Abstract

In Each activity in the oil and gas industry there are risks that could hamper the project and also there is a huge risk to the environment, social and economic. Besides oil and gas industry projects also have the potential to be dangerous to life, property and the environment, the hazard can occur if the activity is not controlled and regulated by appropriate. Basically, the disaster is certainly not possible to be planned and can occur at any time. But the circumstances of a disaster can be anticipated, that is the way to plan preventive measures and control.Based on the description above, this paper aims to discuss risk factors and risk assessment techniques that can help sustainable development programs. From the results of this study note that the risk factors of projects in the oil and gas industry is very complex, so a risk analysis must be done from various aspects, namely the project itself, the environment and disaster and should be integrated with aspects of sustainable development. As for the suggested technique is a combination of monte carlo and system dynamics.

Abstract

The relationship between psychological empowerment of stakeholders and project success is an important thing that must be known by project manager. This research developed and tested the model to predict how well the impact of stakeholder psychological empowerment on project success. Stakeholder psychological empowerment was defined to have five indicator variables covering intrinsic motivation, opportunity to perform, ability to perform, task behaviors, and contextual behaviors. Meanwhile, project success can be measured by cost performance, time performance, quality performance, profitability, and customer satisfaction. In this study, it was hypothesized that stakeholder psychological empowerment influenced project success. Based on the data obtained from a questionnaire survey carried out to 204 respondents, structural equation modeling (SEM) was used for predicting the performance of project success. It was found that stakeholder psychological empowerment influenced project success, especially on the ability to perform of stakeholders.

Abstract

Roads have a very significant role in enhancing various fields as part of the national transport network. Road management includes road construction, improvement, and technical maintenance activities, which are continuously carried out for the physical maintenance of the road. The role of the road service must be fulfilled so as not to compete with the transportation that passes on the road. Based on the phenomena that have been described, we present the analysis of the cost requirements and methods of road handling in addition to the effectiveness of road stability for the next two years. The research was carried out for a case study of the district major road in Gresik Regency, which is represented in this situation by three main roads. The analysis of a data set is based on the variables of historical data. Then, we analyze using time series with moving averages, exponential smoothing, and trend projection. Next, the method for setting a maintaining strategy of overcoming prediction and its relation to the solidity of the roads, using fuzzy tahani. The results analyzed are confirmed by the recommended output for the next two years.

Abstract

This research focuses on strategic planning conducted at one of the private vocational high schools in Surabaya. Vocational school is one of the services in the education sector that aims to prepare students to work in specific fields. At this time, the number of students enrolling has decreased, so the need for proper strategic planning for schools in increasing the number of students. The method used in this study is the formulation of internal and external factors using the IFE and EFE matrices as the input stage and followed by determining the weights for each factor using pair comparison. In the next stage, this study uses the SWOT matrix as a strategy matching stage. The results showed the value of the IFE matrix. Schools had a total rating of 2.5, while the scores on the EFE matrix, schools had a total rating of 2.878. Based on an analysis of internal and external factors using the SWOT matrix, several alternative strategies can be obtained including Development of New Departments; Establish relationships with junior high schools in the same institution; Development of Learning Processes; Increased School Promotion; Maximizing BOS Funds; Collaboration with DU / DI; School Resource Development; School Culture Development and School Program Improvement; Improved School Performance and Quality. For the design of the strategy map obtained from four perspectives, including: (a) Financial Perspectives: Regular Provision of Budgets, Income Levels, Utilization of BOS Funds and School Imagery; (b) Customer Perspective: Number of Students, Customer Satisfaction, and School Quality; (c) Internal Business Perspectives: Marketing Development, Innovation, Process, After Sales Service, and Relationship Enhancement with DU / DI; (d) Learning and Growth Perspectives: Teacher / Staff Satisfaction, School Financial Management Development, Information System Capability, Teacher / Staff Development, and School Culture Development.

Abstract

Public Works Education and Training Center in Region IV of Surabaya is one of work units from education and training center, ministry of public work. It has a role as the organizer of any educational and training as the administrator of non-taxable revenue. Public Works Education and Training Center in Region IV of Surabaya has building which can be used by the internal institute or by the public through the non-taxable revenue fee. However, the property itself is not sufficient compare to the activities held. It caused the utilization of the building is not optimal. The aim of this research is to analyze the strategy of improving the utilization of public work education and training center building area IV Surabaya. The method used in deciding the strategy was by analyzing the internal and external factors through SWOT method. The analysis process of the internal and external factors was done by using the Focus Group Discussion (FGD) method; they were determining the internal and external factors, evaluating them, and developing strategy. The FGD was attended by the internal authorities. By using the Grand Strategy Matrix would be gained the grand strategy of improving the utilization of the building, which then the derivative strategy was analyzed based on the highest score in EFI and EFE matrix. The result is the organization position in the big strategy matrix was in the first quadrant which encourages the aggressive growth. The grand strategies which believed suitable to the organization condition were the market development, market penetration, and product improvement.

Abstract

Makalah ini menyajikan analisis risiko rantai pasok beton ready mix pada proyek pembangunan apatemen di Surabaya. Tahap pertama dilakukan identifikasi risiko untuk menentukan variabel yang berpengaruh pada kegiatan rantai pasok di suatu proyek. Tahap kedua dilakukan penilaian risiko melalui matriks probabilitas & dampak. Tahap terakhir adalah merencanakan respon risiko yang bertujuan untuk mengembangkan tindakan manajemen guna meningkatkan peluang dan mengurangi ancaman terhadap tujuan proyek. Berdasarkan hasil survei pendahuluan, diperoleh 26 variabel risiko yang terbagi dalam 3 aliran yaitu aliran material/fisik, aliran finansial, dan aliran informasi. Dari hasil analisis data diketahui bahwa pihak kontraktor maupun pemasok beton ready mix memilih opsi respon risiko dengan upaya mengurangi risiko baik secara preventif ataupun kuratif, sehingga risiko tersebut tidak mengganggu dan menyebabkan dampak yang besar terhadap tujuan proyek.

Abstract

Pemborosan biaya dalam proyek infrastruktur transportasi seperti proyek jalan sering kali disebabkan oleh timbulnya rework, rework juga menjadi kontributor yang signifikan untuk pemborosan waktu yang menyebabkan keterlambatan. Berdasarkan hasil survei penda­huluan dari 32 lokasi proyek jalan pada wilayah Bali, NTB dan NTT di tahun 2013 dan 2014 diperoleh rata–rata terjadi 3 kejadian rework di tiap lokasinya. Penelitian ini bertujuan untuk mengembangkan model kejadian rework pada proyek infrastruktur jalan khususnya di wilayah Bali, NTB dan NTT. Variabel penelitian dirumuskan berdasarkan hasil studi literatur dengan pengukuran menggunakan skala tingkat persetujuan. Model awal menggu­nakan bentuk Diagram Kausatik yang kemu­dian dikembangkan menjadi Stock Flow Diagram dengan simulasi menggunakan pendekatan Sistem Dinamik. Dari hasil analisis dan simulasi pada model diperoleh solusi optimum dalam meminimalisir jumlah reworkdengan melakukan kegiatan pengaspalan di bulan–bulan kemarau, memberikan pelatihan dan seminar secara berkala dan ber­ke­­se­suaian untuk para pekerja serta pengawas dan merekrut pekerja dan pengawas yang bepengalaman.

Abstract

Hubungan kerja antara perusahaan kontraktor dan subkontraktor  dilaksanakan  untuk mengatasi kesulitan yang muncul di lapangan agar dapat mencapai keberhasilan proyek. Untuk mencapai keberhasilan tersebut diperlukan komunikasi yang efektif antar perusahaan. Oleh karena itulah perlu dilakukan penelitian untuk menganalisis indikator pada komunikasi yang efektif dan pengaruhnya terhadap keberhasilan antar perusahaan tersebut dalam menyelesaikan pekerjaan proyek. Penelitian ini diawali dengan melakukan kajian literatur untuk mendapatkan variabel danindikator  terkait komunikasi dan keberhasilan proyek. Kemudian dilakukan penyusunan kuesioner sebagai alat untuk pengumpulan data.  Responden pada survey yang digunakan adalah manajer perusahaan kontraktor dan subkontraktor yang pernah atau sedang terlibat dalam hubungan kerja.  Selanjutnya data yang terkumpul dilakukan analisis dengan menggunakan structural equation modelling (SEM). Hasil penelitian menunjukkan bahwa komunikasi memberikan pengaruh yang positif dan signifikan terhadap keberhasilan pekerjaan proyek antara perusahaan kontraktor dan subkontraktor. Sedangkan indikator penting pada komunikasi yang efektif adalah frekuensi komunikasi, komunikasi dua arah, kejelasan isi pesan, kejujuran berkomunikasi, dan resolusi konflik Kata kunci :komunikasi, keberhasilan proyek , hubungan kerja, structural equation modelling

Abstract

Kontrak Berbasis Kinerja (KBK) merupakan kontrak terintegrasi sebagai salah satu upaya pemerintah agar jalan raya selalu dalam kondisi mantap. Sebelumnya, pemeliharaan jalan dilakukan dengan kontrak konvensional dimana perencana, pelaksana pekerjaan konstruksi dan masa layanan pemeliharaan dilakukan oleh penyedia jasa yang berbeda. Sedangkan kontrak berbasis kinerja ini menyerahkan semua tanggung jawab tersebut pada satu penyedia jasa (kontraktor) dan dibayar secara lump sum sesuai kinerja yang dihasilkan. KBK mendorong penyedia jasa untuk menyediakan pekerjaan bermutu jika tidak ingin mengalami kerugian lebih besar pada masa layanan pemeliharaan. KBK telah digunakan di negara maju dan negara berkembang serta berhasil memberi manfaat bagi otoritas jalan berupa penghematan biaya pemeliharaan dan peningkatan kondisi aset jalan yang dikontrakkan. Pada dasarnya kontrak berbasis kinerja merupakan usaha penempatan risiko kepada pihak penyebab risiko. Pada kontrak konvensional, risiko tersebut menjadi beban pihak pemerintah. Penelitian ini bertujuan untuk identifikasi risiko-risiko pada tahap persiapan kontrak berbasis kinerja yaitu tahap prebidding, bidding serta tahap perencanaan konstruksi, tahap pelaksanaan konstruksi dan masa layanan pemeliharaan. Tahap prebidding dan bidding merupakan lingkup pekerjaan pemilik proyek (owner) sedangkan tahap selanjutnya yaitu tahap perencanaan, pelaksanaan dan masa layanan pemeliharaan merupakan lingkup pekerjaan penyedia jasa

Abstract

Investasi perhotelan di Kabupaten Pati semakin berkembang, hal ini ditandai dengan berdirinya hotel berbintang tiga The Safin Hotel dan hotel baru lainnya. Akibat adanya perkembangan  tersebut, maka perlu dilakukan evaluasi kelayakan investasi pada The Safin Hotel. Evaluasi ini bertujuan untuk mengetahui apakah hasil dari perencanaan awal masih relevan dengan kondisi saat ini berdasarkan data terbaru. Makalah ini hanya meninjau aspek finansial dengan menggunakan metode Net Present Value (NPV) dan Internal Rate of Return (IRR). Kemudian dilakukan analisis sensitivitas tingkat penghunian kamar, tarif sewa kamar, dan biaya operasional & pemeliharaan terhadap nilai NPV.Dari hasil analisis didapatkan bahwa investasi The Safin Hotel adalah sebesar Rp 79.699.382.000 dengan asumsi MARR 11,48% didapatkan nilai NPV sebesar negatif Rp  3.397.498.861 (NPV < 0) dan hasil analisis Internal Rate of Return (IRR) sebesar 11,40%, kurang dari arus pengembalian yang diinginkan sebesar 11,48%. Maka The Safin Hotel dikatakan tidak layak dari segi finansial. Sedangkan hasil analisis sensitivitas antara variabel tingkat penghunian kamar, tarif sewa kamar, dan biaya operasional dan pemeliharaan terhadap nilai NPV didapat bahwa The Safin Hotel akan menjadi layak apabila tingkat penghunian kamar lebih dari 52,07%, atau tarif sewa kamar dinaikkan minimal 3,33%, atau biaya operasional dan pemeliharaan diturunkan 7,69%.
