Abstract

The needs land for urban housing construction was increasingly difficult andmore pricey, so for low-income communities for able owned a house was not easy.Limited of land in an urban area, especially in small cities such as Salatiga, its land wasnot all can be used in housing constructions. This condition needed an interventionfrom the local government to facilitate their needs for housing could be fulfilled. Basedon the problems, the goals of this research studied a providing of land for decent andaffordable housing for low-income communities in Salatiga. The method used was amixed method with a sequential explanation strategy, that is by overlaying secondarydata on the land potential map from various sources that can be used for decenthousing with primary data, such as interview and document review with localgovernment to reduce of housing cost. The results of the study figure out that housingused a land owned by the village government can be affordable for low-incomecommunities with price less expensive below the standard set by the government.

Abstract

Land limitations in urban areas have caused low-income communities unable to easily own a house. The high price of land has become the most influential factor in house prices, not including the costs for the facilities and infrastructure construction. Salatiga as a small city in Central Java in providing housing for civil servants has collaborated with all stakeholders. This study aims to form a stakeholder collaboration model in the provision of affordable housing for low-income communities in Salatiga. The research method used is qualitative, which explores data from the informants involved in the construction of housing for civil servants and the analysis technique used was stakeholder analysis and qualitative descriptive analysis. The results of the study formulated that stakeholder collaboration in providing housing for civil servants in the Salatiga City consists of three group of stakeholders, namely, key, main and supporting stakeholders. Key stakeholders were the Mayor as the party who recommended the release of the government land assets to the community, Regional House of Representatives of Salatiga as the party who give agrement of disposal assets, and the civil servant housing development coordination team, namely members of KORPRI who coordinate all housing development implementation activities. The main stakeholders were civil servants as prospective homeowners. Supporting stakeholders were developers and local government agencies that provide construction program in the construction of houses, facilities, and infrastructure in the Prajamulia and Prajamukti housing in the Salatiga.

Abstract

Street vendors has grown rapidly in functional areas in Semarang City, such as in Chinatown. Problems arise when street vendors start using public spaces as a place to trade. The sidewalks and roadside used by street vendors for activities disrupt the main function of the public space. This condition occurs because the government does not have a clear reference about the activity space for street vendors. The relocation efforts undertaken by the government have not considered the characteristics and spatial behavior of street vendors so the relocation often fail and street vendors tend to re-trade in the first place. The study of space for street vendors is urgently need, in line with the increasing conflict of space for street vendors in various regions of Indonesia. The purpose of this study is to identify the space livability of street vendors in Pecinan based on the spatial behavior of street vendors. The research used quantitative descriptive method by using questionnaire as data collection technique. The results showed that agglomeration, strategic location, main activity and accessibility are the variables that influence the pattern of spatial distribution of street vendors activity.

Abstract

Increasing of the climate change influences the community life and natural resources in the coastal areas. Demaan Sub-district, Jepara Regency as the coastal area directly have an impact of climate change such as a tidal flood. This condition makes the community doing adaptation toward to their environment. The research objective is identifying of climate change toward to the settlement in Demaan coastal area. The research approach used mix method of concurrent by combining data of quantitative and qualitative. A quantitative method used to find out the respondents characteristic from the questionnaire result by descriptive statistical analysis. A qualitative method used to explain the problem and study findings of climate change impact and adaptation conducted by the community. The climate change impact in Demaan coastal area which increased in temperature, tide timetable, tidal flood, brine, sedimentation, dryness, and strong wind. The community conducted adaptation by upgrading on floor, wall, and rooftop. Upgrading of infrastructures by rising of road dimension, improving drainage system, developing public sanitation, and improving waste disposal manage by a provision of landfill close to Apung Market. The Government recommendation should develop related regulation and monitoring of the settlement development in the vulnerable areas of disasters.

Abstract

Around the beginning of 2000, there was the phenomenon of increased residential development  in the hills of Semarang. Development undertaken by the developer, had less attention to rules and policies regarding the determination of residential location. This study aims to formulate an alternative form of residential development control in the hills of Semarang. The results of this study is pre-shaped housing development control action and action to control post. Pre control action in the form of licensing should be accordance with the spatial supported by the zoning regulations, developers have incorporated a business, an area of at least 1 hectare plot of land, reinforced by AMDAL. The post-action control of its control of the first warning letter, the second warning and if not heeded the warnings given immediate cessation of all four of the action execution of work or demolition. The recommendations in this study each party in carrying out his duties in accordance with rules established and approved by the region.

Abstract

KORPRI housing in Salatiga City is one form of providing low-cost housing to overcome the backlog problem for civil servants who do not yet have a home. Since it was built in 2014, until now not 100% development has been realized, especially in the provision of residential facilities. It is important for an environment to be able to provide services and provide adequate facilities to meet the needs for the survival of the occupants. This study aims to examine the physical environment of housing based on the provision of facilities in KORPRI housing, Praja Mulia, in the perspective of a neighborhood unit as a physical structuring concept of an ideal residential environment. The method used is quantitative by using descriptive analysis techniques. Primary data collection techniques are carried out by means of observation and interpretation of images, secondary data derived from documents and literature studies related to KORPRI housing development. The results showed that based on the concept of neighborhood units, as cheap housing, Praja Mulia Housing with a planned population of 1,380 inhabitants had non-ideal neighborhood unit facilities. The existing facilities are only open spaces in 3 locations (3% of the total housing area) and other public facilities that are still planned. Novelti of this research housing for civil servants do not use environmental unit theory but only pay attention to the house as objects (nouns) used for investment and commodity. This condition creates a burden and becomes a challenge for the city and the surrounding area in providing facilities and services for residents who are not served in their neighborhood units.

Abstract

Tingginya backlog di Indonesia sebesar 11,4 juta hingga 13,5 juta, pemerintah Kota Semarang berupaya untuk mengurangi backlog salah satunya dengan pembangunan perumahan bagi PNS anggota KORPRI. Dengan berjalannya waktu perumahan yang telah dihuni oleh PNS dengan berbagai karakter mengalami banyak perubahan baik bentuk bangunan maupun fungsinya menjadi fungsi lain selain sebagai hunian. Berdasarkan permasalahan tersebut tujuan penelitian adalah mengkaji karakteristik penghuni terhadap perubahan fungsi hunian perumahan KORPRI di Kelurahan Bulusan, Kota Semarang. Metode yang digunakan dalam penelitian ini adalah kuantitatif, pengumpulan data dengan penyebaran kuesioner ke kepala keluarga sebanyak 56 responden dari 131 rumah tangga. Teknik analisis yaitu deskriptif kuantitatif dan analisis korelasi pearson. Hasil penelitian menunjukkan bahwa perubahan fungsi hunian perumahan KORPRI Bulusan menjadi komersial, kombinasi komersial dan hunian, dan hunian dipengaruhi oleh karakteristik penghuni. Adapun faktor yang mempengaruhi perubahan tersebut adalah tingkat pendapatan yang rendah, jenis pekerjaan sebagai non PNS, dan tingkat pendidikan yang rendah. Perubahan tersebut juga disebabkan kebutuhan pasar tentang hunian  dan kebutuhan mahasiswa karena lokasi Perumahan KORPRI berdekatan dengan Perguruan Tinggi Negeri ternama di Provinsi Jawa Tengah.

Abstract

Slum areas are found in some coastal areas, one of them in Semarang, Desa Tanjung Mas, Tambak Lorok. Semarang city slum ± 415.83 Ha set out in the Decree of Mayor of Semarang No.050 / 801/2014. On the other hand the government will develop a marine tourism village in its territory. In the development of marine tourism village there is one of the criteria that must be fulfilled is a clean environment, beautiful, and adequate facilities and infrastructure. The method used in this research is quantitative. The analysis shows that Tambak Lorok has got slum repair program. Despite getting the arrangement program, until now Tambak Lorok still slum because many aspects that have not been handled. The condition of the settlement is still unfit and unhealthy. Given the government's plan for a marine tourism village development program in Tambak Lorok, the existence of settlements is currently not ready to support the plan. The settlement of Tambak Lorok, which is the destination of marine tourism, still needs improvement from various aspects, such as residential, road, drainage, garbage, sanitation, drinking water, and also trade facilities. With the improvements in these aspects, Tambak Lorok will have improved the quality of settlements to support the marine tourism village.

Abstract

Kelurahan Bandengan di Pekalongan Utara yang berada di wilayah pesisir sudah mengalami masalah rob dan banjir yang merusak tempat bermukim mereka sejak 10 tahun terakhir. Kondisi kerusakan semakin parah karena banyak warga yang sudah kehilangan pekerjaan tidak mampu memperbaiki kerusakan yang ada secara permanen. Menurunnya kualitas ekonomi warga Bandengan disebabkan karena ladang melati yang dulu menjadi mata pencarian sebagian besar warga Kelurahan Bandengan sudah rusak karena rob. Penelitian ini mengkaji upaya yang sudah dilakukan masyarakat terhadap tempat bermukim sebagai bentuk adaptasi terhadap lingkungan pesisir dari bencana banjir dan rob.Dari data yang dikumpulkan serta dianalisis secara deskriptif, maka diketahui bahwa tempat bermukim di lingkungan pesisir Kelurahan Bandengan mengalami banjir dan rob setinggi 5-9 cm dengan lama genangan di RW IV dan V selama 12 jam, dan di RW III dan VI selama 1-4 hari. Berdasarkan kondisi tersebut maka warga melakukan bentuk upaya yang berbeda-beda. Upaya penanganan yang sudah dilakukan warga dianalisis menggunakan analisis crosstab untuk mengetahui hubungan antara upaya dengan kondisi yang terjadi saat ini. Upaya tersebut merupakan bentuk adaptasi terhadap bencana yang melanda rob dan banjir yang melanda wilayah pesisir saat ini. Bentuk adaptasi yang sudah dilakukan berupa adaptasi reaktif dan adaptasi proaktif. Adaptasi reaktif yang dilakukan warga Bandengan adalah dengan meninggikan bagian depan rumah saja yang dapat berguna juga sebagai tanggul sementara. Sedangkan adaptasi proaktif yang akan dilakukan adalah pembuatan geotube di sepanjang garis pantai sebagai penghalang ombak atau pasang yang masuk ke daratan. Namun berdasarkan hasil analisis deskriptif yang dilakukan, warga lebih banyak memilih untuk pasrah dan tidak melakukan upaya penanganan apa pun. Hal tersebut disebabkan karena dengan kondisi ekonomi yang rendah dan jenis kerusakan pada atap dan lantai rumah, maka warga lebih memprioritaskan kebutuhan pangan daripada harus memperbaiki tempat bermukim mereka yang sudah rusak.

Abstract

The existence of slums in urban areas can hamper the growth of a city because it is considered to trigger a gap both social and economic, so the need for handling the slum conditions. Slum settlement handling activities are a concern of the central government at this time, one of which is in Tegalsari Urban Village, Tegal City. In 2014, Tegalsari Urban Village had a slum area of 31.43 hectares with slum points in 5 (five) RWs. The slum treatment activity in this kelurahan has been going on for 4 years which includes the improvement of environmental facilities and infrastructure. In 2019, the slum area in Tegalsari Urban Village will be reduced to 4.91 hectares. This indicates a change in the quality of the slums. Against this background, the purpose of this study is to analyze changes in the quality of slums in Tegalsari Urban Village, Tegal City, which are limited to aspects of the road environment. The method used in this study is a quantitative research method using a questionnaire with a sample of 92 households. The analysis used includes descriptive statistical analysis and scoring analysis. The results showed that there was an increase in the quality of road aspects in the Tegalsari slums which was proven by scoring. The quality of roads in this area was previously included in the medium category. The quality is improved after handling into a good category. The quality improvement has an impact on the mobility of the local community which makes the community more often use the neighborhood road in the slums of Tegalsari Urban Village.
