Abstract

Purpose of this research is to evaluate implementation Decision of Governor Bali. This research use descriptive method qualitative. As for its data collecting method is interview, observation, and documentation study. Pursuant to result of research from 13 indicator variable efficacy of policy implementation according to Grindle there are 5 indicator variable having problem is. First, content order policy, which is on its implementation contain difference of perception among relevant implementator of content order this policy. Second, existence of sanction, where it is true there no coherent sanction in this policy. Third, clarity of message of policy, message of this ill defined policy causing multiple of interpretation among implementator which is on finally cause at difference of relevant perception of usage of this fund. Fourth, policy consistency where this policy represent to continues of previous policy, and there is lessened in the case of aspect and consistency of  acountability because on the happening of change at this policy do not entangle stakeholder which in this case is party receiver of fund of realocation. Fifth, acceptance of message which not yet taken place in an optimal fashion because there is still its of difference of perception among implementator so that policy implementation not yet earned to walk optimally.

Abstract

This research discusses the Sustainable Development Goals (SDGs) through the development of Nagari-Owned Enterprises (BUMNag) in Mungka District, Lima Puluh Kota Regency, as an integrated effort for economic, social, environmental, legal, and governance development at the nagari level (local wisdom for villages in West Sumatra). In this context, BUMNag acts as a new means and approach in utilizing the potential of Nagari Mungka to improve the welfare of its people. This is done by considering the opportunities and needs of the Nagari to 'accommodate', support, and consolidate economic businesses within the Nagari area, so that it becomes a new source of income for the Nagari government in improving the local economy. This research uses a qualitative method with a case study approach by considering literature or reference studies. The results showed that the establishment of BUMNag has not fully implemented the eighteen goals of the SDGs program in Nagari Mungka because it is not strengthened by locally based policies, namely village regulations. It can be concluded that the existence of BUMNag is currently not maximally utilized, and there is still a lack of a comprehensive work program.

Abstract

The payroll procedure at the Social Services Office of Labuhanbatu Utara Regency is a crucial element in financial management, requiring proper management to ensure accuracy, transparency, and compliance with applicable regulations. This process includes various stages, starting from attendance data verification, basic salary calculation, allowances, to mandatory deductions. The complexity of the payroll procedures in this office is influenced by strict regulations that must be followed, including Government Regulations on Regional Financial Management. Proper payroll management impacts employee welfare, work motivation, and their productivity. This study aims to analyze the payroll procedures to identify strengths and weaknesses and provide improvement recommendations. Qualitative and case study approaches were used, involving interviews, observations, and document analysis to understand the payroll process in the office. The research results show that although the payroll procedures comply with the applicable regulations, there are still some technical and administrative obstacles that need to be addressed to improve efficiency and transparency. The use of technology-based information systems and training for relevant personnel can help address these challenges and increase employee trust in payroll management. Therefore, this research is highly relevant in supporting the creation of an accountable, transparent, and efficient payroll system in the government environment.

Abstract

The application of Islamic business ethics in online buying and selling transactions among students Febi of the State Islamic University of North Sumatra (UINSU) is an important concern, especially considering the potential conflict between the principles of Islamic business ethics and the practices carried out. This research uses a qualitative approach with a case study method. Data were obtained through in- depth interviews and document analysis. The results showed that the majority of students understand the basic principles of Islamic business ethics, such as honesty, fairness, transparency, and responsibility. However, the implementation of these principles has not been fully consistent, especially in the aspects of pricing, disclosing product information, and handling consumer complaints. The main factors influencing the level of implementation of Islamic business ethics are the level of religious knowledge, economic motivation, and the influence of the social environment. Recommendations are given to improve Islamic business ethics education through formal curriculum and extracurricular programs. This research aims to contribute to understanding the application of Islamic values in online buying and selling activities, while encouraging the creation of transactions that are in accordance with sharia principles and provide benefits for all parties.

Abstract

This study aims to analyze the role of employer branding, company reputation, and media social information on the job-seeking motivation of Generation Z, with a case study of FEBI students, Department of Management, State Islamic University of North Sumatra (UINSU). Generation Z is a group of potential job seekers who have digital-native characteristics and are highly selective in choosing companies based on image, reputation, and information obtained through digital platforms. Quantitative techniques are used in this research with a survey method, and data are the analysis was conducted using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach, carried out with SmartPLS software version 4.0. The results show that the three independent variables of employer branding, company reputation, and social media information have a positive and significant effect on job application interest. The R-square value of 0.970 indicates that 97% of the variation in application interest can be explained by these three variables. These findings emphasize the need for companies to build strong employer branding, maintain a consistent reputation, and utilize social media strategically to attract the attention and interest of the younger generation. This study provides theoretical contributions to the field of human resource marketing and offers practical implications for digital recruitment strategies in the era of industry 4.0.
