Abstract

The purpose of this study is to analyze how the form of applying the principles of good governance in the principles of accountability, law enforcement, transparency and responsibility for financial management at the Manado DPRD Secretariat. The author uses a qualitative descriptive comparative method and the data obtained through documentation, observation and then documentation and interview. This research shows that the legal principles of transparency and participation have been properly applied in terms of financial management plans and responsibilities. While in the accountability of financial management. Despite the transparency principle participation and the rule of law have been implemented properly. But there are still difficulties in the administrative process. The problem is because every year there are regulations that are changed. Thereore, the Secretariat Office urgently needs the assistance of the Central Government in adjusting the changes to existing regulations.Keywords: Accountability, Transparency, Responsibility, Good Governance

Abstract

Abstrak: kinerja merupakan salah satu aspek yang menggambarkan sebuah proses yang terjadi maupun yang sedang terjadi bertujuan untuk mengetahui nilai sebuah perusahaan. Dari hal ini, kinerja harus diukur bertujuan untuk mengetahui tingkat kelayakan manajemen dari suatu perusahaan. Dalam pengambilan informasi, peneliti mendapatkan informasi mengenai PT. Casa Diva manado, tercatat lebih dari 2 tahun terakhir belum ada pengukuran atas kinerja dalam perusahaan. Oleh sebab itu, penelitian ini akan menjadi salah satu sarana informasi bagi PT. Casa Diva manado serta sebagai pedoman bagi penelitian yang akan datan di perusahaan serupa. PT. Casa Diva Manado merupakan salah satu industri besar yang ada di area Manado. Dalam hal ini, perusahaan ini mampu mempertahankan operasionalnya dibawah krisis pada masa pandemik. Hasil yang dicapat dalam penelitian ini adalah PT. Casa Diva Manado mampu menunjukan kefektifan kinerja yang berjalan pada tahun 2020, 2021, dan 2022 yang telah dibuktikan dari metode Balance Scorecard dengan perspektif keuangan.

Abstract

The aim of this research is to identify, analyze and describe: the implementation of KDP at the North Sulawesi Province PUPRD Service, the obstacles faced in managing KDP at the North Sulawesi Province PUPRD Service, and to describe what efforts have been made to overcome obstacles to KDP management at the Department. PUPRD North Sulawesi Province. This type of research is descriptive research with a qualitative approach. To collect data that is related or relevant to the variables of this research, the techniques used are observation techniques, interview techniques and documentation techniques. The results of the research show that 1) Implementation of Construction in the Work of the Public Works and Regional Spatial Planning Department of North Sulawesi Province which consists of: Mechanism for Procurement of Construction in Work, Recognition of Construction in Work, Measurement of Construction in Work, and Presentation and Disclosure of Construction in Work. 2) obstacles in managing construction in the work of the Public Works and Regional Spatial Planning Department of North Sulawesi Province consisting of policy constraints and leadership commitment, integrity and conflicts of interest 3) Efforts made by the Public Works and Regional Spatial Planning Department of North Sulawesi Province in overcoming obstacles Management of Construction in Progress, namely administrative sanctions, determination of blacklists, coordination and inventory, and payment of remaining debts.

Abstract

This study aims to determine the performance aniani4d accountability of agencies for development planning, research and regional development in Minahasa Regency. This research method uses a case study or case study as a research approach. The case study approach is used because it digs deeper and more information than the exploratory and explanatory approaches. The researcher will conduct interviews with related parties such as officials or personnel involved in the preparation and those who carry out the review and evaluation of the Performance Accountability of Government Agencies in the Minahasa Regency Regional Development Planning, Research and Development Agency to obtain information related to research problems. The results of this study indicate that the implementation of SAKIP at the Minahasa Regency Regional Development Planning, Research and Development Agency has been carried out, but there are still deficiencies and weaknesses that need to be followed up. there is an increase in output and outcome performance as well as other performance compared to the previous year, namely from a score of 52.82 in 2020 with the CC Category, to a score of 63.35 in 2021 with category B, Performance Measurement has been carried out but has not been used as a basis for awarding rewards and Punishment and strategy adjustments in achieving effective and efficient performance.

Abstract

In an effort to implement good bolawins and results-oriented governance, the Provincial Government of North Sulawesi has made improvements to the performance of ASN which is considered to be still not meeting the standards. The North Sulawesi Provincial Government created a breakthrough to improve employee performance with a system connected to technology called Electronic Performance (e-Kin) which is useful for measuring the performance of all State Civil Apparatuses to improve the performance of government officials. In its application, there are problems that arise because the distribution of types of activities can be accessed by all ASN, although in accordance with the Main Tasks and Functions of different Regional Apparatus Organizations and the weight of performance points is not appropriate and proportional to the type of activity or activity carried out. The results of this study indicate that the implementation of e-Kinerja of Regional Inspectorate employees is not fully in accordance with the purpose of the application of e-Kinerja itself, namely to solve problems of performance and welfare of the ASN of the Regional Inspectorate of North Sulawesi Province. Therefore, efforts are needed, namely: e-Kin has clear, efficient, effective benchmarks and is monitored and supervised by direct superiors through the e-Kin system.
