Abstract

Sakir et al, 2018. Utilization of Refugia to Increase Rice Production Based on Local Wisdom. JLSO 7(1):97-105. The purpose of this study was to determine the utilization of refugia as a natural enemy of rice pest organisms in order to increase rice production sustainably. The study was conducted on a 3-hectare plot of land in Pemulutan Ulu Village, Pemulutan District, Ogan Ilir Regency, South Sumatra. The types of refugia that were used: sunflowers (Helianthus annuus), sesame (Sesamum indicum), zinnia flowers (Zinnia sp), yellow ray  flower (Cosmos caudatus) and marigold flower (Tagetes sp). The exploratory method was used with a cross sectional approach to analyze the intensity of the existence of natural enemies and rice pest disruptors, thus correlating with rice production. Observations were carried out for 18 weeks at 3 points with an area of 3 hectares. The rice varieties were used Ciherang (points A and C) and IR 42 (point B). The results showed an intensity of abundance of natural enemies or predators as many as 378 while the intensity of pests was 54 animals. The yield of rice was 8 tons/hectare,  8.3 tons/hectare and C is 8.1 tons/hectare for point A, B and C respectively. Utilization of refugia in rice plants was able to increase rice production by 15.1%.

Abstract

The concept of ‘abandoned land’ in the Basic Agrarian Law (UUPA) No. 5 of 1960 faces interpretation challenges that impact the effectiveness of the management of unproductive Cultivation Rights (HGU). This research aims to analyse the reconstruction of the concept of abandoned land in UUPA and its implications for the management of unproductive HGU to support the optimisation of agricultural land use. This research is conducted through normative juridical with qualitative descriptive analysis of laws and regulations, court decisions, and related literature. The research findings show that the concept of abandoned land in the UUPA is still multi-interpretive, especially regarding the criteria of ‘not being cultivated according to the circumstances or nature and purpose of the right’. This has led to inconsistencies in the application of sanctions against HGU holders who leave their land unproductive. Concept reconstruction is needed by clarifying the objective parameters of productivity, the period of neglect, and law enforcement mechanisms. The implications of this research indicate the need for regulatory revisions to strengthen legal certainty in HGU management, as well as the development of more effective policy instruments to prevent abandonment of agricultural land to support national food security and social justice in agrarian reform.

Abstract

This study aims to evaluate the variables that influence the development of micro, small, and medium enterprises (MSMEs) producing mochi at Baruga Street Food in Palu, Central Sulawesi. As public interest, especially among the younger generation, in modern snacks with various flavors continues to grow, MSMEs producing mochi continue to develop. This research uses a qualitative methodology by conducting in-depth interviews and documenting three informants, namely the owners and employees of three mochi MSMEs operating at Baruga Street Food. The results show that relatively stable capital, product quality, service quality, display innovation, and social media-based marketing strategies have been proven to effectively influence the development of mochi MSMEs. However, there are several problems, including variations in the number of customers due to weather, competition between mochi sellers in the same place, and a shortage of raw materials, especially strawberries. In addition, the government provides SMEs with sales facilities and supporting infrastructure. According to this study, the growth of mochi SMEs is highly dependent on the ability of business actors to innovate, maintain quality, and use digital marketing technology.
