Abstract

Public services must be able to continue running under any conditions, including during the Covid-19 pandemic. The Tangerang City Population and Civil Registration Service has begun implementing online population administration services through the Sobat Dukcapil Application to limit services directly to the Tangerang City Population and Civil Registration Service Office. Initially, services through the Dukcapil Friends Application did not run effectively due to a discrepancy between theory and actual events. The purpose of this research is to determine whether the implementation of population administration services on the Sobat Dukcapil Application at the Tangerang City Population and Civil Registration Service Office is running effectively. This research theory uses policy implementation theory according to Van Meter and Van Horn which states that there are 6 variables that form a bond between policy and performance in policy implementation analysis. This research method uses descriptive qualitative research methods. The results of this research show that in 2020-2022 it turns out that the Sobat Dukcapil Application service does not involve the APBD because there is still a lack of special training for Sobat Dukcapil Application service operators. The socialization carried out is also less intensive because it is mostly done through social media rather than directly in each region. The implementation of the drive thru service has not been effective because people still prefer to put their vehicles in the parking lot to collect their population documents.

Abstract

The Indonesian government has launched the Family Planning Program (KB) as a strategic step to address various population-related challenges. This study aims to evaluate the Kampung Keluarga Berkualitas (Quality Family Village) Program in Kampung Canggoang, Juhut Village, Karang Tanjung District, Pandeglang Regency. The theory used in this research is William N. Dunn's theory. This study employs a descriptive qualitative method. Data collection techniques used include interviews, observation, and documentation. The data analysis technique used is interactive data analysis from Miles and Huberman. The research findings indicate that the evaluation of the Kampung Keluarga Berkualitas Program in Kampung Canggoang, Juhut Village, Karang Tanjung District, Pandeglang Regency, suggests that the program has generally not succeeded in achieving its intended goals. This is due to the uneven training provided to KB village managers, a shortage of workforce, inadequate budget, the irregular updating of data at the Data House Secretariat, the unavailability of reports from each activity group, and low contraceptive use. Therefore, it requires good cooperation between the government, KB village officers, and the community. This cooperation is crucial to improve the program's effectiveness and ensure its proper implementation.

Abstract

This study examines the implementation of Weekend Special Service (LAKSA) innovation at the Tangerang Class I Non-TPI Immigration Office, which still faces challenges in scheduling and accessibility of Immigration Introduction Letters—using a descriptive qualitative method through observation, interviews, and literature study with purposive informant selection technique and data analysis using Miles, Huberman, and Saldana (2014) model. The results show that LAKSA implementation still needs to be optimal. The relative advantage aspect shows an acceleration in passport services. The compatibility aspect runs well according to applicants' needs and regulations. However, the complexity aspect is still constrained by service accessibility in South Tangerang and Tangerang Regency areas. The liability aspect could be more optimal as no official trials involving the community have been conducted. The observability aspect is evident through social media socialization. It is recommended that the Immigration Office conduct a unique LAKSA satisfaction survey and expand its implementation.

Abstract

Abstract The impact of flooding on the Community of Tegal Ratu Village, Ciwandan District, Cilegon City is not only in the form of property and building losses. Flooding also affects the economy of society and the development of society as a whole, especially health and education, especially for women. From an average of 100 patients per day, more than 50% of patients are children and women, they are affected by itching, diarrhea and Acute Respiratory Infection (ARI) (Cilegon City Health Office, 2012). They have the ability which is minimal to avoid flooding and women are part of the most severely affected socio-economic community due to limited ability to deal with floods (Media Indonesia, February 25, 2008). Community empowerment in Tegal Ratu Village, Ciwandan District, Cilegon City in the face of flood disasters is felt to be very important because they are the first victims of flooding, so they should be prepared and full material and non-material debriefing to deal with floods. The manufacture of infiltration wells (biopori) is an alternative method for flood prevention, especially in urban areas. It is expected that if the community actively participates in the handling of flood disasters with each house having a biopori well, the soul will have a place to live so far as possible to protect the area against the threats and impacts of disasters, especially floods that are almost routine. if there is high intensity of rain in Tegal Ratu Village, Ciwandan District, Cilegon City.

Abstract

Presidential Regulation Number 39 of 2019 concerning One Data Indonesia aims to realize the availability of government data that is accurate, quality, up-to-date, and integrated with existing data, as well as easily accessible and shared between central and regional agencies.  This research focuses on the Analysis of the Implementation of the One Data Indonesia (SDI) Policy in the Banten Provincial Government. This study aims to find out and analyze how the implementation of the One Data Indonesia (SDI) policy in the Banten Provincial Government. The problem researched by the researcher is that human resources in the Banten Provincial Government are not enough in the implementation of the One Data Indonesia policy in the Banten Provincial Government. This study uses a qualitative method by analyzing the results of observations, interviews and documentation. The results of the study were analyzed using the policy implementation theory put forward by George C. Edward III which showed that the implementation of the One Data Indonesia (SDI) policy in the Banten Provincial Government has not been running well completely. In terms of resources, there are still insufficient human resources and there are no functional positions of statisticians in the Banten Provincial Government, and improvements are still needed in terms of facilities. In terms of bureaucratic structure, there is no Standard Operating Procedure (SOP) in the implementation of One Data Indonesia in the Banten Provincial Government and sanctions for data producers in the SDI implementation stage that do not yet exist.

Abstract

The implementation of the Climate Village Program (Proklim) is a manifestation of the government effort to overcome climate change as stated in PermenLHK No.84 of 2016 concering the Climate Village Program. On of the villages that participated in the implementation of Proklim id Pete Village RW.05 in Tigaraksa District, Tangerang Regency. The purpose of this study is to evaluate the Climate Village Program in Pete Village, Tigaraksa District, Tangerang Regency, Banten Province. The theory used is Leo Agustino’s evaluation theory. This study uses a descriptive qualitative method. The result of the study show that the implementationof Proklim in Pete Village is stillnot optimal. the competence of the supervisors and coordinator of Proklim activities is good. However, the understanding of the community implementing the activity regarding the meaning of the regulation, both definition and objectives og Proklim, is still lacking because they only understand it as a reforestation activity. Supporting facilities in KWT activities are still minimal, in addition, there is no scheduled monitoring and evaluatuin carried put by the Tangerang Regency DLHK of the Proklim location.

Abstract

Tangerang Regency has the highest number of HIV/AIDS cases in Banten Province. Thus, the government of Tangerang District has developed a policy on HIV/AIDS prevention, namely Tangerang District Regional Regulation No. 15/2016 on the Prevention of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome. This study aims to provide an overview of the success of the HIV/AIDS Response Policy in Tangerang District. This research uses a qualitative method with a descriptive approach. The focus of this research is on the Evaluation of HIV/AIDS Response Policy in Tangerang District using William Duun's evaluation theory, namely the criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The data sources in this research are primary and secondary data. This research uses data collection techniques interviews with 7 informants, field observations and documentation studies. The results in this study show that the effectiveness indicator can be said to be effective, seen from the number of new case findings which indicates the number of ODHIV found and given treatment. Then the efficiency indicator can be said to be efficient because there are 44 health services at the Tangerang Regency Health Center. The adequacy indicator can be said to be sufficient because of the cross-sectoral relationship. Furthermore, the equity indicator cannot be said to be evenly distributed because of the lack of health promotion. The implication of this study is that the Tangerang District government should focus more on preventive management and empowerment of NGOs and communities. Abstract

Ekonomi kreatif berperan penting dalam pertumbuhan ekonomi Indonesia, termasuk di Kota Sukabumi yang memiliki potensi besar dalam kuliner, pertunjukan, dan kerajinan. Namun, tantangan seperti keterbatasan modal, minimnya pemanfaatan teknologi digital, serta kurangnya pembinaan UMKM masih menghambat perkembangannya. Dalam menghadapi tantangan ini, Pemerintah Kota Sukabumi merancang Program Sukabumi Kelurahan Entrepreneurship Center (Sukabumi Kece) sebagai upaya strategis untuk meningkatkan potensi ekonomi kreatif. Namun, program ini menghadapi sejumlah masalah, termasuk kurangnya anggaran, ketidaksesuaian perencanaan dengan pelaksanaan program, serta kurangnya sumber daya manusia. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengevaluasi Program SUKABUMI KECE dalam meningkatkan potensi ekonomi kreatif di Kota Sukabumi Jawa Barat. Penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan teori evaluasi Leo Agustino (2023). Hasil penelitian menunjukkan bahwa Program SUKABUMI KECE dalam meningkatkan potensi ekonomi kreatif di Kota Sukabumi masih belum optimal karena beberapa indikator diantaranya sumber daya manusia tidak efisien karena jumlah personil tidak sebanding dengan beban kerja, sistem monitoring dan evaluasi yang tidak terstruktur, keterbatasan anggaran, serta tidak adanya pedoman teknis kegiatan. Pemerintah Kota Sukabumi, melalui Dinas Koperasi, Usaha Mikro, Perindustrian, dan Perdagangan, telah berupaya menjalankan Program SUKABUMI KECE. Namun, agar hasilnya lebih optimal, diperlukan pedoman teknis yang lebih jelas sebagai acuan dalam pelaksanaan program. Selain itu, pemerintah perlu menetapkan kebijakan yang lebih konkret terkait pengembangan ekonomi kreatif dan UMKM di Kota Sukabumi. Konsistensi dalam pelaksanaan program juga menjadi hal yang perlu diperhatikan agar penyelenggara dapat bekerja secara efektif. Untuk mengatasi keterbatasan anggaran, pemerintah dapat menjalin kemitraan dengan berbagai pihak guna mendukung keberlanjutan program ini.

Abstract

The First Thousand Days of Life Movement Program is a program created by the government of Pandeglang district in an effort to accelerate the reduction of stunting. The first thousand days of life Movement program has been implemented since 2019 and is still running to this day. The aim of this study is to find out how the Evaluation of the First Thousand Days of Life Movement Programme in dealing with stunts on the Puskesmas Technical Implementation Unit of Bangkonol in the village of Setrajaya district of Pandeglang. The theory used is the theory of public policy evaluation according to Leo Agustino (2022:84). This research uses descriptive methods of qualitative approach. The results of this study show that the Evaluation of the First Thousand Days of Life Movement Programme in Combating Stunts on the Puskesmas Technical Implementation Unit of Bangkonol in the village of Setrajaya district of Pandeglang has not been performed optimally. With the results obtained on the resource aspects of the apparatus there are no prerequisites in the election of candidates posyandu cadres, there is no monitoring or socialization of the provision of MP-ASI to parents who have young people aged 6-24 months. The institutional aspect of the absence of SOP implementation of the movement program of the first thousand days of life. Prasarana and technology are running to the maximum according to the Ministry of Health in posyandu activities as well as using social media to provide information related to stunting. The finances are well planned and well balanced. The regulation has not yet worked with harmony yet has not received full support from the young parents in the exploitation of posyandu. Abstract

Development is a fundamental thing as well as a benchmark in the improvement of an area. The market is one of the facilities for fulfilling daily needs and has an important role in people's lives. The importance of market development is due to the increasing needs of the community and the market has become the main pillar of the economy in an area. Cilegon City Kranggot Market is the main center of economic activity in Ciegon City which is also managed by the Regional Government, however, the management of Cilegon Kranggot Market is considered not optimal because there are still many problems that occur. This research uses a qualitative method with a descriptive approach. This research focuses on the Management Analysis of People's Market Governance in Kranggot Market, Cilegon City. The data sources in this study come from primary data and secondary data. This research uses data collection techniques in the form of interviews with 13 informants, field observations, and documentation studies. The results of this study indicate that overall the governance management carried out for the Cilegon City Kranggot Market has been carried out but not yet optimal, this is based on continuous planning factors, lack of supervision, and the condition of the building and market location that needs to be changed as a whole. Not only that, traders are also a factor inhibiting the existence of governance management for Kranggot Market. The implementation of governance management for Kranggot Market needs to be further optimized, especially in terms of planning, basically in a management planning is the main factor that determines the next stage. As well as the implementation of strengthening the supervisory system, to control the governance management process takes place. By applying good management functions, the implementation of governance for the market will result in good and optimal market management and contribute to the region.
