSME actors, and also there are still people who use people's Business Credit funds instead intended for productive business. Another factor that inhibits the implementation of KUR in Koto Baru Subdistrict is the low participation of the people who utilize the KUR program, lack of information or ignorance of the public about the existence of the KUR program in Koto Baru Subdistrict, and there is a public perception that dealing with banks will be complicated and complicated. Later, the existence of a policy on People's Business Credit is very helpful for the people in the Koto Baru sub-district, Dharmasraya Regency.

Abstract

Berdasarkan Peraturan Kementerian Republik Indonesia Nomor 348 Tahun 2019 mengenai biaya jasa terhadap angkutan online yang dimulai dari serentak di Indonesia mulai dari tanggal 25 mei 2019 lalu memiliki banyak sekali pro dan kontra. Seperti halnya di Kota Padang sendiri yang termasuk dalam salah satu zona diberlakukannya kebijakan tesebut. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian Deskriptif dengan pendekatan Kulitatif. Hasil Penelitian dalam skripsi ini adalah, kebijakan ini belum berjalan sepenuhnya untuk beberapa aplikator yang ada di Kota Padang, mengingat kebijakan ini tidak hanya satu aplikator saja yang menjalankan, Kebijakan mengenai tarif ini atau 348 Tahun 2019 ini merupakan kebijakan yang diambil setelah adanya kebijakan Menteri Perhubungan Nomor 12 Tahun 2019 mengenai perlindungan keselamatan kerja. Dimana dalam menjalankan sebuah kebijakan pasti memiliki kendala dan juga pasti ada upaya yang dilakukan untuk meminimalisasi tenjadi kesalahpahaman. Dimana dalam menajalankan suatu usaha di suatu wilayah memang diperlukan payung hukum untuk mencegah suatu hal dikarenakan hukum atau peraturan merupakan wadah yang disediakan oleh negara untuk melindungi setiap aturan yang ditegakkan, bila tidak ada hukum maka akan terjadi kekecauan, seperti dengan kebijakan mengenai kendaraan Online yang ada di Kota Padang.

Abstract

Sejak tahun 2004 Perusahaan Kereta Api Indonesia (KAI) adalah perusahaan BUMN milik pemerintah dibawah naungan dinas perhubungan yang bergerak dibidang perkereta apian. Perusahaan KAI yang ada di Sumatera Barat khususnya di kota Padang dengan dikeluarkannya kebijakan pemerintah  melalui Keputusan Menteri Kominfo Nomor VIII Tahun 2004 tentang penggunaan dan pengembangan Aplikasi E-Government pada Aplikasi KAI Acces, untuk meningkatkan kualitas pelayanan transportasi ditengah-tengah dimasyarakat dikota padang saat ini. Diera digital KAI dengan diterapkannya Aplikasi E-Government pada Aplikasi KAI Acces ini sangat efisien waktu dan biaya bagi masyarakat. Penelitian ini bertujuan untuk mengetahui panduan standar mutu pengembangan dan penerapan Aplikasi KAI Access di Kota Padang.Metode penelitian dengan menggunakan metode kualitatif deskriptif. Penelitian kualitatif deskriptif adalah jenis penelitian yang bertujuan untuk mendeskripsikan dan menggambarkan fenomena atau situasi tertentu secara mendalam dan detail. Hasil penelitian menunjukkan bahwa panduan standar mutu jangkauan pelayanan dan pengembangan aplikasi E-Government telah dilaksanakan. Namun, masih terdapat kendala yang menghambat implementasi tersebut, seperti keterbatasan sumber daya manusia, kurangnya koordinasi antar instansi terkait, serta kurangnya pemahaman yang memadai mengenai panduan standar mutu tersebut. Berdasarkan penelitian ini, agar PT. Kereta Api Indonesiauntuk dapat meningkatkan komitmen dan dukungan untuk mengimplementasikan panduan standar mutu jangkauan pelayanan dan pengembangan aplikasi E-Government yang ditetapkan oleh Kominfo Nomor VIII Tahun 2004. Peningkatan kapasitas sumber daya manusia, kolaborasi antarinstansi terkait, serta penyediaan pelatihan dan pemahaman yang memadai tentang panduan standar mutu menjadi kunci untuk mengatasi kendala tersebut. Dengan demikian, penerapan yang supaya lebih efektif panduan standar mutu ini diharapkan dapat meningkatkan kualitas sumber daya manusia dan sosialisasi dalam penggunaan Aplikasi E-Government pada Aplikasi KAI Acces pada masyarakat kota padang kedepannya.
