Abstract

The domestic apprenticeship program in Lampung Province still encounters problems, such as the socialization process that is carried out less than optimally so that only a few companies are interested in collaborating. As a result, the company's recruitment implementation has not been able to achieve the specified target. This study aims to evaluate the implementation of the domestic apprenticeship program and identify the factors supporting and inhibiting the implementation of the domestic apprenticeship program in Lampung Province. The study was conducted with a qualitative descriptive approach using 3 indicators of the implementation of public private partnership (Public Private Partnership) consisting of policies, resources and communication (Kurniawan, Setianto et al., 2009). The results of this study indicate that the cooperation between the government and the private sector (public private partnership) in the program to increase labor competence and productivity (PKTKP) based on domestic apprenticeship in Lampung Province is quite effective. Viewed from the policy aspect, it can be said that it is effective because the purpose of holding this program is in accordance with the objectives of the government-private partnership which is beneficial in addition to providing services to the public but also providing benefits from companies that collaborate with the Lampung Province Manpower Office. In the aspect of resources, human resources in the implementation of this domestic apprenticeship program have not been maximized in achieving the desired target/results so that the resource aspect in this focus can be said to be less effective. In the communication that took place quite well, this was seen from the lobbying process to achieve the target of absorption of participants, although communication in the socialization process for recruiting companies had not yet reached the target.

Abstract

This community service activity aims to enhance stakeholder capacity particularly youth in Lumbok Seminung District, West Lampung Regency, in the areas of administrative management, sustainable tourism management, and digital marketing to support the development of the Lumbok Seminung Thematic Market. The main partner problems include weak administrative systems, limited understanding of sustainable tourism principles, and low utilization of digital technology for promotion. The activity was implemented through three stages: preparation (literature review and initial observation), implementation (training and mentoring), and evaluation and reporting. Training materials encompassed business administration, entrepreneurship, leadership, and practical digital marketing content creation. Results indicate improved participant understanding and skills in managing thematic market administration and utilizing digital platforms for tourism promotion. A multi-stakeholder collaborative approach involving higher education institutions, local government, and local communities proved effective in building stakeholder capacity for sustainable tourism development in the Lumbok Seminung area.

Abstract

West Lampung Regency possesses substantial ecotourism, geotourism, and cultural-tourism assets, yet their development is constrained by damaged road accessibility, persistent illegal levies, a tourism workforce with limited entrepreneurial readiness, and inadequate budget and supporting facilities. This community service initiative aimed to strengthen collaboration between Universitas Lampung and the local government in advancing sustainable tourism, taking the IDR 70 billion Lake Ranau Lumbok Seminung Thematic Tourism Market as its empirical anchor. The activity was carried out through a Focus Group Discussion (FGD) involving public servants of the Office of Cooperatives, Small and Medium Enterprises, Industry and Trade (Koperindag) of West Lampung and a multidisciplinary team of Universitas Lampung lecturers, organised in three stages: pre-activity preparation, the discussion itself, and post-activity evaluation. Four thematic streams were examined: the role of local government, sociological dimensions, community and start-up empowerment, and digital marketing support. The findings show that the local government has actively supported sustainable tourism through the development of creative-economy partners, particularly micro, small, and medium enterprises (MSMEs), and through emerging institutional coordination. Nevertheless, funding limitations, uneven community awareness, and infrastructure gaps remain salient barriers. The initiative confirms that multi-actor collaboration among universities, government, the private sector, and the media is a prerequisite for translating tourism potential into inclusive and resilient local development. The study recommends institutionalising participatory governance, embedding carrying-capacity assessment, and scaling digital promotion to increase visitor arrivals while safeguarding ecological and cultural integrity.
