Abstract

Agricultural extension workers who study at Universitas Terbuka (UT), which is a distance education institution,were to obtain the necessary competencies. By studying at UT, they can improve their competencies without leaving their duties. The purpose of this study was to analyze the profile of learning process of agricultural extension workers in distance education, particularly in terms of interaction with modules, tutorial activities,the scope of learning materials, independent learning, and learning facilities. Designed as an exploratory research, this study was supported by qualitative approach to obtain information that was not obtained through surveys. Respondents were agricultural extension workers in the regions of Bengkulu, Samarinda, Serang, Pontianak, Jambi, Jakarta, and Bogor. The data collected in this study were primary and secondary data. Primary data were collected using a questionnaire and indepth interviews using interview guidelines. Secondary data were obtained through the collection of documentation. Quantitative data were analyzed using descriptive statistical analysis, while qualitative information was analyzed qualitatively. The results indicated that the profile of the learning process of agricultural extension workers graduated from distance education is quite good, as seen from the high-intensity interactions between agricultural extension workers with learning materials or modules. Their participation in tutorials were also good, especially in face to face tutorials. Online tutorials were generally not been widely used. The scope of learning materials also need to accommodate in accordance to the needs of their independent learning. However, to improve the quality of service, there are several things in the learning process that needs to be addressed, such as learning facilities and interaction with modules. Para penyuluh belajar di Universitas Terbuka (UT), yang merupakan institusi pendidikan jarak jauh, untuk mendapatkan kompetensi yang dibutuhkan. Dengan belajar di UT, penyuluh dapat meningkatkan kompetensinya tanpa meninggalkan tugas pekerjaannya. Tujuan penelitian adalah menganalisis keragaan proses pembelajaran penyuluh pertanian dalam sistem belajar jarak jauh, khususnya dalam hal interaksi penyuluh dengan modul, partisipasinya dalam kegiatan tutorial, cakupan materi dalam kurikulum, kemandirian belajar, dan pemanfaatan fasilitas belajar. Rancangan penelitian ini adalah exploratory research, didukung dengan pendekatan kualitatif untuk memperoleh informasi yang tidak diperoleh melalui survei. Sampel penelitian ini adalah penyuluh di wilayah Bengkulu, Samarinda, Serang, Pontianak, Jambi, Jakarta, dan Bogor. Data yang dikumpulkan dalam penelitian ini adalah data primer dan data sekunder. Data primer dikumpulkan dengan menggunakan kuesioner melalui survei dan wawancara mendalam. Data sekunder diperoleh melalui pengumpulan dokumentasi dengan cara mencatat data yang tersedia di instansi-instansi, dan kajian pustaka yang relevan dengan penelitian. Data kuantitatif dianalisis menggunakan analisis statistika deskriptif, sedangkan informasi kualitatif dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa keragaan proses pembelajaran penyuluh pertanian lulusan pendidikan jarak jauh UT cukup baik, yang terlihat dari intensitas interaksi yang tinggi antara penyuluh dengan bahan belajar atau modul. Disamping itu, partisipasi penyuluh dalam kegiatan tutorial juga baik, khususnya pada kegiatan tutorial tatap muka. Tutorial onlineumumnya belum banyak dimanfaatkan penyuluh mengingat ketika mereka belajar dulu layanan tutorial online yang disediakan UT masih terbatas. Kurikulum yang digunakan juga sudah mengakomodasi kebutuhan penyuluh yang mendukung kemandirian belajar mereka. Namun demikian, untuk meningkatkan kualitas layanan yang lebih baik, ada beberapa hal dalam proses pembelajaran yang perlu dibenahi, yaitu fasilitas belajar dan interaksi dengan bahan ajar.

Abstract

This research is intended to explain (1) the perception of farmers on the application of rice SLPTT methods, and (2) the level of implementation of rice SLPTTmethod. The study design was descriptive research. The study population were all farmers who were members of paddy farmer groups in the District of Ciawi, who participated in SLPTT. Samples were selected from two groups of SLPTT participants in two villages, each of 20 participants. Data consisted of primary data and secondary data. The perception of farmers on the application of rice PTT was measured on the perception of farmers in terms of the correspondence amongmethods, characteristic of the area, and the message content of innovation. The level of implementation of the rice SLPTT method was measured by the success of the method in delivering innovation, the success of the method of making the farmers applying innovation, and the success of the method in providing benefits to farmers. The results showed that farmers' perception on the suitability of the application of SLPTT methods with the characteristics of the area is quite good, as well as the farmer's perception about the suitability of the application of SLPTT methods with the content of the message is in excellent innovation. The level of implementation of the method is quite effective. Farmers acquire enough knowledge to increase even tend to be greatly increased. In addition, farmers acquire sufficient mastery of skills, take benefits of the increased production and income. Penelitian bertujuan menjelaskan (1) persepsi petani terhadap penerapan metode SLPTT padi, dan (2), tingkat penerapan metode SLPTT padi. Rancangan penelitian adalah descriptive research. Populasi penelitian adalah semua petani yang menjadi anggota kelompok tani padi di wilayah Kecamatan Ciawi, yang menjadi peserta SLPTT. Sampel dipilih dari dua kelompok peserta SLPTT di dua desa, masing-masing 20 orang peserta. Data yang dikumpulkan terdiri dari data primer dan data sekunder. Persepsi petani tentang penerapan PTT padi yang diukur adalah persepsi petani tetang kesesuaian metode dengan karakteristik wilayah, dan isi pesan inovasi. Tingkat penerapan metode SLPTT padi diukur dengan keberhasilan metode dalam menyampaikan inovasi, keberhasilan metode dalam menjadikan petani menerapkan inovasi, dan keberhasilan metode dalam memberikan manfaat bagi petani. Hasil penelitian menunjukkan bahwa persepsi petani tentang kesesuaian penerapan metode SLPTT dengan karakteristik wilayah tergolong cukup baik, persepsi petani tentang kesesuaian penerapan metode SLPTT dengan isi pesan inovasi tergolong sangat baik. Tingkat penerapan metode tergolong cukup efektif baik. Petani memperoleh pengetahuan yang cukup meningkat bahkan cenderung sangat meningkat, memperoleh penguasaan keterampilan yang cukup meningkat serta memperoleh manfaat terhadap produksi dan pendapatan yang juga cukup meningkat.

Abstract

The article aims to explain (1) the internal and external members of farmer groups in vegetables farm, (2) members of the farmer's participation in analyzing the situation, and (3) the relationship between the internal and external characteristics of members in farmer groups and the participation of members in analyzing the state. Data was collected by survey method. The samples size was 70% of the entire group of vegetables farmers. The data was analyzed by using descriptive and inferential Spearman Rank correlation test at 5% confidence level. Participation of members of farmer groups in analyzing the state of the data includes providing data members, observe and take advantage of the data members of the group, and analyze the data members of the group. Results showed that majority of the members participated in providing biophysical data, human resource data, particularly with regard to extension, as well as data nonagricultural institutions. The components of internal characteristics that significantly correlated with the participation of members in analyzing the data situation were formal education, farming experiences, and involvement of members in the group. The components of the external characteristics had no relationship with the participation of members in analyzing the state of data. Salah satu tahapan dalam perencanaan programa penyuluhan pertanian adalah analisis data keadaan yang biasanya dilakukan penyuluh bersama anggota kelompok tani binaannya. Penelitian ini bertujuan untuk mengetahui (1) faktor internal dan eksternal anggota kelompok tani dalam berusahatani sayuran, (2) partisipasi anggota kelompok tani dalam menganalisis keadaan, dan (3) hubungan antara karakteristik internal dan eksternal anggota kelompok tani dengan partisipasi anggota dalam menganalis keadaan. Data dikumpulkan dengan metode survey. Sampel dipilih secara acak sebanyak 70% dari seluruh anggota kelompok tani sayuran. Analisis data dilakukan secara deskriptif dan inferensial menggunakan uji korelasi Rank Spearman. Bentuk partisipasi anggota kelompok tani dalam menganalisis data keadaan meliputi kegiatan memberikan data anggota, mengamati dan memanfaatkan data anggota kelompok, serta menganalisis data anggota kelompok. Hasil penelitian menunjukkan bahwa sebagian besar anggota kelompok berpartisipasi dalam memberikan data biofisik, data sumber daya manusia, terutama yang berkaitan dengan penyuluh, serta data kelembagaan nonpertanian. Komponen karakteristik internal yang berhubungan nyata dengan partisipasi anggota dalam menganalisis data keadaan adalah pendidikan formal, pengalaman usahatani, dan keterlibatan anggota dalam kelompok. Komponen karakteristik eksternal tidak ada yang berhubungan nyata dengan partisipasi anggota dalam menganalisis data keadaan.

Abstract

This article aims to determine (1) internal and external characteristics associated with decision-making patterns of women farmers in vegetable farming, (2) decision-making patterns of women farmers in vegetable farming, and (3) the relationship between internal and external characteristics of women farmers in decision-making patterns. Data collected by survey methods. Respondents were all members of the group of women vegetables farmers in the village of Mekarbakti, Pangalengan District, Bandung Regency. Data analysis was performed by using descriptive and inferential Spearman Rank correlation test at 5% level of confidence. The results showed that internal characteristics associated with decision-making patterns of women farmers are age, while the external characteristics associated with decision making patterns of women farmers are farming infrastructure. Decision-making in the activities of tillage, fertilizing, pest and disease control, and marketing, were fully performed by the husband. While determining of businesses activities and purchases of farm fascilities were a joint decision between husband and wife, although the husband was more dominant. Activities in seed selecting, planting, replanting, and harvest timing, decision making were done equally between husband and wife. Artikel ini bertujuan untuk menentukan (1) karakteristik internal dan eksternal yang berhubungan dengan pola pengambilan keputusan wanita tani pada usahatani sayuran, (2) pola pengambilan keputusan wanita tani dalam usahatani sayuran, dan (3) hubungan antara karakteristik internal dan eksternal wanita tani dengan pola pengambilan keputusannya. Data dikumpulkan dengan metode survei. Responden adalah seluruh anggota kelompok wanita tani sayuran di Desa Mekarbakti, Kecamatan Pangalengan, Kabupaten Bandung. Analisis data dilakukan secara deskriptif dan inferensial menggunakan uji korelasi Rank Spearman pada taraf kepercayaan 5%. Hasil penelitian menunjukkan bahwa karakteristik internal yang berhubungan dengan pola pengambilan keputusan wanita tani adalah umur, sedangkan karakteristik eksternal yang berhubungan dengan pola pengambilan keputusan wanita tani adalah prasarana usahatani. Pengambilan keputusan untuk kegiatan pengolahan tanah, pemupukan, pengendalian hama penyakit, dan pemasaran, sepenuhnya dilakukan oleh suami. Sedangkan kegiatan penentuan bisnis usahatani dan pembelian saprodi, merupakan keputusan bersama antara suami dan istri, tetapi suami lebih dominan. Adapun kegiatan pemilihan benih, penanaman, penyulaman, dan penetapan waktu panen, pengambilan keputusan dilakukan setara antara suami dan istri.

Abstract

This research aims are: (1) to identify factors related to the member perception on the role of farmer group; (2) to identify member perception on the role of farmer group related to competencies of farmer group member on the implementation of technology; and (3) to explain the role of agricultural extension workers to improve the ability of members on starfruit cultivation technology. Research uses a survey method, the population were farmer group member on Pasir Putih village, Sawangan district, Depok, with. number of samples were 40 people. The data were analyzed by the Spearman Rank test. Perceptions to the leadership group and group networking related significantly with perceptions of the role of members farmer group as study class. Experience farming management related significantly with perceptions of the farmer group member role as production unit farming management and cooperation vehicle. Farmer member group access by information related significantly with perception of the farmer group member as cooperation vehicle. The involvement of members in group activities related significantly with perceptions of the role of members farmer group as study class. The competencies of group member in skill technology related significantly to the role of group as study class and cooperation vehicle.

Abstract

Comprehensive development is a management process combined with the socio-economic aspects of the community, especially in the buffer zone of the National Park area. The community can play a role in extension activities through Forestry and Rural Extension Center (SPKP) in order to encourage productivity’s enhancement and community’s autonomy through various productive activities undertaken. The research objectives are (1) identify individual characteristics, and (2) analyze the dynamics of SPKP Mangga Delima Karimunjawa National Park group. The research used census method in SPKP Mangga Delima, Kemujan village, Karimunjawa distrcts. The research used census method in SPKP Mangga Delima, Kemujan village, Karimunjawa districts. There were 16 respondents that are members of the group. Data analysis used frequency distribution and description. The findings of individual characteristic are mostly (56,25%) middle adult age (36-50 years old), formal education less than 9 years (62,50%), less good cosmopolitan (56,25%) participate in decision making (87,50%), and join member less than 5 years (62,50%). The findings for the dynamics of the group are most respondents consider the group objectives are good enough (50%) and good (50%), the group structure is good enough (56.25%), the group task function is good (81.25%), the coaching and group development is good enough (81.25%), the group cohesiveness is good (62.5%), the group atmosphere is good (56.25%), the group tension is good enough (50%) and good (50%), the group effectiveness is good enough (50%).

Abstract

One of the products that are beneficial to humans is local microorganisms (MOL). MOL is a liquid containing microorganisms produced by themselves from natural materials around us, where these materials serve as a medium for the life and development of microorganisms that are useful in accelerating the destruction of organic materials (decomposers) or as additional nutrients for plants. Activity community service aims to increase knowledge and skills about the manufacture of local microorganisms (MOL) and their use in orchids. Activity community service was carried out at PKK Taman Darmaga Permai Bogor with a membership of about 40 people. Stages of activity community services namely: (1) Location survey/licensing; (2) Theoretical training: (3) Practical training; (4) Spraying; and (5) Monitoring and evaluation. In addition to the stages above, the team community service also distributed questionnaires to assess the level of knowledge, mental attitudes, and skills of participant community service on the manufacture of MOL and its use in orchid plants. Training participant community service general, they can understand about the making of MOL and the cultivation of orchids in theory. After they understand the theory of making MOL for orchids, they can also practice making MOL in their own homes. Furthermore, the MOL that has been made by PKK participants is applied to orchid plants by spraying all parts of the plant. From the results of monitoring and evaluation from the team community service, the orchid plants that had been sprayed with MOL by the training participants appeared to be thriving and blooming diligently. Salah satu produk yang bermanfaat bagi manusia adalah Mikroorganisme Lokal (MOL). MOL adalah cairan yang mengandung mikroorganisme hasil produksi sendiri dari bahan-bahan alami di sekitar kita, dimana bahan-bahan tersebut sebagai media untuk hidup dan berkembangnya mikroorganisme yang berguna dalam mempercepat penghancuran bahan-bahan organik (dekomposer) atau sebagai tambahan nutrisi bagi tanaman. Kegiatan abdimas bertujuan untuk meningkatkan pengetahuan dan keterampilan tentang pembuatan mikroorganisme lokal (MOL) dan pemanfaatannya pada tanaman anggrek. Kegiatan abdimas dilakukan di PKK Taman Darmaga Permai Bogor dengan jumlah anggota sekitar 40 orang. Tahapan kegiatan abdimas yaitu: (1) Survei lokasi/perijinan; (2) Pelatihan secara teori: (3) Pelatihan secara praktik; (4) Penyemprotan; dan (5) Monitoring serta evaluasi. Selain tahapan di atas, tim abdimas juga menyebarkan kuesioner untuk menjaring tingkat pengetahuan, sikap mental, dan keterampilan peserta abdimas terhadap pembuatan MOL dan pemanfaatannya pada tanaman anggrek. Peserta pelatihan abdimas pada umumnya dapat memahami tentang pembuatan MOL dan budidaya tanaman anggrek yang dilakukan secara teori. Setelah mereka memahami tentang teori pembuatan MOL tanaman anggrek, mereka juga dapat mempraktikkan pembuatan MOL di rumah masing-masing. Selanjutnya MOL yang sudah dibuat oleh peserta PKK diaplikasikan ke tanaman anggrek dengan cara di semprot di seluruh bagian tanaman. Dari hasil monitoring dan evaluasi dari tim abdimas, tanaman anggrek yang telah disemprot dengan MOL oleh para peserta pelatihan nampak tumbuh subur dan rajin berbunga.

Abstract

UT printed learning materials is the main learning materials designed to be used independently by students as a substitute lecturer. This article was prepared with the aim to analyze the quality and readability printed learning materials for purposes such revision in order to achieve the goal of effective learning. The research underlying the writing of this article uses evaluative formative design research with qualitative approach. The object of research is the printed learning materials courses Administration of Agricultural Extension, Module 2 and Module 4. Data was collected through observation, in-depth interviews, and deployment evaluation form to the expert science, expert instructional design, and students. The results showed that most of the the quality of printed learning materials on Module 2 and Module 4 less valid and less advanced when compared with current scientific developments. Therefore, fundamental changes are required in order to produce enough more recent concept. The depth and breadth of the content of the module needs to be improved because the module is more directed to the technical aspects that may not be applicable in all regions in Indonesia. However, the competency that can be achieved by graduate students is sufficient. Limited use of reference associated with the latest policies led to the use of long term and terminology, which is not currently used. Instructional design analysis results indicate that need more improvement in terms of the relevance of the formulation of instructional objectives with the content material; systematic writing; uses illustrations; examples and non-examples; well as conformity exercises, summaries and formative tests. Based on the results of one-to-one and small group evaluation, the revision material accordance expert science input is generally can be understood by the students. Both modules can lead students to learn independently. However, examples and images can be added to increase the understanding of the students in learning the content of the module. In general, exercises, summaries and formative tests can be understood by the students. Bahan ajar cetak UT merupakan bahan ajar utama yang didesain untuk dapat digunakan secara mandiri oleh mahasiswa sebagai pengganti dosen. Artikel ini disusun dengan tujuan untuk menganalisis kualitas dan tingkat keterbacaan materi bahan ajar cetak untuk keperluan revisi agar bahan ajar tersebut dapat mencapai tujuan pembelajaran yang efektif. Penelitian yang mendasari penulisan artikel ini menggunakan rancangan formatif evaluatif research dengan pendekatan kualitatif. Objek penelitian adalah bahan ajar cetak mata kuliah Administrasi Penyuluhan Pertanian (LUHT4343), Modul 2 dan 4. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan penyebaran form evaluasi kepada ahli bidang ilmu (3 orang), ahli desain instruksional (1 orang), dan mahasiswa (13 orang). Hasil penelitian menunjukkan bahwa kualitas materi bahan ajar cetak pada Modul 2 dan 4 sebagian besar kurang valid dan kurang mutakhir jika dibandingkan dengan perkembangan keilmuan saat ini. Oleh karena itu, diperlukan perubahan yang cukup mendasar agar dapat menghasilkan konsep yang lebih terkini. Kedalaman dan keluasan isi modul perlu ditingkatkan karena modul tersebut lebih mengarah pada aspek teknis yang belum tentu dapat diterapkan di semua daerah di Indonesia. Namun, untuk kompetensi yang akan dicapai oleh mahasiswa tingkat sarjana sudah cukup memadai. Penggunaan referensi yang terbatas terkait dengan kebijakan terbaru menyebabkan adanya penggunaan istilah dan terminologi lama, yang saat ini tidak digunakan. Hasil analisis desain instruksional menunjukkan bahwa perlu perbaikan dalam hal relevansi rumusan tujuan instruksional dengan isi materi; sistematika penulisan; penggunaan ilustrasi; contoh dan noncontoh; serta kesesuaian latihan, rangkuman dan tes formatif. Berdasarkan hasil evaluasi satu-satu dan kelompok kecil diperoleh bahwa materi yang telah direvisi sesuai masukan ahli materi, secara umum dapat dimengerti oleh mahasiswa. Kedua modul dapat menuntun mahasiswa untuk belajar mandiri. Namun, contoh dan gambar perlu ditambahkan untuk bisa menambah pemahaman mahasiswa dalam mempelajari isi modul. Secara umum, latihan, rangkuman dan tes formatif dapat dimengerti oleh mahasiswa.

Abstract

A tracer study is intended to know the success of educational process of graduates. The purposes of this study is to describe: (1) the profile of graduates, (2) their learning experience, (3) the quality of their performance, competence and competitiveness, (4) their satisfactionwhen study at Universitas Terbuka (UT), (5) their willingness for further studies, (6) stakeholders perceptions on graduate, and (7) their participation on UT Alumni Association. This study was conducted by a survey of 124 respondents, through questionnaires and interviews. Data were analyzed descriptively and presented in the form of tabulated frequencies and percentages. The findings indicated that most respondents have educational background on high school level, GPA below 2.75, with study duration of 8 years, as well as following the lessons at UT for affordability and convenience in carrying out their work. In terms of learning experience , learning material was considered sufficient to provide empirical and practical knowledge. Study at UT was considered as capable of increasing independence and improving skills in applying theory and communication. In the aspect of quality of performance, most stated that they have responsibilities in doing their tasks. Majority considered that their competence was increased, except in using the Internet and foreign language. In the aspect of competitiveness, they claimed a similar quality with other college graduates. Their satisfaction of UT service was considered as good , particularly on credit transfer service and Program Final Task (TAP). Their willingness for further studies was low, but high in attending training activities. The manager considered their learning experience, performance, competencies and competitiveness was good, and stated that their study result had quite impact on their career development . The communication among UT alumni wass still low due to the ineffectiveness of UT alumni association. Tracer study merupakan studi penelusuran terhadap lulusan suatu perguruan tinggi untuk mengetahui keberhasilan proses pendidikan yang telah dilakukan. Tujuan tracer study Program Studi (PS) Agribisnis adalah untuk mendeskripsikan: (1) profil lulusan, (2) pengalaman belajar lulusan, (3) kualitas kinerja, kompetensi dan daya saing lulusan, (4) kepuasan lulusan terhadap sistem belajar di Universitas Terbuka (UT), (5) keinginan lulusan untuk studi lanjut, (6) penilaian stakeholders terhadap lulusan, dan (7) partisipasi lulusan dalam Ikatan Alumni (IKA) UT. Penelitian tracer study dilakukan dengan metode survey terhadap 124 responden, melalui kuesioner dan wawancara. Data dianalisis secara deskriptif, dan disajikan dalam bentuk tabulasi frekuensi dan persentase. Hasil penelitian memperlihatkan bahwa sebagian besar responden berlatar belakang pendidikan setingkat SLTA, memiliki IPK di bawah 2,75, dengan lama studi 8 tahun, dan mengikuti pembelajaran di UT dengan alasan keterjangkauan biaya dan kemudahan dalam menjalankan pekerjaan. Terkait pengalaman belajar, materi perkuliahan dianggap cukup memberikan pengetahuan empiris dan bersifat praktis. Belajar di UT dianggap mampu memupuk kemandirian serta mengasah keterampilan dalam menerapkan teori dan berkomunikasi. Pada aspek kualitas kinerja, sebagian besar responden menyatakan memiliki tanggung jawab yang baik dalam mengerjakan tugas. Pada aspek kompetensi, sebagian besar responden merasa mengalami peningkatan kompetensi setelah lulus kuliah di UT, kecuali dalam menggunakan internet dan berbahasa asing. Pada aspek daya saing, lulusan mengaku memiliki kualitas yang tidak kalah dengan lulusan perguruan tinggi lain. Kepuasan responden terhadap layanan UT bernilai baik, terutama pada layanan alih kredit dan Tugas Akhir Program (TAP). Keinginan lulusan untuk studi lanjut tergolong rendah, namun untuk mengikuti kegiatan pelatihan tergolong tinggi. Atasan menilai baik terhadap aspek pengalaman belajar, kinerja, kompetensi dan daya saing lulusan. Menurut atasan, hasil studi yang ditempuh lulusan cukup berdampak pada pengembangan karir lulusan di tempat kerja. Adapun komunikasi antar alumni UT masih rendah karena tidak efektifnya keberadaan IKA UT di daerah serta kurangnya pertemuan bersama rekan sesama alumni.

Abstract

The management quality standard of UT student services is based on ISO 9001. Recently ISO 9001:2008 certificate already being applied to 35 UT Regional Centres (UPBJJ-UT). UT has to allocate considerable amout of budget in order to maintain them. Considering the limitattion of budget in the future, a study had to be conducted in order to collect information on the perception of Academicians community toward the benefit on implementing ISO 9001:2008. The purposes of the study were (1) to identify the benefits of ISO certification, (2) to identify the perceptions of colleagues and students toward the acquisition of ISO certification, and (3) to explain the relations between UPBJJ-UTs characteristics based on their geographical conditions, their partners and students perceptions toward the acquisition of ISO certificate. The research methodology applied the standard survey, by submitting questionnaire to the UPBJJ-UTs leaders, staffs, partners and students at 10 UPBJJ-UT which were characterized by urban, islands, and inland. Data was analysed by applying descriptive statistics methods. The result showed that : (1) the officials in the UPBJJ management level felt that ISO as procedures were very useful for managing the office administration, however some procedures need to be modified and readapted to make them better, more realistic and humanist (2) the achievement of ISO certificate did not have any influence to UT colleagues and studentss peceptions towards UT (3) Based on UPBJJ-UT characteristics, it seemed thatthere were no differences in perceptions among UT partners and students toward UTs ISO certificate.
