Abstract

This research is entitled Mapping the Tourism Potential of the Old City (Study of the History, Region and Cultural Value of the Old City on Bangka Island). The research objective was to map the tourism potential of the old city in Bangka Island, namely Belinyu and Muntok Districts. Overview this social mapping is divided into three aspects which include history, territory and cultural values. The problems in this study are formulated in three main questions, namely (1) How is the distribution of the old cities of Muntok and Belinyu based on Chinese, Malay and European clusters? (2) How does the distribution of the Chinese, Malay and European clusters affect the tourism promotion of the old city in Muntok and Belinyu? (3) How does Toponimi affect the tourism promotion of old cities in Muntok and Belinyu?The location of the study was conducted in Belinyu and Muntok Districts. The consideration is based on the search results of secondary data showing that these two regions were formerly known as the central areas of the Dutch colonial government (Muntok) and the center of tin mining activities (Belinyu).The research method used is descriptive qualitative research with social mapping techniques. Sources of data in this study include primary and secondary data. Primary data is obtained by means of interviews and direct observation from the speakers. Secondary data was obtained from reference books, research journals, and references through the internet that were related to the tourism potential of the old city.

Abstract

This study discusses the Procurement and Distribution of 2019 Election Logistics in Riau Province, Election Logistics has a central and strategic role as one of the aspects that determines the success of the election. The process included in the Election Logistics Distribution is the process of sending, receiving and withdrawing logistics. Based on the results of the 2019 Legislative election evaluation in the General Election Commission and the facts on the ground that there are weaknesses and shortcomings to the distribution process and monitoring of the 2019 Election Logistics in Riau. These shortcomings and weaknesses result in late ballot papers for people who will participate in voting. Through the Framing analysis approach, this research explains that Logistics Procurement and Distribution is still constrained by mechanisms that have not integrated technology such as the availability of Procurement and Distribution that are offline. Therefore, the Election Logistics Accessibility mechanism needs to be designed with an online model using information technology.

Abstract

Tulisan ini membahas tentang keberadaan Ikatan Keluarga Minangkabau (IKM) dan Tungku Tigo Sajarangan dalam kemenangan perantau Minangkabau Caleg pada Pemilu Legislatif 2019. Minangkabau adalah satu diantara suku bangsa di Indonesia yang identik dengan sistem kekerabatan matrilineal dan tradisi merantau yang sudah melembaga. Merantau menjadi modal berharga yang didayagunakan oleh Caleg perantau Minangkabau untuk mendapatkan dukungan suara pada kontestasi Elektoral. Penelitian dilakukan terhadap dua orang Caleg perantau Minangkabau yang maju untuk DPR-RI. Metode penelitian adalah kualitatif dengan tipe studi kasus. Data dikumpulkan dengan melakukan wawancara kepada caleg perantau Minangkabau, masyarakat pemilih dan orang-orang yang terlibat dalam proses pemenangan caleg seperti tokoh adat beserta komunitas masyarakat Minangkabau di ranah maupun di rantau.

Abstract

This study is an analysis of social movement process in collective action context of Local people in Bangka Islands to resist Nuclear Power plan establishment. This study is to analyze social movement process based on collective action which becomes a penetration for lower class people to resist the plan. It is interesting since some structural factors affects social movement penetration in Bangka Belitung. This paper used Anthony Giddens perspective about collective action on social movements. The method used was study case with qualitative descriptive analytic approach. The conclusion of this research is that there is a political network of movements supporting and opposing the development of PLTN. Apart from that, there are power relations between the two movement groups. The support group consists of BATAN which is then supported by the regional government of Bangka Belitung Islands Province, and several district governments on Bangka Island. The second party is the party that opposes the plan to build a nuclear power plant, this party is led by Walhi Bangka Belitung which is supported by local NGOs, national NGOs, mass organizations and student organizations.

Abstract

This study examined the cultural capital possessed by Minangkabau nomads as the candidates of the DPR-RI Legislature in the 2019 Legislative Elections. Minangkabau is one of the ethnic groups in Indonesia which maintains a matrilineal kinship system and a tradition of merantau (travelling in pursuit of success). Merantau becomes a significant investment used by Minangkabau nomads to gain vote support for their candidacy as a member of the DPR-RI legislature in electoral political contestation, including the 2019 Legislative Election. The study utilized a qualitative descriptive method to collect data through interviews and documentation studies. The study results revealed that the figure of Minangkabau nomads candidates possessed the cultural capital and were able to manage this cultural capital to succeed in gaining significant victories in their respective constituency. The cultural capital of Minangkabau nomads could be seen from the two figures of Minangkabau nomads legislative candidates, namely Fadli Zon and Jon Erizal, including the institutionalized tradition of merantau, and the role Tungku Tigo Sajarangan (the traditional leaders) in the matrilineal kinship system. Through adequate cultural capital, the Minangkabau nomads were able to secure a big victory in their respective electoral districts.

Abstract

The main focus of reform in Indonesia is the realization of a civil society that embodies the principles of good governance. The study aims to examine and analyze the phenomenon of good local governance in Sawahlunto’s Municipality. This study employs a qualitative approach with a descriptive case study. The data collection technique is conducted through interviews, documentation, and observation, employing the triangulation of data. The informants were selected via purposive sampling. The conclusion drawn from this study is that, in terms of accountability, it must be published in the LAKIP and LKPJ as a tool of government information systems, and it is recommended that private accountants conduct audits on specific programs or activities. For Transparency, conducting public hearings for every policy decision concerning public interests, publishing every service procedure, establishing a Short Message Service (SMS) Centre, and holding regular meetings between the local government and stakeholders. The involvement of the community in the planning, implementation, and monitoring of development activities is facilitated through various mechanisms such as the Village and Sub-district Development Planning Meeting (Musrenbang Desa dan Kelurahan), the District Development Planning Meeting (Musrenbang Kecamatan), the Forum of Regional Work Units (Forum SKPD), and the City Development Planning Meeting (Musrenbang Kota). These processes aim to stimulate the grassroots economy and establish the City Development Facilitator (Fasbangkot).

Abstract

This research was conducted with the aim of explaining the erosion of local wisdom among the Mapur people in the utilization of forests amidst the expansion of oil palm plantations by PT. GPL in the Air Abik Hamlet, Bangka Regency. The research used a qualitative descriptive approach. The data collection process was carried out through interviews, observations, documentation, and various secondary data sources, including official documents, mass media reports, scientific articles, books, papers, and previous research reports discussing the Mapur community. The results of this research indicate that since the era of regional autonomy, the local wisdom possessed by the Mapur people has been disrupted due to the presence of oil palm plantation companies, predominantly PT. GPL, expanding land, especially in the Mapur people's customary forests. This expansion, whether realized or not, has taken over most of the customary forest land that has been guarded and preserved for their livelihoods. In addition, the knowledge held by this community about environmental conservation, including the use of natural medicines, codes of conduct, traditional rituals (beume), nujuh jerami, as well as local wisdom about forest utilization, is also gradually eroded along with their existence. The loss of these traditions and local wisdom also means the loss of the identity of the Mapur people, who are the oldest Malay tribe on Bangka Island, living in harmony and wisdom with nature.

Abstract

This research aims to analyze how efforts to implement Gender Mainstreaming in Tri Dharma, namely education, research, and community service at the Faculty of Social and Political Sciences (FISIP), University of Bangka Belitung. Furthermore, it also looks at the opportunities and challenges in efforts to implement Gender Mainstreaming into part of the education program. The theory used in this study uses the theory of Van Meter and Van Horn (1975). The research method used is a qualitative method with a descriptive approach with the types and sources of data used including primary data and secondary data. While data collection techniques are interviews, observation, and documentation. The results of this study show that FISIP has efforts in integrating Gender Mainstreaming. The efforts made in education are through the gender course curriculum, public lectures, webinars, seminars, workshops, and collaboration in strengthening the serious commitment of the campus in realizing a model of organizing the Tri Dharma of Higher Education that priotizes Gender Mainstreaming. Furthermore, in research and community service, in line with the Faculty’s field of science and humanities studies, namely social and politics, lecturers and students cannot be separated from studying topics or issues that occur in the community as a discussion in research and community service, which looks at how the relationship and interaction of the community in it. Furthermore, there are several opportunities with the implementation of PUG, which include increasing gender equality in educational access and participation, strengthening research and teaching with a gender perspective, promoting a more inclusive and gender-friendly culture, creating gender-aware physical facilities, improving the image and reputation of the Faculty, strengthening cooperation and there are also several challenges such as the form of regulation, institutional capacity, and pressure from the community in efforts to implement Gender Mainstreaming policies at FISIP, Bangka Belitung University.

Abstract

This study aimed to describe and analyze the implementation of decentralization in educational management in Sawahlunto, specifically in School Based Management (SBM) at the level of secondary education. It uses the concept of decentralization, Educational Management, and School-Based Management (SBM). This study applies a qualitative approach design of descriptive analysis case study and collecting the data by interviewing and documentation. Informants were selected by purposive sampling. The study shows the implementation of decentralization in educational management particularly in the implementation at the level of secondary education must be completed so it can be more optimal. In its implementation efforts, carried out the stages to improve the performance of school management organizations, the management of human resources, teaching-learning process, administrative resources, Educational Services School-Based Management, and Quality Improvement of Education and Manpower Education. The local government is currently implementing the three pillars of educational development. In accordance with the Local Government Work Plan (RKPD), School-Based Management Improvement Program is one of the Educational Department programs. It is one form of decentralization in educational management, the implementation is expected to improve the quality of education in Sawahlunto at every level of education
