Abstract

The Family Planning (FP) Program is a strategic government policy aimed at controlling population growth, improving family welfare, and supporting sustainable development. In Banten Province, the implementation of the program continues to face challenges, including unequal access to family planning services, low male participation, and variations in contraceptive use across districts. This study aims to analyze the effectiveness of the Family Planning Program in controlling population growth at the Women's Empowerment, Child Protection, Population and Family Planning Office (DP3AKKB) of Banten Province. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observations, documentation, and literature review. Data were analyzed using data reduction, data display, and conclusion drawing, supported by source and method triangulation to ensure validity. The findings indicate that the program has contributed to increasing contraceptive prevalence, strengthening reproductive health education, and enhancing coordination among stakeholders in population management. However, program effectiveness is still constrained by limited human resources, unequal service accessibility, and insufficient public awareness regarding family planning. Strengthening the capacity of field officers, expanding digital-based family planning services, and improving collaboration between government institutions, health providers, and communities are essential to enhance the effectiveness and sustainability of population control efforts in Banten Province.

Abstract

This study aims to analyze the implementation of public complaint service policy through the National Public Service Complaint Management System–Online People's Aspirations and Complaints Service (SP4N-LAPOR!) at the Communication, Informatics, Statistics, and Encryption Office of Banten Province. The study is motivated by the importance of delivering transparent, responsive, and accountable public services through the utilization of information technology as a platform for citizens to submit aspirations and complaints. However, the implementation of SP4N-LAPOR! continues to face several challenges, including limited public participation, suboptimal coordination among regional government agencies, inadequate human resources, and uneven understanding of complaint management procedures among public officials. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation and analyzed using an interactive analysis model consisting of data reduction, data display, and conclusion drawing. The analysis of policy implementation was based on George C. Edward III's implementation theory, covering communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of SP4N-LAPOR! in Banten Province has been generally effective, supported by the availability of a digital complaint management system and inter-agency coordination. Nevertheless, further improvements are required through strengthening the capacity of public officials, expanding public awareness and outreach, enhancing institutional coordination, and optimizing the use of information technology to improve the quality, responsiveness, and accountability of public service delivery.

Abstract

Unemployment poses a significant challenge to the labor sector in Indonesia, including in Cilegon City. To enhance employment services, the Cilegon City Manpower Office has implemented the SIAPKerja Platform as a digital innovation for "Yellow Card" (AK-1) registration and the provision of job vacancy information. This research aims to analyze the effectiveness of the SIAPKerja Platform in transforming Yellow Card (AK-1) services and job vacancy information provision, identify implementation obstacles, and examine efforts to overcome them. The study employs a descriptive qualitative approach. Data were collected through observation, interviews, and documentation, then analyzed using the Miles and Huberman model, which encompasses data reduction, data display, and conclusion drawing. Data validity was ensured through source and technique triangulation. The research results indicate that the SIAPKerja Platform has improved service accessibility, speed, and efficiency, as well as staff adaptability and skills. The findings also show that service digitalization via SIAPKerja has reduced job seekers' reliance on face-to-face services; however, its utilization is not yet optimal due to limited access and digital literacy among some members of the public. Consequently, strengthening infrastructure, conducting broader outreach, and improving public digital literacy remain necessary. Overall, the platform contributes positively to the transformation of employment services in Cilegon City and supports the provision of inclusive, responsive, and sustainable employment services for residents.

Abstract

Protection services for women and children who are victims of violence in Banten Province still face various challenges, such as high rates of violence, limited human resources, low public awareness regarding case reporting, and suboptimal inter-agency coordination. This study aims to describe the implementation of protection services for women and child victims of violence, identify supporting and inhibiting factors, and analyze efforts to improve service quality. A descriptive qualitative method was employed. Data were collected through observation, in-depth interviews with the Head of the UPTD PPA, service staff, and community members, as well as a review of relevant documents. Data analysis involved data reduction, data presentation, and conclusion drawing, utilizing source triangulation. The results indicate that services have been implemented—covering complaint intake, assessment, support, referral, and recovery—in accordance with established procedures. Implementation is supported by a clear legal framework, staff commitment, and collaboration with relevant agencies. However, obstacles remain, specifically limited human resources, low levels of public reporting, and suboptimal inter-agency coordination. Overall, the services have functioned reasonably well, helping victims access protection, support, and recovery tailored to their needs. Enhancing staff capacity, coordination, and public outreach is essential to ensure services become increasingly effective, optimal, and sustainable.
