Abstract

Acehnese people are known for their syari’ah customsDeviant behavior of children is a social problem that often arises in Indonesia, especially in Aceh, which is a problem that is quite worrying and causes a lot of children's behavior to deviate from Islamic law. In this study, it was taken from 2 samples at SMU Negeri 4 Banda Aceh and the Institute for Special Development for Children (LPKA). This study used a descriptive qualitative approach and data collection using observation and direct interviews. Based on the results of observations and interviews, the cause of children committing deviant actions was due to several factors, especially the lack of parental attention which occurred especially in the case of children in LPKA. The role of parents that must be applied in overcoming deviant children's behavior is to provide religious education to children, familiarize children with Islamic cultures and provide role models for children. Parents should be good role models and noble characters, and must also explain and give students the importance of maintaining and maintaining and living in a style that is in accordance with Islamic teachings. So that children will instill in themselves a Shari’ah culture that can avoid themselves from deviating from the Sharia culture.

Abstract

Currently, many teenagers rarely follow the rules of the Quran and Hadith. They often neglect gadgets and play games. Many teenagers have also started dating, forgetting the sin of excessive dating. Their behavior and actions often go beyond Islamic law and the laws in Indonesia, particularly in Aceh. Many teenagers engage in premarital sex, premarital pregnancy, drug use, brawls, and even murder of their teachers or those around them. Adolescence is a time of intense attention seeking, especially from those closest to you. This attention requires guidance and direction from the right people to prevent undesirable outcomes. The Acehnese traditional council's role in this regard is crucial, including the implementation of the Sumang Opat book to prevent juvenile delinquency in Bener Meriah Regency. This study used a qualitative method with a descriptive approach. This study aims to determine the implementation of the Sumang Opat book by the Acehnese traditional council in preventing juvenile delinquency in Bener Meriah Regency. The results of this study indicate that the implementation carried out by the Acehnese traditional council in Bener Meriah Regency using the Sumang Opat book in preventing juvenile delinquency has been quite good through various activities such as outreach among the community, schools and conducting seminars or becoming a director in a training or FGD.

Abstract

Policy specialisation is a concept developed in the application of knowledge and technical skills in a particular field to design and implement effective policies. This research has an urgency on the need to understand and apply the principles of policy specialisation in modern times, as well as to explore the relevance of classical thought in contemporary policy theory. The purpose of the research is to analyse the concept of policy specialisation and map the relevance of these principles with the thoughts of Abil Hasan Al-Mawardi in his book "Ahkam us-Shulthaniyah". This research uses a meta-analysis method with a literature study approach (Library Research) by reviewing various literature including classic works and contemporary research, in data collection is done by synthesising data from various secondary sources, such as books, journal articles, and policy reports, as well as primary data from historical documents. The results showed that 1) indicators of the principles of policy specialisation including technical expertise, specific issues, and division of tasks, in line with Abil Hasan Al-Mawardi's thoughts in "Ahkam us-Shulthaniyah" are still in line with many of the principles covered in the concept of Policy Specialisation. Al-Mawardi strongly emphasises the technical expertise of stakeholders in state administration, both a clear division of roles in government and consistency in the application of laws and policies; 2) Meta-analysis of Al-Mawardi's thought shows that although his work was written in the 11th century many of the principles of state administration put forward in the book "Ahkam us-Shulthaniyah" can be applied in contemporary policy design. Al-Mawardi's contribution provides the foundation (Policy Specialisation) of policy specialisation in public administration, especially in governance that requires high coordination and consistency. This research confirms that the integration between classical theory and modern policy can enrich the understanding and implementation of public policy and provide a solid basis for the development of contemporary policy theory and practice.
