Abstract

Tulisan ini dipilih dengan alasan sebagai berikut : pertama akuntabilitas salah satu karakteristik good governance yang digunakan untuk melihat tanggung jawab pemerintah dalam pelaksanaan tugas yang telah menjadi kewenangannya. Sehingga pencapaian visi, misi, dan program kepala daerah dan wakil kepala daerah terpilih khususnya pada bidang kehutanan di Provinsi Riau diharapkan berjalan baik dan mencapai tujuan meningkatkan kesejahteraan rakyat sebagai objek forma dari ilmu pemerintahan itu sendiri. Pemerintahan Visioner/Visionary Governance, Besturen is Vooruitzien dalam bahasan belanda, juga merupakan salah satu asas pemerintahan untuk menciptakan pemerintahan yang mampu memandang jauh kedepan. Kedua Provinsi Riau adalah salah satu daerah di Indonesia yang memiliki potensi geografis, geoekonomi, geopolitik yang hingga kini belum dimaksilkan oleh pemerintah daerah Provinsi Riau apalagi bidang kehutanan yang memiliki permasalahan yang berdampak pada masyarakat secara luas baik nasional maupun internasional.

Abstract

The problem of rural-urban inequality can not be separated from the development paradigm that assumes thatconsidered better urban and rural areas are higher or the subordination of urban areas. The problem is growingwith the increasing levels of poverty in Indonesia, which was recorded by the BPS period March 2015 as much as28.59 million (11.22% of the total population of Indonesia) in both urban (10.65 million) and rural (17.94million soul). The poverty rate is increasing 860 thousand inhabitants of 27.73 million people in the period ofSeptember 2014, with details of the number of poor people in urban areas amounted to 10.36 million and 17.37million rural people. This paper attempts to analyze the development of villages and cities in Indonesia from theperspective of regional development and migration. Strategy is needed in rural development the city is by adopt-ing the concept of regional development and migration that it contains substances sustainable development ofboth macro and micro, so the construction of rural cities will be able to run well and in line with the Nawa Citathird Indonesian development of the region penggiran by strengthening areas and villages within the frameworkof the Unitary Republic of Indonesia.

Abstract

In Act No. 23 of 2014 there is a chapter that specifically regulates regional innovation. Mentioned that in the framework of improving the performance of Regional Government, Local Government can innovate. Innovation is all form of renewal in the implementation of Regional Government. Initiatives of innovation can come from regional heads, members of parliament, civil state apparatus, regional apparatus, and community members. This regulation becomes a door for the region to make innovations become increasingly clear. Article 386 of the Regional Government Law expressly states, in the framework of improving the performance of local government administration, local government can innovate. Conceptually Rogers (1961) explains that innovation is an idea, practice, or object that is considered new by the individual one unit of other adoption. The variables affecting the innovation diffusion stage include (1) innovation attributes, (2) types of innovation decisions, (3) communication channels, (4) social system conditions, and (5) the role of change agents. West Java Province serve as an example of a region that successfully implemented local innovation. There are three categories of innovation, namely Governance Governance Innovation, Public Service Innovation, and Sectoral Product Innovation. Governance Innovation Governance, aimed at improving Government performance, apparatus professionalism, and expansion of public participation. While Public Service Innovation is designed to build a quality society and competitive. The Sector Product Innovation is designed to build a robust and equitable economy. This success led to the Governor of West Java awarded as Head of Innovative Region 2017. If West Java Province can apply successful regional innovation, why other regions are still afraid to apply it.

Abstract

In general, the problem associated with Remote Indigenous Communities is accessibility to public facilities that enable them to transform their lives into a better direction. Lack of accessibility to the outside world which causes Remote Indigenous people to fall into various aspects of life such as poverty, low health levels, education levels and others. The purpose of this study was to analyze the Remote Indigenous Community Empowerment by the Bengkalis Regency Government. The results of this study are useful as information and input from the Bengkalis Regency Government in making policies related to the empowerment of Remote Traditional Communities in the Bengkalis Regency Regional Government. The results of this study indicate that the empowerment of Remote Indigenous Communities carried out by the Bengkalis Regency Government. not running properly because seen from human empowerment, social environment and social protection and advocacy is still limited to providing assistance for facilities and infrastructure, there are no concrete steps to improve the quality of the isolated indigenous community. The existence of barriers to empowerment is the limited budget and not yet open to the community of Remote Indigenous Communities to receive new things.

Abstract

Dayun Village, Siak Regency, is an example of a village in Indonesia that successfully implements innovation for the community. One of the innovations is green open space and sports fields built based on collaboration using social responsibility (CSR) programs resulting from budget sharing between PT. Bumi Siak Pusaka BOB-Pertamina Hulu with the Dayun Village Government from the Dayun Village Fund. Not optimal CSR assistance in Dayun Village from other companies engaged in oil palm and community conflicts with companies is a different problem. Developing green open areas based on collaboration is a strategic innovation carried out by the Dayun Village Government. Seen from 3 dimensions, namely the context of the collaboration process, which is influenced by the starting conditions, facilitative leadership, and institutional design. Using qualitative methods in research with data collection techniques of observation, interviews, and documentation. The results of this study show that the lead character of the Penghulu Kampung Dayun is the dominant dimension in the development of green areas in Kampung Dayun.

Abstract

This research aims to find a model for implementing local government innovation in Pekanbaru City. One of the Innovation Public Service Mall innovations with the highest score is SMART PETAKU (Pekanbaru City Government Land Asset Management System) with a score of 820. However, there are still several innovations with the lowest score, one of which is the E-Archive with a score of 0. Using the theory of disruptive innovation ( Yu Hang, 2010), the basic design of this study uses a qualitative method with a descriptive approach from primary data sources obtained from in-depth interview techniques and secondary data, namely passive observation techniques. The research findings show that first, the success of the internal perspective is determined by the indicators of visionary and innovative local government head leadership, the right organizational structure with the establishment of a Public Service Mall, an organizational culture that is not separated from the pathology of democracy, and employee competencies that require development. Second, an external perspective determined by supervision from the Pekanbaru City DPRD, community participation, and appreciation factors that have a significant effect on the performance of the Pekanbaru City Government. Third, the marketing aspect is supported by the existence of a dynamic website from the content and information presented. Fourth is the technological perspective, where the Pekanbaru City Government through the Public Service Mall applies the E-Gov concept with application designs for requests and complaints. The conclusion of the study found the IEMT model with internal, external, market, and technology perspective dimensions. Recommendations for further research are collaborative governance studies in service innovation with the private sector at Public Service Malls which are still disproportionate.

Abstract

The implementation of child protection in Rokan Hilir Regency is an important issue to study because there are still many cases of children related to physical and verbal violence, sexual violence, child custody, child neglect and children who are in conflict with the law. Violation of children's rights will actually hinder the nation's struggle, because children are the potential and the younger generation to continue the ideals of the nation's struggle. This study emphasizes that in the implementation of child protection, it is necessary to have the capacity of the local government. From the literature review conducted, there are several capacities needed for public organizations, namely the capacity of human resources, organization, systems and networks. This study uses qualitative methods with the main objective of being descriptive and revealing. The informant withdrawal technique used was purposive sampling using interview, observation and documentation data collection techniques. The results of the study found that there were still relatively high cases of children in Rokan Hilir Regency because the capacity of the local government of Rokan Hilir Regency had not been fulfilled in implementing child protection as seen from the dimensions of human resource capacity, financial capacity, organizational capacity, and network capacity.

Abstract

Kabupaten Pesisir Selatan memiliki cukup banyak destinasi wisata yang menjadi tujuan wisata di provinsi Sumatera Barat seperti Pantai Carocok Painan dengan pulau Cingkuak di kecamatan IV Jurai dan kawasan wisata Mandeh di kecamatan Koto XI Tarusan. Juga terdapat Bukik Langkisau, Air Terjun Bayang Sani, Air Terjun Timbulun, Jembatan Akar dan Batu Kalang Tarusan. Di samping itu kabupaten Pesisir Selatan juga memiliki objek wisata sejarah Rumah Gadang Mandeh Rubiah, Mesjid Tua, Benteng Portugis dan kesenian Rabab Pasisie. Kawasan Mandeh merupakan salah satu Destinasi Utama Pariwisata Kabupaten (DUPK) sesuai dengan Peraturan Daerah Nomor 2 tahun 2015 tentang Rencana Induk Pembangunan Kepariwisataan Kabupaten Pesisir Selatan. Masing-masing daerah objek wisata tersebut di atas memiliki berbagai kelemahan sehingga perlu adanya potensi investasi sebagai berikut : 1) penambahan boat dan sumberdaya manusia sebagai pemandu wisata, 2) pembangunan sarana dan prasarana penunjang kegiatan pariwisata, 3) pembangunan infrastruktur dan penambahan wahana atraksi serta infrastruktur permainan laut, 4) pembangunan hotel, resort, salon kecantikan dan SPA, tempat hiburan, biro perjalanan dan travel serta fasilitas lainnya seperti pembangunan pusat kuliner dan pembangunan area wisata pedesaan, pembangunan kolam renang air laut, 5) konservasi biodata endemik. Kampung Sungai Nipah Kenagarian Painan Selatan Kecamatan IV Jurai Kabupaten adalah salah satu daerah yang memiliki potensi wisata alam yang sangat indah. Kombinasi pantai dan pulau-pulau kecil didepannya menjadi keindahan tersendiri di Kampung Sungai Nipah

Abstract

Isu pencemaran alam sekitar bukan suatu yang baru sebaliknya ia mula disedari sejak puluhan tahun dahulu oleh seorang ahli kimia bernama Rachel Carson menerusi bukunya berjudul Silent Springyang diterbitkan pada tahun 1962. Kesedaran tentang alam sekitar mungkin lebih awal lagi memandangkan buku tersebut diterbitkan pada tahun 1962. Buku tersebut berjudul Silent Springkerana burung yang berkicau riang tidak lagi berlaku disebabkan ancaman racun serangga yang memusnahkan spesies mereka (Bell & Morse 1999, Zaini Ujang 1997). Boleh dikatakan kesemua sarjana kini mengambil detik permulaan kesedaran alam sekitar pada mula penerbitan buku ini kerana ia satu-satunya didokumenkan. Daripada persidangan UNCHE, jelas memerlukan persefahaman antara negara ahli bagi mengatasi masalah alam sekitar yang sedang dihadapi oleh masyarakat dunia. Kira-kira dua dekade berlalu, jalan penyelesaian terhadap masalah alam sekitar belum dicapai oleh dunia. Malahan, keadaan menjadi semakin buruk tahun demi tahun. Kegelapan dalam menangani masalah alam sekitar secara berkesan daripada Persidangan UNCHE telahmenyebabkan wujud satu lagi persidangan dunia tentang alam sekitar. Salah satu penyebab utama dari pencemaran alam ini adalah diakibatkan karena terjadinya terjadi kebakaran hutan ataupun lahan yang selama ini menjadi bencana musiman yang terjadi di Malaysia dan terkadang walaupun kebakaran hutan terjadi di Indonesia akan tetapi Malaysia tetap merasakan dampak dari pencemaran udara yang dirasakan oleh masyarakat yang ada di Malaysia.
