Abstract

The main problem in organic lettuce production in Windujaya Village is low productivity as a result of the planting media relying only on nutrient intake from compost. The purpose of this activity is to introduce tricho-compost technology and liquid organic fertilizer to increase the productivity of organic lettuce plants. The method for carrying out this activity was through technology transfer through training and training carried out with demonstration plots. The results of the activity show that the cultivation of organic lettuce has been using simple technology so that the ability to meet market demand in terms of yield quality cannot be maximally fulfilled. It needs a breakthrough in marketing, not only fresh produce is sold, it needs an effort to be developed into agro tourism. Training in organic lettuce cultivation with biological agent technology and biofertilizers can significantly increase farmers' knowledge and skills in organic lettuce cultivation. The application of tricho-compost technology combined with POC can increase the production of lettuce plants by 20 percent with a profit of Rp. 150,000.00 per 100 polybags and farming efficiency of 1.88.

Abstract

The proliferation of information and communication technology has affected on the implementation of diplomatic practice. The rising of internet and social media have made diplomats and foreign policy practitioners easier for taking place in international arena. The gap between United State of America and Arab and Moeslim world has made President Obama to commit to make a more transparent and opened government to international public. To actualize his commitement, State Department of USA initiates 21st Century Statecraft as form of Obama's commitment. This research discusses 21st Century Statecraft as digital diplomacy of USA through the use of technology.Perkembangan teknologi informasi dan komunikasi telah mempengaruhi pelaksanaan praktik diplomatik. Maraknya media internet dan media sosial telah membuat diplomat dan praktisi kebijakan luar negeri lebih mudah untuk melakukannya di arena internasional. Kesenjangan antara Amerika Serikat dan Arab dan dunia Moeslim telah membuat Presiden Obama berkomitmen untuk membuat pemerintahan yang lebih transparan dan terbuka ke publik internasional. Untuk mengaktualisasikan komitmennya, Departemen Luar Negeri AS memprakarsai 21st Century Statecraft sebagai bentuk komitmen Obama. Penelitian ini membahas 21st Century Statecraft sebagai diplomasi digital USA melalui pemanfaatan teknologi.

Abstract

Overlapping sovereignty in the South China Sea (SCS) has been serious problem since the 1970s. A formal agreement was reached between China and ASEAN is Declaration of Conduct (DoC) that signed in 2002. However, the existence of the DoC has not yet been able to defuse the dispute in the SCS. This paper will elaborate the DoC weaknesses that have a low bonds, precision and delegation. Thus, it is understandable if the DoC was not able to organize parties - disputants. Therefore the parties need to have a Code of Conduct (CoC) to follow up the DoC.

Abstract

.ABSTRACTThis research analyzed the importance of the subjects of the Association of Southeast Asian Nations (ASEAN) in the education curriculum for the Indonesian National Police (Polri). The Indonesian police was an important actor who had the functions and duties as protector of society. The community as police partners here was widely interpreted as an ASEAN society.This study used qualitative methods that position researchers as an instrument to understood the problem. In this study, researchers took  the meaning of the research object by using two kinds of sources. The first data sources were literature review and official documentation. The second data sources were interviews with police officers and police school staffs. For data validation, this research used data trangulation method.This paper argued that the relations between police and the public should evolved to followed the emerging changes in contemporary international relations in Southeast Asia, so that the police education curriculum needed to adapted these developments. The changes in the curriculum were aimed at improving the quality and effectiveness of police tasks and functions. Thus, this study aimed to helped strengthen police institutions and built models that were in line with changes in society and international relations in Southeast Asia.  ABSTRAKPenelitian ini mengkaji mengenai pentingnya mata pelajaran Association of Southeast Asian Nations (ASEAN) dalam kurikulum pendidikan Bintara Kepolisian Negara Republik Indonesia (Polri). Penelitian ini berusaha menganalisis kepolisian Indonesia sebagai aktor penting yang memiliki fungsi dan tugas sebagai pengayom masyarakat. Masyarakat sebagai mitra kerja polisi di sini diartikan secara luas sebagai masyarakat ASEAN. Penelitian ini menggunakan metode kualitatif yang menempatkan peneliti sebagai instrumen kunci dalam memahami masalah. Dalam penelitian ini, peneliti mengambil makna dari obyek penelitian dengan menggunakan dua sumber data. Sumber data pertama adalah studi pustaka literatur dan dokumentasi resmi. Sumber data kedua adalah wawancara dengan pejabat kepolisian dan staf pengajar sekolah polisi. Untuk validasi data, penelitian ini menggunakan metode trangulasi data.Argumen penelitian ini adalah relasi polisi dan masyarakat harus berkembang mengikuti perubahan yang muncul dalam hubungan internasional kontemporer di kawasan Asia Tenggara, sehingga kurikulum pendidikan polisi perlu menyesuaikan perkembangan tersebut. Perubahan kurikulum pendidikan tersebut ditujukan untuk meningkatkan kualitas dan efektivitas tugas dan fungsi kepolisian. Dengan demikian, penelitian ini bertujuan membantu penguatan kelembagaan kepolisian dan membangun model yang sesuai dengan perubahan masyarakat dan hubungan internasional di kawasan Asia Tenggara.

Abstract

This paper discusses the geographical factor as the source of the national role conception and foreign policy of a country. Indonesia has realized his strategic geographic location that laid between two oceans and two continents since the early days of independence. Indonesia is also aware of the geographical features as an archipelagic state. Its raises awareness of Indonesia to keep his territory for the declaration of Djuanda. This paper explore the Indonesian foreign policy that still using geographical factor as a source of foreign policy. This can be seen from the efforts of Indonesia continues to participate in various regional issues that could potentially interfere the sovereignty of Indonesia such as the disputed South China Sea and East China Sea. Indonesia also seeks active in border diplomacy to ensure the sovereignty of its territory.

Abstract

Perbedaan sikap diantara negara ASEAN seringkali disebut sebagai titik kegagalan pembentukan Komunitas Keamanan. Tulisan ini menelaah lebih jauh mengenai komponen pembentuk Komunitas Keamanan dalam konteks sengketa LTS. Menggunakan argument Karl Deutch yang menyatakan ada tiga hal yang perlu diperhatikan dalam membentuk masyarakat keamanan, yaitu (1) para pembuat kebijakan dan masyarakat berhenti merenungkan kemungkinan perang (2) negara berhenti mengalokasikan sumber daya untuk membangun kemampuan militer yang ditujukan kepada negara lain dan (3) ada penerimaan dan kepatuhan yang ketat terhadap aturan-aturan dan perjanjian tertentu bila tujuan kolektif unit-unit tidak selaras. Tulisan ini berargumen bahwa ketiga komponen pembentuk Komunitas Keamanan terganggu ketika ASEAN menghadapi sengketa LTS. Pertama, mengganggu upaya penyebaran norma-norma ASEAN. Kedua, mengganggu upaya mekanisme pencegahan konflik. Ketiga, menghambat ikatan kepercayaan diantara anggota ASEAN.

Abstract

ABSTRAK Penelitian ini menjelaskan pengaruh partai Adelete Ve Kalkinma Partisi (AKP) terhadap identitas negara (state identity) Turki pada tahun 2002-2018. Penelitian ini fokus kepada perubahan yang dilakukan AKP terhadap identitas negara Turki pada tahun 2002-2018. 2002 yang merupakan awal pemerintahan Turki dibawah AKP, serta dibatasi pada tahun 2018 yang merupakan batas penulis dalam meneliti dikarenakan keterbatasan waktu, mengingat AKP dan Erdogan masih memerintah sampai saat ini. Penelitian ini menggunakan konsep state identity oleh Maxym Alexandrov yang merekonseptualisasikan state identity agar lebih komprehensif. Penulis juga menggunakan teori peran (role theory) untuk melihat peran kelompok AKP dalam kebijakan luar negeri Turki. Jenis penelitian ini ialah penelitian kualitatif. Berdasarkan hasil penelitian, AKP berhasil membentuk state identity baru yang mendasarkan pada nilai-nilai sejarah, budaya dan sosialisasi masyarakat Turki. Namun, conservative democratic ini tidak sesuai dengan apa yang diharapkan sebelumnya. AKP menggunakan strategi politik populisme, yang mana ia memiliki ruang untuk ideologi lain dalam ideologi conservative democratic, yaitu Islamisme. Hal ini terlihat dari berbagai kebijakan dalam dan luar negerinya, rezim Erdogan menjadi pemerintahan yang otoriter ke dalam, namun Islamis ke luar. Turki mencoba untuk menjadi pemimpin regional dan mengambil peran dalam komunitas negara-negara Islam. Erdogan dianggap memanfaatkan demokrasi sebagai batu loncatan untuk membentuk negara Islam. Kata kunci: Adelete Ve Kalkinma Partisi, identitas negara, Erdogan, teori peran, Turki  This study explains the influence of Adelete Ve Kalkinma Partition (AKP) party on Turkish state identity in 2002-2018. This research focuses on the changes made by the AKP to Turkish state identity in 2002-2018. 2002 which was the beginning of the Turkish government under the AKP, and was limited to 2017 which was the author's boundary in research due to time constraints, considering that the AKP and Erdogan still governed until now. This research uses the concept of the state identity approach by Maxym Alexandrov who reconceptualizes the state identity to be more comprehensive. The authors also use role theory to see the role of the AKP group in Turkish foreign policy. This type of research is qualitative research. Based on the results of the research, the AKP succeeded in forming a new state identity based on the historical, cultural and socialization values of Turkish society. However, conservative democratic is not in accordance with what was previously expected. The AKP uses a political strategy of populism, where it has room for other ideologies in conservative democratic ideology, there is Islamism in it. This can be seen from various internal and foreign policies, Erdogan's regime became an authoritarian government inward, but Islamists came out. Turkey tries to become a regional leader and take a role in the community of Islamic countries. Abstract

This article discusses how two Arab Gulf countries, namely Saudi Arabia and the United Arab Emirates (UAE), implemented policies for foreign workers. Saudi Arabia and the UAE have the same regulations to limit foreign workers namely Nitaqat for Saudi Arabia and Tawteen for the United Arab Emirates. The purpose of this article is to explain the difference between the two policies which have become national-scale state policies. In analyzing it, the writer uses political comparison theory. The results of this study indicate that Saudi Arabia and the UAE have the same reason why they implement policies to restrict foreign workers. The limitation of foreign workers is a regional phenomenon of the Gulf Cooperation Council (GCC) countries because these countries have started a sustainable development and paid attention to the importance of the labor sector which is reserved for citizens. In addition, the two countries have different experiences in the process of proposing policies related to the interests of the government and the industrial sector.
