Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh fasilitas kerja, motivasi, pelayanan dan disiplin kerja terhadap kinerja karyawan Trans Batam. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kuantitatif. Populasi penelitian ini adalah karyawan UPT Trans Batam sebanyak 51 orang. Sampel yang digunakan dalam penelitian ini berjumlah 51 responden. Teknik sampling yang digunakan dalam penelitian ini adalah nonprobability sampel yaitu metode Purposive (purposive sampling). Analisis data menggunakan asumsi klasik, regresi linear berganda, dan uji hipotesis serta menggunakan SPSS versi 25. Hasil analisis dapat diketahui bahwa fasilitas kerja berpengaruh dan signifikan terhadap kinerja karyawan dengan koefisien regresi sebesar nilai t hitung 3,450 t tabel 2,013 dan tingkat signifikansi sebesar 0,001 0,05, motivasi berpengaruh dan signifikan terhadap kinerja karyawan dengan koefisien regresi sebesar nilai t hitung 2,570 t tabel 1,998 dan tingkat signifikansi sebesar 0,013 t tabel 2,013 dan tingkat signifikansi sebesar 0,302 t tabel 2,013 dan tingkat signifikansi sebesar 0,009 0,05 Penelitian ini bertujuan untuk mengetahui pengaruh fasilitas kerja, motivasi, pelayanan dan disiplin kerja terhadap kinerja karyawan Trans Batam. Abstract

This research is motivated by the ongoing COVID-19 pandemic, which has resulted in a decline in both national and regional economic growth rates. It is suspected that this has had repercussions on the revenue of the City Government of Batam. The primary objectives of this study are to analyze the impact of COVID-19 on the city's revenue and to assess the policies implemented by the City Government of Batam to enhance revenue during the COVID-19 pandemic. The research employs a qualitative methodology, involving data collection through interviews, observations, and document analysis. The findings indicate a significant reduction in Batam City's Local Own Source Revenue (PAD) due to the adverse effects of COVID-19, particularly within the tourism sector, which serves as a primary source of regional income. In contrast, the intergovernmental transfer sector remained unaffected and even experienced an increase in revenue. Additionally, other revenue sources witnessed growth due to the stability of the trade and industry sectors during the pandemic. Overall, the impact of COVID-19 on Batam City's revenue in 2020 was not excessively detrimental, as the Regional Budget (APBD) continued to increase from 2019. The City Government of Batam implemented various policy measures, such as aligning development programs with the central government, promoting the region's potential to both the central government and investors, and enhancing the quality of public services. These actions facilitated the allocation of additional funds from the central government. Research recommendations encompass a focus on the development of innovative development programs, the recovery of the tourism sector, the diversification of income sources, and the enhancement of inter-governmental collaboration.

Abstract

Manajemen sangat dibutuhkan dalam segala hal, utamanya dalam pengelolaan pemerintahan Desa, Desa memiliki banyak persoalan mulai dari sumber daya alam, sumber daya manusia, keuangan desa dan lain-lain, dengan adanya manajemen pemerintahan desa yang baik diharapkan bisa menjadi solusi dalam menyelesaikan persoalan yang ada didesa tersebut. Metode penelitian yang digunakan adalah metode penelitian kualitatif dimana peneliti mengobservasi secara langsung terhadap objek yang akan diteliti dengan melakukan pengkajian dan analisis mendalam terhadap data yang ditemukan dilapangan yang akan dituangkan dalam tulisan deskriptif. Hasil penelitian ini menunjukkan bahwa dalam mendorong kesejahteraan masyarakat pedesaan, hal utama yang harus dilakukan oleh pemerintah adalah memperbaiki kualitas sumber daya manusia yang ada di pedesaan, utamanya pola pikir masyarakat desa. Sumber daya alam yang melimpah dan pendanaan yang cukup tidak akan mampu mendorong masyarakat lebih sejahtera, jika sumber daya manusia dalam mengelola potensi tersebut mengalami keterbatasan.

Abstract

ABSTRACT Local culture in government bureaucracy is important to study as an effort to understand the characteristics of bureaucratic culture in a region. As time goes by, local culture is increasingly disappearing. The aim of this research is to see how Malay culture grows and develops within the government bureaucracy in the city of Batam. The aim of the research is to determine the bureaucratic culture of the regional government of Batam City as one of the centers of Malay culture. The research method used is a descriptive qualitative method where the researcher uses an interview approach to parties who are related to the object under study such as state civil servants and society, a documentation approach analyzes documents in the form of books, pictures and other media that are related to the research object and the observation approach in the field sees directly and interacts more deeply with the research object. The results of this research found that by using several indicators of Malay culture such as the values of openness and truth, respect, cooperation, understanding, self-adaptation, politeness, forgiveness, politeness, trust and consideration, it was found that Malay culture is still growing and developing in the government bureaucratic environment. Batam city. This can be seen from various material and non-material elements such as the way of communicating, the style of the building and the way of dressing. ABSTRAK Budaya lokal dalam birokrasi pemerintahan penting dikaji sebagai upaya memahami karakteristik budaya birokrasi di suatu daerah, seiring berkembangnya waktu dan zaman budaya lokal semakin menghilang. Tujuan penelitian ini peneliti berupaya melihat bagaimana budaya melayu tumbuh dan berkembang dilingkungan birokrasi pemerintahan di kota Batam. Tujuan penelitian adalah untuk mengetahui budaya birokrasi pemerintah daerah kota Batam sebagai salah satu pusat kebudayaan melayu. Metode penelitian digunakan adalah menggunakan metode kualitatif deskriptif dimana peneliti menggunakan pendekatan wawancara kepada pihak yang memiliki keterkaitan terhadap objek yang diteliti seperti aparatur sipil negara dan masyarakat, pendekatan dokumentasi menganalisis dokumen baik dalam bentuk buku,gambar, maupun media lainnya yang memiliki kaitan terhadap objek penelitian dan pendekatan observasi dilapangan melihat secara langsung dan melakukan interaksi lebih mendalam terhadap objek penelitian. Adapun hasil penelitian ini menemukan bahwa dengan menggunakan beberapa indikator budaya melayu seperti nilai keterbukaan dan kebenaran, penghargaan, kerja sama, kesepahaman, penyesuain diri, kesantunan, pemafan, kesantunan, kepercayaan dan bertimbang rasa, ditemukan bahwa budaya melayu masih tumbuh dan berkembang dilingkungan birokrasi pemerintah kota Batam. hal tersebut dapat dilihat dari berbagai unsur materil dan non materil seperti cara berkomunikasi dan corak bangunan serta cara berpakaian.

Abstract

Tujuan penelitian ini untuk mengetahui sistem informasi pada website pemerintah provinsi di Indonesia dengan sistem merit. Sistem informasi merupakan salah satu aspek yang mendukung pelaksanaan sistem merit dalam manajemen aparatur sipil negara di Indonesia. Jenis penelitian ini menggunakan kualitatif dengan metode deskriptif kualitatif dan normative kualitatif dengan dua model interpretasi gramatikal dan sistematik. Hasil analisis terdapat enam provinsi di Indonesia yang memiliki nilai persentase sistem informasi tertinggi yaitu, jawa tengah, jawa barat, lampung, kalimantan timur, nusa tenggara timur, dan sulawesi tengah. Hasil penelitian menunjukkan bahwa jawa tengah dan lampung mendominsasi dari empat provinsi lainnya dengan nilai 100. Penelitian ini memiliki keterbatasan waktu untuk menguji keabsahan, kesesuaian dengan hasil penelitian lama dan penelitian baru terkhusus pada wilayah provinsi. Penelitian ini merekomendasi agar pemerintah provinsi memberikan keterbukaan data pada masyarakat dan pengembangan website provinsi indonesia.

Abstract

Indonesia has been establishing Special Economic Zones (SEZs) across the country, with the Sorong SEZ being one of them. The Sorong SEZ is expected to become the first new center of economic growth in the Papua region. Several potential sectors include agriculture, fisheries, forestry, tourism, creative industries, and other natural resource utilization. This article aims to examine the effectiveness of the Sorong SEZ and to explore its implications for Indonesia and the wider region. It argues that the establishment of the Sorong SEZ is not only effective due to support from both regional and central governments but also offers significant geoeconomic and geostrategic benefits. In terms of geoeconomic advantages, the Sorong SEZ not only fosters regional economic development in eastern Indonesia and serves as a center for natural resource processing in Papua, but also functions as a gateway for trade in the Asia-Pacific region. From a geostrategic perspective, it strengthens Indonesia's sovereignty and cross-border economic diplomacy with Papua New Guinea and is expected to attract increased foreign investment, particularly China, due to its strategic location bridging Asia and Pacific. Abstract

Batam City is a national strategic area with the status as a Free Trade and Free Port Area (KPBPB) based on Law Number 39 Year 2009. As an implication, the management of this area is not only the responsibility of Batam City Government (Pemko Batam), but also Batam Concession Agency (BP Batam). This study aims to identify the root causes of institutional conflict between Batam City Government and Batam Concession Agency, analyze the impact of institutional politics on the effectiveness of governance and public services, present realistic and strategic policy alternatives to resolve institutional problems in Batam City, and provide recommendations based on the principles of good governanceThe method used is qualitative research with a case study approach, with secondary data sourced from books, articles, journals, documents and other literature studies.The results show that the issue of institutional dualism between the Batam City Government and the Batam Concession Agency has long been a source of institutional tension that affects the quality of governance, the effectiveness of public services, as well as public and investor confidence. Although a solution has been sought through an ex-officio mechanism, this approach has not fully resolved the root of the problem, namely overlapping authority, lack of coordination, and weak public participation. Based on an in-depth analysis of the root causes, data and trends, and consideration of the advantages and disadvantages of each option, the best recommendation is to establish a Joint Governance Body.

Abstract

  Digital transformation has fundamentally reshaped human resource management (HRM) practices in the manufacturing industry. Although many organizations have adopted Human Resource Information Systems (HRIS), their utilization often remains limited to administrative functions, thereby constraining their strategic potential. This study aims to examine the impact of Digital Human Resource (Digital HR) implementation on Human Resource Management efficiency in manufacturing companies. Employing a quantitative explanatory research design, data were collected from 40 human resource practitioners in manufacturing firms in Batam, Indonesia, using a structured questionnaire with a five-point Likert scale and purposive sampling technique. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results reveal that Digital HR implementation has a positive and significant effect on HRM efficiency (β = 0.670; p < 0.001), with a moderate explanatory power (R² = 0.449) and a substantial effect size (f² = 0.352). Multidimensional analysis indicates that the most significant improvements occur in process integration and decision-making readiness, rather than merely in administrative speed and data accuracy. These findings suggest that Digital HR functions not only as an operational tool but also as a strategic driver for enhancing organizational efficiency. This study contributes to the literature by validating the applicability of the Electronic Human Resource Management framework and the Technology Acceptance Model in a labor-intensive manufacturing context. Practically, the findings offer valuable insights for organizations seeking to optimize HR performance through digital transformation initiatives.
