Abstract

This study aims to comprehensively analyze the role of UNICEF as an international organization in supporting efforts to address child malnutrition in Indonesia through the Country Programme Action Plan (CPAP) for the 2021–2025 period. The research employs a qualitative method with a descriptive-analytical approach to examine the forms, mechanisms, and contributions of the cooperation implemented. Data were collected through a literature review of official Indonesian government documents, UNICEF reports and publications, as well as relevant and credible academic literature. The analysis is guided by the theoretical frameworks of Institutional Liberalism, Human Security, and International Organization theory to understand UNICEF’s role in fostering cooperation, protecting children’s rights, and strengthening national capacity. The findings indicate that cooperation between UNICEF and the Government of Indonesia through the CPAP 2021–2025 has made a significant contribution to strengthening the national health and nutrition system. This contribution is reflected in technical and policy support, evidence-based advocacy, institutional capacity building at both national and subnational levels, and the implementation of multisectoral, inclusive, and community-based nutrition programs. Nevertheless, the implementation of CPAP programs continues to face several challenges, particularly disparities in local capacity, resource constraints, and the complexity of cross-sectoral coordination. Overall, the CPAP serves as a strategic instrument in supporting efforts to reduce child malnutrition and in advancing the fulfillment of children’s rights to health and adequate nutrition in Indonesia. Keywords: CPAP, Child Malnutrition Indonesia, International Cooperation, UNICEF   Abstrak  Penelitian ini bertujuan untuk menganalisis secara komprehensif peran UNICEF sebagai organisasi internasional dalam mendukung upaya penanganan malnutrisi pada anak di Indonesia melalui kerangka Country Programme Action Plan (CPAP) periode 2021–2025. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif-analitis, yang bertujuan untuk menggambarkan sekaligus menganalisis bentuk, mekanisme, dan kontribusi kerja sama yang dijalankan. Data penelitian diperoleh melalui studi kepustakaan terhadap dokumen resmi pemerintah Indonesia, laporan dan publikasi UNICEF, serta literatur akademik yang relevan dan kredibel. Analisis data dilakukan dengan menggunakan kerangka teori Liberalisme Institusional, Human Security, dan teori Organisasi Internasional untuk memahami peran UNICEF dalam mendorong kerja sama, perlindungan hak anak, serta penguatan kapasitas nasional. Hasil penelitian menunjukkan bahwa kerja sama antara UNICEF dan Pemerintah Indonesia melalui CPAP 2021-2025 berkontribusi signifikan terhadap penguatan sistem kesehatan dan gizi nasional. Kontribusi tersebut diwujudkan melalui dukungan teknis dan kebijakan, advokasi berbasis bukti, pengembangan kapasitas institusi di tingkat nasional dan daerah, serta implementasi program gizi yang bersifat multisektoral, inklusif, dan berbasis komunitas. Namun demikian, pelaksanaan program CPAP masih menghadapi sejumlah tantangan, khususnya terkait dengan ketimpangan kapasitas antar daerah, keterbatasan sumber daya, serta kompleksitas koordinasi lintas sektor. Secara keseluruhan, CPAP berperan sebagai instrumen strategis dalam mendukung upaya penurunan malnutrisi anak sekaligus memperkuat pemenuhan hak anak atas kesehatan dan gizi yang layak di Indonesia. Abstract

This study analyzes the role of UN Women in addressing gender inequality in Ethiopia’s education sector through the 2021–2023 National Action Plan (NAP). Using a qualitative descriptive method supported by document analysis and the theories of constructivism, international organizations, and gender equality. The study reviews NAP implementation through programs such as the Gender Transformative Norm Project, the Leadership for Results Programme, and the Education Equality for Climate Resilience Programme. The findings indicate improvements in women’s access to education, shifts in social norms, and stronger coordination between UN Women, the Ethiopian government, and local stakeholders. However, cultural resistance, limited resources, and disparities in educational quality continue to hinder progress. The study concludes that reducing gender inequality requires sustained long-term strategies and multi-sector collaboration to build an inclusive and gender-responsive education system that supports transformative and lasting change

Abstract

This study examines bilateral cooperation between Indonesia and Malaysia in combating narcotics smuggling through the Indonesia-Malaysia Customs Coordinated Patrol Operation (Patkor Kastima) for the 2022–2024 period. The background of the study is the increasing number of narcotics smuggling cases in the Malacca Strait, which threaten maritime security, economic stability, and diplomatic relations between the two countries. The study used a qualitative method with a case study approach, integrating primary data through interviews with officials from the Directorate General of Customs and Excise (DJBC) and secondary data from official reports, academic articles, and online sources. The results indicate that Operation Patkor Kastima is effective in enhancing maritime surveillance through joint patrols, intelligence exchange, and coordinated action against transnational smuggling networks. However, obstacles remain, including limited resources, regulatory differences, and the adaptation of increasingly sophisticated smuggling modus operandi. Using the theories of Neorealism, International Cooperation, and the Security Complex, this study concludes that Patkor Kastima functions not only as a law enforcement instrument but also as a form of maritime security diplomacy that strengthens regional trust and stability. Keywords: International Cooperation; Patkor Kastima; Malacca Strait; Drug Distribution; Security Complex   Abstrak Penelitian ini membahas kerja sama bilateral Indonesia dan Malaysia dalam menanggulangi penyelundupan narkotika melalui Operasi Patroli Terkoordinasi Kastam Indonesia-Malaysia (Patkor Kastima) pada periode 2022–2024. Latar belakang penelitian adalah meningkatnya kasus penyelundupan narkotika di Selat Malaka yang mengancam keamanan maritim, stabilitas ekonomi, dan hubungan diplomatik kedua negara. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus, yang mengintegrasikan data primer melalui wawancara dengan pejabat Direktorat Jenderal Bea dan Cukai (DJBC) serta data sekunder dari laporan resmi, artikel akademik, dan sumber daring. Hasil penelitian menunjukkan bahwa Operasi Patkor Kastima efektif dalam meningkatkan pengawasan laut melalui patroli bersama, pertukaran informasi intelijen, dan penindakan terkoordinasi terhadap jaringan penyelundupan lintas negara. Kendati demikian, masih terdapat hambatan berupa keterbatasan sumber daya, perbedaan regulasi, serta adaptasi modus operandi penyelundupan yang semakin canggih. Dengan menggunakan teori Neorealisme, Kerja Sama Internasional, dan Security Complex, penelitian ini menyimpulkan bahwa Patkor Kastima tidak hanya berfungsi sebagai instrumen penegakan hukum, tetapi juga sebagai bentuk diplomasi keamanan maritim yang memperkuat kepercayaan dan stabilitas kawasan. Abstract

Indonesia is geographically located in the Ring of Fire, which has the potential to cause major earthquakes and tsunamis. One of the areas that is prone to earthquakes is West Java Province, which is known to have quite a number of volcanoes and active faults such as the Lembang fault and the Cimandiri-Baribis fault. The condition of buildings that were damaged or collapsed due to earthquakes was caused by a lack of knowledge regarding building infrastructure that did not comply with Indonesian National Standards and the selection of inappropriate land locations. The lack of education, the absence of earthquake simulation training, and an inadequate early warning system were weaknesses of the government in handling earthquake disasters. To overcome this, the West Java government has established a sister province partnership with the Shizuoka Prefecture government in Japan, which has policies that are said to be successful in reducing earthquake risk. The partnership began in 2017 in the economic sector and human resource capacity building, and was renewed in 2022 with the addition of the disaster management sector. In conducting this qualitative research, interviews were conducted with sources from the West Java Provincial Government and Regional Autonomy Bureau. From the information obtained, the program that was developed was a training or online training course conducted by the Shizuoka Earthquake Prevention Center for the West Java Provincial Disaster Management Agency. This training covered material related to information on past earthquakes and tsunamis, earthquake disaster mitigation, including earthquake simulations conducted on Shizuoka residents. According to the informant, the results of this collaboration will continue to be evaluated for future work programs.   Keywords: Earthquake; sister province cooperation; paradiplomacy   Abstrak Indonesia secara geografis berada di kawasan Ring of Fire yang berpotensi menjadi ancaman terjadinya gempa dan tsunami besar. Salah satu wilayah yang sering terjadi gempa adalah Provinsi Jawa Barat, yang diketahui memiliki cukup banyak gunung api dan juga sesar-sesar yang masih aktif seperti sesar Lembang dan sesar Cimandiri-Baribis. Kondisi bangunan yang rusak hingga mengalami keruntuhan akibat gempa disebabkan karena minimnya pengetahuan terkait infrastruktur bangunan yang tidak sesuai Standar Nasional Indonesia dan pemilihan lokasi tanah yang kurang tepat. Kurangnya penyuluhan, pelatihan simulasi gempa yang belum ada, hingga sistem peringatan dini yang kurang memadai menjadi kelemahan pemerintah dalam penanganan bencana gempa. Untuk mengatasi hal tersebut, pemerintah Jawa Barat melakukan kerja sama sister province dengan pemerintah Prefektur Shizuoka, Jepang yang memiliki kebijakan yang dikatakan berhasil dalam pengurangan risiko gempa bumi. Kerja sama dilakukan sejak tahun 2017 pada sektor ekonomi dan peningkatan kapasitas Sumber Daya Manusia, kemudian diperbarui pada tahun 2022 dengan penambahan bidang kebencanaan. Dalam menyusun penelitian dengan metode kualitatif ini, dilakukan wawancara dengan narasumber dari Biro Pemerintahan dan Otonomi Daerah Provinsi Jawa Barat. Dari informasi yang didapatkan, program yang dihasilkan adalah adanya pelatihan atau online training course yang dilakukan oleh Pusat Pencegahan Gempa Shizuoka kepada Badan Penanggulangan Bencana Daerah Provinsi Jawa Barat. Pelatihan yang diterima ini berisi penyampaian materi terkait informasi gempa dan tsunami yang pernah terjadi, mitigasi bencana gempa, termasuk simulasi gempa yang dilakukan kepada warga Shizuoka. Menurut narasumber, hasil dari kerja sama ini akan terus dievaluasi untuk jadi program kerja ke depannya.   Kata Kunci: Gempa; kerja sama sister province; paradiplomasi

Abstract

This research was motivated by the rampant phenomenon of early marriage in Indonesia, which has become a complex and controversial social issue. Early marriage was always associated with beliefs and traditions in a region with diverse cultures and religions. This study analyzes efforts to prevent early marriage in Mekarmanik Village, Cimenyan District, Bandung Regency through women's empowerment. The program used is the Balai Prima girls’ school, which provides non-formal education for adolescent girls aged 13-18 years. This study uses a qualitative descriptive method, focusing on data collection and analysis, to shed light on the phenomenon of early marriage in local social, cultural, and economic contexts. The results show that non-formal education and women's empowerment can increase awareness about women's rights and the risks of early marriage, as well as provide practical skills that aid decision-making. The implementation of this program is in line with the Sustainable Development Goals (SDGs), especially in terms of gender equality and improving the quality of education. Therefore, it is important to address early marriage, which involves education, empowerment, and social change.

Abstract

Non-procedural labor migration remains a persistent governance challenge in Southeast Asia, particularly along the Indonesia–Malaysia corridor. While regulatory and enforcement approaches have been widely studied, the role of policy communication in shaping migrant behavior and protection outcomes remains underexplored. This study examines how BP2MI’s policy communication functions as a determinant of migration governance through prevention, cross-border coordination, and discourse. This study employs a qualitative case study approach, combining in-depth interviews, document analysis, and institutional data from BP2MI and related agencies. The analysis focuses on preventive communication practices, cross-border institutional coordination in the Recalibration Program, and discursive gaps between policy narratives and migrant experiences. Descriptive statistical data on migrant placement and prevented non-procedural departures are used to contextualize qualitative findings. The findings indicate that preventive policy communication contributed to a decline in prevented non-procedural departures from approximately 54,000 cases in 2022 to 36,000 cases in 2023. Cross-border institutional communication emerged as critical to recalibration implementation but was constrained by data inconsistencies and delayed verification. Additionally, significant discursive gaps persist, as many migrant workers remain distrustful of institutional messages due to fear of enforcement, high perceived costs, and limited digital access. The study demonstrates that migration governance operates as a communicative process shaped by discourse, trust, and institutional interaction. Effective policy communication enhances compliance and protection, while communicative breakdowns reproduce migrant vulnerability. The findings extend policy communication theory by integrating liberal institutionalism and migration governance perspectives.
