Abstract

Pemilihan umum pada subtansinya adalah merupakan wadah untuk mendapatkan seseorang pemimpin dan wakil rakyat untuk menduduki jabatan tertentu. Kehadiaran seorang pemimpin dan wakil rakyat dari proses pemilihan umum diharapkan mampu mengisi dan memberikan perubahan dalam penyelenggaraan pemerintahan di Indonesia. Namun berbagai permasalahan yang dihadapi dalam proses pemilihan umum baik di tingkat pusat dan daerah tidak bisa dipungkiri telah menjadi faktor penghambat dalam menciptkan kepemimpinaan dan wakil rakyat yang dicita-citakan. Masyaraka Indonesia belum sesungguhnya berada pada subtasi pemilu dalam rangka melahirkan kepemimpinan dan perwakilan yang ideal dan bermartabat. Jika situasi ini terus berlangsung maka kegagalan dalam pembangunan atau kemunduran suatu negara yang menjadi kekhawatiran banyak pihak bisa saja terjadi. Penyelenggaraan pemilihan umum semestinya menjadi tolak ukur perubahan pembangunan disegala bidang. Oleh karena itu ada empat hal yang perlu mendapatkan perhatian yakni, penyelenggara pemilu, partai politik, pemerintah dan masyarakat pemilih. Keempat elemen tersebut merupakan satu kesatuan dalam pemilihan umum untuk mencitpkan pemimpin dan wakil rakyat yang ideal.

Abstract

The demands of services that priority the needs and demands of society will be difficult to be realized without the responbility of every apparatus government. The complain and even critics who often delivered about the low quality of public services at all levels has become the theme of daily conversation. All the evidence for the low quality of service received by society. The importance of building responsilbe government services because the society has the right to obtain services that prioritize the objectives development. This is based on the idea that the government is actually formed to provide services to the society and in fact the government to gain power in a democratic state is a mandate of society. The organizations of government are often referred to as ’society of services’ (public servant). In reality, not all officials government / administrators have realized the importance of service. The closer relationship between the service with the responsibility, the lack of undersatnding of the government apparatus for the importance of the service indicates the weakness of the responsibility of the apparatus government. The complaint from society of poor and disappointing services from the government and the flow of stories power abus. One of the causes, of all that is the lack of government responsibility to the society. An understanding of how to bulid government services is responsibility.

Abstract

The Government's Policy on the Development of Work Competencies through the Pre-Employment Card ProgramThe Pre-Employment Card Program in Overcoming Unemployment in Tebo Regency, Jambi Province is implemented bythe Implementing Management of the Pre-Employment Card Program and assisted by the Tebo Regency Department ofIndustry, Trade and Manpower. This program is structured to develop work competencies, increase productivity andcompetitiveness of the workforce, and develop entrepreneurship, the main objective is to provide training to the workforce so that the workforce can work. Therefore, the training in the program must be in accordance with the needs of the existing labor market. The purpose of this study was to determine the effectiveness of the pre-employment card program in overcoming unemployment in Tebo Regency, as well as to determine the factors that influence the implementation of the pre- employment card program in Tebo Regency. The method used is qualitative using primary and secondary data. The results of the study on the effectiveness of the Government's Policy on the Development of Work Competenciesthrough the Study Pre-Employment Card Program The Pre-Employment Card Program in Overcoming Unemployment in Tebo Regency, Jambi Province is indeed still Less Effectiv because the pre-employment card program has not yetconfirmed employment after participants become alumni of the pre-employment card. However, in terms of the accuracy of program targets, program socialization and program monitoring can be said to be effective.

Abstract

Hampir seluruh negara di dunia menghadapi permasalahan serius terkait Corona Virus Disease 2019 (COVID-19). Negara-negara yang terdampak COVID-19 telah melakukan berbagai kebijakan untuk mengatasi COVID-19 dan dampak yang ditimbulkan. Indonesia adalah negara dengan jumlah penduduk terbanyak (268,7 juta) di Asia Tenggara yang mengalami permasalahan COVID19. Pemerintah Indoenesia dalam merespon COVID 19 telah mengeluarkan kebijakan strategis mengatasi penyebaran COVID-19, yakni Pembatasan Sosial Bersekala Besar (PSBB). PSBB yang dilakukan dalam bentuk pembatasanaktivitas luar rumah yang dilakukan oleh setiap orang yang berdomisili dan/atau berkegiatan. Namun fakta memperlihatkan kebijakan belum berjalan dengan efektif. Banyak unsur atau elemen yang tidak mematuhi kebijakan PSBB yang telah diterapkan oleh masing-masing pemerintah daerah di Indonesia, bakan menimbulkan persoalan baru dalam dinamika pemerintahan yang dijalankan. Penelitian ini menggunakan metode kualitatif dengan tujuan utama deskriptif dan mengungkap. Hasil penelitian mendapati ada beberapa indikatoryang mempengaruhi keberhasilan implementasi kebijakan yakni: karakteristik dari masalah; karakteristik kebijakan; pelaksanaan kebijakan; hubungan antar organisasi; dan lingkungan kebijakan.

Abstract

The regional government has the authority to accelerate the development of some rural areas through the development of the rural regions as a form of extra encouragement from the provincial government. Rural Area Development combines inter-village action in one Regency/City to accelerate and improve the quality of services, development, and empowerment of Village communities in Rural Areas through a participatory development approach. Three villages are proposed based on the inventory and identification carried out by the local government of the Kampar Regency. They will be implemented in developing rural areas, namely Pulau Gadang Village, Koto Mesjid Village, and Tanjung Alai Village, which have links to leading tourism commodities (Lake tourism rural areas). Based on the facts in the field, there are several problems related to rural areas' development, namely land status, regulation of tourist objects, and boundaries between villages. Therefore, collaboration is needed in developing rural areas, where the local government of Kampar Regency must involve the active role of the central government, provincial government, village governments, community leaders, and companies around tourist attraction areas and universities. This study uses a qualitative method with the primary objective of being descriptive and revealing (to describe and explore). The results of the study found that the collaboration of the local government of Kampar Regency in the development of rural areas has not run optimally; this is because there is no unity of action (harmony) between collaborating elements and common perception, commitment, and motivation.

Abstract

The implementation of child protection in Rokan Hilir Regency is an important issue to study because there are still many cases of children related to physical and verbal violence, sexual violence, child custody, child neglect and children who are in conflict with the law. Violation of children's rights will actually hinder the nation's struggle, because children are the potential and the younger generation to continue the ideals of the nation's struggle. This study emphasizes that in the implementation of child protection, it is necessary to have the capacity of the local government. From the literature review conducted, there are several capacities needed for public organizations, namely the capacity of human resources, organization, systems and networks. This study uses qualitative methods with the main objective of being descriptive and revealing. The informant withdrawal technique used was purposive sampling using interview, observation and documentation data collection techniques. The results of the study found that there were still relatively high cases of children in Rokan Hilir Regency because the capacity of the local government of Rokan Hilir Regency had not been fulfilled in implementing child protection as seen from the dimensions of human resource capacity, financial capacity, organizational capacity, and network capacity.
