Abstract

Bahasa Inggris merupakan bahasa Internasional yang mempunyai peran penting pada kehidupan didunia yang serba digital. Kemajuan jaman dan teknologi menuntut setiap aspek masyarakat untuk terus belajar dan mengejar ketertinggalannya dalam bahasa asing, tanpa terkecuali pada anak usia dini. Pelatihan ini menggunakan metode spelling. Pelaksanaan kegaitan meliputi tiga tahapan, yaiyu persiapan, pelaksanaan, dan tahap pelaporan. Hasil kegiatan pengabdian memperlihatkan program ini diterima dengan baik oleh pihak yayasan maupun anak-anak yang ada disana. Minat dan bakat anak terhadap bahasa Inggris meningkat, hal tersebut diharapkan menjadi motivasi ke depannya bagi anak-anak untuk terus mengasah dan mempertajam kemampuan linguistiknya. Program ini perlu dilaksanakan kembali untuk menanamkan konsep dan pemahaman bahasa Inggris lebih mendalam.

Abstract

The competence of educational personnel in educational institutions plays a crucial role in determining student satisfaction. This is because the competencies of educational personnel in educational institutions are not only related to knowledge and skills in the academic field, but also interpersonal abilities, communication skills, and a willingness to continue learning and developing. This research aims to analyze how much influence the competence of educational personnel has on student satisfaction. The method used is a quantitative method with a type of survey research. The study population consisted of 4,164 students, a sample size of 354 students was obtained. Research data were collected through the dissemination of questionnaires to respondents and then analyzed using SEM-PLS with the help of the SmartPLS application. The results showed that 71.5% of the competency elements of education personnel had a positive and significant influence on student satisfaction. One of the interesting findings of this study is that the personality competence indicator related to the item of consistency in speaking and conveying information obtained the lowest assessment score. This shows that there is a gap in the consistency of communication provided by educational personnel to students. Students may get different information depending on the day and the officer they meet, which can impact their learning experience. Based on these findings, it can be concluded that competency development patterns tailored to individual needs can be an effective strategy in improving certain aspects that influence student satisfaction.

Abstract

Tujuan studi ini adalah menganalisis peran para pendamping terkait penggunaan dana Program Keluarga Harapan dan menganalisis pola pengelolaan dana Program Keluarga Harapan di level lembaga akibat adanya praktik multiple benefeciaries. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menekankan pada analisis fenomena di lapangan. Hasil dan kesimpulan yang diperoleh dari penelitian ini adalah (1)Kompetensi dan kapabilitas pendamping masih belum optimal oleh karena itu diperlukan pembekalan bagi tim pendamping baik pendidikan dan pelatihan, workshop, sosialisasi atau bentuk peningkatan kompetensi; (2) Pemutakhiran data keluarga penerima bantuan masih menjadi pekerjaan rumah bagi Badan Pusat Statistik dan Kementerian Sosial untuk evaluasi pemutakhiran data sebaiknya dapat dilakukan secara online yang langsung dapat dilakukan oleh tim pendamping di lapangan dan terhubung dengan dinas sosial kabupaten/kota provinsi, Badan Pusat Statistik, dan Kementerian Sosial; (3) Diperlukan integrasi Program Keluarga Harapan dengan program lain yang menjadi single beneficiarymembutuhkan koordinasi antar lintas sektor antara lembaga pemerintah sehingga diperlukan penguatan regulasi dengan peraturan presidenbahkan peraturan pemerintah untuk memperkuat kewenangan Kementerian Sosial untuk menjalankan program komplementer Program Keluarga Harapan; (4) Melakukan penyusunan program bersama kementerian/lembaga dengan dasar Rencana Pembangunan Jangka Menengah di bidang jaminan sosial dan perlindungan keluarga miskin dengan berbagai skema bantuan.

Abstract

Kapasitas kelembagaan saat ini mengalami perkembangan. Secara struktural kapasitas ini terbagi atas potensi, daya dukung dan daya tampung, sedangkan secara fungsional sumber daya yang dimiliki dapat dikonversikan menjadi kapasitas yang mampu mengatasi suatu permasalahan. Maraknya fenomena konflik antar Organisasi Kemasyarakatan (Ormas) menuntut institusi penegakan hukum mempunyai kapasitas yang mampu mengatasi persoalan tersebut serta pentingnya pelaksanaan diselenggarakan secara kolaboratif guna terwujudnya ketahanan nasional. Penulis melakukan literatur review kepada penelitian dengan bahasan terkait Ormas, penegakan hukum, dan peran institusi penegak hukum secara meta-analisis. Hasil akhir menunjukkan bahwa keseluruhan kajian tidak mengkaji tentang kemampuan kapasitas secara detail, terutama pada potensi, daya dukung dan daya tampung institusional. Temuan lain menunjukkan bahwa penelitian ini masih jarang dilakukan mengingat keterbatasan dan fokus permasalahan, pendekatan teoritis yang digunakan, serta urgensi terhadap pentingnya tata kelola kolaboratif di dalam kelembagaan. Hal ini menjadi celah dilakukannya penelitian lanjutan yang berbeda, di mana penelitian terdahulu yang ada belum secara spesifik membahas tema ini

Abstract

The issue of implementing national K3 labor inspection includes two main aspects, namely governance and capacity building. The two main issues relate to weak awareness of the importance of implementing OSHMS in the workplace, weak understanding of K3 as part of human rights, weak criminal sanctions related to K3, relatively low coverage of K3 supervision, overlapping technical K3 regulations between institutions, weak quality, quantity and competence of K3, as well as the lack of synergy and integration of the operational supervision system between the central and regional governments. The author analyzes empirical data and reviews previous research using a systematic flow prism framework, and juxtaposes it with the fundamental theoretical concepts of governance, capacity building and labor inspection. The results of the analysis produce a hypothetical framework for building capacity for labor inspection governance in the K3 sector. This requires strategic intervention in human resource capacity, organizations and institutions, as well as governance that needs to be jointly constructed on the basis of an agreement on the principle of joint involvement. So, during the management and implementation process, each stakeholder/actor can be adaptive, the system and implementation of supervision can be more effective and efficient, where continuity and feedback from the accumulated process can reduce the impact and influence of uncertainty and the dynamics of a dynamic workforce environment.

Abstract

The BKPSDM of Pasangkayu Regency created an innovative digital-based leave service called La-Cuti by utilizing the Google Form application. This research aims to describe and analyze the level of effectiveness of implementing online leave as a response to digital-based public services compared to manual leave services. This research uses quantitative descriptive research. The data collection technique uses literature studies and surveys with the research population, namely civil servants who deal with personnel issues in each organizational unit as many as 277 Organizational Units, the total sample is 84 ASNs representing 84 Organizational Units within the Pasangkayu Regency Government, West Sulawesi Province. The results obtained are that online leave services are more effective than manual leave services with a Very Good predicate with a score of 99.07. ASN's level of understanding regarding the use of the online leave service application (La-Cuti) also received a Good rating with a score of 81.5. The conclusion of this research is that the implementation of digital-based leave licensing is more effective than manual leave services. through the digitalization process in leave services, leave services can be made easier in terms of mechanisms and procedures, cut time for processing leave, and cut costs spent on arranging leave. This is because online leave can be done anywhere and at any time.AbstrakBKPSDM Kabupaten Pasangkayu membuat sebuah inovasi pelayanan cuti berbasis digital bernama La-Cuti dengan memanfaatkan aplikasi Google Form. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis terkait tingkat efektivitas penerapan cuti online sebagai respons pelayanan publik berbasis digital dibandingkan pelayanan cuti secara manual. Penelitian ini menggunakan penelitian deskriptif kuantitatif. Teknik pengumpulan data menggunakan studi literatur dan survey dengan populasi penelitian yaitu PNS yang mengurusi masalah kepegawaian di masing-masing unit organisasi sebanyak 277 Unit Organisasi, jumlah sampel sebanyak 84 ASN yang mewakili 84 Unit Organisasi pada lingkup Pemerintah Kabupaten Pasangkayu Provinsi Sulawesi Barat. Hasil penelitian menunjukkan bahwa pelayanan cuti online lebih efektif dibandingkan pelayanan cuti secara manual dengan predikat Sangat Baik dengan skor 99,07. tingkat pemahaman ASN terkait penggunaan aplikasi layanan cuti online (La-Cuti) juga mendapat predikat Baik dengan skor 81,5. kesimpulan dari penelitian ini yaitu pelaksanaan perizinan cuti berbasis digital lebih efektif daripada pelayanan cuti secara manual. melalui proses digitalisasi dalam pelayanan cuti, dapat mempermudah pelayanan cuti dari segi mekanisme dan prosedurnya, memotong waktu pengurusan cuti, serta memangkas biaya yang dihabiskan dalam pengurusan cuti. Hal ini karena cuti online dapat dilakukan di mana saja dan kapan saja.

Abstract

This research aims to describe the role and empowerment model of BUMDes in realizing sustainable village tourism, serving as a reference for policymakers in harnessing the potential towards effective governance. The data in this study is primarily collected through an in-depth analysis of purposively selected, relevant informants. Subsequently, the qualitative data obtained is analyzed using the Miles, Huberman, and Saldana model. The research findings reveal that empowerment, characterized by three indicators: conscientization, community organizing, and resource delivery, is not effectively carried out by BUMDes. Local communities respond to the presence of Cafe Sawah tourism independently, initiating businesses and trade within the Cafe Sawah area. BUMDes efforts to maintain the existence of Cafe Sawah tourism involve training and education for employees on rural tourism development, improving marketing management through enhanced social media promotion and conventional institution outreach, ensuring visitor comfort, delighting with natural scenery, providing local cuisine, and enhancing overall visitor experience. This study sheds light on the importance of BUMDes in fostering sustainable rural tourism while highlighting opportunities for improvement and development in their empowerment strategies

Abstract

Administrative services refer to kind of service that cannot be separated from activities in higher education that are often utilized by students. From the beginning of enrolment to graduation, administrative activities are certainly inevitable for students. The main purpose of this research is to analyze the level of importance and performance of the quality of administrative services in higher education implemented at the Faculty of Administrative Sciences, Universitas Brawijaya. The method used is quantitative method with survey research type. The population sampling was 4,164 students, then based on the Krejcie & Morgan sampling technique, a sample size of 354 students was obtained. Data collection was carried out by distributing questionnaires and processed according to the results which were then tabulated in the Importance Performance Analysis quadrant. The results of this study are: (1) Registration effectiveness dimensions and registration and financial aid effectiveness dimensions are in accordance between interests and performance; (2) Student-centered dimensions and excellent service dimensions are considered less important by students and their performance is still lacking; (3) Academic service dimensions are considered less important by students and their performance is excessive; (4) The requirement for continuous monitoring and evaluation of staff in charge of administrative services.

Abstract

Penelitian ini bertujuan untuk mengetahui pemberdayaan terhadap kelompok masyarakat pengolah ikan teri di Desa Hadakewa dalam memanfaatkan dana desa untuk mendukung pembangunan ekonomi desa. Penelitian menggunakan metode penelitian kualitatif dengan pendekatan deskriptif untuk menjelaskan proses pemberdayaan masyarakat. Data yang digunakan adalah data sekunder dan data primer. Data sekunder adalah data alokasi dana desa yang diperoleh dari pemerintah desa, sedangkan data primer adalah data yang diolah oleh penulis. Hasil penelitian ini adalah adanya pemanfaatan dana desa secara optimal untuk pemberdayaan kelompok masyarakat yang mengolah potensi ikan teri secara maksimal, meningkatkan pengetahuan dan wawasan akan potensi tersebut, pelatihan keterampilan sehingga terjadi pembangunan ekonomi lokal melalui pemasaran hasil produksi yang berdampak pada peningkatan pendapatan dan terciptanya lapangan pekerjaan. Pembangunan ekonomi lokal dari pengolahan ikan teri bersifat kolaboratif dimana pemerintah desa, pemerintah kabupaten, dan swasta membangun kemitraan untuk mendukung dalam pemanfaatan potensi lokal untuk kesejahteraan masyarakat. Penelitian ini memberikan saran yaitu pengadaan sarana prasarana untuk meningkatkan hasil produksi dan membangun kemitraan dengan penyedia jasa ekspedisi untuk mengatasi besarnya biaya pengiriman.

Abstract

This study examines the synchronization of the three pillars of performance planning, budgeting, and oversight in the regional development process of East Nusa Tenggara Province (NTT). Failure to integrate these three elements can lead to inconsistencies in development documents, potentially hindering the achievement of development targets. This research uses a descriptive quantitative approach to analyze the oversight results on the consistency between planning and budgeting documents for 2025 in East Nusa Tenggara Province. The findings indicate that despite efforts to improve consistency, significant discrepancies exist, especially in aligning performance indicators and budget ceilings, due to limited oversight of the budget, suboptimal interagency coordination, and the influence of political pressure. The proposed recommendations include implementing data-based planning, strengthening human resource capacity, increasing public participation, and integrating electronic systems to support transparency and accountability in the development process. It is hoped that the results of this study can guide the regional government of NTT Province in achieving more efficient and sustainable development.
