Abstract

The land is a critical resource for infrastructure development. However, land acquisition was still as the biggest problem in realizing infrastructure development in Indonesia. Electricity project is one of the infrastructure projects strategic and needs to be realizing in a short period. Effort at investigating the factors causing a problem in land acquisition for electricity infrastructure projects through an empirical method in Indonesia received scant attention. Therefore, the purpose of this study is to identify and critically assess the factors causing land acquisition problem for electricity infrastructure development using an empirical approach. The study adopted literature review and questionnaire survey. Literature review was using to identify the factors causing in land acquisition problem, which was using to design the questionnaire survey culminating in data analysis. In order to capture a broad perception, the questionnaires were administered to three different primary stakeholder groups comprised consultants, project owner and government. Data collected were analysed using mean score. The study revealed the mean score ranking of 24 identified factors causing in land acquisition problem for electrical infrastructure development. Five highest problems in land acquisition projects are (1) A project has not integrated with City Plan; (2) The part of land that is not acquired cannot be utilized by the owner; (3) Inventory data is not accurate; (4) Poor stakeholders coordination; (5) Differences interpretation of land acquisition regulations.

Abstract

The Provincial Government of East Java seeks to improve the welfare of the community and overcome socio-economic problems through local grant-making mechanisms. One form of grants carried out by the Administration of Development Bureau (ADB) is road infrastructure development. The implementation of the project has risks that have an impact on the use of ineffective and inefficient regional budget (APBD). Risks obtained from literature which were analyzed to determine the effect of these risks on the sustainability of the program. The Differential Semantic Scale questionnaire was conducted first to assess the relevance of risk to the implementation of the regional grant program. The next step is Risk Level Analysis. At this stage the probability and impact calculation of each risk is carried out. The questionnaire was used to obtain respondents opinion who were responsible for the implementation of the regional grant program. 3 risks have been generated which are included in the high risk level of 26 relevant risks. ADB needs to pay attention to risks, especially priority risks in the management of infrastruture grant program. The findings in this study provide new references in the field of risk management.

Abstract

Di dalam proses konstruksi, tentunya banyak permasalahan yang berkaitan dengan manajemen konstruksi. Dimana banyak aspek yang dapat mempengaruhi jalannya suatu proyek tersebut. Salah satunya adalah manajemen tata letak fasilitas dalam suatu proyek. Hal tersebut dapat menyelesaikan permasalahan, dalam memobilisasi bahan-bahan dan peralatannya. Sehingga manajemen tata letak fasilitas ini menjadi lebih optimal. Pada penelitian proyek Grand Dharmahusada Surabaya, fuzzy AHP digunakan sebagai metode untuk mendapatkan nilai urutan prioritas fasiitas sementara yang terdapat pada lokasi proyek, dimana hasilnya nanti akan digunakan sebagai dasar pertimbangan untuk tindakan yang perlu dilakukan untuk mengoptimasi site layout. Untuk memperoleh data, dilakukan dengan melakukan wawancara dengan staf ahli dan site engineer proyek. Selanjutnya, perencanaan optimasi tata letak fasilitas suatu proyek akan mempertimbangkan jarak tempuh dan jumlah pekerja yang melewati fasilitas-fasilitas sementara. Pengukuran jarak dilakukan di lapangan dan disesuaikan dengan pengukuran pada draft site layout yang diberikan oleh drafter proyek. Sementara untuk mengetahui nilai keamanan pada proyek digunakan rumusan safety index. Nilai keamanan didapatkan melalui wawancara dengan pihak K3. Hasil dari perhitungan tersebut, dievaluasi dan ditentukan site layout yang paling optimum. Dari hasil penelitian ini. Didapatkan urutan prioritas fasilitas sementara dari yang tertinggi hingga terendah. Fasilitas tersebut adalah fabrikasi besi 1 untuk prioritas tertinggi dan stok scaffolding untuk prioritas terendah. Lalu, didapatkan site layout yang paling optimum dari beberapa opsi yang telah dicoba dengan melakukan pertukaran antar fasilitas sementara. Lokasi fasilitas yang ditukar adalah gudang K3 dengan gudang bata ringan dan baja bekisiting kolom dengan fabrikasi bekisiting kolom, dimana didapatkan nilai untuk travelling distance sebesar 72.660 dan nilai safety index sebesar 2398 penurunan yang didapatkan melalui proses optimasi ini sebesar 1.33% dari kondisi eksisting dengan menggunakan perbandingan rumusan yang diperoleh dari kontraktor.

Abstract

Pada umumnya dalam proses perencanaan jadwal proyek dibuat secara manual sehingga hasil penjadwalan dapat terjadi perbedaan dengan desain awal. Hal ini dapat disebabkan oleh tidak dimasukkannya unsur ketidakpastian dalam perencanaan jadwal proyek. Metode yang umum digunakan merupakan Metode deterministik dimana hanya memuat 1 durasi proyek saja. Untuk itu diperlukan pendekatan penjadwalan probabilistik yang dapat mengakomodasi ketidakpastian tersebut. Namun hal ini tidak memperhitungkan adanya penambahan durasi akibat kegiatan yang berbentuk paralel. Tujuan utama dari Tugas Akhir ini adalah melakukan penjadwalan probabilistik sebagai alternatif penjadwalan existing yang bersifat deterministik untuk menampung uncertainty pada proyek. Obyek yang ditinjau pada Tugas Akhir ini adalah Proyek Jalur Lintas Selatan LOT. 6 yang terletak di Provinsi Jawa Timur. Berdasarkan hasil analisis Metode PERT, kondisi ekisting proyek didapatkan probabilitas durasi penyelesaian sebesar 95%. Simulasi Monte Carlo dilakukan sebanyak 2000 kali iterasi. Durasi berdasarkan hasil simulasi Monte Carlo yang dijalankan pada penjadwalan proyek pembangunan Jalur Lintas Selatan LOT. 6 untuk Persentil 95, yaitu 1136 hari.

Abstract

The construction industry is being faced with rapid development with a high level of competition. In the current global competition, construction companies must be able to compete in order to meet customer demand and satisfaction. In response to the competition, construction companies must efforts to develop products and services. In the development process knowledge management has a role in improving quality. In addition, the use of technology and the implementation of total quality management through knowledge management can improve quality. Quality is the main factor in order to develop products and services to encourage sustainable achievement. This research aims to analyze the factors that influence technology, implementation of total quality management, and knowledge management on the product construction quality in Indonesia. The data used in this research are primary data. The factor identification process is carried out by distributing questionnaires to contractors which involved in the construction industry in Indonesia as respondents. Furthermore, the data obtained were analyzed using the relative importance index ( RII) to obtain a sequence of factors that influence. Then the influencing factors analyzed using structural equation modelling (SEM) with SPSS statistical software. This research expected to resulting models of factors that influence technology, implementation of total quality management, and knowledge management on product construction quality in Indonesia

Abstract

Surabaya has a potential risk of earthquakes, refer to the 2017 Indonesian Earthquake Source and Hazard Map issued by the National Center for Earthquake Studies (Pusat Gempa Nasional-PUSGEN). Surabaya city readiness in responding this issue is indicated by the community resilience. Therefore, it is important to assess the social resilience to find out the current capacity of communities in responding to earthquake risk. The research targeted the area around the Surabaya Fault with potentially high seismic hazard, consisting of 8 districts and 23 sub- districts. 22 variables were obtained by doing a literature review and expert judgment, that are 11 variables for social vulnerability and 11 variables for preparedness. We collect the data by distributing questionnaires to 116 respondents, the head of neighbourhood units, selected by simple random sampling. We analyze the data using Confirmatory Factor Analysis (CFA), descriptive statistics and Geographic Information Systems (GIS)-based mapping. Based on CFA, there are 7 valid variables of social vulnerability and 10 variables of preparedness for index assessment. The social vulnerability assessment has an index value of 2.27, while preparedness has an index value of 1.99. The index value shows that both of these indicators are in the low-to-medium category. Then, the social resilience index is assessed as the ratio of preparedness and social vulnerability index. By comparing these two indicators, Surabaya has an index value of 0.88 for social resilience or categorized as less resilient in responding to the earthquake risk.

Abstract

Building information modeling (BIM) changes institutions, businesses, business models, education, workplaces and careers. For an asset owner the implementation of BIM should seen as a business change program that can potentially impact their ‘value proposition’. BIM can enable strategic business outcomes. BIM is useful for geometric modelling of a building's performance and it can assist in the management of construction projects. The construction industry in the world has recognized the benefits of BIM, therefore many large projects in developed countries have used BIM. In Indonesia, lately BIM has received more attention from construction industry players, even the Indonesian government through the public works agency issued guidelines for BIM adoption in 2018 with reference to developed country references such as Singapore. Many benefits can be obtained from the implementation of BIM, but the level of BIM adoption in Indonesia is still low. Thus, it warrants a study such as the present to determine what are the actual barriers that hamper its implementation and what are the driving factors that could enhance its pace of implementation in the Indonesian construction industry. This paper is an initial stage of the research to determine the barriers and driving factors of building information modelling (BIM) adoption in Indonesia. Following the variable identification from the literature, a preliminary survey involving eleven experts were conducted to verify several variables that have been identified from the literature to be used for the questionnaire survey. According to the experts’ opinion, it was found that 16 variables were considered relevant to measure the barriers of BIM adoption in Indonesia and 18 variables were considered relevant to measure the driving factors of BIM Adoption in Indonesia. The three most relevant barriers BIM adoption in Indonesia attributes were also determined according to the experts’ opinion, that are (1) Lack of BIM expert; (2) Lack of understanding about BIM and its benefits; (3) Resistance to change. Abstract

Ketidakpastian risiko pada proyek konstruksi jalan raya mendorong perkiraan biaya kontingensi di estimasi secara tradisional berdasarkan penilaian subyektif seperti 5-10% dari biaya yang diperkirakan dengan mempertimbangkan proyek sejenis yang pernah dikerjakan. Metode tersebut secara ilmiah tidak bisa diterima dan sulit untuk dipertahankan keakurasiannya. Studi ini mengusulkan metode pengembangan model biaya kontingensi dari perspektif pemilik proyek yang dapat mengakomodasi penilaian subjektif berdasarkan risiko. Identifikasi variabel risiko diperoleh dari survei pendahuluan, wawancara, penyebaran kuesioner dan studi literatur, sedangkan perhitungan pemodelan biaya kontingensi menggunakan simulasi Monte Carlo. Hasil penelitian menunjukkan bahwa perkiraan biaya kontingensi rata-rata adalah 8,92% dari rencana anggaran proyek. Tingkat kesalahan pengujian model adalah 0,21% dari batas kesalahan yang diijinkan dan hasil validasi menunjukkan bahwa nilai analisis prediktif berada dalam akurasi 20% dibandingkan dengan biaya kontingensi yang sebenarnya.

Abstract

Keselamatan dan Kesehatan Kerja merupakan suatu hal yang sangat penting di dunia konstruksi karena bersinggungan langsung dengan pekerja, perhitungan potensi risiko yang salah dapat mengakibatkan terjadinya kecelakaan kerja terutama kepada para pekerja di Indonesia sendiri kecelakaan kerja pada pekerjaan erection girder masih sering terjadi, sekitar 6 insiden terkait kecelakaan kerja pada pekerjaan erection girder terjadi dalam kurun waktu 2017-2021 maka penelitian ini dibuat dengan judul “Analisis Risiko Kecelakaan Kerja Pada Pekerjaan Erection Girder PCI Jembatan Tuntang Proyek Tol Semarang–Demak Seksi 2 Menggunakan Metode Task Demand Assessment (TDA)” untuk meminimalisir kecelakaan kerja dalam pekerjaan erection girder jembatan. Berdasarkan hasil dari penelitian ini didapatkan empat buah risiko yang memiliki potensi tertinggi di antaranya adalah crane collapse saat pengangkatan girder, sling terputus saat pengangkatan girder, girder collapse, dan kegagalan struktur spreader beam yang ditimbulkan oleh faktor risiko penggunaan alat pelindung diri (APD), kecepatan angin, kesehatan pekerja, pergerakan pekerja, setting alat kerja, dan kredibilitas pekerja.

Abstract

Public Private Partnership (PPPs) is one of the financing solutions in fulfilling infrastructure development for better public services. The rapid rate of population growth in the city of Surabaya is a challenge in developing transportation infrastructure. The alternative strategy is to revive rail-based mass transportation or called Tram. The purpose of this study is to determine the barriers in the implementation of the PPP scheme fo the Tram project. The research variables were obtained from literature review and were divided into 6 groups, namely Social, Legal, Economic, Environmental, Political, and Technology (SLEEPT). The research data was acquired based on four experts’ opinion in this area. Relative Important Index (RII), Confidence Interval (CI), and Pareto Diagram were employed to analyse the data. According to Pareto Diagram (81%), it was found that the economic variable had the two highest indicators, namely "High PPP procurement costs" with an RII value of 0.83 and "Weak access to PPP financing" with value of 0.77. Meanwhile, the legal variable has one indicator with the lowest value, namely the "Lack of Flexibility in Implementation" indicator with an RII value of 0.57. -----------------------------------------------------------Kerjasama Pemerintah Badan Usaha (KPBU) merupakan salah satu solusi pembiayaan dalam pemenuhan infrastruktur untuk pelayanan publik yang lebih baik. Pesatnya laju pertumbuhan penduduk di kota-kota besar seperti Surabaya menjadi tantangan dalam mengembangkan infrastruktur transportasi, berbagai alternatif strategi pun bermunculan, salah satunya menghidupkan kembali transportasi massal berbasis rel. yaitu Tram. Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor penghambat dalam pelaksanaan skema KPBU dalam pengadaan Tram. Variabel-variabel yang terdapat dalam penelitian ini diperoleh dari studi literatur. Teknik pengumpulan data yang digunakan adalah purposive sampling. Dalam penelitian ini dilakukan survei pendahuluan bersama expert kemudian dilakukan survei kuesioner utama. Selanjutnya dilakukan analisis dengan menggunakan Relative Important Index (RII), Confidence Interval (CI), dan Diagram Pareto.
