Abstract

Recognize that Padang City has a high potency of earthquake and tsunami, Badan Penanggulangan Bencana Daerah dan Pemadam Kebakaran (BPBD-PK) of Padang City is formed as the Coordinator and Implementor of Disaster Management at the local level. The mitigation activities used to reduce the hight risk of negative effect of the earthquake andtsunami such as formulate regulations as a reference of mitigation, hazard maps, socialization and simulation, procure The Early Warning System, Determination of earthquake-safeconstruction, and manufacturing lines and evacuation (shelter). Conservation of coastal forests do not become the main focus of the Government of Padang City.Mitigation earthquake and tsunami based on principle of coordination in order to deploy and mobilize all the resources that needed to actualize the prevention and preparednesssuccesfully in Padang City. There are some constraints that used to faced are limited funds, the lack of apparatus ability, and the high level of the turn-over of employees. Based on the results of the research, Researcher recommend that the strengthening of cooperation with other parties in order to overcome obstacles in implementing the mitigation of earthquake and tsunami.

Abstract

In addressing the impact of the economic crisis that Indonesia, the government implemented a policy to boost the economy of the community programs one of which is in the Local Community Development Programme. Besides PEMD intended to pursue economic recovery. Background Researchers took the title is the number of masyaraka response to the successful implementation of the PEMD program. The problem of this research is conducted and how this mplementasi anything what the obstacle is less successful PEMD program is implemented in the Dinas Peternakan dan Perikanan Grobogan Purwodadi particular districts. This study has the purpose to determine the implementation of the Regional Program for Community Empowerment (PMD) in the District Purwodadi and seek solutions to problems in handling suspected in program implementation (PMD) in the of field Purwodadi Ranch. This study is also expected to provide input to be considered for implementing the PMD program or planning similar programs in the future so that the weaknesses and obstacles can be overcome with good. This research is a descriptive qualitative research. In this study, researchers tried to explain the faktors that affect the implementation of the PMD program. Faktors that influenced them, SDM and attitudes of the target group to be applicable programs. Sources of data used in this study include sourced from interviews, observations, documents, annual activity peternakan & perikanan. The conclusion from this study is that the attitude of the community to support and participate actively in the implementation has been good, although in terms of in-depth understanding of the program is still lacking. Barriers that take place between them is less deep kemasyarakat socialization so that the level of understanding is still kurang..Disarankan dilaksakan as often as possible in order to socialize and review the situation in the field so that breeders know and listen to their complaints. The quality of a good resource that can conduct the start of the planning, implementation, coordination of activities up to, the valuation report preparation dane. The attitude of the target group is indicated by the level of involvement they follow the events that are planned in this PMD program.

Abstract

Disaster in indonesia, it is not a stranger because it must be managed wellso there is a risk that may reduce. This study focused on the readiness of disaster management in regional disaster management agencies semarang city, hether in accordance with the theory of disaster management is pre stage of the disaster , disaster occurs , and after the disaster. And the purpose of this research is want to describe the management of disasters in the disaster on BPBD Semarang city also aware of the barriers faced in disaster management.A method of research in wearing that is descriptive qualitative with conductan interview to the speakers who have been in chose last time to get result is in want. The results obtained through interviews with a focus on three stages is pre disaster , when disaster , and after the disaster that BPBD Semarang city did not have the procedure remains at handling the disaster and monitoring. Hence BPBD Semarang must immediately realize the procedure remainshandling the disasters and their supervision, So that when tackling the disaster can walk with effective and efficient, for coordination must be in the fix that go well and the realization of BPBD ready to cope with the disasters in the city of Semarang

Abstract

E-Procurement is a process of procuring goods / services that are implemented using information technology according to statutory provisions. E-Procurement emerged as the answer to the case of corruption in the implementation of procuring goods and services in Indonesia. The existence of E-Procurement become an interesting phenomenon because the implementation is different from conventional procurement. E-Procurement are expected to answer the expectations of society in order to create a process for of procurement of goods and services that are accountable, transparent, effective and efficient. Based on the regulation No. 11 Year 2008 regarding Information and Electronic Transactions which explains that utilization of information technology was instrumental in trade and growth in the national economy for the welfare of the community, the Department of Highways of Central Java Province implementing E-Procurement since 2009. In its implementation, it was found some problems and obstacles. The problems that arise such as denial and resistance where the service provider are more comfortable to conventional procuring process.

Abstract

The human resources of the organization has a variety of characteristics, including the ability to work, motivation and performance it has. These three components are closely related and are in themselves employees who carry out everyday tasks. The success of an organization is influenced by the performance of employees. This research was conducted to determine the relationship of ability and motivation with employee performance Bureau Regional Secretariat Governance of Central Java Province. In this study, using quantitative research techniques nonprobality census sampling sampling in which 47 respondents. Testing hypotheses using Kendall Rank as an ordinal of data. The studies results shows that (Z count (2.46)> Z table (1.96)) there is an acceptance of the hypothesis that there is a positive and significant correlation between the ability of employees (X1) and Performance (Y). (Z count (2.94)> Z table (1.96)) there is an acceptance of the hypothesis that there is a positive and significant relationship between motivation (X2) and Performance (Y). (ƒÓ2 count (104.742)> ƒÓ2table (71.308)). The acceptance of the hypothesis that there is a positive and significant correlation between the ability of employees (X1) and motivation (X2) and Performance (Y).

Abstract

Electricity is the very important life needs in supporting daily activities. Therefore, as the provider of national electricity services, PLN strive to fulfil the needs maximally. One of the cause of the problems is the high level of losses because of both technical and non-technical factors. The aims of this research are to describe the implementation of Power Consumption Control Program (P2TL) in Semarang City, the problems and obstructions occurred in the program implementation, and the solution for the problems. The research type applied was phenomenology. The research design used in this research was the qualitative research with inductive approach. The phenomena or symptoms in this research were the implementation process of P2TL, consemer participation in the implementation of P2TL, Human Resources availability, implementor understanding and legal assurance. The phenomena and symptoms were obtained besed on the observation and field survey results. In accordance with the research result, in general the imlpementation of Power Consumption Control program (P2TL) in Semarang City has not run well and maximally. It is based on the research and findings in the field that it as faound some infelicities in the implementation process implementor do not have clear job description and organization, and involvd the third party in the organization structure. Then, in the legal assurance regarding the sanctions imposed, there was not transparency between the implementor and policy receptor (consumers/people).

Abstract

RSUD Kabupaten Sukoharjo is refferal hospital for Jamkesmas patients. The implementasion of Jamkesmas based on the Ministry of Health Regulation No. 40 in 2012. The issue of outpatient Jamkesmas service is about difference Jamkesmas patient and general patient services. This research to describe and analyze the quality of outpatient Jamkesmas service and dimensions that support and obstruct it. This research use the qualitative descriptive methods. This research based on the six dimensions of Zheitmal et al, Salim & Woodward and Lenvinne theory. Tangibles, there was no difference in the use of infrastructure. Reliability, the ability of employe to serve adjusted the skill and training supports. Responsiveness, less respons to accept complaint and suggestion from patients. Courtessy, It has not shown friendly attitude, polite and responsive. Equity, there was still a difference service by the attitude, counter, drugs and procedures. Accountability, there was no evidence transparency of employe service. The Conclusion is quality of outpatient Jamkesmas service still unsatisfactory. The Advice is given to obstacle dimension of service by increasing the use of criticism and suggestion facilities , employe serve heartedly, there is no difference service and give the evidence of service.

Abstract

Purpose of this study ato determine whether there is communication or relationship between the government and the public on the implementing of law number 22 of 2009 on the application of SNI helmet standards in the city of Semarang. Used theory is the theory of Merilee S. Grindle, the study was designed and analyzed qualitatively deksriptif. Data collection was done by library research, observation, and in-depth interviews with a number of informants. Analysis used is deductive analysis, because the analysis of the data ini the study of the standard helmet SNI is taken based on the phenomenon that is being seen.The result of this study indicate a lack of socialization is intensified by Satlantas Polrestabes to the community in the implementing of Semarang city law number 22 of 2009 on the application of ISO-Standards helmets in the city of Semarang. Implementing of the application program needs to aa a more effective from of activity in the socialization process. So that people can understand the purpose of the policy, and shape its program of activities must be done continuously.It can be concluded that the standard helmet SNI policy implementing in the city of Semarang was considered quite good. But to get maximum result in its implementing, should be stepped up Satlantas Polrestabes continous dissemination to all the people in the city of Semarang.

Abstract

The aim of this research is do the analysis afterwards the condition of tourism karaton surakarta hadiningrat, do the analysis afterwards environment both internally and externally to know a factor and supporter of the development of tourism, the economy and formulate a strategy to develop tourism. Used in the analysis method of analysis training strategic environment that exists in the development of tourism. This research using a descriptive qualitative research with the use of an informant who is derived from karaton surakarta hadiningrat as the management of tourist attractions museum karaton surakarta hadiningrat, the hotels and travel bureau of tourism as well as visitors karaton surakarta hadiningrat tourist attractions.The results of research that in tourism development strategy karaton surakarta indicated that during this condition has not been maintained, tourism potential optimally the environmental condition internal and external also is good but there are still deficient, the excess there are still on the weak quality of its human resources, the absence of education for employee dept. of tourism in the region, as well as several other supporting facilities and its appendages are lacking. To do the analysis afterwards environment internal and external then obtained a factor of the economy and supporters that affects in formulating strategies which will then tested using litmus test for measuring the degree of kestrategisan program by virtue of the score that exist.Of this research, advised to strategic programs that have been formulated carried out consistently and further improved with opens up the possibility for the emergence of inovasi-inovasi positive in its implementation.

Abstract

Issues regarding Trash is one of the main problems faced in every big city, including the city of Semarang. Formulation of Semarang Local Regulation Number 6 of 2012 on Trash Management aims to address the problem of waste from upstream to downstream. Policy formulation phase is the most crucial stage for the formulation of good policies that will creat a good implementation as well. Good Governance explicitly wants the need for an active role of the public and private sectors in the implementation and formulation so that it supports the establishment of policy networks. This research aims to explain the formulation of policy networks. This research used a qualitative descriptive method to analyze the process of formulation of policy networks. To answer the problem and purpose of this research, the authors used the theory R.A.W. Rhodes in analyzing the formulation of policy networks. The results of this research indicate that the formulation of policy networks and the only normative integration and relationship with the public has not been properly created eventhough no political interest in it. This is due to the unavailabity of larger space for the public and private sectors in the process formulation local regulation on trash management. The suggestion might be to increase public participation and private sector in the process of formulation local regulations, both the process of making an academic paper and draft regulations.
