Abstract

This research aims to find out, analyze, and explain the effectiveness of the Pesak Mera program organized by Dispendukcapil Bangkalan. The focus of this research uses aspects, including resources, funds, facilities and infrastructure; the quantity and quality of services produced; the predetermined time limit; and the service procedures that must be taken. This research uses a descriptive qualitative approach with data collection techniques using interviews, documentation, and field observations. The results show that the effectiveness of the Pesak Mera program organized by Dispendukcapil Bangkalan has been running effectively in accordance with the program's objectives. Resources, facilities, and funds have been well fulfilled, although there are still obstacles in facilities and infrastructure when there is a power outage, but such incidents are very rare. The quantity and quality of services produced have increased, including the number of population and civil registration services. The predetermined time limit has been successfully met, which is directly proportional to the upward trend in the number of services. The service procedures that must be taken have not changed much, except for the addition of door-to-door and pick-up services.

Abstract

The government through Minister of Education and Culture Regulation No. 23/2015 on Cultivating Budi Pekerti has established a School Literacy Movement (GLS) policy that includes digital literacy skills. This effort was made by the government to produce a young generation that is technologically proficient with the digital literacy movement in the school environment. In this research, the author wants to know the implementation of the digital literacy movement policy at SMK Assalam in Bantur sub-district. This research uses a qualitative descriptive method by analyzing and summarizing various data obtained through observations and interviews with factual conditions in the field. The results of the study show that the implementation of the digital literacy movement at SMK Assalam has been good so far. The success in its implementation is influenced by good communication between implementers and the openness of implementers in receiving new information. In addition, the school also has adequate infrastructure to support the success of digital literacy. Uneven internet access causes low awareness of students and guardians about the importance of technological skills in the world of education.

Abstract

Laporan Penyelenggaraan Pemerintahan Daerah adalah suatu tanggung jawab yang dimiliki kepala daerah untuk disampaikan kepada pemerintah pusat dan juga masyarakat. Dengan adanya LPPD, hasil kinerja pemerintah dalam satu tahun dapat diketahui oleh masyarakat dan menjadi salah satu bentuk pertanggungjawaban pemerintah. Hal ini berkaitan dengan akuntabilitas yang menjadi salah satu hal yang penting demi tercapai dan terselenggaranya pemerintahan yang baik. Tujuan penelitian ini yaitu untuk melihat sejauh mana akuntabilitas pemerintah daerah dalam penyajian informasi penyelenggaraan pemerintahan daerah. Adapun metode yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif dengan data yang diperoleh dari hasil wawancara dan studi literatur yang didasarkan juga oleh yang ada dalam laporan penyelenggaraan pemerintahan daerah. Hasil penelitian menunjukkan bahwa pemerintah daerah Kota Bogor telah menyampaikan informasi penyelenggaraan pemerintahan daerah dengan baik berdasarkan lima prinsip akuntabilitas, yaitu transparansi, liabilitas, kontrol, responsibilitas, dan responsivitas.

Abstract

The Family Hope Program or Conditional Cash Transfers is one of the government's policies in providing a number of non-cash social assistance to poor or vulnerable people who have been registered in the integrated social welfare data. This research aims to analyze the role of the Nganjuk Regency Social Service in the Family Hope Program in Sumberkepuh Village, Tanjunganom District. This research uses a descriptive qualitative research method based on the community worker role theory according to Jim Ife and Tesoriero. The results of the research show that the role of facilitation, education, representation and techniques carried out by the Social Service for Women's Empowerment and Child Protection has been running effectively. So it can be concluded, that Social Service has played a good role in helping recipients to improve their quality of life so that they can achieve prosperity and get out of the poverty line.

Abstract

The city of Surabaya as the capital of East Java cannot be separated from the problem of slums and uninhabitable settlements. Therefore, the Surabaya City Government issued Surabaya Mayor Regulation number 9 of 2022 and number 35 of 2022 concerning Social Rehabilitation of Uninhabitable Houses in order to improve the quality of residences to become healthy and livable houses. This research aims to describe the implementation of the Social Rehabilitation Program Policy for Uninhabitable Houses in the City of Surabaya, especially in Sawunggaling Village. The research method used in this research is descriptive qualitative to obtain written data through interviews, observation and documentation. The research results show that the implementation of the Social Rehabilitation of Uninhabitable Houses (RS-RUTILAHU) program policy in Sawunggaling District, Surabaya City has been implemented quite well. In its implementation, the Department of Housing and Settlement Areas and Sawunggaling Village work together to convey information to implementers, carry out outreach and supervise program implementers. The obstacle in implementing this program is that in carrying out house repairs, there are still some residents' houses that are not of good quality. Increased supervision is needed in carrying out house repairs so that residents can receive assistance evenly. Abstract

The ownership of birth and death certificates is important for realizing an orderly population administration. The low ownership of birth and death certificates made the Population and Civil Registration Office of Jombang Regency create a service innovation with a ball pick-up model, namely the effectiveness the service of making a certificate instantly (Cak Duladi). This service is conducted to facilitate and bring the service closer to the community. This research aims to describe the effectiveness the service of making a certificate instantly (Cak Duladi) service. The research method used was qualitative with a descriptive approach using data analysis techniques and interactive data analysis techniques. The results showed that the effectiveness the service of making a certificate instantly (Cak Duladi) service at the Population and Civil Registration Office of Jombang Regency was effective but not optimal. 1) The resources are effective, but there are still obstacles, such as a network that is disconnected so that the service cannot be completed on the same day and the lack of waiting room facilities in certain sub-districts with a large number of applicants. 2) The amount and quality produced were effective because the community was satisfied with the services provided. 3) The time limit is effective because it is in accordance with service time standards. 4) The procedure is effective because the service model can facilitate the community.

Abstract

The existence of sea turtles is increasingly worrying because they are threatened with extinction. The occurrence of extinction was caused by various natural factors and the high exploitation of turtles. Therefore, a conservation policy is needed to ensure environmental preservation. The research objective was to determine the effectiveness of turtle conservation policies at Taman Kili-Kili Beach, Wonocoyo Village, Trenggalek Regency. This research method is a desctriptive qualitative approach method. Data obtained through observation, interviews, and documentation. The results showed that the turtle conservation policy at Taman Kili-Kili Beach in Wonocoyo Village had been regulated in Wonocoyo Village Regulation No. 3 of 2014 concerning Turtle Conservation Areas and was carried out effectively through the involvement of various actors ranging from government, private, community, academic and community elements. which has the unity and integration of the goals of sustainable management of conservation areas through the development of eco-tourism. Interestingly, the people who previously exploited turtles and traded turtles also participated in protecting turtles. The establishment of the Kili-Kili Coastal Essential Economic Zone (KEE) emphasizes that turtle conservation emphasizes the educational function, the tourism function, and the function of conservation intervention. However, there are critical improvements from the community in terms of environmental aspects, namely the community considers that policies need to be developed in terms of facilities and infrastructure as well as turtle conservation tourism branding.

Abstract

Minapolitan program aims to increase the productivity and quality of fishery and marine products. Through the Minapolitan program, it is hoped that there will be centers of economic growth based on marine and fishery potential. The Minapolitan program is held in several regions in Indonesia, one of which is in Kalanganyar Village, Sedati District, Sidoarjo Regency. This study aims to describe inter-organizational communication in implementing the Minapolitan program in Kalanganyar Village. This study uses a qualitative approach. Data collection techniques are observation, interviews, document collection, and focus group discussions. The data analysis technique uses an interactive model. The results showed that inter-organizational communication that occurred in the implementation of the Minapolitan program consisted of 3 models, namely vertical upwards (implementing organizations to the upper structure), horizontal (inter-organizations implementing at the same level), and vertical downwards (implementing organizations to the lower structure). Vertical up and horizontal communication has been done well. On the other hand, vertical downward communication, especially in infrastructure development projects, has not been carried out correctly. This means that implementing organizations have not established good communication with local government organizations (villages) and community organizations related to the implementation of the Minapolitan program. As a result, the effectiveness of the Minapolitan program has the potential to be suboptimal. Suggestions, because the quality of communication is one of the keys to the success of program implementation, vertically downward communication should be considered

Abstract

GERMAS was designed by the President of the Republic of Indonesia to increase public awareness regarding the importance of a healthy lifestyle as a preventive measure in maintaining health and preventing disease. This activity was carried out to determine the implementation of the GERMAS program in Sumberasih District. The method used is a qualitative method implemented in Edward III implementation-based activities, covering 4 aspects, namely Communication, Resources, Disposition and Bureaucratic Structure. Activities are carried out in the form of interviews, observations and documentation. The results obtained indicate that the implementation of the GERMAS program in Sumberasih District is already underway and is still developing. One of the activities is in the form of outreach and outreach by stakeholders and posyandu cadres. The service team is actively involved in these activities. The community is required to be more massive in implementing healthy living behavior so that this program runs more optimally. The results of the activities show that the implementation of the GERMAS program in Sumberasih District was carried out to empower the community to improve, protect and maintain their health conditions. People become aware and motivated to contribute proactively in improving and maintaining their own health conditions.

Abstract

This research examines and describes the role of the National and Political Unity Agency (Bakesbangpol) in the selection process of Sidoarjo Regency Paskibraka candidates. The research method used is descriptive qualitative research, in this study using three indicators of regulation, concepts, and individual behaviour from Soekanto's theory. The findings show that the role of the National Unity and Political Agency in the regulation to carry out the selection of Paskibraka candidates is considered quite good. The efforts of the National and Political Unity Agency and active participation with various parties have been the key to success in growing a generation of youth who are not only physically capable but also embody the values of the nation. The implementation of this selection process is supported by a computerized system that embodies good governance. Although several technical obstacles have been overcome, this needs to be a concern to continue to improve the quality of selection implementation in the future.
