Abstract

UU. No. 41 Tahun 2004 tentang wakaf dan PP. No. 42 Tahun 2006 tentang pelaksanaan UU. tersebut menjadi pijakan pelaksanaan wakaf uang dalam praktek perwakafan di Indonesia. Wakaf uang diatur dalam pembahasan khusus yang menandakan bahwa pengembangan wakaf uang perlu mendapatkan perhatian serius dalam meningkatkan perekonomian Indonesia. Jadi secara ekonomi, wakaf Islam adalah membangun harta produktif melalui kegiatan investasi dan produksi saat ini, untuk dimanfaatkan hasil bagi generasi yang akan datang. Wakaf juga mengorbankan kepentingan sekarang untuk konsumsi demi tercapainya pengembangan harta produktif yang berorientasi pada sosial, dan hasilnya juga akan dirasakan secara bersama oleh masyarakat. Investasi harta melalui wakaf dalam tatanan Islam sebenarnya merupakan sesuatu yang sangat unik yang berbeda dengan investasi di sektor pemerintah (public sector) maupun sektor swasta (private sector). Praktik wakaf uang sebenarnya telah berjalan di beberapa negara Muslim seperti Mesir dan Tunis. Di Indonesia, wakaf uang berkembang pesat setelah diakui secara legal formal melalui Undang-Undang tentang wakaf tersebut. Kata Kunci: Ekonomi, Wakaf Uang, Manajemen, Investasi Abstract: The Government Regulation on endowments under Act. No. 41 of 2004 on and Regulation No. 42 of 2006 on the implementation of the Act became the foundation a practice of cash waqf in Indonesia. cash waqf need to get serious attention in improving the economy of Indonesia. The goal of waqf in Islam is to build productive assets through investment and production activities which have benefit for the next generations. Waqf are also sacrificing someone not to consumption now in order to achieve productive property for social development and also society. The endowment property through wakf in Islamic is different from the investment in the public sector (public sector) and the private sector (private sector). Practice Cash waqf has actually been working in several Muslim countries like Egypt and Tunis. In Indonesia, cash waqf has a rapidly growing after formal legally recognized by government regulation one waqf. Keywords: Economy, Endowments Money, Management, Investment

Abstract

AbstractManagement of waqf professionally will be able to empower potential productive endowments. Endowments have played an important role in driving the economy and meet the needs of Egyptian society. Pioneers first waqf in Egypt was a judge in the era of Hisham bin Abdul Malik, named Tauba bin Namir al-Hadrami who became a judge in the year 115 H. He is donating the land to build the dam and its benefits are developed productively for the benefit of the people. Wakaf pioneered by Tauba this very rapid growth, and even become a major asset for the people of Egypt. Efforts to modernize Egypt endowments managed by the issuance of Law No. 48 Year 1946 regarding waqf law covering the terms of endowments and endowment. Then in 1971 published Law No. 80 that inspired the establishment of an Egyptian Waqf Board specifically address the issue of endowments and development. Egyptian Waqf Board referred to in this law then promulgated by decree of the President of Egypt on 12 Sha'ban 1392 AH (20 September 1972), which is responsible for doing the same work and empower endowments, in accordance with the mandate of the law and the program of the Ministry Egyptian Endowments. Waqf Board's task is to coordinate and implement all the distribution of endowments, as well as all activities perwakafan to comply with the objectives set by the Shari'ah.

Abstract

Existence nadzir very important in maintaining and managing the waqf.According to Law No. 41 of 2004 amid Endowments, Nadzir divided intothree, namely: nadzir individuals, organizations and nadzir nadzir legalentity. Nadzir efforts in developing endowment assets ie the memproduktifkanwaqf. In addition, no less important is the security of property assets donatedto charitable status is not contested by the parties are not responsible. There areseveral things that must be done by the Inspectors, such as: first, immediatelymake available the certificate of land ownership (if the endowment assets, suchas land). Second, advocates of endowment assets, which are still disputed.Third, strengthening the productive waqf property. Nadzir have a central rolein the management of waqf in general. Therefore, the existence and quality ofhuman resources should nadzir exactly observed. Nadzir (whether individuals,organizations and legal entities) must be made up of people who are honorable,honest, well-behaved, experienced, mastered the science of administrationand finance necessary to carry out its duties in accordance with the type ofownership and purpose. In general, the management of waqf can be directedand built optimally, when nadzirnya trust (trustworthy) and professional.

Abstract

Waqf development is largely determined by the legal andregulatory certainty Legislation endowments. Therefore, the relevance andcontribution to the socio-political context to meet the objectives of legislation,and its relation to the various activities of the institution of waqf verynoteworthy. Likewise, how the political configuration contribution to theestablishment and improvement of the legal construction that can supportthe implementation of the endowment in order to improve the welfare of thepeople. The government’s role in strengthening the existence of endowmentsby issuing the Law perwakafan has been done; including in Egypt, startingfrom the Act. Egypt No. 10 Year 1911 and Law. Egypt No. 103 1961. Whilein Indonesia, the existence of endowments increasingly getting nowherewith the issuance of Government Regulation No. 28 Year 1977 on LandOwned perwakafan, which contains elements of substance and technicalperwakafan. Issuance of Government Regulation No. 28 In 1977 it createdthe updates are very important in the management of waqf property. Theseregulations provide for the legality of the exchange bolehnya waqf propertyafter obtaining permission from the Ministry of Religion. Other rules thatbring renewal in the management of waqf is a Presidential Instruction No. 1of 1991 concerning Islamic Law Compilation (KHI). Law No. 41 of 2004 onEndowments and PP 42 of 2006 on the Implementation of Law No. 41 of 2004.

Abstract

Kajian dalam artikel  ini bertujuan untuk mengeksplorasi konsep dan teori pendidikan sejarah Ibnu Khaldu>n dalam kitab Muqaddimah.  Pemikiran Ibnu Khaldu>n yang telah mengkristal dalam Muqaddimah, banyak mempengaruhi format peradaban masyarakat. Kebesarannya selama berabad-abad ternyata banyak mengundang komentar dari berbagai kalangan. Tidak sedikit yang memuji dan mengagumi  karyanya, baik dari orientalis maupun pemikir Islam sendiri. Pendekatan dalam kajian ini adalah kajian kepustakaan. Hasil penelitian menunjukkan ini adalah bahwa ibnu kholdu>n piawai dalam menggulirkan ide-ide barunya berupa teori sejarah dan peradaban umat Islam, ia juga termasuk orang yang memberikan kontribusi dalam mempropagandakan  teori   ini di   dunia   Arab  kontemporer. Bahkan ia pernah mengatakan bahwasanya Ibnu Khaldu>n telah mendahului Montesque dalam teorinya tentang pengaruh miliu terhadap moral; Hegel dalam teori dialektikanya; Karl Marx dalam teorinya tentang urgenitas, social clash dan surplus nilai. Konsep dan teori yang tertuang dalam magnum opusnya, Muqaddimah, telah memberikan inspirasi para intelektual Barat maupun Islam dalam membangun peradaban. Misba>h al-A>mily menjadikan pemikiran Ibnu Khaldu>n sebagai variabel dalam melakukan studi  komparatif antara pemikiran Arab dengan pemikiran Yunani.Kata kunci: pendidikan, sejarah, Ibnu Khaldu>nEDUCATION HISTORY IN  IBN KHALDU>N  THOUGHT’S PERSPECTIVE. This study aims to explore the concept of educational theory and the history of Ibn Khaldun> in the Muqaddimmah book. Ibn Khaldu>n thought which has crystallized in the Muqaddimmah, gives many affect on the format of the civilization community. Its greatness for centuries invited  many  comments  from various circles. Not a few who praised and admired his work, both from the orientalist as well as the Islamic thinkers. This study uses library research. The result of this study is that Ibn Khaldu>n is clever in delivering his new ideas either a theory of history and civilization  of the Muslims, he is also included the people who contributed to propagating this theory in the contemporary Arab world. Even, he ever said that Ibn Khaldu>n had got the start of Montesque in his theory of the influence of miliu against moral; Hegel in his dialectical theory; Karl Marx in his theory of urgency, social clash and surplus value. The concepts and theories contained in his magnum opus, Muqaddimmah, has inspired both the Western and the Moslems intellectuals in building the civilization. Misbâh al-Am>ily make the Ibn Khaldu>n’s thought as a variable in conducting the comparative studies between Arab thought with the thought of Greece.Keywords:  educational, history, Ibn Khaldu>n

Abstract

Kajian ini  bertujuan  mendiskripsikan pemberdayaan wakaf produktif  dengan pendekatan kajian kepustakaan. Peran yang dimainkan oleh wakaf untuk pendidikan tidak dapat dipisahkan dari sejarah peradaban Islam yang dibangun di atas wakaf dasar. Peran wakaf produktif dalam mengembangkan pendidikan tidak hanya terbatas pada pemenuhan sumber daya keuangan lembaga, tetapi juga kebutuhan lainnya. Dengan memanfaatkan properti wakaf, didirikan lembaga yang bertanggung jawab atas pembuatan aturan dasar untuk konsep mengajar.  Persyaratan yang harus dipenuhi bagi seorang guru atau dosen, jadwal waktu belajar, serta kondisi yang harus dipenuhi untuk guru magang atau asisten pengajar adalah moral guru. Lembaga-lembaga ini juga mengatur metode pengajaran, buku sekolah, liburan tahunan, pembinaan sekolah,   pengembangan sumber  daya  manusia,   penyediaan perpustakaan, dan sebagainya. Dengan memanfaatkan dana abadi, mereka juga membentuk lembaga yang menangani pendidikan administrasi dan keuangan.kata kunci: wakaf, produktif, pendidikan, pemberdayaanEMPOWERING THE  PRODUCTIVE ENDOWMENT FOR EDUCATIONAL DEVELOPMENT.  This study aims to describe the empowering productive endowment  by using library research. The role played by endowments for education can not be separated from the history of Islamic civilization built on a foundation endowments. Productive endowments  role in developing education is not only limited to the fulfillment of the institution’s financial resources, but also other needs. By utilizing the waqf property, established institutions in charge of making the basic rules for teaching concepts, requirements that must be met for a teacher or professor, schedule study time, as well as the conditions that must be met for an intern teacher or teaching assistant, you ‘  addib morals and teacher of jurisprudence. These institutions also organize teaching methods, school books, annual vacation, school coaching ,  human resource development,  provision  of libraries, and so forth. By utilizing the endowment fund, also formed  agency that handles administrative and financial education.Keywords: Productive, Endowments, Education, Empowerment
