Abstract

The effort to strengthen the village is the constitutional mandate contained in Law Number 6 of 2014 concerning Villages. the law is considered to place the village government as the subject of development in the village, has broad autonomy, and has broad authority in regulating governance in accordance with the potential of each village. On the other hand, there are concerns from the village government because they do not have the ability to carry out the village law mandate. Responding to village worries in North Halmahera, a North Halmahera Regent Decree was born numbered 814.1 / 2018 concerning Appointment of Regional Contract Workers with Work Agreements in Villages in North Halmahera Regency. This study aims to analyze the implementation of the policy for the appointment of regional contract workers in an effort to strengthen villages in North Halmahera Regency. Furthermore, this study uses qualitative research methods. Because of this the unit of analysis of this research is the village government of the Central Tobelo sub-district and the results of this study indicate that the Regional Government Policy of the North Halmahera Regency in the appointment of regional contract workers did not run smoothly in accordance with the program's objectives, due to lack of communication or direct socialization to the village government or community. Most of the contract workers assigned in the villages cannot carry out their main tasks, because of their limited capacity and because they are not given assignments by the local village government. As for funding this program, there is no problem, all regional contract workers are paid above the district minimum wage standard. In the implementation of regional contract personnel recruitment has been carried out openly and transparently. Furthermore, there is no good collaboration between the Regional Personnel Agency and Apparatus Resources with the Community and Village Empowerment Agency in coaching and training so that contract workers cannot carry out their duties properly.

Abstract

The main objective of this paper is to see the struggle of village leaders since the birth of law number 6 of 2014 concerning Villages with a description of the phenomenon of simultaneous village head removal in the northern Halamhera district in 2018. The birth of the village law made the village position shift from the administrative area in Under the regency and sub-district becomes the right to regulate and manage self-government affairs with its privileges to provide recognition and respect for existing villages with their diversity before and after the formation of the Unitary State of the Republic of Indonesia, strengthening village communities as the subject of development known as Village Development means participating in planning and decision making and Village Building means as the main actor (subject) who plans, finances and implements it. The phenomenon of seizure of power in the village also occurred in North Halmahera through the Village Head Election  simultaneously in 2018, the number of participants participating in the village head electoral competition reached 8 to 9 people / village, in addition academics with Doctoral degrees also participated in taking leadership village. The research method used is a qualitative method.

Abstract

The government’s commitment to alleviate poverty today is highly important. However, the commitment must be followed by an effective policy. The Policy of Home Construction for Poor Family in the form of home renovation activity is the realization of the government’s commitment of North Halmahera Regency to alleviate poverty. The problems was that the activity did not reduce poverty and some houses were improper to reside. The aim of the research was to evaluate the success of the poicy of home construction for poor people considering the indicators of William Dunn evaluation, effectiveness, sufficiency, alignment, responsiveness, and accuracy. The research used qualitative approach with the technique of purposeive to determine key informant. The evaluation results show that the policy was not successful as indicated by the presence of poverty, improper house to reside, no empowerment to the target families, and the program was not the need of the people. Abstract

Kualitas pelayanan merupakan suatu fenomena yang unik, sebab dimensi dan indikatornya dapat berbeda diantara orang-orang yang terlibat dalam pelayanan. Kualitas pelayanan seringkali digunakan untuk melihat bagaimana kinerja pelayanan  organisasi  publik.  Pelayanan  umum  di  Polres Halmahera Utara  urusan pembuatan SPKT, SIM dan SKCK merupakan salah satu fungsi tugas pokok, oleh karena itu penelitian ini bertujuan untuk menganalisis Kualitas Pelayanan Publik di Polres Halmahera Utara. Pendekatan teori yang digunakan dalam penelitian ini adalah menurut Stemvelt  (2004) yang terdiri dari 5 pendekatan yaitu: Bukti  Fisik  (Tangible), Kehandalan (reliability), Daya Tanggap (responsive), Jaminan (assurance), Empati (emphaty) untuk mendapatkan gambaran yang jelas permasalahan yang ada di Polres Halmahera Utara dengan pendekatan kuantitatif  yang bersifat deskriptif dan cenderung menggunakan analisis dengan menggunakan pendekatan deduktif-induktif pengumpulan data menggunakan kuesioner (angket) dan instrumen penelitian. Hasil penelitian menunjukkan bahwa Bukti  Fisik  (Tangible), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 50 % Kehandalan (reliability), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 74 %. Daya Tanggap (responsive), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 57 %. Jaminan (assurance), mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 78 % dan  Empati (emphaty) mempengaruhi kualitas pelayanan publik yang dimana hubungannya sebesar 63 % sangat kualitas pelayanan di Polres Halmahera Utara.Kata Kunci : Kualitas Layanan, Pelayanan Publik, Kebutuhan Masyarakat

Abstract

The tourism sector is an important part of realizing the economic equality of the community, especially those in the Coastal areas that are highly dependent on marine resources directly. Tourism industrialization provides space for investors or capital owners to enter, thus leading to a view of capitalism that raises grabbing resources. Privatization and industrialization of tourism not only have an impact on people's lives but also affect the quality of the environment around tourism sites. Industrial tourism is only felt by a handful of people so that the need for tourism management is environmentally friendly and the welfare of the surrounding community. This article uses descriptive qualitative methods and uses literature studies from various sources. Explanation of the contents of this article finds that tourism industrialization has an impact on community conflict, socio-cultural changes and the formation of power relations. Indonesia can be a pilot from other countries in developing ecotourism. Indonesia is currently an area that has natural beauty that can be used as an ecotourism potential. For example, regions in Indonesia that should be used as ecotourism objects include Minahasa, West Sumatra and Lombok.Keywords: Ecotourism, Tourism Industry, Marine Ecotourism.

Abstract

Along with decentralization, poverty alleviation efforts are not only the responsibility of the central government but also the local government by presenting various policies. One policy that is considered to empower the community is the policy of poverty alleviation through home surgery program conducted by North Halmahera District Government precisely in North Loloda District. The purpose of this research is to analyze the implementation of poverty alleviation policy through home surgery program. The results of this study show the implementation of the home surgery program is not in accordance with the program objectives and expectations of the program itself, this is seen from: First, the lack of communication or socialization directly to the community about the home surgery program. Secondly, the manpower who used to make the house is a Civil Servant who certainly has no expertise in working and making homes and budgets that are not available in the North Halmahera District Budget in 2011 and part of the budget is collected of the contributions of certain parties. Thirdly, local governments do not have a commitment in terms of honesty and democratic, wherein the implementation of programs in the field there are still jobs that are not on the target program and there is injustice in determining target families. Fourth, the implementation of the program is not in accordance with the mechanism as expected because the project of home surgery program is not planned and planned in the Regional Budget in 2011, also some of the funds collected from non-governmental organizations and Civil Servants and labor in use work is a civil servant.

Abstract

Dalam perspektif undang-undang No 6 Tahun 2014 tentang desa, sangat mengganggu penyelenggaraan pemerintahan desa, karena masing-masing pihak saling mengklaim batas desa dan potensi desa, sehingga berakibat bagi konflik pemerintahan desa, yang disebabkan dalam perspektif Hukum administrasi semestinya kedua Pemerintah Kabupaten Halmahera Barat dan Halmahera Utara tidak boleh melaksanakan lagi Tugas-Tugas Pemerintahan Kabupaten dalam satu desa administrasi atau Pemerintahan desa pada wilayah desa tersebut tetapi selama aktivitas pemerintahan masih terus berjalan. Olehnya melalui penelitian ini penulis mengunakan Metodologi penelitian Hukum Yuridis Normatif dengan pendekatan yang digunakan adalah Pendekatan Perundang-Undangan (Statuta Approach) dan pendekatan Kasus (Case Approach) pendekatan tersebut malakukan pengkajian peraturan-undangan yang berhubungan dengan tema sentral penelitian dengan prosodur dari bahan hukum Baik bahan hukum Primer atau sekunder berdasarkan topik permasalahan yang telah dirumuskan berdasarkan peraturan peraturan-undangan yang dikaci secara komperensif
