Villages are the front line implementers in the implementation of national development. The success of implementing village development depends on the ability of the village head to increase community participation and manage and cultivate the potential that exists in the village. Village development should not only focus on physical development but should also prioritize non-physical development which includes development in the social, cultural and economic fields. The purpose of this study was to identify and describe the role of the village head in the implementation of non-physical development in Paringan Village, Jenangan District, Ponorogo Regency. Paringan Village was formerly a backward village and received a negative stigma as a crazy village. The vacancy of the village head position makes Paringan village lagging behind in various fields. However, since the leadership of the new village head has changed Paringan Village into an independent village full of achievements. To find out the role of the Parringan Village Head who has succeeded in advancing the village, a study was conducted by measuring the role of the village head in development using the theory from Siagian (2018) which includes the role as stabilizer, role as innovator, role as modernizer and role as pioneer. This study uses descriptive qualitative methods with data collection techniques through observation, interviews and documentation. Data analysis techniques are carried out through data collection, data condensation, data presentation, conclusion drawing and verification. The results of this study indicate that the Head of Paringan Village has played a role in the implementation of non-physical development and has brought progress in various fields to Paringan Village, Jenangan District, Ponorogo Regency.

Batik Semanggi is one of the typical batiks in Surabaya which has economic value for the community. However, the competitiveness of the clover batik business is relatively low. This study aims to identify the internal environmental conditions (strengths-weaknesses) and external (opportunities-threats) of the clover batik craftsmen as the basis for formulating a strategy to increase competitiveness. The study used a qualitative approach with data collection techniques focus group discussions (FGD), semi-structured interviews, observation and document collection. Informants were determined using a purposive method. The data analysis uses interactive models and SWOT analysis. The results showed several strengths that can encourage the floating of clover batik, namely the ability to make a capable batik, iconic distinctive motifs and organic batik technology. The opportunities that arise, namely export opportunities, support of the city government, support of other elements of society, and online marketing opportunities. While weaknesses include the number of craftsmen, low online marketing capabilities, motives not yet registered as intellectual property rights, limited production, and marketing volumes, traditional tools, and low capital. The threat that arises namely, the emergence of other motifs as a competitor batik, and batik printing production that offers cheaper prices with a larger production scale. The map of strengths and weaknesses and threats above are very useful as a material for formulating strategies in empowering clover batik craftsmen.

UMKM merupakan unit usaha yang banyak dikembangkan di negara berkembang termasuk Indonesia. Kota Blitar tepatnya Kecamatan Kepanjenkidul memiliki UMKM “Kendang Jimbe” yang merupakan alat musik tradisional khas yang memiliki beragam prestasi seperti masuk kedalam 10 besar penghargaan nasional, pemasaran “Kendang Jimbe” yang menembus pasar lokal maupun internasional, serta dapat menyerap teanaga kerja. Berkembangnya UMKM “kendang jimbe” di Kecamatan Kepanjenkidul tidak lepas dari peran Pemerintah Daerah Kota Blitar melalui Dinas Koperasi dan UM Kota Blitar menjalankan tugas dan fungsi salah satunya untuk mengembangkan UMKM termasuk di dalamnya UMKM “Kendang Jimbe”. Tujuan dari penelitian ini adalah untuk mengetahui Peran dari Dinas Koperasi dan Usaha Mikro dalam Pengembangan Usaha Mikro Kecil dan Menengah (UMKM) “kendang jimbe” di Kecamatan Kepanjenkidul Kota Blitar. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, yang mana menggambarkan peran yang dilakukan oleh Dinas Koperasi dan UM Kota Blitar dalam upayanya mengembangkan UMKM “Kendang Jimbe” di Kecamatan kepanjenkidul Kota Blitar. Hasil penelitian ini diharapkan dapat menambah khazanah keilmuan administrasi publik secara khusus mengenai peran Dinas Koperasi dan Usaha Mikro dalam Pengembangan Usaha Mikro Kecil dan Menengah (UMKM) “kendang jimbe” di Kecamatan Kepanjenkidul Kota Blitar.Kata kunci : UMKM, Peran, Blitar

Pemerintah Provinsi Jawa Timur bersama Dinas Perindustrian dan Perdagangan Provinsi Jawa Timur berinisiasi untuk semakin mendorong perluasan UMKM di wilayah Jawa Timur melalui peluncuran Program Pondok Kurasi, dengan tujuan untuk mendorong digitalisasi (onboarding) bagi UMKM Offline serta mendorong National branding untuk produk UMKM unggulan pada berbagai marketplace. Penelitian ini bertujuan untuk mengetahui bagaimana Program Pondok Kurasi menunjukkan perannya sebagai fasilitator atas Program Pondok Kurasi dalam memberdayakan pelaku UMKM. Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif. Hasil penelitian menunjukkan bahwa Pondok Kurasi belum berhasil memberdayakan UMKM batik melalui Program Pondok Kurasi. Hal tersebut dapat dilihat dari sisi perencanaan dapat mengidentifikasi potensi pelaku usaha, menganalisis kebutuhan pelaku usaha serta dapat merancang program sesuai dengan kebutuhan pelaku usaha. Kemudian dari sisi pelaksanaan telah memberikan pelatihan-pelatihan serta sarana dan prasarana yang dibutuhkan pelaku usaha. Namun dari sisi hasil masih belum memenuhi hasil yang diinginkan oleh pelaku usaha. Sedangkan dari sisi evaluasi telah memenuhi monitoring dan evaluasi yang baik dengan memberikan pendampingan serta pelaksanaan evaluasi berkala setiap triwulan.

BPVP berupaya menjadi lembaga non formal dengan melaksanakan pelatihan dalam memberikan pengetahuan dan ketrampilan kerja dalam rangka menyediakan tenaga kerja yang memiliki keterampilan dan pengetahuan untuk menjadi tenaga kerja siap pakai dan peningkatan produktifitas kerja. Oleh karena itu, tingginya angka pengangguran perlu diatasi oleh BPVP dalam rangka meningkatkan daya saing angkatan kerja sehingga dapat mengurangi angka pengangguran. Penelitian ini bertujuan untuk mendeskripsikan peran BPVP dalam mengurangi angka pengangguran di Kabupaten Sidoarjo. Metode penelitian yang digunakan ialah deskriptif kualitatif. Data diperoleh melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada BPVP telah menjalankan tugas dan fungsinya dengan baik. Hal ini dibuktikan dengan pelatihan berbasis online dan offline didukung dengan sumber dana APBN mampu memberikan pelatihan berbasis kompetensi dengan didukung tenaga instruktur yang berkualitas dan terverifikasi. Selain itu, BPVP bekerjasama dengan BNSP untuk validasi bahwa peserta memiliki kemampuan kompetensi dengan baik. Adapun dalam peningkatan jejaring pelatihan, BPVP memiliki program pendampingan peserta pasca pelatihan, menjalin kerjasama dengan sekolah SMK dan perusahaan swasta untuk mensosialiasikan program JMF. Terkait kesulitan para pencari tenaga kerja dan alumni peserta pelatihan dalam berwirusaha secara mandiri, BPVP hanya melakukan koordinasi dengan Dinas Perindustrian dan Perdagangan melalui skema bantuan modal dengan koperasi.

Kemiskinan di Desa diakibatkan oleh potensi desa yang belum dimanfaatkan secara optimal. Oleh sebab itu diperlukan pemanfaatan potensi desa untuk dapat memperbaiki perekonomian desa melalui kewirausahaan desa. Kewirausahaan desa diwujudkan dengan BUM Desa sebagai wadah untuk terlaksananya suatu usaha desa. Tujuan penelitian ini adalah untuk mengetahui bagaiamana peran BUM Desa dalam mewujudkan Desa Miliarder di Desa Sekapuk, Kecamatan Ujungpangkah, Kabupaten Gresik. Metode penelitian yang digunakan dalam penelitian ini yaitu penelitian kualitataif. Hasil penelitian menunjukkan Peran BUM Desa dalam mewujudkan desa miliarder di Desa sekapuk yaitu 1) sebagai motor penggerak perekonomian desa, dengan cara mengembangkan usaha-usaha sesuai berdasarkan potensi desa dan menjalin kerjasama dengan lembaga-lembaga desa lainnya. 2) sebagai lembaga usaha yang menghasilkan, dengan cara Membuka unit usaha yang menghasilkan profit, Melakukan pengembangan inovasi terhadap usaha BUM Desa, dan Memberi hasil keuntungan kepada pemerintah desa sesuai AD/ART, 3) sebagai sarana untuk mendorong percepatan peningkatan kesejahteraan masyarakat desa, yaitu dengan cara menjalin kemitraan dengan masyarakat desa melalui tabungan investasi dan membuka lapangan pekerjaan bagi masyarakat desa

The Directorate General of Taxes continues to strive to provide the best service for the community so that it is expected to encourage the public to be aware and orderly as taxpayers, as evidenced by the utilization of information and communication technology through the implementation of the tax e-system. One of them is the application of e-filing. This study aims to evaluate the e-filing policy in reporting individual taxpayer annual notices at KPP Pratama Surabaya Mulyorejo. The research method used in this study is a qualitative research method. The results of the study show that: 1) effectiveness, the implementation of e-filing has been effective. Because there is an increase in the number of individual taxpayers who report their annual tax returns via e-filing every year. 2) efficiency, the implementation of e-filing is already efficient. It can be said that this is efficient because the implementation of e-filing requires little effort from its resources. 3) adequacy, in the implementation of e-filing has solved the problem of tax compliance in the annual tax return reporting. 4) the leveling, distribution of facilities/infrastructure and socialization carried out by the tax authorities have been evenly distributed and can be accepted by each taxpayer. 5) responsiveness, taxpayers respond positively and satisfied. Taxpayers are satisfied and helped by the existence of e-filing. 6) accuracy, e-filing is very beneficial for the tax authorities and taxpayers, so that the objectives with the results to be achieved are appropriate.

As a maritime country, Indonesia is highly dependent on marine resources for food, livelihoods and cultural values. Most people, especially those on the coast, choose a profession as a fisherman for their livelihood. However, the welfare of fishermen has not received maximum attention from the government, one of which is the fishermen in Banjar Kemuning Village, Sedati District, Sidoarjo Regency. This study aims to determine the empowerment of fishermen in coastal areas by the Banjar Kemuning Village Government, Sedati District, Sidoarjo Regency. The research method used in this research is descriptive qualitative with data collection techniques in the form of interviews, documentation and observation. The focus of research in this study uses 4 (four) of 6 (six) concepts according to Mardikanto's theory (2014). The results showed that: 1) Institutional improvements carried out by the Banjar Kemuning Village Government were rebuilding KUB, developing business partnership networks, and being a liaison between fishermen and the agency to obtain capital assistance. 2) Improvements of business carried out by the Banjar Kemuning Village Government, namely forming a new business unit in KUB, namely Vannamei shrimp cultivation, but in this activity the participation of fishermen is still lacking. 3) The improvement in income is only limited to become a mediator for get assistance and capital loans. 4) Environmental improvement carried out is establishing a "Healthy Village House", but it has not been maximized in improving the physical environment because disposal of waste shells and shellfish stripping sites have not been properly and adequately repaired. It is important to prevent and reduce stunting as early as possible to avoid adverse short-term and long-term impacts such as stunted child growth and development. Therefore, integrated stunting prevention and reduction efforts are needed, in this case the government can carry out two interventions, namely specific nutrition interventions. This study aims to describe the role of the Wedoro Village Government, Waru District, Sidoarjo Regency in integrated stunting prevention and reduction efforts. The research method used is descriptive qualitative which produces data in the form of written words from interviews, observations, documentation, and online data searches. The results of this study indicate that the Wedoro Village Government in carrying out specific nutrition interventions by providing nutrition post programs, socializing Pregnant Women Classes and for the treatment of infections or diseases by providing referral authority to the puskesmas. BUMDes Surya Sejahtera is a BUMDes that is in the village of Kedungturi, Taman, Sidoarjo. BUMDes Surya Sejahtera has 4 enterprise units namely UED – SP, Unit of Trade, TPST (Place for Integrated Waste Disposal), and Unit of Partnership Enterprise. BUMDes Surya Sejahtera is a role model for other BUMDes in the Sidoarjo district as well as the first MoU unit of minimarket and sewing partnership in the district. The aim of this researcher is to know the development strategy used by BUMDes Solar Welfare. The research uses qualitative research methods with data collection techniques such as observations, interviews, and documentation. Data analysis techniques are carried out through data collection, data condensation, data presentation, and conclusion drawing. The results of the research show that the development strategy carried out by BUMDes Solar Safety has been done quite well and in accordance with the existing theory, but it is also necessary to make further improvements and development strategies in terms of the development of the marketing network. Need for further development related to marketing development need for new innovations related to how sales such as starting to sell goods or products from trade stores online through social media specialized products BUMDes or E-Commerce in order to the goal of BUMdes development strategy that is increasingly advanced and continues to innovate.
