Abstract

The level of education that both can be meant that human resources in a country can be classed quality. The problem about the quality of education has long been questioned of various perspective and a way of seeing. One attention namely against low the quality of education in Indonesia. With low quality in indonesia this means the purpose of our country cannot be achieved with good. This is related to the professionalism of teachers. This research was conducted on SMPN 21 Surakarta. The purpose of this research is to know the influence of motivation and employee perceptions about the principal’s leadership on the teacher performance on SMPN 21 surakarta. But there are things that can weaken and hinder the performance of the job less challenging, the motive to get attention, the least responsibility of leadership and leadership of humanitarian relations with employees. The research method used is a quantitative research eksplanatori. Data obtained in this study using questionnaire. Analysis of data used is a correlation coefficient kendall and coefficients concordance kendall.Data processing using program spss 16.0.  The research by using program spss this can be known that motivation ( x1 ) against the employee performance ( y ) with a correlation coefficient kendall know of 0.487 with figures probability 0.006 and the value of KD 23,71%; There is an influence that perception employees about leadership ( x2 ) against the employee performance ( y ) with a correlation coefficient kendall know as much as 0.395 with a probability 0.026 and the value of KD 15,60%; while the employee performance ( y ) with a correlation coefficient kendall know as much as 0.487 with a probability 0.006; Determination to the coefficient ( KD ) indicated on coefficients kendall’s W of 0.290 and the value of the coefficient of determination (KD) by 8,41% With respect to the existence of things that can undermine performance, then it needs to be done to fix the problems found in the indicator, that is the leadership giving praise and attention to the employees of his work that has been done as often as possible, the Chairman gave the task could be more skills, initiative and creativity so that employees can also develop themselves, the need for the improvement of the relationship between leadership and employees so that chick nearness and familiarity. It takes self awareness of leadership for responsible for everything that happens in the scope of work. With the aim to repair can improve the performance of teachers get better, so education in Surakarta to become better.

Abstract

Gerdu Kempling is a poverty reduction program in the Semarang city. Various problems such as lack of assistance on an ongoing basis to the recipient, not arranged organizational structure that handles the Gerdu Kempling program clearly and weak supervision in the implementation of the Gerdu Kempling program into the background in this study. Necessary institutional capacity building to enhance the ability of people, organizations, or systems in achieving the stated goals effectively and efficiently with the look of the variables of leadership, doctrine, programs, resources, and internal structure. This study aims to analyze the institutional of capacity building to program Gerdu Kempling in the Pedurungan district and to investigate the factors that support the institutional of capacity building. This research uses descriptive qualitative method. The results showed that the institutional of capacity building to Gerdu Kempling program in the Pedurungan district not run at max. The availability of resources is not accompanied by maximum utilization, sustainable professionals not accompany the recipient, the procedure does not run as expected, none specifically organizational structure to handle Gerdu Kempling program. Institutional capacity building will work well if done well supporting factors, which include participation, innovation, access to information, and accountability. Based on these conclusions, the researchers recommend the Pedurungan district organization can optimally enhance its ability to be a coordinator, facilitator, and implementing monitoring and evaluation, so as to achieve the set objectives effectively and efficiently.

Abstract

E-Procurement is a process of procuring goods / services that are implemented using information technology according to statutory provisions. E-Procurement emerged as the answer to the case of corruption in the implementation of procuring goods and services in Indonesia. The existence of E-Procurement become an interesting phenomenon because the implementation is different from conventional procurement. E-Procurement are expected to answer the expectations of society in order to create a process for of procurement of goods and services that are accountable, transparent, effective and efficient. Based on the regulation No. 11 Year 2008 regarding Information and Electronic Transactions which explains that utilization of information technology was instrumental in trade and growth in the national economy for the welfare of the community, the Department of Highways of Central Java Province implementing E-Procurement since 2009. In its implementation, it was found some problems and obstacles. The problems that arise such as denial and resistance where the service provider are more comfortable to conventional procuring process.

Abstract

The research was motivated by the problems that occurred in the management of passport at the immigration office grade 1 Semarang, among them are the practices of corruption, discrimination service. Purpose this study to describe the quality of service management of passport at the immigration office grade 1 Semarang. In answer to the problem and purpose of this study, the author uses the theory of public services, and quality of service by using descriptive qualitative research methods. In collecting the data, the authors use the way through the interview, informants selected observation. The include immigration officials and the public. The results showed the quality of service at the immigration office grade 1 Semarang. Suggested order to increase the number of tablespoons so the service provided in order to optimize.

Abstract

Integrated waste management is necessary by an area to minimize the negative impacts from the poor waste management. There are some actors who contribute to achieve the objectives from the waste management in implementation of the waste management. Theroles between first actors with another actor are not the same, depending on their position in the public policy environment. There are 3 (three) main actors who play a role in implementation of waste management in Semarang, namely Government Bureaucracy, Community Groups and Private Parties.The purpose of research is to describe and analyze of actor role implementation in policy of waste management in Semarang. Find solution to the inhibiting factors on actorrole implementation implementing in policy of waste management in Semarang. The role of the actor can be seen 10 indicators according to the model Grindle.

Abstract

Funds needed to realize the development agenda in the region, its raised from Pendapatan Asli Daerah (PAD). One source of Pendapatan Asli Daerah (PAD) in the city of Semarang is through reclame, carried out by Dinas Penerangan Jalan dan Pengelolaan Reklame Kota SemarangThis study used an advanced management theory by George Terry which is Planning, Organizing, Actuating, and Controlling. Research approach use a type of descriptive research with qualitative methods. Data collection was conducted through in-depth interviews of the informants who have been determinedThe results of the study explained that the management of reclame in Semarang conducted by reclame field at the Dinas Penerangan Jalan dan Pengelolaan Reklame through three sections: structuring section, section arrangement, billing section, and licensing section. Management of billboards in the city of Semarang is not optimal due to weak supervision conducted. This happens because of non-performance on standard measurements and sizes oversight and planning is not conducted in accordance with the existing local regulation. Weak supervision due to a lack of organization and mobilization in the form of motivation given to the employee.

Abstract

This study aims to assess the employee's performance Integrated Licensing Service Agency of Semarang with the ability to work and work discipline. The problems that exist in this study is still less than optimal employee performance seen from the lack of ability to work and work discipline. This study was conducted to determine how much the relationship between work ability variables (X1) and work discipline (X2) with employee performance (Y). In this study the method used is explanatory, that is the type of research that is used to examine the relationship between the variables studied. The data obtained by questionnaires given to 41 employees as respondents in the Integrated Licensing Service Agency of Semarang.The results of this study indicate that the hypothesis that there is a positive relationship between the variables work ability and work discipline to employee performance Integrated Licensing Service Agency of Semarang acceptable significantly by 82.44% coefficient of determination means the employee's performance changes by 82.44% as a result influence of ability to work and work discipline. While the remaining 17.56% is influenced by other factors such as motivation, leadership and work environment.The results showed a positive and significant relationship between the variables work ability and work discipline on employee performance. This means that in order to improve employee performance Integrated Licensing Service Agency of Semarang can be done by increasing the employability and self-discipline by giving an understanding of the work presented, provide training to employees, adherence to clock in and leave work and sincerity in completing work responsibilty.

Abstract

Being green land transfer function to Candi Industrial Area is part of the development. In practice, these activities have impacts on the community and local government. The impact will be discussed here is the social and economic impacts of land transfer function being Candi Industrial Area. The purpose of the study is to identify the factors that affect the social and economic impacts of land use green to Temple Industrial Zone. Describes whether the economic and social impacts of land use green to Temple Industrial Area is in accordance with the desired impact. To evaluate the social and economic impacts of land use green to Temple Industrial Zone. And explain the improvement efforts that have been made. This study used seven socio-economic factors as well as six categories of evaluation such as effectiveness, efficiency, adequacy, equity, responsiveness and accuracy.

Abstract

Waste management service is one of the government activity. But, The Hygiene Departement of Dinas Cipta Karya dan Tata Ruang as the provider have not been able to run the waste management service in accordance with the Salatiga citizen need. The question is: What are the problems that Salatiga Government face to reach the organizational effectiveness? This study aims to describe the effectiveness of The Hygiene Departement of Dinas Cipta Karya dan Tata Ruang in waste management service in Salatiga with the problems to reach the organizational effectiveness. This research uses descriptive study with a qualitative approach. The waste management study is important to do to reach the effectiveness of The Hygiene Department of Dinas Cipta Karya dan Tata Ruang in waste management service in Salatiga. The result shows that there are some aspects to be improved: the work specialization, organizational structure, leadership, budget, facilities, and the citizen participation.

Abstract

The existence of street vendors are often cause a dilemma in every region, on one hand can increase local income. But, on the other hand can reduce the beauty of the city and causing jams. In Indonesia, especially Semarang, Government has made a Regional Regulation Number 11 years 2000 about Setting and Development of Street Vendors to resolve the existing problems of street vendors in Semarang. On the implementation, the government's control to the street vendors who have been set is very lack.The purpose of research is to describe the process of Controlling Structuring The Street Vendors that exists around Simpang Lima Semarang. The theory that used in this research is controlling process using variable of standard setting, monitoring, evaluation, and corrective action. This research use descriptive qualitative methods, and the informant is from Markets Departement and streetvendors around Simpang Lima Semarang.Overall results of this research is, controlling structuring of street vendors in Simpang Lima Semarang is still ineffective. The main problem that cause the lack of effective controlling is insufficient availability of human resources. Minimal amount of human resources will affect to the intensity of controlling.
