Abstract

This study explored power relation of Jokowi as mayor of Solo City and his efforts to create inclusive populist policies in the case of street vendors’ arrangement and resettlement of people on the banks of Solo River. Specifically, this study explores how Jokowi build his relations with many actors, namely, how the relations can be established, who were they, how were the relationships between Jokowi and CSO (Civil Society Organization) and CSA (Civil Society Activist) as the agencies with serious interest in pursuing reform, and how these relations contribute to achieving local reform agenda. By using qualitative approach with case study strategy as the methodology, this study was conducted from December 2010 to early 2012 and obtained some results as follows: there are some strong enough relations between Jokowi with state and non-state actors, which exist as the attempt to overcome the structural constraints (limited human resources) and because of the similar agendas between Jokowi and those actors (especially with CSO and CSA), and that the relations (with CSO and CSA) are proven effective in helping to achieve local reform agenda progressively. The study also refines Tilly’s theory (1978) on several aspects, namely: the variant of member and challenger, the radical challenger, and neutral, and that the positions of challenger or member are not permanent (depend on the issues).

Abstract

Religious services specially marriage service in border areas address complicated problems. Those problems are insisted to be solved and services increase sharply because the legality of marriage implies to social problems such as making civil registration document (birth certificate, family register document, and passport extension), letter of inheritance, separation of marriage, and so on. The purposes of this study are to describe religious affair office (KUA) condition, identify problems faced KUA in giving marriage service, recognize strategies to solve the problems and factors that stimulate them. This study uses qualitative approach with some instruments such as interview, observation, FGD, and literature study. The study taking place in Nunukan and Sebatik islands shows that many problems related to marriage services in border area are found such as administrative registry procedure, infrastructure and service structure restriction, and religious value building (syariat Islam). Stakeholders must involve dealing with those problems and all citizens have to build their awareness that they are not passive service receivers.

Abstract

According to Law No. 3 of 2002 on National Defense, the defense of the State is the responsibility of all citizens of Indonesia, including community organizations. Forum Bela Negara (FBN) DKI Jakarta, a community organization formed with the specific purpose of overseeing efforts to strengthen the values of the country's defense in society, has long been taking part in implementing the law. FBN, especially in the DKI Jakarta province, has organized many activities such as regular, comprehensive, and integrative socialization of fostering awareness of defending the country to the cadres and the public, as well as supporting and carrying out government programs for the creation of the National Defense Cadre. This is in line with the Presidential Instruction (Inpres) No. 7 of 2018 concerning the 2018-2019 National Action Plan of Nation Defense, which states that the internalization of the basic values of state defense to the general public is one of the intended action plans. The problems faced by FBN DKI Jakarta include the measurability of the results of activities and the ineffectiveness of the approach (model) of activities that have been held. The voluntary nature of membership in mass organizations (Law No.17 of 2013 article 1 paragraph 1) has caused FBN to have many limitations including in Event Management. The purpose of this community service program was to strengthen the FBN's institutions by increasing the soft skills and hard skills of the DKI Jakarta FBN Management on Event Management, which included, among others, the approach of implementing activities, making creative proposals, and raising funds. The method used in this program was as follows. First, a need assessment was conducted; next, a mini-workshop on Event Management was held, and finally, a Coaching Clinic or supervision to the idea of DKI Jakarta FBN activities was provided. Institutional strengthening was chosen because FBN as a mass organization has a strategic function in carrying out social change, such as supporting efforts to instill nationalism spirit and awareness of the defense of the people's state. The output of this activity was, among others, increasing knowledge and skills of the DKI Jakarta FBN Management related to Event Management, as evidenced by the draft proposal they had prepared. The core of this activity was to identify an adaptive, contemporary approach ranging from planning, implementation, and an evaluation in the activities carried out by the State Defense Forum.

Abstract

There are a number of challenges and limitations faced by Pancasila and Citizenship Education (PPKn) teachers in Depok City in teaching Civics subjects and specifically in instilling nationalism (nationalism literacy) in students. The challenge in question is the low interest of students to study and explore Civics learning materials, while the limitations faced are the ability to teach Civics learning materials better so as to produce maximum learning outcomes. Another limitation is that Civics is a multi-dimensional character education subject, which requires special competence in teaching. These problems need to be overcome considering that Civics subjects are a means to increase student nationalism (civic and cultural literacy) which is one of the basic skills of 21st century human resources besides that the degradation of nationalism can have an impact on the fading of Indonesian cultural values. The solution provided is to provide training to PPKn Depok City teachers regarding Project Citizen (learning activities to become citizens), namely a learning project intended to encourage students to be motivated to explore issues in the school or community and to be actively involved in monitoring and influencing public policies that are implemented jointly with other students in the classroom and in extracurricular groups. Project Citizen was chosen because it has proven to be successful in increasing student interest in participating in Civics learning activities in several schools that have practiced it, although it requires a number of adjustments or modifications to be implemented. Through the transfer of knowledge and skills regarding Project Citizen and several other supporting materials, it is hoped that partner problems can be overcome, so that the hope that Civics teaching can take place more effectively and attractively can be realized.Terdapat sejumlah tantangan dan keterbatasan yang dihadapi para guru Pendidikan Pancasila dan Kewarganegaraan (PPKn) di Kota Depok dalam mengajarkan mata pelajaran PPKn dan secara khusus dalam menanamkan nasionalisme (literasi nasionalisme) kepada siswa didik. Tantangan dimaksud adalah rendahnya minat siswa untuk mempelajari dan mendalami materi pembelajaran PPKN, sedangkan keterbatasan yang dihadapi adalah kemampuan mengajarkan materi pembelajaran PPKn secara lebih baik sehingga menghasilkan capaian pembelajaran yang maksimal. Keterbatasan lainnya mengingat mata pelajaran PPKn merupakan mata pelajaran pendidikan karakter yang bersifat multi-dimensioanal, yang membutuhkan kompetensi khusus dalam pengajarannya. Permasalahan tersebut perlu diatasi mengingat mata pelajaran PPKn merupakan sarana untuk meningkatkan nasionalisme siswa (civic and cultural literacy) yang merupakan salah satu kecakapan dasar SDM abad 21 selain bahwa degradasi nasionalisme dapat memberi dampak pada lunturnya nilai-nilai budaya Indonesia. Solusi yang diberikan adalah dengan memberikan pelatihan kepada para guru PPKn Kota Depok mengenai Project Citizen (kegiatan belajar menjadi warga negara), yaitu proyek pembelajaran yang dimaksudkan untuk mendorong siswa agar termotivasi mendalami isu-isu yang terdapat di sekolah atau masyarakat serta mau terlibat aktif dalam memantau dan mempengaruhi kebijakan publik yang dilaksanakan secara bersama-sama dengan siswa lain di dalam kelas maupun dalam kelompok ekstrakurikuler. Project Citizen dijadikan pilihan karena terbukti berhasil meningkatkan minat siswa mengikuti kegiatan pembelajaran PPKn dibeberapa sekolah yang pernah mempraktekkan, meski memerlukan sejumlah penyesuaian atau modifikasi agar dapat dilaksanakan. Melalui transfer knowledge dan skill mengenai Project Citizen dan beberapa materi pendukung lainnya persoalan mitra diharapkan dapat diatasi, sehingga harapan agar pengajaran PPKn dapat berlangsung lebih efektif dan atraktif dapat diwujudkan.

Abstract

The high divorce rate encourages the Ministry of Religion to make various efforts to maintain family resilience. The Service Center Program of Sakinah Family or Program Pusat Layanan Keluarga Sakinah (Pusaka Sakinah) is one of the Ministry of Religion’s effort through the transformation of KUA’s role into a more significant in protecting Indonesian families from divorce. This article aims to get an overview of KUA's activities in implementing the Pusaka Sakinah program including the forms of innovation and initiative in pursuing program sustainability. The research method uses qualitative methode through case study type with the locus at KUA Kiaracondong representing program implementation in urban areas, and at KUA Cipeundeuy representing program implementation in rural areas. This study uses the theory of AGIL Structural Functionalism (Adaptation, Goal-attainment, Integration, Latency). This research results several findings: first, although the increasing role of KUA in facilitating the people to actualize sakinah family can be realized through the implementation of the Pusaka Sakinah program, efforts to maintain program sustainability are not an easy way due to KUA's high dependency on the institution in financing the program. Second, initiative and innovation are relatively limited because the concept of the Pusaka Sakinah program has not been understood and there has even been a misinterpretation on transforming KUA, causing disorientation, reduction, and even rejection of programs that are seen as burdensome to KUA. Third, the synergy of implementation program with similar programs carried out by other ministries and local governments is still low. In this regard, the Ministry of Religion needs to make efforts to increase the intended synergy which will also have a positive impact on the availability of resources in program implementation.

Abstract

Indonesia merupakan negara yang memiliki keberagaman budaya, suku, ras, agama, dan bahasa. Keberagaman ini tentu menjadi tantangan dalam kehidupan masyarakat di negara ini dalam menjaga keharmonisan hubungan di tengah perbedaan. Di era sekarang saat ini, intoleransi sering muncul di masyarakat. Intoleransi adalah salah satu ancaman yang dihadapi masyarakat, terutama di kalangan Generasi Z. Hal ini terjadi karena pengaruh media sosial dan kurangnya edukasi tentang nilai-nilai toleransi. Generasi Z merupakan generasi yang tumbuh dengan perkembangan teknologi dan media sosial. Kondisi tersebut menunjukkan bahwa nilai toleransi sangat penting ditanamkan sejak dini. Metode yang digunakan dalam pengabdian kegiatan masyarakat yaitu dengan metode ceramah, adanya QnA setelahnya. Selain itu, untuk mengukur kemampuan siswa dengan menggunakan pre-test dan post-test. Hasil kegiatan yang diperoleh dari kegiatan ini yaitu adanya peningkatan pemahaman siswa mengenai nilai toleransi

Abstract

The emergence of online transportation services has changed the way humans access areas of life, increasing accessibility significantly. The integration of digital technology has brought increased speed, efficiency and connectivity to services, especially through applications on smartphones. For example, online motorcycle taxi services in Indonesia have become an important source of income for many individuals. Many people rely on work as online motorcycle taxi drivers to meet their family's economic needs. This research aims to provide a comprehensive picture of the role of online motorcycle taxis as a source of income, taking into account the diversity of drivers from various backgrounds, including those with families, those without families, and female drivers. This research uses a qualitative approach, a method suitable for exploring the condition of natural objects. The results of this research are based on interviews with 8 sources from online motorcycle taxi drivers around UPN "Veteran" Jakarta, Pondok Labu Campus. Interviewees involved a variety of backgrounds, and the responses received varied, some were satisfied with their work, while others saw it as just a side job. Even though online motorcycle taxis offer accessibility and flexibility in working hours, research findings show that this profession has not become the main job for most drivers. Tight competition in the online motorcycle taxi industry is also a factor that contributes to the economic constraints felt by some drivers, especially those who have family responsibilities.

Abstract

Undocumented marriage is a social reality prevalent in many communities, including in Tawau (Sabah, Malaysia), where several Indonesian workers make a living. Examining the process of interrelation structure and agency institutionalizing the practice of undocumented marriage through the depiction of the transformation process and the actors that play a role, the study is intended to obtain comprehensive information on why cases continue to occur even to the third generation. The study also identified the impact of unregistered marriages on migrant workers and their families to obtain a measurable picture of the gravity of the problem. As for the reason why Tawau was taken as the locus, considering that cases of undocumented marriage were quite high in the region. Using a case study type qualitative approach with data collection techniques through in-depth interviews and document studies (books, journals, reports, and mass media coverage), the results showed that the marriage process is not recorded as having transformed from generation to generation, which is marked by a decrease in structural strength—and strengthening the roles and abilities of actors to escape structural forces. As a result, the practice of unregistered marriage continues to increase. It is increasingly difficult to stop, although, on the other hand, the real impact of excess marriage is not recorded for the object, especially their children who have difficulty getting educational services. Government efforts to reduce the impact have been made. Unfortunately, it will lose meaning if the increase in unregistered marriages is not stopped.
