Abstract

Kawasan Pelabuhan Bitung memiliki sejumlah potensi yang dapat berdampak pada struktur keamanan nasional dan pertahanan negara, dikarenakan memiliki konsep gesotrategi bagi Kawasan Indo – Pasifik. Kawasan Pelabuhan Bitung sebagai international hub port, hal ini tertuang pada Kepmenhub Nomor 54 Tahun 2002 Tentang Penyelenggaraan Pelabuhan Laut. Metode dalam penelitian ini menggunakan pendekatan deskriptif kualitatif dan teknik analisis data menggunakan interctive of model analysis. Penelitian ini menganalisis konsep Geostrategi Kawasan Pelabuhan Bitung sebagai bagian dari strategi keamanan nasional guna penguatan pertahanan negara berdasarkan sisi keamanan maritim Indonesia. Hasil penelitian menunjukkan bahwa secara umum analisis Gesotrategi kawasan Pelabuhan Bitung dalam kajian keamanan maritim untuk keamanan nasional nasional dan pertahanan negara, menunjukan beberapa hal: 1) kondisi strategis kawasan Pelabuhan Bitung perlu didukung dengan kebijakan strategis dan terintegrasi antara pemerintah Pusat dengan Provinsi Sulawesi Uatara dan pemerintah Kota Bitung; 2) pembangunan kawasan ekonomi khusus (KEK) memerlukan akselerasi pelaksanaan kebijakan secara berkelanjutan dukungan penuh dari sisi anggaran, hal ini untuk memperkuat basis kewilayahan dalam konsep geostrategi; dan 3) perlu ada upaya pendekatan terhadap masyarakat dalam mendukung terwujudnya wilayah strategis Kota Bitung, Sulawesi Utara. Terpenuhinya persyaratan tersebut, menjadikan kawasan Pelabuhan Bitung mampu mendukung geostrategi melalui kajian keamanan maritim yang strategis dan implikasi ekonomi, karena berada di Kawasan Indo – Pasifik sebagai pusat pertahanan politik dan ekonomi sehingga mampu memperkuat keamanan nasional dan Pertahanan negara. Kata Kunci: geostrategi, kawasan pelabuhan, Pelabuhan Bitung, kawasan Indo – Pasifik

Abstract

Beamforming is the method used to create the radiation pattern of the antenna array by adding constructively the phases of the signals in the direction of the targets, and nulling the pattern of the interfing targets. Signal processing technique used is array sensors technology to create the transmission or reception of directional signal. Beamforming technique in underwater acoustics has been developed for a long time for the purposes of sonar, seismology, underwater communication, and identification of sound sources or submarines noise. If beamforming technique is used, so the signal strength, which is transmitted or percepted in a particular direction, will be much greater than the omnidirectional method or spherical sensors. Mastering the underwater technology is strategic, both simple technology and complex one, such as sonar or torpedo and the submarine. Countries mastering underwater technology will have the predominance in submarine warfare. Having a confidential nature and shocking system is a benefit of underwater weapon. Regarding to the mentioned problems, the study of beamforming sensor design was conducted with the expectations that the next generation of Indonesia can build the main instrument of defense system strength based on the strength of their own nation.

Abstract

The water between Mindanao and New Guinea is one of areas fisheries potential skipjack (Katsuwanus pelamis) most advanced in the western pacific. The main of fisheries industry this type of dominated by purse-seine by large size (50-100 Gross Tonnage). The role of a Halmahera Eddy is very importance in the dynamics of fisheries in the region, but there is no that explain it yet. Data series arrest skipjack catch per unit of effort (CPUE) of Western Central Pacific Fisheries Commission (WCPFC) for a decade the period July 2002-December 2012 analyzed in order to see the relationship between shifting Halmahera Eddy with the productivity skipjack in the study areas. The results show that the productivity skipjack in the study areas correlates strongly against a meridional shifting of Halmahera Eddy where CPUE showing an increase in skipjack with lag time on two months after Halmahera Eddy center shifted to the north. While to zonal shifting have a correlation in which weak.
