Abstract

Pengelolaan dana desa masih menimbulkan berbagai problem dan tantangan. Tujuan dariartikel ini adalah mengidentifikasi problem dan tantangan dalam pengelolaan dana desa danmerumuskan model pengelolaan dana desa yang efektif dan efisien bagi peningkatankesejahteraan masyarakat desa. Artikel ini didasarkan pada penelitian yang menggunakanpendekatan kualitatif. Fokus penelitiannya adalah mengidentifikasi problem dan tantanganpengelolaan dana desa di beberapa desa di Kabupaten Batang. Problem dan tantanganpengelolaan dana desa harus segera diselesaikan dan dihadapi agar pengelolaan dana desaefektif dan efisien sehingga mampu menciptakan kesejahteraan masyarakat. Artikel ini telahberhasil mengidentifikasi problem dan tantangan pengelolaan dana desa. Setelah mencari danmenemukan solusi, artikel ini merumuskan model yang tepat untuk mengelola dana desa agartercipta pengelolaan dana desa yang efektif dan efisien demi terwujudnya kesejahteraanmasyarakat desa. Artikel ini menyarankan kepada pemerintah daerah dan pemerintah desauntuk menerapkan model tersebut dalam rangka mengatasi problem dan tantanganpengelolaan dana desa. Kerjasama dari berbagai pihak diharapkan agar dapat menerapkanmodel tersebut secara sinergis.

Abstract

This article explores the legal paradigm of the Ja’fari school of law. The article presents the profile of Imam Ja’far, the founder of this school of law. It also discusses some legal thoughts presented by the Ja’fari school of law, which seemed to be fundamentally different from the legal thoughts of the Sunni school of law (e.g., khumus and mut’ah). This article concludes that the legal sources used in the Ja’fari school of law are not fundamentally different from those used in the Sunni school of  law, which include the Quran, the Sunnah, Ijma, and reasoning. Although there might be different approaches among the Ja’fari school of law and the Sunni school of laws in defining these legal sources, this article indicates no principle difference in legal making procedure. As a matter of fact, the differences in the legal making process could also exist among the Sunni school of laws.

Abstract

Kinship politics in the 2020 Pilkada in Central Java occurred in 11 out of 21 regions that held Pilkada. This number indicates that more than half of the regions in Central Java are exposed to kinship politics in the 2020 Pilkada. This condition would not have happened without the actors involved. The role of actors in constructing kinship politics is something that is difficult to deny. Therefore, this research is important to find actors involved in kinship politics in the 2020 Pilkada in Central Java. The fundamental question that is important to ask is who is involved in kinship politics in the 2020 Pilkada in Central Java? How do these actors influence the 2020 Pilkada contest in Central Java? The purpose of this research is to find the formulation of the problem. This article shows three actors who play a role in constructing kinship politics in Central Java, namely (1) the main actor; (2) relative actor; and (3) other actors. The influence of these three actors can be classified into large, medium, and small influences. This article shows that these three actors have varied and inconsistent effects. This article concludes that kinship politics is not a guarantee for a candidate to win local political contestation.

Abstract

After two decades of implementation of the special autonomy in Aceh, with Islamic Sharia becoming part of its legal system, some of Aceh's problems prevailed, especially those related to people's welfare. Whether the special autonomy granted to Aceh can improve the welfare of the people remains questionable. As a legal instrument in Aceh, the Qanun seemed to be unable to improve the people's welfare. Despite having enacted Qanun Number 11 of 2013 on Social Welfare, Aceh is still one of the ten poorest regions in Indonesia. This raises questions about the effectiveness of the Qanun in improving the welfare of the people. As such, this study is important to be carried out to find out the relevance of Qanun in improving the welfare of the people in Aceh. This study aimed to answer these questions: (1) What are the roles of Qanun in Aceh's special autonomy era? (2) What is the future of Qanun in creating welfare in Aceh? The purpose of this study was to (1) describe the role of Qanun in Aceh’s special autonomy era, and (2) predict the future of Qanun in creating welfare in Aceh, as well as provide recommendations to solve problems related to the ineffective implementation of Qanun. This study used a qualitative approach, and the type of this research was normative-juridical. The focus of the study was the special autonomy in Aceh and the role of Qanun in improving the people's welfare. Data were taken from primary and secondary legal materials using literature reviews. A triangulation was used to check the validity of the data, and the interactive model was used to analyze the data. This study found that Aceh already has several Qanuns regulating matters related to the welfare of the people. However, to attain a prosperous future for the people of Aceh, more Qanuns regulating various aspects of the economy are needed.

Abstract

Hundreds of victims of the 2012 Sunni-Shia conflict in Sampang are still living in refugee camps in Sidoarjo, East Java. They still keep the dream to return back to their home village in Sampang. Even though the majority of them have pledged to return to Sunnis in early November 2020, no one could guarantee that they can definitely return to their home village after the pledge. This article seeks to identify the factors that make it difficult for the Sampang Shia refugees to obtain their civil rights as well as to formulate strategic policies to restore these rights. This article indicates that the Shia refugees, who live in the refugee camp, have already got some of their civil rights back, including the rights to access health facilities, education and administration services. However, there are two fundamental civil rights that have not been fulfilled, namely the freedom of religion and the right to live back in their home village. It argues that two main factors prevent them from returning to their home village: strong resistance from the community and the weak role of the state. The article suggests that the government needs to employ a systemic governance approach to fully restore the civil rights of the Sampang Shia refugees.

Abstract

The rapid advancement of digital technology and the increasing access to the internet among children and adolescents have raised concerns about their vulnerability to cybercrime. In Islamic educational settings, particularly among santri (Quranic students), exposure to digital platforms without adequate digital literacy or protection mechanisms can lead to significant risks. This research explores the extent of cybercrime awareness among santri and evaluates the preventive efforts taken by Islamic education institutions to safeguard their students. Using a qualitative descriptive approach, data were collected through interviews, observations, and documentation from selected Islamic schools. The study found that while many santri regularly access online content through mobile devices, their understanding of cyber threats such as online fraud, cyberbullying, and exposure to inappropriate content remains low. Most institutions lack structured programs for digital literacy or cyber safety education, and there is limited parental or institutional supervision of online activity. However, there is strong potential for integrating digital safety awareness into religious teachings, reinforcing values such as honesty, modesty, and responsibility in digital behavior. The study concludes that effective protection against cybercrime requires collaborative efforts involving educators, parents, and policymakers. Recommendations include the development of culturally relevant digital literacy modules, training for teachers, and community-based campaigns to raise awareness about cyber safety in religious contexts. This research highlights the urgent need to bridge the digital safety gap for Quranic students, ensuring their well-being in an increasingly connected world.

Abstract

Understanding how to leverage intellectual property for economic gain has become increasingly urgent, as the 21st century, a digital technology era, has made creativity and innovation a highly potential source of capital. Based on the issues outlined above, it is crucial to implement activities to enhance understanding of intellectual property and its use to generate income for the community. This community service activity will target high school and vocational school students and teachers in Semarang City. The current curriculum accommodates and is relevant to intellectual property. Furthermore, various scientific competitions have been held, resulting in diverse creative and innovative outcomes. These activities, designed to enhance teachers' and students' understanding of intellectual property and its commercialization, are delivered through presentations by the team and resource persons. To find out the results and potential impact of the activity, after the presentation of the material, a questions and answers session was held with questions regarding the material that had been given. The planned activity was attended by participants consisting of high school/vocational high school teachers and high school/vocational high school students in Semarang City/Regency totalling 100 people. The activity was held on 18 July 2024, on the 3rd Floor of the UNNES LPPM Building. The activity began after being opened by the Secretary of UNNES LPPM. As speakers at the activity were the Head of the Central Java Provincial Education and Culture Office, the Head of the Human Resources Division of the Central Java Provincial Education and Culture Office, the Head of the Vocational High School Section of the Central Java Region I Education Office Branch, and the Chairperson of the Center for Innovation, IP, and Commercialization. The four speakers delivered material guided by a moderator from the community service team.

Abstract

Indonesian Migrant Workers (PMI) represent a vulnerable group within transnational legal systems, particularly when facing issues related to marriage and joint property abroad. The low level of legal literacy—especially concerning prenuptial and postnuptial agreements—has resulted in many migrant workers lacking awareness of their legal rights and obligations. This article aims to analyze the urgency of improving marriage agreement literacy among Indonesian migrant workers in Malaysia and to examine its relevance within the context of legal protection and social justice. This study employs a socio-legal method with an empirical approach through a community service program conducted at the Indonesian Embassy (KBRI) in Kuala Lumpur. The findings indicate that improving literacy on marriage agreements not only strengthens the legal standing of migrant workers in cross-border marriages but also serves as a preventive mechanism against potential economic and social losses resulting from legal ignorance.
