Abstract

ABSTRACTPoverty is an endless problem to be analyzed. Various policy formulas have been issued to reduce and alleviate poverty. One of the policies issued by Indonesian government is the minapolitan program that aims to develop economic zones to be more productive, so that the community is able to be independent. Sumenep Regency as one of the areas included in the development of the Minapolitan area provides benefits for the government and the community, especially those living in coastal areas. This is based on the still large number of poor people in coastal areas who only rely on income from the sea without making innovations related to the use of natural resources that exist around the coast. The development of the minapolitan area will be able to provide education to the community related to the production and utilization of marine products, especially seaweed cultivation in the village of Tanjung. This will ,then, have an impact on people's economic independence and reduce the amount of poverty in the coastal areas. Thus, the impacts that are in line with the success of seaweed cultivation through the minapolitan program will be able to assist regional economic development, especially if the cultivation program can be traded on the international market. This study uses a descriptive-qualitative research method with the aim of this study to determine the implementation and impact of the minapolitan program in Tanjung Village, Saronggi District.Keywords: Economic Development, Implementation, Minapolitan ProgramKemiskinan merupakan masalah yang tidak pernah habis untuk di teliti. Berbagai formula kebijakan telah dikeluarkan untuk mengurangi dan megentaskan kemiskinan. Salah satu kebijakan yang dikeluarkan oleh pemerintah adalah program minapolitan yang bertujuan untuk mengembangkan kawasan ekonomi menjadi lebih produktif dengan tujuan agar masyarakat mampu mandiri. Kabupaten Sumenep sebagai salah satu wilayah yang masuk dalam pengembangan wilayah minapolitan tentu memberikan keuntungan bagi pemerintah dan masyarakat terutama yang tinggal di daerah pesisir. Hal ini didasarkan pada masih banyaknya masyarakat miskin didaerah pesisir yang hanya mengandalkan pendapatan dari laut tanpa melakukan inovasi terkait pemanfaatan SDA yang ada disekitar pantai. Adanya pengembagan wilayah minapolitan akan mampu memberikan edukasi pada masyarakat terkait produksi dan pemanfaatan hasil laut terutama budidaya rumput laut yang ada di Desa Tanjung. Hal ini kemudian akan berdampak pada kemandirian ekonomi masyarakat dan pengurangan jumlah kemiskinan di daerah pesisir. Diharapkan, dampak yang dirasakan secara garis beras atas kesuksesan dari budidaya rumput laut melalui program minapolitan ini akan dapat membantu pembangunan ekonomi daerah, terutama jika program budidaya tersebut dapat diperdagangkan di pasar internasional. Abstract

Abstrak Penelitian bertujuan untuk mengetahui, mendeskripsikan dan menganalisa Peran Pemimpin Transformasional Dalam Penguatan Kelembagaan di Dinas Koperasi Dan Usaha Kecil Menengah Kabupaten Sumenep. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif untuk menafsirkan dan menguraikan data yang bersangkutan dengan situasi yang sedang terjadi, sikap serta pandangan yang terjadi di dalam suatu birokrasi. Target penelitian ini nantinya akan di publikasikan dalam jurnal ilmiah yang sudah terakreditasi atau ber-ISSN, sehingga nantinya dapat menambah informasi dan wawasan bagi birokrat, cendekiawan serta masyarakat secara umum.

Abstract

Perempuan dan anak merupakan kelompok yang juga wajib mendapatkan jaminan atas hak-hak yang dimilikinya secara hak asasi. Di Kabupaten Sumenep, upaya perlindungan terhadap korban kekerasan pada anak dan perempuan tertuang dalam Peraturan Daerah Kabupaten Sumenep Nomor 7 tahun 2011. Lahirnya perda ini bertujuan untuk mengurangi angka kekerasan pada perempuan dan anak yang masih terjadi di Kabupaten Sumenep. Berdasarkan data DP3AKB, terjadi 11 kasus KDRT dan 22 kasus kekerasan terhadap anak pada tahun 2018. Jumlah kasus yang masuk dalam data dinas tentu tidak terlalu signifikan mengingat kekerasan terhadap anak dan perempuan juga terjadi di tingkat desa. Sehingga perlu dilakukan perlindungan dan pendampingan bagi korban. Disamping itu perlu diberikan edukasi bagi tiap kepala keluarga terkait bahaya dan sanksi bagi pelaku tindak kekerasan, serta manfaat bagi korban ketika melapor. Metode pelaksanaan kegiatan pengabdian ini dilakukan dengan metode edukasi (penjelasan dan pengertian) tekait manfaat, dampak serta konsekuensi bagi korban atau pelaku. Selain dalam bentuk edukasi dilakukan juga pendampingan terhadap korban kekerasan, bekerjasama dengan DP3AKB.

Abstract

Sumenep Government has implemented E-Government in staffing administration services, in the form of managing the staffing management information system (SIMPEG) by creating an online-based service system. SIMPEG was inaugurated since 2013 by the Human Resources and Human Resources Development Agency. The aims to make it easier to manage employee data. The problems is how the application of E-Government in the service of personnel administration in the human resources and human resource development agency of Sumenep Regency. The research objective is to determine the application of E-Government in the service of personnel administration in the human resources and human resource development of Sumenep. Analysis method uses a descriptive qualitative approach, which is the focus of this research are: 1) E-leadership, 2) information network infrastructure, 3) network management, and 4) community and human resources. The subjects of this study were key informants, main, and supporting informants, data collection techniques by interviewing, observing, and documenting, with data analysis namely, data reduction, data display, and data verification. Based on the results shows that in general the application of E-Government in the form of SIMPEG has been well applied. Supported by E-Leadership, information management and information network infrastructure that has provided such as the presence of optical servers and features that function to store data and provide a data management network for personnel. However, there are obstacles that hinder the implementation of E-Government, which lies in the data management officials in each OPD who still lack understanding of information technology.

Abstract

Abstract The decision-making process the branding activities of PT Telkomsel Area Madura is an important agenda that the company needs to pay attention to in balancing the development of competitors in the market. Branding as a product education media is an extension of the company to get closer to its consumers so that product knowledge is more detailed and open. This research aims to determine the decision-making process carried out by the company to determine the branding activities that will be carried out. The method used in this research is descriptive qualitative, namely the researcher tries to describe the decision-making process carried out by PT Telkomsel Area Madura in determining product branding activities on outdoor media and outlets/retailers. The results of the research on the decision-making process for determining the company's branding activities are: first, in a top-down manner related to branding activities in outdoor media based on the results of product assessments carried out by leaders in each region. Second, bottom-up related to branding activities at outlets/retailers based on market share results and sales data obtained from the marketing team in the field, these results are used as input to superiors in making branding decisions at each outlet/retailer. Abstract

Since early 2020, all countries in the world have been hit by the 2019 coronavirus (Covid-19) pandemic, including Indonesia. The COVID-19 pandemic not only affects public health, but also has an impact on the economy. Meanwhile, the tourism sector experienced a slump. The purpose of this study is to find out the Tourism Recovery Strategy after the Covid-19 Pandemic in Sumenep Regency. This study uses a qualitative method. The post-pandemic tourism recovery strategy includes three parts, namely strategy formulation, strategy implementation, and strategy evaluation. The strategy formulation is an elaboration of central government regulations, namely the application of CHSE (Clealinees, Healthy, Safety, and Environmental Sustainability) in the main activities in the tourism industry, namely MICE (Meetings, Incentives, Conventions, and Exhibitions) and the Enforcement of Restrictions on Community Activities. Furthermore, the central regulation is described in a regional regulation, namely the Decree of the Regent of Sumenep concerning the Enforcement of Restrictions on Community Activities. The implementation of the strategy carried out is the dissemination of the application of health protocols to tourism objects and the surrounding area, which has been implemented since 2020 to all tourism stakeholders (Government, tourism business actors, community). Meanwhile, the strategy evaluation was carried out on the implementation of the strategy as a consideration for improving the strategy in the next period according to the pandemy level, and the situation and conditions in Sumenep Regency. This evaluation is stated in the recommendation of the Regent of Sumenep regarding the implementation of health protocols on 3 tourism objects managed by the Government of Sumenep Regency, namely Slopeng beach, Lombang beach and the palace museum.
