Abstract

This study aims to increase the independence of Micro, Small and Medium Enterprises (MSMEs) actors in Kayutangan Heritage Village, Malang City. This research uses the theory of community empowerment efforts by Mardikanto and Soebiato (2013), including efforts to create (enabling), strengthen (empowering), and protect (protecting). The research method used is a descriptive qualitative approach with data collection techniques obtained from observation, interviews, and documentation. The results showed 1) efforts to create through encouragement or motivation to MSME actors to sell traditional products and create MSME associations to assist MSME actors in increasing their production, 2) efforts to strengthen potential through training and facilitating MSME actors to have a digital payment system, 3) efforts to protect facilitate the making of business legality including NIB and P-IRT which are already owned by MSME actors. Nevertheless, there are still challenges such as the absence of MSME associations for other fields, the absence of post-training assistance, and limited training quotas. Therefore, it is hoped that in the future, Pokdarwis will also pay attention to other MSME fields, as well as additional quotas and post-training assistance.

Abstract

The Indonesian nation is a nation rich in arts and culture. Traditional Indonesian dance as one form of culture that is a national heritage must be preserved and its authenticity maintained. Mojokerto Regency is one of the relics of the Majapahit kingdom that has many cultural heritages. The Department of Culture, Youth, Sports, and Tourism (Disbudporapar) plays an important role in preserving traditional dance by facilitating dance studios. This study aims to examine the role of Disbudporapar in facilitating dance studios as an effort to preserve traditional dance in Mojokerto Regency. The methods in this study use literature reviews, interviews, and observations. Informants consist of the Head of Culture, studio owners, and dancers involved in studio activities. The results of the study are guided by the principle of the role of local government according to Iyas Yusuf which shows that Disbudporapar plays a role as a regulator, facilitator, and dynamic in the development of dance studios. As a regulator, Disbudporapar establishes policies that support the preservation of traditional dance. As a facilitator, they provide support in the form of funding, providing necessary infrastructure. As a dynamic, Disbudporapar encourages community participation and collaboration with various parties to increase awareness and interest in traditional dance. Through these roles, Disbudporapar contributes significantly to increasing awareness and interest in traditional dance, thus supporting the sustainability and development of local culture.

Abstract

The aging of the population and problems with the welfare of the elderly cannot be separated from Pamekasan Regency as one of the districts with extreme poverty levels in East Java. To realize East Java Provincial Regulation Number 5 of 2007 concerning Elderly Welfare, the first Nawa Bahkti Satya Governor and Deputy Governor of East Java, namely Jatim Sejahterah, was drafted, namely Jatim Sejahterah, which aims to support the realization of planned, directed and sustainable elderly welfare in the form of a Provincial Regional Regulation. East Java. The Family Hope Program Elderly Protection, hereafter in this research, is called (PKH Plus). This research uses a qualitative descriptive research type. Theoretical analysis uses the George C Edward III implementation model. The results of this research show that PKH Plus has been implemented in Pamekasan District, Pamekasan Regency. In its implementation, the Pamekasan Regency Social Service as the district level PKH Plus implementer is assisted by PKH coordinators and assistants to disseminate information, implement programs, and monitor and evaluate the implementation of PKH Plus in Pamekasan District, Pamekasan. Area. Obstacles in implementing PKH Plus are the existence of data on elderly people in the DTKS that is not appropriate, inconsistent implementation techniques, uneven distribution of accompanying tasks, and inadequate facilities. Optimization needs to be done so that poor elderly people can receive assistance evenly.

Abstract

Penelitian ini bertujuan untuk menganalisa efektivitas program Police Goes to School dalam meningkatkan kesadaran berlalu lintas pada pelajar di Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian dianalisa menggunakan teori efektivitas Kreitner dan Kinicki dengan hasil penelitian menunjukkan pencapaian tujuan dapat dinyatakan efektif dengan pendekatan waktu dan sasaran yang tepat. Terdapat akuisisi sumber daya dapat dinyatakan efektif sesuai dengan terpenuhinya unsur sumber daya manusia, sumber daya modal dan sumber daya peralatan. Proses Internal dapat dinyatakan cukup efektif dilihat dari pendekatan komunikasi yang dilaksanakan dengan baik, namun perlu adanya peningkatan komitmen dari pelaksana. Kepuasan Konstituensi Strategis dapat dinyatakan efektif, hal ini sesuai dengan hasil penurunan angka pelanggaran lalu lintas pada pelajar dan respon positif dari pihak yang terlibat.

Abstract

Indonesia is one of the developing countries that has a national commitment to improve development in the economic sector. Small and medium industries are an alternative designed by the government as one of the programs that aims to help national economic growth with the help of the business sector in order to strengthen the local economy so that it can absorb labor. One of the small and medium industries that has always been the talk of the town is Batik. This is because besides being a work of art, batik is also a promising industry to be developed. Jombang Regency has a distinctive batik that has become an icon of Jombang Regency itself. The purpose of the research is to find out how the process of empowering small and medium batik industries by the Trade and Industry Office in Jatipelem Village, Jombang Regency. The research method used is descriptive qualitative with an observation and interview approach. The results showed that there were empowerment efforts made by the Jombang Regency Trade and Industry Office in supporting the batik business in Jatipelem Village. This empowerment is in the form of coaching, providing access to capital, marketing, and providing protection for the batik business. From the results of the study, it can be concluded that there is empowerment of batik small and medium industries carried out by the Jombang Regency Trade and Industry Office, but there are still several obstacles so that this empowerment has not run optimally.

Abstract

Identitas Kependudukan Digital ialah sebuah aplikasi yang diselenggarakan berdasarkan konsep e-government dengan tujuan agar memberikan layanan publik secara elektronik kepada masyarakat terkait dokumentasi dan identifikasi kependudukan. Namun, aktivasi Identitas Kependudukan Digital di Kota Surabaya tergolong rendah yaitu 22,95% dari target pemerintah daerah sebesar 30% di Tahun 2025 ini. Peneliti menggunakan studi kasus di Kelurahan Putat Jaya Kota Surabaya karena kelurahan tersebut tergolong rendah dalam aktivasi Identitas Kependudukan Digital senilai 11,11%. Partisipasi masyarakat terhadap aktivasi Identitas Kependudukan Digital masih tergolong rendah misalnya kendala bagi masyarakat lansia, masyarakat yang tidak paham terkait teknologi informasi, dan adanya masyarakat yang tidak mengetahui terkait kegunaan serta manfaat dari Identitas Kependudukan Digital. Disisi lain, pihak Dispendukcapil Kota Surabaya telah melakukan strategi dalam meningkatkan aktivasi Identitas Kependudukan Digital seperti melakukan kerja sama dengan OPD/BUMD/kantor cabang BUMN, melakukan jemput bola, sosialisasi melalui media cetak, media online, serta sosialisasi tingkat kecamatan, kelurahan maupun desa, dan pelayanan terintegrasi. Tujuan penelitian untuk menganalisis dan mendeskripsikan strategi Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan partisipasi masyarakat terhadap aktivasi Identitas Kependudukan Digital di Kelurahan Putat Jaya Kota Surabaya. Peneliti menggunakan metode analisis deskriptif yang berfokus pada analisis dan observasi mendalam terkait kasus tertentu dengan tujuan untuk memberikan gambaran yang terperinci serta komprehensif terkait strategi Dinas Kependudukan dan Pencatatan Sipil dalam meningkatkan partisipasi masyarakat terhadap aktivasi Identitas Kependudukan Digital di Kelurahan Putat Jaya Kota Surabaya. Hasil penelitian berdasarkan teori strategi implementasi menurut Wheelen dan Hunger dengan 3 sub fokus yaitu program, anggaran, dan prosedur menyimpulkan bahwa Identitas Kependudukan Digital memberikan keefektifitasan dan keefesiensian terhadap kepraktisan bagi pengguna Identitas Kependudukan Digital yang dilihat dari segi usia. Namun, hal tersebut memberikan tantangan bagi masyarakat lansia, masyarakat yang tidak paham terkait teknologi informasi, dan adanya masyarakat yang berpikir bahwa telah memiliki KTP fisik serta tidak perlu menggunakan Identitas Kependudukan Digital.

Abstract

Gubug Wayang Museum Mojokerto City is one of the cultural tourism destinations that has an important role in the preservation of puppet art and culture. This study aims to analyze the role of the Youth, Sports and Tourism Office (Disporapar) in the development of the Gubug Wayang Museum using the role theory according to Iyas Yusuf (2014: 05) which includes the government as a regulator, dynamizer, and facilitator. The research method used is qualitative with informant retrieval techniques using purposive sampling and snowball sampling. The results showed that Disporapar's role 1) as a regulator in the preparation of policies and regulations related to museum management has been going well, 2) as a dynamizer by initiating educational programs and cultural promotions to increase the attractiveness of the museum is less than optimal, so it still needs to be improved again interesting programs, and 3) as a facilitator through the provision of facility assistance, budget funds, and cooperation with various parties has been running but still not optimal. The overall results show that it has been running well, but there are still challenges such as budget limitations, lack of community participation, and obstacles in digital promotion. Therefore, a strategy is needed to strengthen the role of Disporapar through optimizing policies, increasing cooperation with cultural communities, and utilizing digital technology in museum marketing to be better known by the wider community.

Abstract

This study aims to look at the implementation of the E-Open policy at the Bekasi City Population and Civil Registry Service using the George Edward III Implementation in which there are 4 indicators, namely communication, resources, disposition, and bureaucratic structure. The research method used is a qualitative method. The results of this research explain that the implementation of the E-Open policy has gone well, seen from the following indicators: 1) Communication: the information conveyed to the public regarding E-Open has been conveyed clearly. 2) Resources: human resources, information and facilities provided support the implementation of E-Open although they still need improvement. 3) Disposition: employees already have good commitment and ability and understand E- Open but lack the speed of response in responding to problems. 4) Bureaucratic structure: in the implementation of E-Open there are SOPs and distribution of responsibilities according to applicable regulations.

Abstract

The Goa Akbar tourist site, managed by the Tuban Regency Government, holds significant potential as a key source of local revenue in the tourism sector due to its strategic location in the heart of Tuban city. However, its development policy implementation still shows deficiencies. This research aims to analyze the implementation of tourism development policies, specifically at the Goa Akbar tourist site in Tuban Regency. The research method employed is qualitative descriptive, using data collection through observation, interviews, and documentation. The policy implementation theory of Donald Van Metter and Carl Van Horn serves as the analytical framework. The research findings indicate that the overall implementation of tourism development policies at the Goa Akbar tourist site is not yet optimal. Goals and targets of the policy, such as increasing Regional Original Income (PAD), have not been fully achieved. Moreover, there are shortcomings in resource management, particularly in facilities and limited tourist attractions due to budget constraints. In terms of the social, economic, and political environment, there is a lack of community participation and financial support from other parties in the development of the Goa Akbar tourist site. Nevertheless, aspects related to the characteristics of implementing agencies, the attitude of implementers, and inter-organizational communication in the development of the Goa Akbar tourist site have been well implemented by the Tuban Regency Culture, Youth, and Sports and Tourism Office.Objek wisata Goa Akbar yang dikelola oleh Pemerintah Kabupaten Tuban, memiliki potensi besar sebagai salah satu tumpuan pendapatan asli daerah sektor pariwisata berkat lokasinya yang strategis di tengah kota Tuban. Meskipun demikian, dalam implementasi kebijakan pengembangannya masih menunjukkan adanya kekurangan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengembangan pariwisata khususnya pada objek wisata Goa Akbar di Kabupaten Tuban. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan proses pengumpulan data melalui observasi, wawancara, dan dokumentasi. Teori implementasi kebijakan dari Donald Van Metter dan Carl Van Horn digunakan sebagai landasan analisis. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengembangan pariwisata di objek wisata Goa Akbar secara keseluruhan belum optimal. Fokus pada ukuran dan tujuan kebijakan, seperti peningkatan Pendapatan Asli Daerah (PAD), belum tercapai sepenuhnya. Selain itu, terdapat kekurangan dalam pengelolaan sumber daya, terutama dalam fasilitas dan daya tarik wisata yang terbatas akibat keterbatasan anggaran. Di sisi lingkungan sosial, ekonomi, dan politik, belum terlihat adanya partisipasi masyarakat dan dukungan finansial dari pihak lain dalam pengembangan objek wisata Goa Akbar. Namun demikian, aspek karakteristik agen pelaksana, sikap pelaksana, dan komunikasi antar organisasi dalam pengembangan objek wisata Goa Akbar telah dilaksanakan dengan baik oleh Dinas Kebudayaan, Kepemudaan, dan Olahraga serta Pariwisata Kabupaten Tuban.

Abstract

Flooding is a natural disaster that frequently occurs in Indonesia, especially during the rainy season, due to high rainfall, narrowing of waterways, and low public awareness in maintaining river cleanliness. Sidoarjo Regency is one of the flood-prone areas, mainly caused by sedimentation and the blockage of river flow by domestic waste and industrial waste. To address this issue, the Sidoarjo Regency Government initiated the “Sido Resik” Program, a river revitalization policy based on environmental governance. This study was conducted in Kedungcangkring Village, Jabon District, Sidoarjo Regency, selected for its success in winning first place in the 2023 Sido Resik Program. The purpose of this research is to describe the role of multiple actors namely the Village Government, the Public Works and Water Resources Department, and the local community in river revitalization through the Sido Resik Program, guided by the principles of Good Environmental Governance. This study uses a descriptive qualitative method with data collected through field observations, interviews, and documentation. The results are based on the Good Environmental Governance indicators by Faisah and Prianto, which include participation, rule of law, and transparency. Findings show that river revitalization in Kedungcangkring has been effective due to active participation and transparency. However, challenges remain in the legal framework, particularly in enforcement and clarity of regulations. Therefore, there is a need for legal reinforcement to ensure better coordination and program sustainability. In conclusion, consistent application of Good Environmental Governance principles leads to effective and sustainable environmental management.
