Abstract

In 2014 Indonesian government enacted a hybrid performance appraisal system that evaluates both civil servants’ behaviors and annual targets (SKP). Under qualitative method, the paper tries to examine the practice of this new performance appraisal system by observing the case of Banyumas Regency. Data are collected from interviewing personnel in Banyumas Civil Service Agency (BKD Banyumas) and official documents. This paper focuses on the strategies used by the government to implement the system and the constraining factors of the implementation. The finding shows that the appraisal system emerges problems such as inflexible individual targets, complexity of procedures, bias and less reliable results, and lack of appreciation for performers. Therefore it can be concluded that the system has many weaknessess that lead an unfair and unreliable evaluation.

Abstract

Decentralization, which is framed by Act 23 of 2014, aimed at improving public services corridor. Nevertheless, in the present state of local government in Indonesia, there is a paradox in empirical conditions. The area that was originally predicated as having the best public services, which is indicated by accepting autonomy award, it turns out the following year decline, not grow or stagnate. Only 16 percent of it is making progress in the public service. This article assumes that there are two conditions as the cause, that are: (1) Ambiguous will be the concept of innovation, (2) the organizations internal environment, especially the leadership of the head region. Therefore, the direction that should be done is not "how to realize the innovation of public service" but rather "how to realize innovative public services".

Abstract

The regency and City of Madiun became the cultural center of Pencak Silat school. There are 11 schools that are affiliated with IPSI. The eleventh of the school has its own Pencak Silat identity. Different identity of the schools raises conflicts, such as PPSHT with PPSHW. Conflicts often occur when doing the tradition of Suran Agung. The Regency and city Madiun government have made various efforts to implementation of Law No. 7 of 2012 about handling of social conflict but that has not been optimal. The research raised of the problem about how the optimisation pattern of stakeholder role in the handling of conflicts between PPSHT and PPSHW in the Regency and city of Madiun by conducting a perspective mapping of stakeholders involved. This research uses qualitative descriptive methods to focusing on 1) role policy Creator, 2) Coordinator, 3) facilitator, 4) Implementer and 5) accelerators in the handling of conflicts transformed into the development of Madiun tourism The Village of Indonesia Fighter. The results of this study revealed that not yet optimal role of each stakeholder in the handling of conflicts even less do a transformation of conflict into the development of Pencak Silat tourism destination. This is due to the absence of a policy derivative in the form in local regulations and has not yet synergitas the role of stakeholders between the regency government and the city of Madiun. So, there is interesting attraction to fight for the Icon of Pencak Silat and throwing responsibility for the conflicts that occur.

Abstract

The competence of educational personnel in educational institutions plays a crucial role in determining student satisfaction. This is because the competencies of educational personnel in educational institutions are not only related to knowledge and skills in the academic field, but also interpersonal abilities, communication skills, and a willingness to continue learning and developing. This research aims to analyze how much influence the competence of educational personnel has on student satisfaction. The method used is a quantitative method with a type of survey research. The study population consisted of 4,164 students, a sample size of 354 students was obtained. Research data were collected through the dissemination of questionnaires to respondents and then analyzed using SEM-PLS with the help of the SmartPLS application. The results showed that 71.5% of the competency elements of education personnel had a positive and significant influence on student satisfaction. One of the interesting findings of this study is that the personality competence indicator related to the item of consistency in speaking and conveying information obtained the lowest assessment score. This shows that there is a gap in the consistency of communication provided by educational personnel to students. Students may get different information depending on the day and the officer they meet, which can impact their learning experience. Based on these findings, it can be concluded that competency development patterns tailored to individual needs can be an effective strategy in improving certain aspects that influence student satisfaction.

Abstract

Administrative services refer to kind of service that cannot be separated from activities in higher education that are often utilized by students. From the beginning of enrolment to graduation, administrative activities are certainly inevitable for students. The main purpose of this research is to analyze the level of importance and performance of the quality of administrative services in higher education implemented at the Faculty of Administrative Sciences, Universitas Brawijaya. The method used is quantitative method with survey research type. The population sampling was 4,164 students, then based on the Krejcie & Morgan sampling technique, a sample size of 354 students was obtained. Data collection was carried out by distributing questionnaires and processed according to the results which were then tabulated in the Importance Performance Analysis quadrant. The results of this study are: (1) Registration effectiveness dimensions and registration and financial aid effectiveness dimensions are in accordance between interests and performance; (2) Student-centered dimensions and excellent service dimensions are considered less important by students and their performance is still lacking; (3) Academic service dimensions are considered less important by students and their performance is excessive; (4) The requirement for continuous monitoring and evaluation of staff in charge of administrative services.

Abstract

This study analyzes the role of Women legislators of Commission II local legislative in Pasuruan city in promoting the empowerment of micro, small, and medium enterprises (MSME). Using a qualitative case study approach and guided by the Actor Network Theory (ANT), this research highlights structural constraints and weak interconnections among policy actors. Data was collected through interviews, observations, and documentation. Findings show that women legislators often play symbolic roles due to male-dominated power structures, limited institutional support from political parties, and minimal access to strategic forums involving local technical agencies (OPD) and MSME communities. While their advocacy style tends to be empathetic and community-based, it remains disconnected from formal decision-making processes. ANT analysis demonstrates that women legislators have not yet become strategic nodes within the policy network. To shift from symbolic to substantive representation, it is essential to enhance their political capacity, improve institutional support, and strengthen inter-actor collaboration. These efforts will contribute to more inclusive and gender-responsive MSME policies.

Abstract

This paper examines  the effect οf the task-technο1οgy fit and Utilizatiοn οn Siakad and UB-Feeder tο the individual perfοrmance impact in UB.  The research sample is academic staff whο use Siakad as well as UB Feeder in Universitas Brawijaya with 99 respοndents using the stratified randοm sampling methοd. Data was cοllected using a questiοnnaire that had been tested fοr reliability and validity, a measuring instrument with a 5-pοint Likert scale. The research mοdel uses Technοlοgy Perfοrmance Chain (TPC) with cοnstructs: Task Characteristic, Technοlοgy Characteristics, Task- Technοlοgy Fit, Utilizatiοn and Perfοrmance Impact. Analysis using descriptive statistical analysis (SPSS) and inferential statistical analysis (SEM-PLS).  The results οf the hypοthesis in this study are 1) Task Characteristics have a pοsitive and significant effect οn Task-Technοlοgy Fit; 2) Technοlοgy Characteristics have a pοsitive and significant effect οn Task-Technοlοgy Fit; 3) Task-Technοlοgy Fit has a pοsitive and significant effect οn Utilizatiοn; 4) Task-Technοlοgy Fit has a pοsitive and significant effect οn Perfοrmance Impact; and 5) Utilizatiοn has a pοsitive and significant effect οn Perfοrmance Impact.
