Abstract

The Indo-Pacific region, being vast and full of potential, has become an arena for complex geopolitical competition among major powers. This article analyzes the Super Garuda Shield Exercise as an important instrument in responding to those dynamics. Using the approach of the balance of power theory and defense diplomacy, this article discusses the Super Garuda Shield exercise as an instrument of the balance of power in great power competition and its role as a tool of Indonesia's defense diplomacy. The research results show that the Super Garuda Shield exercise is an important instrument in the balance of power strategy in the region. Through this defense cooperation, Indonesia seeks to balance China's growing influence without getting trapped in a formal alliance. This demonstrates how Indonesia implements an independent-active foreign policy and its proactive role as a middle power in maintaining regional stability. This article emphasizes the importance of collaboration and coordination to establish a regional security order that is adaptive to increasingly complex geopolitical dynamics.

Abstract

As the world’s largest archipelagic state, Indonesia holds a strategic geographical position that simultaneously renders it vulnerable to multifaceted maritime security threats. One of the most pressing recent issues is the construction of a coastal barrier (pagar laut) along the Tangerang coastline in Banten Province, which has raised significant legal, social, and environmental concerns. This study examines the legality of such structures through the lens of international maritime law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982. Employing a normative legal approach and qualitative analysis, this research assesses both national and international legal instruments relevant to maritime space governance. The findings indicate that the unauthorized construction of the coastal barrier violates several national regulations namely, laws governing coastal management, marine utilization, and environmental protection while also infringing upon core UNCLOS principles such as the right of innocent passage, freedom of navigation, and marine environmental protection. This study underscores the urgent need for integrated national maritime governance, regulatory harmonization, and cross-sectoral coordination to ensure compliance with international legal standards and safeguard public access to marine spaces. The Tangerang coastal barrier case exemplifies the rise of non-traditional maritime security threats in Indonesia, calling for more assertive and structured legal and policy responses.

Abstract

The South China Sea is a strategic water area connecting East Asia, the Pacific Ocean, and the Indian Ocean, and is the main route for around 30 percent of international trade shipping. This area is also rich in energy resources, such as natural gas and petroleum. However, in recent decades, the South China Sea has become the center of territorial disputes due to unilateral maritime claims by China through the Nine Dash Line principle which covers up to 90 percent and is contrary to the Law of the Sea. China even builds artificial islands equipped with military infrastructure, which increases tensions in the region. Through the approach of the realism paradigm, as well as the theory of complex regional security and maritime security as well as literature analysis, this article discusses the implications of China's artificial island construction on maritime security in Southeast Asia, especially for countries such as Vietnam, the Philippines, Malaysia, and Brunei Darussalam. This article emphasizes that China's actions have implications that greatly disrupt the stability of maritime security for countries in the region located in the South China Sea waters.

Abstract

This study compares sex work regulations in Indonesia and Thailand through the lens of human security. Using qualitative comparative literature approach, the research analyzes four core dimensions including health, economy, legal protection, and social inclusion. Findings show that Indonesia still relies on criminalization, which exacerbates vulnerability, restricts access to health services, and reinforces stigma. Conversely, Thailand is undergoing a regulatory transition marked by community engagement, harm reduction practices, and early steps toward decriminalization. However, Thailand’s policy remains incomplete in addressing the rights of migrant and transgender sex workers. The study concludes that while Thailand provides a more inclusive model, both countries require further policy reform distinguishing voluntary sex work from exploitation, strengthening grassroots organizations, and regional policy harmonization under ASEAN human rights framework.

Abstract

This study analyzes the security policies implemented by President Nayib Bukele in El Salvador and their implications for crime rates and democratic institutions. Using a decriptive qualitative approach, the study finds that although crime has significantly declined, it has come at the cost of weakned democratic instutions, rising electoral authoritarianism, and the use of fear-based politics to gain public legitimacy. Mass detentions, reduced civil liberties, and the centralization of executive power show that stability is being built not through repressive control. Furthermore, vulnerable groups such as the poor and women are disproportionately affected between public security and human rights protection to avoid deepening structural inequalities and creating new forms of social vulnerability.

Abstract

The illicit circulation of small arms and light weapons along the southern border between Indonesia and the Philippines presents a critical challenge to both national and regional stability. The remote and difficult-to-access terrain, coupled with the frequent movement of non-state armed actors, contributes significantly to the deteriorating security landscape. This paper explores how effectively Indonesia and the Philippines have implemented the United Nations Programme of Action (UNPoA) in their efforts to combat this issue. Using a qualitative approach through literature review and guided by the international regime theory, this analysis highlights the current limitations in addressing the problem. Despite formal commitments by both governments through ratification and periodic reporting under the UNPoA, the actual enforcement on the ground remains inadequate. Key obstacles include poor coordination among domestic agencies, insufficient operational resources, and a lack of robust cross-border collaboration. This study emphasizes the necessity for continuous adaptation and local contextualization of international frameworks to ensure they can be realistically and effectively applied in areas with unique challenges.

Abstract

Beyond traditional armed conflicts, sovereignty threats may also arise through non-military means such as unilateral territorial encroachment. One of the pressing issues currently confronting Indonesia is the increasing occurrence of unauthorized fishing, which poses a serious risk to the country’s maritime security. This paper explores how the intensifying dispute in the South China Sea indirectly influences the surge in illegal fishing within Indonesian waters, particularly around Sulawesi. Escalating regional tensions have disrupted the governance and oversight mechanisms responsible for managing Indonesia’s marine resources, especially in its eastern maritime zones. This study employs a qualitative approach through an in-depth literature review. Descriptive analysis is used to identify recurring patterns and underlying factors driving the rise of unlawful fishing practices.

Abstract

Populist politics, are strategies, that due to its versatile nature has been implemented in different regions across countries with different characteristics. India, as a nation ruled by Hindu majority, saw the rise of Narendra modi, a politician commonly known for its strategies to appeal to the Hindutva India. A hardline Hindu majority striving to establish a puritan Hindu Indian nation. During his attempts to appeal into the Hindu majority, Narendra Modi commonly applied narratives that divide the majority and the Muslim minority, much to the loss of the minority Muslim community caused by constant antagonization and demonization commonly found within Modi’s political practices. The implication of such strategies however, are not limited to muslims within India, but also saw the implications of Indian governments attempts to appeal into the broader Hindu narrative seeping into Indian foreign policies and stances, most commonly affecting its closest Muslim neighbor, Pakistan. This paper then, aims to research the populist politics applied by Modi during his reigns in India, and how it affects the security of Pakistan utilizing a realist prespective.

Abstract

Konflik Rusia-Ukraina menjadi sebuah peristiwa global yang sangat mempengaruhi situasi dan kondisi dunia internasional dewasa ini. Telah banyak dampak yang telah ditimbulkan oleh peristiwa ini baik dari sisi kemanusiaan, ekonomi, politik dan energi. Akan tetapi, pada tulisan ini yang menjadi fokus pemabahasan adalah terkait dampak yang ditimbulkan di sektor energi sebagai akibat dari konflik ini. Untuk dampak tersebut, tidak dapat dipungkiri memang cukup signifikan mengingat kedua negara memiliki posisi yang sentral di pasar energi internasional dan terbukti sejak terjadinya penyerangan menimbulkan kenaikan harga bahan bakar fosil di pasar internasional. Tulisan ini akan melihat IEA sebagai aktor yang memiliki kapabilitas dalam hal energi global terkait dengan perannya dalam menghadapi dampak yang ditimbulkan oleh konflik pada sektor energi. Penelitian ini menggunakan metodel penelitian deskriptif kualitatif dengan sumber-sumber data yang diperoleh melalui studi kepustakaan. Hasil kajian menemukan bahwa ternyata IEA telah melakukan berbagai rangkaian upaya terkait dengan isu krisis energi akibat konflik Rusia-Ukraina yaitu mengeluarkan cadangan gas yang dimiliki guna mencegah kekurangan pasokan di pasar global, selain itu juga mengeluarkan pedoman ‘Rancangan 10 Poin’ serta turut aktif memberikan bantuan kepada pihak yang terdampak.
