Abstract

The consequences of population growth is the increasing housing needs of the community. Labor is part of the low and middle-income people should get the attention of government and developers to meet the housing needs. Problems of housing and settlements can not be regarded as a functional and purely physical problems, but more complex as the problems related to the dimensions of social life that includes social, economic, cultural, ecological, technological and political. Provision of occupancy against labor by governments or developers should consider the desire and tendency to settle labor based on its characteristics as a prospective occupant so as to create housing that is accommodative to the occupants. Preferences settled labor of Makassar Industrial Estate is divided into four categories, which are not thinking of moving their homes, thinking of moving residential, residential moving plan and is ready to move occupancy. Based on the study of labor industrial area of Makassar, obtained results indicate that there are 59% of the workforce did not think to move dwelling occupied at the moment. 32% of its workforce started thinking to relocate occupancy but do not know the right time to move on, 7% of its workforce is planning to move the occupancy by a predetermined time and 2% of the workforce that is ready to move current occupancy. Socio-economic characteristics, housing and residential environment that significantly affect labor preference settled industrial area of Makassar is marital status, type of occupancy, status of ownership and residential neighborhood tranquility.

Abstract

Tourism Village was chosen as an alternative to the development of tourism in Yogyakarta, this is because the Tourism Village closer to the people so as to involve the community as a component of the main actors. Many developed Tourism Village in Yogyakarta, has brought new challenges being able to package the elements of the tourism system to compete with the characteristics possessed by Tourism Village itself. Tourism Village Nglanggeran a successful ecotourism in conservation efforts, while the Tourism Village is a rural tourist Pentingsari successful in empowering local communities. Departing from this success, comes the following questions: How does the system elements on ecotourism Tourism Village tourism and rural tourism in Nglanggeran Pentingsari Tourism Village? This research aims to identify the characteristics of element tourism system in Nglanggeran and Pentingsari Tourism Village. The analysis technique used is descriptive analysis. To answer the research question to identify elements of the tourism system followed by comparing the characteristics of the elements of the system at both the tourist village. The results obtained from this research are attractions and visitor are best element that describes the characteristics of the both Tourism Village. The main attraction in Nglanggeran ecotourism Village is conservation action that attract the wanderlusters and “pecinta alam”. While in Pentingsari rural tourism village, the rural live of society become the main attraction for educational tourism that attract the student to live in program in Pentingsari rurl tourism village.

Abstract

Everyone has the right to live and fulfillment of housing needs will provide a safe and comfortable feeling for every Indonesian citizen to build a family and prepare future generations for a better life. The limited access of the poor to the housing finance system plus the low efficiency of limited housing finance and the pattern of subsidies that allow the wrong target to occur. The local government agency, Baitul Mal Kota Banda Aceh has a program to build and rehabilitate homes for the poor. With the large number of funds collected from Zakah, Infaq, and Shadaqah (ZIS) in Banda Aceh City being a question mark on the number of decreases in the number of poor people in Banda Aceh. The purpose of this study was to find out the demographic, social and economic characteristics of recipients of housing assistance located in Banda Aceh City. The analytical method used is quantitative descriptive with purposive sampling of 29 recipients of permanent home assistance and renovation. The results of the research show that the community groups that get the most benefit are the poor with the middle poverty level.

Abstract

In recent decades, the community participation process in development activities has been widely recognized as the most effective way to help communities, particularly the poor, to fulfill their basic needs. This approach has been practiced not only in normal situations but also in the emergency ones such as in the post earthquake disasters in Yogyakarta, Central Java and North Sumatra, and in the post tsunami disaster in Nanggroe Aceh Darussalam, Indonesia. This paper examines the practice of community participation in the post tsunami disaster recovery project in Nanggroe Aceh Darussalam conducted by the United Nations Human Settlements Programme (UN-HABITAT) and outlines chal-lenges, constraints and advantages faced in the implementation of the approach. This research em-ployed a qualitative method (participatory action research) and focused on a case study in the Geunteng Village of Pidie District, Nanggroe Aceh Darussalam. This research found that ensuring the quality of construction organized by the community in the limited timeframe and in the chaotic post disaster cir-cumstances is the most challenging issue in implementing such an approach. However, this paper ar-gues that it has potential to mobilize social resources available in the community, to increase the value of output, to enhance transparency and democracy, to empower community bargaining to the external stakeholders and to improve the sensitivity of the local contexts culturally and socio-economically.

Abstract

Housing development built by government and private developers are currently not able to provide affordable housing and according to the preferences of the low-income community. This condition causes a lot of low-income people prefer to inhabit the house who doesn’t belong to them (rent) and be resident commuters, so they were not able to afford their own house, due to limited purchasing power. This research aims to determine the level of affordability and preference patterns of low-income communities in the Kecamatan Ngaliyan. The research used Descriptive Quantitative Method. This research shows that the majority of low-income communities in the Kecamatan Ngaliyan who work as industrial and informal workers, are still not able to access the house according to 64% of the total respondents. While there are only 36% of respondents who work as private and civil employees have been able to reach the house. Respondents have the ability to make mortgage about Rp 300,000, - - Rp 400.000, -. While the lowest price of minimal house mortgage is Rp 650,000, - - Rp 750.000, -. This conditions indicate that there’s no suitable house  for the financial condition of the community. There are 4 factors that affect the preferences of low-income people living in the Kecamatan Ngaliyan, such as Physical and Building Location Factor, Infrastructures Factor, Social Environmental Factor, and Perception and Economic Conditions Factor. The pattern of community preference also strongly affected by the type of job, income level, and lifestyle.

Abstract

Subsidized housing is expected to resolve residential backlog problems but in the provision of housing emerging new problems, it’s called the backlog of ownership. The purpose of this research is to know the preferences of residents (tenants) based on the physical occupancy and the level of interest in owning a subsidized housing by reviewing socio-economic characteristics such as education level, age, number of family members, population status, type of work, income level and total expenditure in subsidized housing. The study area chosen is in the District of East Ungaran by taking four subsidized housing namely Puri Delta 5, Panorama Asri, Villa Delia and Griya Bukit Jati Sari. The method used to determine the Socio-Economic Characteristics and Preferences in Owning Subsidized Housing is a quantitative method with data collection techniques using questionnaires and observations. The number of respondents spread over 4 housing is 41 respondents. The analysis technique used in this study is descriptive statistics using crosstab analysis. Based on the results of crosstab socioeconomic characteristics that have a relationship or a relationship with the reason for residents to rent is related to economic characteristics such as the type of work, the amount of income and monthly expenditure of tenants.

Abstract

One of the basic things that human needs is shelter. Shelter is usually represented by house. Government have obligation to guarantee all people for having proper and affordable house. There are issue in both housing production and housing consumption for low income segment. Lack of ability to pay proper house with affordable cost is problem that low income people problem had to face. Housing finance system that already available is not suit for low income people’s characteristic. Ngaliyan District is surrounded by Industrial zone and near from Kendal Regency, so there are many chance there are peoples who work in factory and informal sector. Purpose for this research to review housing finance support and plan suitable housing finance concept for low-income people ini Ngaliyan. Qualitative approach by depth interview is research method for this journal. Community based finance concept is suit for low income by adding government’s program (Ministry of Public Works and Public Housing) that already available like FLPP, BSPS, BUM and PSU stimulant. The output is two concept. That two concept are self-helping concept and FLPP concept. Housing finance concept is created by connected four supported finance and the maximize them.

Abstract

Berkembangnya desa wisata menjadi salah satu alat untuk mengentaskan kemiskinan di daerah pedesaan terutama di Provinsi Jawa Tengah. Desa Wisata ini sangat sesuai dengan karateristik masyarakat pedesaan karena memiliki strategi pengembangan community based-tourism yaitu masyarakat dituntut berperan aktif dalam usaha kepariwisataan desa mereka untuk meningkatkan kesejahteraan mereka sendiri dengan potensi dan kemampuan yang mereka miliki. Pemerintah menanggapi fenomena tersebut dengan membuat suatu program yaitu PNPM Mandiri Pariwisata. Program pro-poor ini menyentuh desa – desa wisata yang tengah berkembang dan terdapat masyarakat miskin didalamnya. Pasca implementasi PNPM Mandiri Pariwisata   dalam pengembangan desa wisata ternyata menghasilkan sebuah fenomena yaitu tidak semua desa wisata berhasil. Fenomena ini terjadi di desa – desa Dataran Tinggi Dieng. Sedangkan desa di Dataran Tinggi Dieng ini memiliki kesamaan budaya, potensi pariwisata dan sosial masyarakatnya. Tetapi hanya beberapa desa wisata saja yang cukup berhasil. Oleh karena itu munculah pertanyaan penelitian “Apa faktor – faktor keberhasilan community based-tourism dalam pengembangan desa wisata PNPM Mandiri Pariwisata di Dataran Tinggi Dieng?” Metode penelitian yang digunakan metode penelitian kualitatif-deskriptif dengan model kualitatif studi kasus. Teknik samplingnya adalah purposive sampling. Penelitian ini disimpulkan dengan tergalinya faktor – faktor keberhasilan community based-tourism yaitu adanya keunikan lokasi yang diciptakan oleh masyarakat desa, pelibatan masyarakat luas sebagai pelaku wisata utama, fasilitasi dana bantuan untuk embrio aktivitas yang sudah ada, adanya tokoh penggerak dan link kepada stakeholder penting.

Abstract

Keberadaan kawasan kumuh sebagai bentuk kemiskinan dalam dimensi keruangan sudah menjadi permasalahan utama kawasan-kawasan perkotaan di Indonesia. Luas kawasan kumuh perkotaan di Indonesia sudah mencapai angka 57.800 Hektar di tahun 2009 dengan pertambahan kantong-kantong permukiman kumuh mencapai 1,37% pertahunnya (BPS, 2011). Banyak pihak mulai menyadari bahwa penyelesaian permasalahan kawasan kekumuhan tidak bisa diselesaikan oleh Pemerintah Daerah saja atau masyarakat saja namun perlu adanya kerjasama dari keduanya. Kegiatan penataan lingkungan berbasis masyarakat lahir sebagai salah satu intervensi yang berupaya membangun kemitraan antara Pemerintah Daerah dengan masyarakat sebagai bentuk kerjasama dalam menata lingkungan tempat tinggal yang kumuh. Penelitian ini mencoba menangkap sejauh mana kemitraan antara Pemerintah Daerah dengan masyarakat terimplementasi di kegiatan tersebut. Kajian ini menjadi perlu dilakukan untuk menggambarkan mengenai keefektifan pelaksanaan kegiatan dalam mengatasi kawasan kumuh dan pembelajaran yang bisa diambil dari kegiatan tersebut. Penelitian ini menggunakan metode penelitian kualitatif studi kasus di dua lokasi penataan di Jawa Tengah. Dari hasil analisis tergambar bahwa kemitraan antara Pemerintah Daerah dengan masyarakat dapat dilihat pada tahap perencanaan partisipatif, dialog komunikasi yang dilakukan, tinjauan perencanaan dan kebijakan di skala kota, dan kegiatan channeling pada tahap pembangunan. Dalam pelaksanaannya keberpihakan Pemerintah Daerah menjadi kunci sukses dari kegiataan penataan lingkungan berbasis masyarakat ini. Dari hasil temuan lapangan dapat disimpulkan bahwa intervensi kegiatan telah mampu menata lingkungan permukiman yang kumuh menjadi lingkungan yang tertata dan juga merubah prilaku masyarakat untuk hidup bersih. Intervensi kegiatan penataan ini dapat terbentuk didasari oleh adanya kemitraan yang terjalin antara Pemerintah Daerah dengan masyarakat.

Abstract

As the main city in the province of Central Java, Semarang under pressure due to population growth is increasing very rapidly. Rapid population growth can lead to the development of the city. Based on research that has been done, the tendency today is the housing development of small-scale housing development undertaken by the developer thus causing inefficiency of land use and waste of public services (Apriani, 2015). The emergence of small-scale housing development undertaken by developers led to urban sprawl. Unfortunately the construction is striking among the people, especially low-income people. This if allowed to continue would be a complex problem, especially on the issue of spatial planning. Ngaliyan district is a district that has an industrial area, so that with the urbanization due to an industrial area and coupled with the rapid population growth, it could trigger an increased demand for high occupancy. Based on this, it is necessary to research related to the procurement of the house footprint for low-income communities are integrated. The purpose of this study is to formulate procurement sole houses for low-income communities in an effort to overcome urban sprawl in District Ngaliyan. The method used in this study is the survey method. The collection of data used in this study is the collection of primary data in the form of observations and interviews, as well as secondary data collection study document. The end result of this study is selected locations procurement sole houses for low income people in the village Boja.
