Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis tentang “Pengaruh implementasi kebijakan e-government, komitmen pimpinan dan pengembangan sumber daya aparatur terhadap kinerja pelayanan publik pada Pemerintah Kota Palembang dan Prabumulih. Metode yang digunakan adalah metode kuantitatif melalui penyebaran angket kepada responden. Hasil penelitian menunjukkan bahwa secara parsial dan simultan implementasi kebijakan e-gov, komitmen dan pengembangan sumber daya aparatur berpengeruh secara signifikan terhadap kinerja pelayanan publik pada Pemerintah Kota Palembang dan Kota Prabumulih.

Abstract

Sering kali terdapat keluhan dari masyarakat terkait dengan rendahnya Kualitas Pelayanan Pembuatan Paspor di Kantor Imigrasi Kelas I Palembang yang menjadikan ketidakpuasan masyarakat. Oleh karena itu, penelitian ini dilakukan untuk menganalisis kualitas pelayanan yang diberikan Kantor Imigrasi Kelas I Palembang yang ditinjau dari dimensi Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Jenis penelitian yang dilakukan oleh peneliti adalah menggunakan metode Kuantitatif Deskriptif yaitu penelitian yang bertujuan menjelaskan fenomena yang ada dengan menggunakan angka-angka untuk mencadarkan karakteristik individu atau kelompok [1]. Dari hasil penelitian tentang Kualitas Pelayanan Pembuatan Paspor di Kantor Imigrasi Kelas 1 Palembang jika dilihat dari tanggapan responden mengenai Kualitas Pelayanan ditinjau dari lima dimensi Kualitas Pelayanan Publik, yaitu Bukti Fisik (Tangible), Kehandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), Kepedulian (Empathy) masih kurang baik

Abstract

Perkembangan teknologi informasi dan komunikasi telah memberikan dampak yang sangat  luasdalamberbagaibidang kehidupan, termasuk pada  pengelolaanpemerintahandan pelayanan publik. Teknologiinformasi dan komunikasi pada bidangpemerintahan, dikenal dengan istilah electronic government atau e-government.Berbagai lembaga pemerintahan, baikpusat maupun daerah sebagian besar telahmengadopsi teknologi e-government dalam pengelolaan pemerintahan. Implementasi e-government di negara-negara maju telah menunjukkan keberhasilan yang luar biasa, pelayanan publik yang dilakukan telahmemberikan kepuasan bagi masyarakat. Tujuanpenelitian iniadalah untuk mengetahuitentang implementasi kebijakan E-Governmentpada Pemerintah KotaPalembang dilihat dariperspektif model implementasikebijakan dari EdwardsIII. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Adapun metode pengumpulan datanya menggunakan observasi participant, wawancara,dan studidokumentasi. Hasil yang diperoleh dalam penelitian inimenyatakan bahwa: (1) implementasi kebijakan e-government masih belum optimal; (2) factor komunikasi masih berjalan satuarah. Website dari masing-masing organisasi perangkat daerah baru sebatas publikasi instansi saja; (3) mayoritas sumber daya manusia aparatur masih gaptek (gagapteknologi); (4) struktur organisasi masih terlalu gemuk; (5) sikap implementor (kepala organisasi perangkat daerah) belum menunjukkankomitmen untuk mengimplementasikan kebijakan e-government;dan (5) belum ada regulasi ditingkat daerah yang benar-benar mengikat untuk implementasi e-government.

Abstract

The author conducted research with the aim of knowing and analyzing the effect of work skills, work commitment and work culture on work performance evaluation and their implications for the work effectiveness of the Agriculture Office of the City of Pagar Alam. The research method used in this study is a quantitative method using questionnaires distributed to respondents. Test the quality of the data by using the validity test, reliability test. Analysis using statistical calculations with multiple regression formula, partial test simultaneous test and the coefficient of determination. The results of the study showed that Work Skills had a significant effect on the performance appraisal of the Agriculture Office of the City of Pagar Alam. Work Commitment has no significant effect on the performance appraisal of the Pagar Alam City Agriculture Service employee. Work culture has no significant effect on the performance appraisal of the Pagar Alam City Agriculture Service employee. Work Skills have a significant effect on the effectiveness of the work of the Agriculture Office of the City of Pagar Alam. Work Commitment has a significant effect on the effectiveness of the work of the Agriculture Office of the City of Pagar Alam. Work culture has no significant effect on the work effectiveness of the Pagar Alam City Agriculture Service employees. Job Performance Assessment has a significant effect on the effectiveness of the work of the Pagar Alam City Agriculture Service employee.

Abstract

The author conducted the research with the aim of knowing and analyzing the influence of work attitudes, emotional intelligence, and work culture individually and together on the work effectiveness of Lahat Regency Regional Revenue Agency employees. The research method used in this research is a quantitative method using questionnaires distributed to respondents. The analysis used is a descriptive and inferential analysis using statistical calculations with multiple regression formulas, partial tests, simultaneous tests, and coefficient of determination. The research results showed that work attitude, emotional intelligence, and work culture had a significant influence, individually and collectively, on the work effectiveness of Lahat Regency Regional Revenue Agency employees.

Abstract

This study aimed to determine and analyze the influence of service facilities, service officer capabilities, and service procedures, individually and collectively, on the job satisfaction of Dr. H. Mohamad Rabain Regional Hospital employees. The research method used in this study is quantitative, using a questionnaire distributed to respondents. Data quality testing is done using validity tests, reliability tests, and normality tests. The analysis used is descriptive and inferential analysis using statistical calculations with multiple regression formulas, partial tests, simultaneous tests, and coefficient of determination. The study showed that service facilities, service officer capabilities, and service procedures had a significant effect, individually and collectively, on the job satisfaction of Dr. H. Mohamad Rabain Regional Hospital employees

Abstract

This study is based on a phenomenon which indicates that population administration in terms of the registration process; family card (KK) and identity card (KTP) in Cianjur District has not been effective, because the service is still slow, the procedure is complicated, not timely, and not transparent. The purpose of this study is to the influence of human resources (apparatus) development dimension on the effectiveness of population administration services. This research uses quantitative design, with a descriptive quantitative method that explains and describes the level of human resources (apparatus) development towards the effectiveness of population administration service in Cianjur Regency. Respondents were selected by using Proportional Stratified Random Sampling technique. Primary data were collected through observation, questionnaires, and interviews; Respondents are apparatuses at the Department of Population and Civil Registry as well as apparatuses from 18 Sub-districts in Cianjur regency as many as 187 samples. Secondary data were obtained through study documentation. Data were analyzed by Structural Equation Model (SEM). The results show that the development of human resources (apparatus), including learning, education, development, and training dimension has positively affected the effectiveness of population administration services significantly. The research concluded that the influence of human resource development on the effectiveness of the population administration service in Cianjur Regency is determined by the dimensions of learning, education, development, and training. These influences imply that the four dimensions of human resource development (apparatus) have important roles in the effectiveness of population administration services in Cianjur Regency.

Abstract

The purpose attempts to find out an analyze the factors that become obstacles in tax services through the process of diagnosis, intervention and organizational development by looking at and reviewing organizational goals, organizational structure, relationships, rewards, leadership and organizational work mechanism KPP Pratama Palembang Ilir Timur. The method used is quantitative descriptive with the Weisbord model through the distribution of questionnaires to respondents from the state civil apparatus (ASN) as much as 16 percent of the 126 population, namely 20 respondents. The results of the study and discussion concluded that all variables in the diagnostic process had proceeded well according to the facts and data obtained. The facts and data indicate that KPP Pratama Palembang Ilir Timuris not problematic and that in the present conditions it is not necessary to intervene in the development of Palembang Ilir Timur Primary Tax Office.
