Abstract

Abstract: Education is very important in improving the quality of human resource. The quality of education is a hope and a dream for community. Total Quality Management can improve school performance if it is applied appropriately. This research aimed to find out the programming, implementation programs, and factors affecting the implementation of Total Quality Management. This research employed descriptive method with qualitative approach. Technique of data collection used was interview, observation, and documentation. The research subjects were principal, teachers, and staffs. The results showed that: (1) the State Vocational High School 1 of Banda Aceh refer to the principles of Total Quality Management in programming. (2) The implementation of Total Quality Management involved all school elements. The beneficial implementation of Total Quality Management was to increase teachers’ performance in order to affect students’ achievement and school performance. (3) The factors affecting were motivating factor and inhibiting factor. Motivating factors include a good quality of teachers and principal, an adequate infrastructure, a high level of trust and public interest of parents and school committee. The inhibiting factors include inadequate human resources and the incompatibility of teachers and staff’s performance with Total Quality Management.Keywords: Total Quality Management, School PerformanceAbstrak: Pendidikan merupakan hal yang sangat penting dalam peningkatan mutu Sumber Daya Manusia (SDM), Pendidikan yang bermutu merupakan harapan dan dambaan bagi masyarakat. Implementasi Manajemen Mutu Terpadu (MMT) bila diterapkan secara tepat dapat membantu meningkatkan kinerja sekolah. Penelitian ini bertujuan untuk mengetahui penyusunan program, implementasi program, faktor yang mempengaruhi dalam implementasi manajemen mutu terpadu. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilaksanakan dengan wawancara, observasi dan dokumentasi. Subjek dalam penelitian ini adalah kepala sekolah, guru dan karyawan. Hasil penelitian menunjukkan bahwa: (1) SMK Negeri 1 Banda Aceh dalam penyusunan program berpedoman pada prinsip-prinsip dasar manajemen mutu terpadu, (2) implementasi manajemen mutu terpadu yang dilakukan kepala sekolah dengan melibatkan seluruh pendukung sekolah, Manfaat penerapan manajemen mutu terpadu terjadinya peningkatan kinerja guru sehingga berpengaruh terhadap prestasi siswa dan meningkatnya kinerja sekolah, (3) Faktor yang memperngaruhi, pertama faktor pendukung: kualitas SDM guru dan kepala sekolah yang cukup baik, sarana prasarana yang memadai, tingkat kepercayaan dan minat masyarakat yang tinggi, wali murid dan komite sekolah, faktor penghambat: antara lain sumber daya manusia (SDM) belum optimal serta budaya kerja guru dan karyawan belum sesuai dengan manajemen mutu terpadu.Kata Kunci     : Manajemen Mutu Terpadu, Kinerja Sekolah

Abstract

Abstract: The purpose of this research is to find out and describe the management of budgeting performed by the House of Representatives of Aceh (DPRA) and working Unit of Aceh Government (SKPA). This reseach used qualitative approach with descriptive method. This research was conducted at the administrative office of the House of  Representative of Aceh (DPRA). The subjects of this research were the DPRA’s speaker, the four deputies of DPRA, the commussion of budget, and the secretary of DPRA. The results revealed that (1) budgeting management planning is conducted by the budget team of Aceh Government at the end of the year through coordination meetings by preparing budget document; (2) the budget process is performed through coordination meeting by discussing the plans of badget usage and budget Absorption of Aceh Provincial Budget (APBA) in the previous yeas, and making an accurate estimate; (3) the performance of DPRA in terms of  budgeting has been in line with the procedure stated within the minutes through the mechanism of special committee; (4) the supervision and evaluation performed by DPRA involve all stakeholders and also expert staff the Aceh Government.Keywords:  Management and BudgetingAbstrak : Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan manajemen anggaran yang dilaksanakan oleh Anggota Dewan Perwakilan Rakyat Aceh (DPRA) dengan Satuan Kerja Pemerintah Aceh (SKPA). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian dilakukan pada kantor Sekretariat Dewan Perwakilan Rakyat Aceh dengan subjek penelitian: Ketua DPRA, Wakil Ketua DPRA, Komisi C yang membidangi Anggaran, dan Sekretaris Dewan (SETWAN) provinsi Aceh. Teknik pengumpulan data dilakukan melalui kegiatan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: (1) Perencanaan program penganggaran dilakukan pada akhir tahun melalui rapat koordinasi dan Tim Anggaran Pemerintah Aceh dengan mempersiapkan dokumen-dokumen anggaran, (2) Proses anggaran dilaksanakan melalui rapat koordinasi dengan membahas rancangan penggunaan anggaran dan daya serap APBA tahun sebelumnya serta melakukan penaksiran atau estimasi secara lebih akurat, (3) Kinerja Dewan Perwakilan Rakyat Aceh dalam hal penganggaran sudah sesuai dengan mekanisme yang tercantum dalam berita acara melalui mekanisme Panitia Khusus (PANSUS), (4) Pengawasan dan evaluasi yang dilaksanakan oleh Dewan Perwakilan Rakyat Aceh melibatkan berbagai pihak atau stakeholder dan juga staf ahli dari Pemerintah Aceh.Kata kunci : Manajemen dan Penganggaran.

Abstract

The objective of this research was to find out the principal’s planning in improving the performance of the guidance and counseling teachers at State Junior High School (SMP Negeri) 17 Banda Aceh by observing the personality of each teacher. The data were collected by doing direct observation and interview with the principal, the vice-principal, the school supervisors, and the guidance and counseling teachers of State Junior High School (SMP Negeri) 17 Banda Aceh. The sampling technique, the observation, and  the interview in collecting the data was equipped with a list of questions that is able to find out the information related to the activity of supervising teachers done by the principal of State Junior High School (SMP Negeri) 17 Banda Aceh. The results indicated that the guidance and counseling teachers, the principal and the staffs were involved in compiling the planning of guidance and counseling program. This involvement gave positive impact on the effectiveness of the program. In addition, the guidance and counseling teachers have showed good performance and mature personality. However, the strategies in improving the performance of guidance and counseling teachers such as providing a special room for guidance and counseling activities and scheduling guidance and counseling subject for each class should be more considered.  Keywords: principal’s management, guidance and counseling teacher’s performance

Abstract

Abstract[Z1]                The implementation of the classroom action research greatly helps teachers in solving learning obstacles. The purposes of this study are to investigate: The purpose of this research is to get information about how to develop professional competence of teachers by the principal in the implementation of classroom action research at SMP Negeri 1 Mutiara. This study used thedescriptive qualitative method; data collection techniques used were observation, interviews and documentation study; and research subjects were the school principal and the teachers. The data analysis was done by reducing the data and displaying the data. The results of this study showed that the principal had implemented: 1) programs that had been planned, that is, the preparation of an annual program and the semester program by involving all subject teachers; 2) the training of the classroom action research for teachers and reprimand the teachers who did not participate actively ; and 3) a follow-up activity by requiring teachers to partake Teacher Professional Development Networks(MGMPs) regularly with the expectation that the obstacles encountered in training activities can overcome and guide the teacher wisely, that is, by reprimanding well, directing, and developing teachers who have problems with professional competence in conducting action research so that the ability to make reports  of the classroom action research is successful.Keywords : Teacher Professioanl Development and Research Action Class [Z1]Abstrak terlalu panjang krn ketentuannya abstrak hanya terdiri dari 100-200 kata saja.

Abstract

The principal is the person responsible for improving the professional competence of teachers in the school. The purpose of this research is looking at program arrangement, program implementation, and obstacles encountered. The research methodology used in this study was qualitative technique, and for data collection was done by way of documentation, observation and interview. The sources of data in this study were gathered from the principal and teachers. The result of this study showed that the programs used by the principal in improving the professional competence of teachers were to require the teachers to make RPP, syllabus, annual program, and prepare the teaching materials before the learning and teaching process implemented. There are two strategies used in improving the professional competence of teachers: Formal and Non Formal. Formal strategy were including teacher training, professional training, seminars, while the Non-Formal strategy were emphasizing discipline and motivating teachers. The obstacles faced by the head of SD Negeri 13 Banda Aceh were the lack of teachers and even some existing teachers did not master the IT, and the limited time obtained by teachers at the time following the training and so forth.

Abstract

The problem in this study is how the availability of community facilities and infrastructure at SMP Negeri 1 Baitussalam Aceh Besar schools in the face of the tsunami disaster, how the school community's preparedness, and how the concept of the school into tsunami disaster prepared schools. This study aims to determine the needs of facilities and infrastructure and the level of community knowledge, as well as preparing the concept of disaster preparedness school in SMP Negeri 1 Baitussalam Aceh Besar to tsunami disaster. This research is a qualitative descriptive research. Data in this research use primary data and secondary data. The population used in this study is the entire community of SMP Negeri 1 Baitussalam Aceh Besar consisting of principals, vice principals, heads of administration, and staff of teachers and school guards, cafeteria attendants, and students. The sample was taken as many as 68 people in Stratified Sampling. Data collection was done by observing, distributing and distributing questionnaires to the school community using the percentage formula. The results will be univariatally analyzed to prepare the concept of disaster prepared schools. Based on the results of research, the availability of facilities and infrastructure of the school community in the face of tsunami disaster using measurement parameter and preface of disaster preparedness school, there are several items that must be completed, including the availability of logistics reserves. While the level of knowledge of the school community is in good category. To that end, the concept needed to make the disaster alert school is the school must complete the deficiencies that have been recorded to make the school into a disaster alert school.Keywords: preparedness, needs, school disaster preparedness
