Abstract

Improving the quality of teachers is the one of government's implementation inpassing policy and credit points appliance for non Governmental teachers. It’s based on regulation of national education minister No. 47 in 2005 and later revised to No. 22 in 2010. This research aims to provide an explanation of the policy implementation inpassing GBPNS happened in Semarang in particular private elementary school and the factors affect on that. It’s used used a qualitative descriptive method by analyzing the implementation of the policy inpassing GBPNS. These research uses the theory of George Edward III to analyze the factors that influence policy implementation. The results of this research showed that a lack of awareness of private schools for educational programs so there are many private teachers in particular Permanent Teachers Foundation (GTY) inpassed yet. In this policy the requirements and procedures of inpassing and implementation is not optimal. Another factor that caused the school administration hasn’t managed properly. Some suggestions for policy implementation of inpassing GBPNS can be better, with better motivation and further improvement on the performance of the Department of Education. Beside that private schools has to be more concerned on the education programs.

Abstract

The Program of Rehabilitation Mangrove Ecosystem Tugu Sub – District, Semarang City is due to by the high levels of abrasion that occurs in coastal areas and has an impact on society who live there. Therefore, the Department of Marine and Fisheries of Semarang City try to repair the condition of coastal areas by doing Rehabilitation Mangrove Ecosystem. This policy based on Law No.32/2009, Regulation of Semarang District No.7/2010, and  Regulation of Semarang District No.14/2011. The purpose of this study is investigate the process implementation and the factors that affect its. The purpose can be achieved if the process implementation following the Riant Nugroho’s criteria that is the accuracy of the policy, the accuracy of the implementation, the accuracy of target, the accuracy of environment and the accuracy of process. The implementation of Rehabilitation Mangrove Ecosystem influenced of supporting and inhibiting factors. Based on the theory of George C. Edwards III that supporting and inhibiting factors such as communication, bureaucratic structure, resources and attitudes.The results of this study show that the Department of Marine and Fisheries of Semarang City having ready for the implementation of Rehabilitation Mangrove Ecosystem. However, the implementation of Rehabilitation Mangrove Ecosystem is not well implemented.. There are several factors such as (1) the limitation financial resources and implementer official (2) the unavailability of technical guidelines (SOP) for the implementation and (3) the lack of monitoring for ecosystem that has been rehabilitated (4) the utilization KKMKS forum is minimal.

Abstract

The problems such as lack of public awareness of the city of Semarang on the environment particularly concerning air pollution and lack of public participation in in the program Car Free Day would be a background of this research. This research was meant to find out how the implementation of the program Car Free Day in the town of Semarang and knowing factor - factor thruster and inhibitors in the program Car Free Day. This research using methods research qualitative descriptive. The subjects in this study consisted of six ( 6 ) informant main. The results showed that the implementation of the programme of Car Free Day in the city of Semarang have yet to demonstrate the effective implementation. The success of the goals enshrined in the rules of the Mayor of Semarang number 22 year 2011 free days on the implementation of the motor vehicle has not been fully achieved, Car Free Day programs that aim to restore the quality of the air in fact only recently able to reduce air pollution. The participation of the community in Semarang city are still without wind in the implementation of the program should be Car Free Day could be more enthusiastic and regularly follow this activity so that an open space for the public this is true can actually manifest properly. Changes in mindset and behaviour of society not Semarang City shows what kind of behavior expected by the executor. Nevertheless the executing this program already has expertise and competence in accordance with the programme of Car Free Day since leading from this program comes from the background environment. Based on these conclusions, the researchers recommend to the executing program Car Free Day this need high commitment and support from the Government as well as society Semarang city, especially the parties involved to implement the program of Car Free Day an ongoing basis in order to achieve the purpose of which is to restore the quality of the air in Semarang city.

Abstract

Merapi Eruption is caused in environmental damage and crippled economical society. Basically, in a post-disaster condition, many people are needed of assistances or emergency responses. Therefore requires the disaster of management program, one of which is the Post Disaster PNPM. Post-Disaster PNPM is PNPM which focused specifically to deal with the Rural PNPM people location who hit by disasters. Rural PNPM is a national program which purposed in the policy framework form as basis and reference to the poverty implementation reduction programs based on society empowerment. This research aimed to give an explanation about the social impact of Post-Disaster PNPM implementation and to respond society to the Post-Disaster PNPM itself in Manisrenggo. This research has been designed and analyzed descriptive qualitatively. The collecting data has been done by literary study, observationally and interview with the number of informants deeply. Fortunately, it concluded that Merapi Eruption Post-Disaster PNPM in Manisrenggo, Klaten is run well, especially in physical development (general-social infrastructure). The successfully of Post-Disaster PNPM has been seen by society involvement and participation, facilities and infrastructures utilization then also returning rate level and the collectability of loaning to Women's savings and activities (SPP). All physical development planned have been finished. However, in an effort to increase the people’s economy is still considered less than optimally because due to the lack awareness of the public to join special training programs and SPP activities. Moreover, the delayed of SPP tuition payment fee is impacted in a village as the PNPM will not provide funds for.

Abstract

Policy Advertisment Tax is the policy was included in the law number 28 of 2009 about local taxes and retribution, having the objective among others to set local tax and retribution, giving authority greater to the regions in process, and management governing taxes and retribution in the its. In line with the amount of responsibility region in implementing governance and public service. In Pati Regency, advertisement tax policy implementation set forth in regulations of the area number 3 in 2011 about tax areas, where the regulation of this area, is expected to overcome the problems about advertisement tax during this time. These problems includes : taxpayers who did not pay his taxesin a timely manner, of any installation and installation of the advertises wild does not pay attention to the aesthetics of the city. The goal can be achieved through an effective implementation process that can be seen from the policy implementation, precision accuracy, accuracy environmental targets and the precision of the process.The implementation of advertisment tax in achieving the goal of supporting and hindering factors. Based on the teory of Van Meter and Van Horn, factors that Resource policy, communication and implementation activities, the implementing agency characteristics, Sosial, Economic, Politic conditions as well as the disposition of the implementor.Based on the existing obstacles in the implementation of advertisment tax in the District of Pati, the authors provide recommendation in the form of : (1) Providing socializing purposes and tax policy legal basis to tax payers clearly understand the rules regarding advertisement tax policy. (2) In granting Assertiveness penalities that will be imposed on the taxpayers in case of violations, violations of either delay tax payers paid his taxes and offense ads implementation without permission. (3) Conducting and supervision regularly, in other to minimize the existence of the problem of illegal tax that is not registered in field. (4) The increase of the number of staff good who handles policy advertisement tax in dept or on a field and adding supporting the form of computer.

Abstract

Being green land transfer function to Candi Industrial Area is part of the development. In practice, these activities have impacts on the community and local government. The impact will be discussed here is the social and economic impacts of land transfer function being Candi Industrial Area. The purpose of the study is to identify the factors that affect the social and economic impacts of land use green to Temple Industrial Zone. Describes whether the economic and social impacts of land use green to Temple Industrial Area is in accordance with the desired impact. To evaluate the social and economic impacts of land use green to Temple Industrial Zone. And explain the improvement efforts that have been made. This study used seven socio-economic factors as well as six categories of evaluation such as effectiveness, efficiency, adequacy, equity, responsiveness and accuracy.

Abstract

Implementation of Perda No. 9 in 2009 about retribution service markets is an effort from the government to provide services for merchants. Levy retribution charged to merchants used to cost a oprasional market and to increase services for merchants. Talk to rate retribution charged by merchants pre-set by the Regional Secretary is assisted the DPPKAD which is calculated by multiplying the number of traders as the areaof floor with a rate of retribution pre-set at Perda. The market is as a place for conducting trading deals. The market function itself is one of the principal means to drive and improve the economy. Markets need to be managed, organized and arranged so that the wheels of the economy community area can run smoothly. Retribution is charged to every trader who utilize the facilities of the market. Rate retributionare different, determined by class and place the used market. Occupies a place in the trade market, traders must also obtain a trade license issued by the placement department ofindustry and commerce. This type of research used in this study is qualitative research with qualitative descriptive method that aims to describe, explain and analyze. An informantwho concerned in the implementation of perda is nameli disperindag, UPTD Puri market already implementing regulation 9 of 2009 but still appears constraints in the implementation of the levy charges eventually hamper the realization of the income levy income levy charges that are not in accordance with pre-determined targets. Ineffectiveness of socialization has been done by the Disperindag and UPTD market also makes some traders there is no pleasure to pay the levy. An informant who is involved also came out differences of opinion between disperindag with UPTD Puri market,

Abstract

Semarang city including the city experienced a fairly complicated transport problems, particularly road transport. Congestion in major cities, roads damaged, the terminal does not support, a growing number of vehicles, is not in line with the increase in capacity and access opening. As part of the effort to solve the congestion problem, the central government through the Ministry of Transportation propose the implementation of Bus Rapid Transit (BRT). The purpose of this study is to describe how the implementation of the BRT program in the city of Semarang and if it is in accordance with the applicable rules and to find out what are the constraints related to or are being faced in the implementation of BRT in the city of Semarang. This study used a qualitative approach with managers and HR Public Service Agency (BLU) Trans Semarang as the interviewer.The results in the development of BRT Trans Semarang constraints experienced by other anatar limited land BRT shelter placement on the right of way, the understanding of the shelter as utulitas by Highways that shelter placement should require permits, can not fulfill the contract mechanism plural, then the auction / tender providers services each year so that continuity of care is constrained at the beginning of the year, the limited ability of local budgets for fleet investment, travel speed bus yet eligible (still too soon exceed 8 km / h because of the standards set for congested areas or standard traffic mix is 10-12 km / h, the number of passengers has not been eligible for the hall I the average number of passengers per day by 5419 as much as standard from 1000 to 1200 and for corridor II of 2930 passengers per day with a standard 500-600 passengers per day.Suggestions presented in this study is the need for fleet expansion given the large number of passengers per day to meet the standards set by the Director General of Communication and Information, need to be reviewed on the performance of the crew bus driver, especially considering the speed of the vehicle exceeds the Directorate General of Land Transportation Standards. This is certainly endanger passengers and crew of the bus itself, need to increase coordination with relevant parties about the existence of shelters that shelter is expected to be in a strategic location, if necessary, plus amusing shleter to increase the capacity of passengers waiting for Bus Trans Semarang, facilities note the presence in the shelter as a place to sit or read media so that passengers feel comfortable.

Abstract

The Purpose of this study is to conduct and analysis the condition of handling of street children in Social Agency of youth and sports of Semarang by using internal environment analysis organization. Analysis of the internal and external environment organisation aiming to found out the factors restridting developmentand support in the handling of street children. In conducting the analysis the condition of the handling of the street children, the researchers use a SWOT analysis (Strenght, Weaknes, Opportunities, threats). This research uses qualitative research methods, descriptive by using informants from the Social Department of Youth and Sports of Semarang, as well as the public, and members of NGOS.The results of research strategies for handling in the form of a street children Social Department of Youth and Sports of Semarang shows the condition handling street children pertaining to the conditions outside the internal and external in department has been good enough but that are still some disadvantages. To do the analysis afterwards, the internal and external this environment out of the comes factors are the economy and supporters that effects formularization strategy which will then in a test by using litmus test to measure the strategies program that exist.From the results of such research, it is recomanded that the strategic programmes have been formulated are implemented consistently and further enhanced by opening the possibility for the emergence of positive innovations in its implementation.

Abstract

Public participation is an important aspect in the success of the government's development program. Family planning is one government program that aims to control the number of residents with a way to control birth spacing and limiting births. Another goal of family planning is to improve the quality of future generations. In the family planning programs in Sub-district Pedurungan, public participation is a form of public awareness to share the support of one of the national government's programs in an effort to control the population and improving the quality of human resources. Technical Implementation Unit of Bapermasper and KB (UPTB) Sub-district Pedurungan which is representative of bapermasper and KB Semarang acts as a supervisor, executive and government officials who deal with matters of family planning in Sub Pedurungan. The purpose of this research is to see the form of community participation in family planning programs, the level of community participation in family planning programs and the factors that influence community participation in planning programs in Sub-district Pedurungan. The results of this research are the form of community participation in family planning programs in Sub Pedurungan is pseudo participation. Levels of community participation is at the level of tokenism and there are three factors that affect the participation of the six factors studied . Factors affecting the society is education background , gender and external factors comes from the government
