Abstract

Technological developments require every aspect of life to adapt to the digital era, as well as the world of government. The birth of this digital era indeed provides solutions or strategies that have a very significant impact on improving the performance of public services that can support the creation of good governance. The challenges of the digital era in the midst of bureaucracy encourage expectations of openness, speed and accuracy of public services provided by the government. The Subang Regency Government innovates public services which are often known as E-Government, one of the uses of E-Government through the subang.go.id website. The purpose of this research is to get an overview of the implementation of e-government policies through the subang.go.id website as well as the obstacles as well as the efforts made to overcome these obstacles. The research method used in this research is descriptive research method with a qualitative approach. Data collection techniques used in the form of observation, interviews, and documentation. The informants in this study were two people consisting of the Head of E-Government Services and the Head of Application Development. The results of this study indicate that the implementation of the E-Government Policy through the subang.go.id website is considered good. Based on the evaluation results of the Kemenpan-RB Subang Regency is already in the Good predicate with an Index Value of 3.01. It's just that in the implementation of E-Government through the website there are still things that need to be improved regarding the consistency or discipline of all parties and the addition of competent management staff. The conclusion from the results of this study in terms of the implementation of E-Government Policy through the subang.go.id website at the Communication and Information Office of Subang Regency is considered good.

Abstract

Penelitian ini berjudul “Pengaruh Kualitas Pelayanan E-KTP Terhadap Kepuasan Masyarakat Kecamatan Kramatmulya Kabupaten Kuningan”. Pemerintah merupakan organisasi birokrasi dalam pelayanan publik, maka organisasi birokrasi pemerintahan merupakan organisasi terdepan yang berhubungan dengan pelayanan publik. Untuk mewujudkan pelayanan publik yang baik, maka pemerintah harus menempatkan jumlah dan kualitas staf/aparat yang ada sesuai dan memiliki pemahaman akan pelayanan publik yang baik. Pelayanan publik di Kecamatan Kramatmulya, Kabupaten Kuningan khusunya pelayanan pengurusan e-KTP dirasakan masih berbelit-belit, adanya ketidaktepatan waktu pelayanan, serta keramahan aparat pemerintah dalam pemberian pelayanan dinilai masih kurang. Hal inilah yang kemudian menjadi dasar adanya penelitian ini. Tujuan Penelitian ini adalah untuk mengetahui dan menganalisis besarnya pengaruh Kualitas Pelayanan e-KTP terhadap Kepuasan Masyarakat di Kecamatan Kramatmulya. Metode penelitian yang digunakan adalah metode penelitian deskriptif survei dengan menggunakan analisis kuantitatif. Berdasarkan hasil penelitian diketahui pengaruh kualitas pelayanan e-ktp di Kecamatan Kramatmulya Kabupaten Kuningan yang diukur melalui dimensi pelayanan yakni Bukti Langsung (Tangibles), Kehandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), Empati (Emphaty) sebesar 70,6 % (tujuh puluh koma enam persen), hal ini membuktikan bahwa kualitas pelayanan e-ktp mempunyai pengaruh terhadap kepuasan masyarakat.

Abstract

The development of information technology has an impact on government agencies to improve personnel administration services. Therefore, the Ministry of Law and Human Rights utilizes information and communication technology as a personnel management information system. This is a manifestation of the implementation of e-government in services in the field of personnel. This research use descriptive qualitative approach. Data collection techniques used are observation, interviews, and documentation. In this study, what under lies the implementation of e-government in the personne lmanagement information system is the existence of supporting factors for the success of e-government developed by Gil Gracia and Theresa (2005) which includes aspects such as data and information, information technology, managerial and organizational, legal and regulatory, institutional and environmental. The results of the study indicate that the implementation of e-government in the personnel management information system has been quite optimal but there is still a lack of employee awareness updating data. Efforts made at the Regional Office of the Ministry of Law and Human Rights West Java are always increasing employee awareness of the data update process.

Abstract

The purposes of study are (1) analyze strengths, weaknesses, opportunities and threats of tourism village destination in Regency Pangandaran and (2) to formulate policy model for development of tourism villages based on local wisdom towards self-reliant village in Pangandaran Regency. This study uses a qualitative descriptive research method with approach studies case. Primary data collection techniques in the form of interviews, focus group discussion, observation and document study.  Results of analysis of SWOT (strength, weakness, opportunity, threat) of tourism village destination in Pangandaran Regency, especially (a) Strength: (1) airport Nusawiru as access for tourist international and inter bus city or between province that has destination to Regency Pangandaran; (2) culture famous Sundanese friendly. (b) Weakness: (1) standardization policy opening and development destination tour new to district Pangandaran not yet available; (2) access good way not yet evenly on each destination existing tours; (3) readiness resource man for accept tourists and awareness will industry tourist not yet maximum. (c) Opportunity: (1) have many potency destination unexplored tourism; (2) existence track train fire and airport Nusawiru as well as Harbor Bojong Salawe; (3) training about tourism through extracurricular for learner and language foreign for society. (d) Threat: (1) stability nature and impact environment in implementation exploitation destination travel; (2) degradation score culture and potential leave inheritance existing culture. Policy model for development of tourism villages based on local wisdom towards independent villages include tradition, community empowerment and participation society.

Abstract

Strategi sumber daya manusia pemerintah desa dalam meningkatkan pengembangan pariwisata Desa Cintaratu Kabupaten Pangandaran masih belum optimal dalam Meningkatkan Pengembangan Pariwisata Desa Cintaratu Kabupaten Pangandaran. Penelitian ini bertujuan untuk mengetahui faktor penghambat dan strategi aparatur pemerintah desa dalam meningkatkan pengembangan pariwisata Desa Cintaratu Kabupaten Pangandaran. Metode yang di gunakan menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Teknik pengumpulan data yang di gunakan dengan cara penelitian observasi dan wawancara. Berdasarkan hasil penelitian di dapatkan atraksi wisata terkait prasarana dapat diketahui bahwa prasarana dalam menunjang meningkatkan pengembangan pariwisata Desa Cintaratu Kabupaten Pangandaran sudah cukup memadai, walaupun masih terdapat beberapa fasilitas yang perlu dilengkapi. Fasilitas destinasi fasilitas yang ada di Desa Cintaratu belum memadai, karena masih kurangnya tempat penginapan untuk para wisatawan yang berkunjung ke tempat wisata tersebut. Akses destinasi Pemerintah Desa Cintaratu sedang melakukan pelebaran jalan dan setelah itu akan melakukan perbaikan jalan agar tidak adanya jalan berlubang menuju tempat lokasi wisata Desa Cintaratu. Hasil dari analisis data penelitian dapat di simpulkan bahwa Faktor penghambat dalam meningkatkan pengembangan pariwisata di desa faktor penghambat dalam meningkatkan pengembangan pariwisata di Desa Cintaratu Kabupaten Pangandaran yaitu tidak adanya dana desa untuk meningkatkan pengembangan pariwisata Desa Cintaratu Kabupaten Pangandaran.

Abstract

This research is based on the phenomenon of the city of Bandung which has a large and dense population and a high level of building density, so it is at risk of various disasters. One of the disaster risks that is quite vulnerable is the occurrence of fires in slums and densely populated areas. The high potential for fires and cases of fire incidents in the city of Bandung are empirically caused by various problems, including; Firefighters are hampered on their way, lack of understanding and knowledge of the public about fire services when providing information on fires, and traffic jams that occur on the highway, as well as crowds of residents who see the fire incident, making it difficult for firefighters to put out the fire. It is hoped that these various problems can be resolved immediately through policy synergy between the Bandung City Fire and Disaster Management Service and various other relevant agencies, so that the handling of fires in the City of Bandung can be carried out more effectively and efficiently. In line with this context, this study uses a qualitative approach through descriptive methods. Meanwhile, data collection techniques were carried out using in-depth interviews, literature studies, observation and documentation. The results of the study found that in order to synergize policies in handling fires in the city of Bandung, a clear concept and parameters were needed, so that they could be used as guidelines or references for all stakeholders involved in synergizing fire management policies. The parameters in question include; there is a common perception, potential resources, communication patterns, attitudes of policy actors, and the existence of an organizational structure.

Abstract

Implementation of Policy Concerning Tourism Sector Development Planning at BAPPEDA Pangandaran This research which is used as a comparison in policy implementation is the theory of Ripley and Franklin (2007) namely Compliance, Smooth Routine Functions, Realization of Performance and Desired Impact. There was only one informant in this study, namely the Head of the Sub-Sector of Tourism, Industry, Trade and Investment. Based on the results of the study, the implementation of policies regarding tourism sector development planning at BAPPEDA Pangandaran Regency as a whole has been supportive and well implemented but not yet effective due to a lack of coordination and synchronization with each other. Adapting to technological advances can be a strong signal for making new policies in the future. Improving the quality of human resources for the actors of tourism management towards world-class tourism. Providing special training by intensifying the physical arrangement and the role of the performance of the employees must be able to improve the HR apparatus so that it is more "humane" because it influences development planning programs in the tourism sector.

Abstract

Dynamic Archive Information System (SIKD) is one of the supports so that archives can be neatly organized, makes it easy for employees to input dynamic archives, and is easy to browse because data and documents are stored electronically. This study aims to describe and analyze the extent to which the Organizational Effectiveness in the Implementation of Dynamic Archival Information Systems in the Office of Libraries and Archives of Bandung City. In the report on the results of this research will be discussed about the effectiveness of the organization in the implementation of the Dynamic Archives Information System, the obstacles faced and the efforts made by the Department of Library and Archives of Bandung City. This research uses qualitative research methods. The data collection techniques used were observation, interviews and documentation. In this study, the benchmark for Organizational Effectiveness is the theory of Richard M. Steers (1985), namely Organizational Characteristics, Environmental Characteristics, Worker Characteristics, and Management Policies / Practices. The parties who became informants in this study were the Head of Archives Management, the Head of the Archive Publication and Preservation Section, the Head of the Dynamic Archives Management Section, Associate Expert Archivist, and the First Archivist. This research shows that the effectiveness of the organization in implementing the Dynamic Archival Information System has been carried out but has not been maximized, this is due to the lack of training and development of employees regarding Dynamic Archival Information Systems, lack of internet facilities so that they often experience disruption.

Abstract

Effective management of inactive public records is vital for accountability, institutional memory, and service efficiency, particularly at the sub-district level. Many local governments in Indonesia, including Kecamatan Kiaracondong, Bandung City, face systemic challenges due to limited infrastructure, weak policy enforcement, and low organizational commitment. This study examines existing practices and proposes context-sensitive innovations for improving records management as part of bureaucratic reform. A five-month fieldwork employed a qualitative descriptive approach, with data collected through interviews, observations, and document analysis. The analysis followed Miles and Huberman’s interactive model consisting of reduction, display, and verification. The study found that archival practices remain manual, fragmented, and dependent on informal staff knowledge, leading to inefficiency and data vulnerability. Barriers include inadequate storage, absence of trained archival staff, lack of standardized procedures, and the perception of archiving as a secondary task. Despite these challenges, opportunities for reform exist. Low-cost interventions such as spreadsheet-based tracking, standardized manual classification, and internal SOPs, supported by leadership commitment and staff training, provide entry points for gradual transformation. This study contributes by positioning records management as a core element of bureaucratic reform, showing that transformation can begin with incremental, context-specific innovations.
