Abstract

The existence of partners who will be selected by the implementing team are teachers who teach at STATE ELEMENTARY SCHOOL (SDN) 206 Putraco Indah Bandung. Partners were chosen because they have not fully implemented the Bandung city government program, namely "Bandung Masagi Pillar of Love for the Environment" as an effort to reforest and organize the environment in every school in the city. The problem faced by partners is that there are no funds to carry out the program and the environmental arrangement is not yet complete, especially the back of the school, then teachers have difficulty finding methods to educate students because almost 75% of the students are Children with Special Needs to thoroughly instill knowledge about Environmental Education ( PLH). The students not only memorize theories, but also implement their knowledge in daily behavior and self character. So that the solution that will be carried out is by providing guidance on making preparation plans for environmental thematic learning then school greening practices which include improving hygiene facilities such as toilets, sinks, and empowering teacher-students in maintaining gardens, composters and waste banks as well as environmental stewardship that is representative. The training providers are a combination of experts from BPLH and PGSD UNPAS. The activities that will be carried out are providing training in making environmental thematic lesson plans, then carrying out school greening and cleaning school facilities. The results of monitoring can be scientific publications in ISSN journals/Proceedings and publications in print/online/repocitory mass media. From this assistance, it is hoped that the teacher's ability to develop PLH RPP for elementary school students will increase so that it is more attractive and becomes good behavior for aspects of environmental protection. In addition, teachers are expected to be able to make modules for learning PLH that are interesting and increase the attractiveness of the environment to students' daily lives. In addition to these two elementary schools, they also have problems with environmental hygiene and sanitation facilities that do not meet health standards. This PKM will provide solutions by improving cleaning facilities such as toilets, sinks, improving the environment, and empowering teachers and students in maintaining gardens, composters and waste banks. The activity of making lesson plans (RPP) for Elementary School (SD) teachers must be thematic. So that the arrangement of the school environment can create a beautiful, cool, clean, healthy atmosphere and can support the process of implementing KBM. A conducive school environment is needed in producing a comfortable learning process. A conducive school environment will contribute to the realization of a quality lifestyle which is currently very much needed in increasing educational productivity.

Abstract

The development of information technology has an impact on government agencies to improve personnel administration services. Therefore, the Ministry of Law and Human Rights utilizes information and communication technology as a personnel management information system. This is a manifestation of the implementation of e-government in services in the field of personnel. This research use descriptive qualitative approach. Data collection techniques used are observation, interviews, and documentation. In this study, what under lies the implementation of e-government in the personne lmanagement information system is the existence of supporting factors for the success of e-government developed by Gil Gracia and Theresa (2005) which includes aspects such as data and information, information technology, managerial and organizational, legal and regulatory, institutional and environmental. The results of the study indicate that the implementation of e-government in the personnel management information system has been quite optimal but there is still a lack of employee awareness updating data. Efforts made at the Regional Office of the Ministry of Law and Human Rights West Java are always increasing employee awareness of the data update process.

Abstract

This research seeks to answer Innovation Based Public Services (E-Government) in Facing the 5.0 society revolution in the city of Bandung . The research method used is descriptive qualitative with data collection techniques carried out through observation, interviews, and documentation. The research method used is descriptive with a qualitative approach. This research was conducted at the Bandung City Government Communication and Informatics Service. All of these informants were employees at the Bandung City Government Communication and Informatics Service; There should be government efforts in implementing E-Government Based Public Service Innovation in Facing the societal revolution 5.0 in the city of Bandung, namely Utilizing apparatus human resources in managing -Government; Provide clear assignments to employees to manage E-Government funds; The strength of the city of Bandung has competent Human Resources (HR) according to their respective fields. This can be used as an increase in knowledge about Smart Governance; There are 350 applications facing the 5.0 society revolution the existence of the Bandung Command Center as the information technology control center for Bandung Smart City which can also be used as an educational tourist spot for the City of Bandung.

Abstract

Undang-Undang Nomor 23 tahun 2014 tentang Pemerintah Daerah, setiap pemerintah daerah diberi ruang dan kewenangan untuk mengatur dan mengurus sendiri urusan pemerintahannya. Kepemimpinan merupakan hal yang sangat perlu diperhatikan dalam penyelenggaraan organisasi/pemerintahan. Kepemimpinan transformasional merupakan pemimpin yang mampu menjadi motor penggerak perubahan (transformation) guna menciptakan bentuk kerjasama yang baik dan menciptakan lingkungan kerja yang harmonis dengan menguasai visi, misi dan tujuan organisasi, sehingga mampu mengoptimalkan kinerja pegawai dalam mencapai tujuan organisasi. Ada beberapa faktor kurangnya pengaruh Kepemimpinan Transformasional terhadap Kinerja Pegawai pada Bagian Keuangan Sekretariat Daerah Kabupaten Ciamis, yaitu: Pemimpin belum optimal dalam memberikan perhatian kepada seluruh pegawainya agar bekerja secara optimal. Sumber daya manusia yang kurang cakap dan kurang kompeten dalam melakukan tugasnya. Tekanan kerja yaitu tekanan internal yang dapat menghambat kinerja pegawai. Secara teoritis, fakta tersebut berkaitan dengan penerapan Kepemimpinan Transformasional di Bagian Keuangan Sekretariat Daerah Kabupaten Ciamis belum optimalnya, berdasarkan prinsip Idealized influence, Intellectual stimulation, Inspiration motivation, Individualized consideration. Masalah-masalah tersebut berkaitan dengan Kepemimpinan Transformasional yang mempengaruhi peningkatan kinerja pegawai di Bagian Keuangan Sekretariat Daerah Kabupaten Ciamis, baik secara langsung maupun tidak langsung berpengaruh terhadap efektivitas penyelenggaraan pemerintahan dan peningkatan pelayanan publik yang prima kepada masyarakat.

Abstract

Effective management of inactive public records is vital for accountability, institutional memory, and service efficiency, particularly at the sub-district level. Many local governments in Indonesia, including Kecamatan Kiaracondong, Bandung City, face systemic challenges due to limited infrastructure, weak policy enforcement, and low organizational commitment. This study examines existing practices and proposes context-sensitive innovations for improving records management as part of bureaucratic reform. A five-month fieldwork employed a qualitative descriptive approach, with data collected through interviews, observations, and document analysis. The analysis followed Miles and Huberman’s interactive model consisting of reduction, display, and verification. The study found that archival practices remain manual, fragmented, and dependent on informal staff knowledge, leading to inefficiency and data vulnerability. Barriers include inadequate storage, absence of trained archival staff, lack of standardized procedures, and the perception of archiving as a secondary task. Despite these challenges, opportunities for reform exist. Low-cost interventions such as spreadsheet-based tracking, standardized manual classification, and internal SOPs, supported by leadership commitment and staff training, provide entry points for gradual transformation. This study contributes by positioning records management as a core element of bureaucratic reform, showing that transformation can begin with incremental, context-specific innovations.
