Abstract

During the COVID-19 pandemic, all forms of service experienced limitations, one of which was at the UPT RSUD Arifin Nu'mang, Sidenreng Rappang Regency. Due to the COVID-19 pandemic, the hospital issued innovations but they have not been implemented properly. The purpose of this study was to determine the government's strategy to improve service quality at UPT RSUD Arifin Nu'mang, Sidenreng Rappang Regency during the covid 19 pandemic. The type of this research was quantitative associative. The results of this study obtained a recapitulation of strategy variables of 64.7% in the "Good" category. Recapitulation of service quality variables by 57% is in the "Good enough" category. The recapitulation of the indicators of factors that influence the service quality strategy of 61.2% is in the "Good" category, and the influence between strategy and service quality at UPT RSUD Arifin Nu'mang, Sidenreng Rappang Regency during the covid 19 pandemic is categorized as "Influential/Significant" .

Abstract

The farmer card is a card specifically designed to allocate subsidized fertilizers to farmers. This study aims to determine the level of community welfare towards the farmer card program in Bolu Village, Panca Rinjang District, Sidenreng Rappang Regency. The benefit of this research is that it can provide input, and information, and become material for policymakers related to organizational culture in the performance of village apparatus so that they can optimize good relations and become a consideration for further strategic steps. This research uses quantitative methods, the population in this study is the people of Bulo Village, Panca Rijang District, Sidenreng Rappang Regency who are registered as recipients of the Farmer Card Program as many as 600 farmers who are members of 28 farmer groups. Data analysis will be carried out using the SPSS program. The research data were analyzed using statistical tools consisting of measurement scale instruments, data quality tests, simple linear regression, ion and hypothesis testing. Hypothesis Ha: The effectiveness of the program has a significant effect on the welfare of the community in Bulo Village, Panca Rijang Distriand ct, Sidenreng Rappang Regency. Tcotable blof value or 10.087 1.66320 then Ha is accepted, meaning it is significant. So, Effectiveness influences/significantly affects Community Welfare in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency. The percentage value of the indicator for the level of community welfare for the Farmer Program in Bulo Village, Panca Rijang District, Sidenreng Rappang Regency is 58% which is in the unfavorable category.

Abstract

This study aims to analyze the implementation of Digital Population Identity (IKD) at the Population and Civil Registration Office of Sidenreng Rappang Regency and identify the supporting and inhibiting factors using Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The approach used was descriptive qualitative with data collection techniques through observation, semi-structured interviews, and documentation. The data obtained were analyzed using the Miles and Huberman method with the help of NVivo 12 Plus software. The results show that the implementation of IKD has not been optimal, with an adoption rate of only 2.08% of the total population who have e-KTP. Supporting factors include adequate human resource competencies and the availability of basic technological infrastructure. In contrast, inhibiting factors include low public awareness, uneven socialization, limited internet network, and activation procedures that still require direct presence at the Disdukcapil office. This research is novel in examining the implementation of IKD in areas with limited infrastructure and low digital literacy, which has not been widely discussed in previous studies. Practically, the results of this study can serve as a reference for local governments in developing strategies to optimize IKD implementation, especially in expanding the reach of socialization and improving digital infrastructure. From a theoretical perspective, the findings strengthen Edward III's policy implementation model by highlighting the complex interactions between communication, resources, disposition, and bureaucratic structure in the context of digital policy.

Abstract

This study aims to examine the government's waste management practices at Pasar Sentral Rappang, Panca Rijang District, Sidenreng Rappang Regency, and to formulate strategic steps that can enhance the effectiveness of waste management in the area. The waste management issues in this market are complex, marked by waste accumulation, inadequate storage facilities, and a shortage of personnel and equipment. This research employs a qualitative methodology, collecting data from six key informants—community members, market managers, cleaning staff, government organizations, and market visitors—through in-depth interviews, observation, and documentation. Data analysis was conducted using NVivo software through processes of coding, thematic analysis, and data visualization. The results show that the government's role in waste management has not been fully optimized. This is evident from weaknesses in planning, organizing, mobilizing, and controlling. The lack of supporting infrastructure, limited number of transport vehicles, low public participation, and poor inter-agency coordination are major challenges to establishing an effective waste management system. The application of public management principles based on George R. Terry's approach is identified as a potential solution to improve management effectiveness, including the development of integrated planning, public education, and stronger collaboration among the government, market administrators, and local communities. This study emphasizes the need to strengthen institutional capacity, improve infrastructure, and implement continuous education programs as steps toward participatory and sustainable waste management.

Abstract

The main problem in this study is the still less than optimal community participation in road infrastructure development, which is seen from the damaged road conditions and the minimal involvement of residents in the planning process to the implementation of development. This study aims to determine community participation in road infrastructure development in Panreng Village, Baranti District, Sidenreng Rappang Regency. The population of this study was 1,501 family cards and a sample of 91 respondents determined using the Slovin formula and purposive sampling techniques. The type of research used is quantitative research. Data collection techniques were carried out through observation, questionnaires, and literature studies. Data analysis techniques were with the help of IMB SPSS statistics 26. The results of this study from the results of the questionnaire obtained a recapitulation of community participation variables of 65% in the "Good" category. Recapitulation of infrastructure development variables of 64% in the "Good" category. Factors that influence community participation that influence community participation are the willingness/awareness factor of 80%, education factor 68%, income factor 76%, leadership factor 76%, and facility/equipment factor 62%.

Abstract

This study aims to determine the effect of Policy Implementation and to find out the supporting factors and inhibiting factor that affect the Implementation of Waste Handling Policies in Panca Rijang District, Sidenreng Rappang Regency. The population in this study was the total population in Panca Rijang District which amounted to 34.433 residents and the sample in this study was 100 respondents determined by using the Slovin formula and purposive sampling technique. The type of research used is quantitative research. Data collection techniques were carried out through observation, questionnaires, and literature studies. The data analysis technique is with the help of the IBM SPSS statistics 25 application. The results of this study indicate the results of the recapitulation of the policy implementation variables with a percentage of 75% in the good category and recapitulation of the waste handling variables with a percentage of 70,64% in the good category. Supporting factors and inhibiting factors for policy implementation on waste handling with a percentage of 72.7% are in the good category. Policy implementation affects waste handling, because the sifnificant value of 0.000 < 0,05, the Ho is rejected, so Ha is accepted. Supporting factors and inhibiting factors affect the implementation of waste handling policies, because the significant value of 0.000 < 0,05, then Ho is rejected and Ha is accepted.

Abstract

The quality of public services in rural areas still faces serious challenges, particularly regarding infrastructure limitations, low digital literacy, and suboptimal capacity of village officials. To address these issues, the Smart Village Program was implemented to digitize village administration to improve service efficiency, access to information, and community participation. This study aims to empirically test the effectiveness of the Smart Village Program in improving the quality of public services in Polewali Village, Sidenreng Rappang Regency. Using a quantitative approach and descriptive methods, the study involved 392 randomly selected respondents from the village population. Data was collected through observation, closed-ended questionnaires based on the Likert scale, and literature review, then analyzed using descriptive statistics, validity and reliability tests, and simple linear regression. The results indicate that the six pillars of the Smart Village Program have high effectiveness (average 80%), and public service quality has improved significantly (average 77.3%), particularly regarding reliability and assurance. These findings confirm that village digitalization can catalyze more adaptive and inclusive public service transformation. The Smart Village Program has the potential to become a model for sustainable local development, with policy implications for strengthening technological infrastructure, enhancing human resource capacity, and implementing active community engagement strategies.

Abstract

This study aims to determine the ethics of the apparatus towards the quality of service at the office of the National Land Agency of the Sidenreng Rappang Regency. This type of research is quantitative associative. This study uses two types of variables, namely variable X (ethics of personnel) and variable Y (quality of service). The results of this study from the results of processing the questionnaire obtained a variable recapitulation of service ethics of 65.5% in the "Good" category. Recapitulation of service quality variables of 60% is in the "Not Good" category. Abstract

The aim of this research is to determine Public Service Motivation and Performance of BatuMila Village Officials as well as the factors thet influence Public Service Motivation on thePerformance of Village Officials in Batu Mila Village, Maiwa District, Enrekang Regency. There were425 families in the study population, and 43 people were sampled. Simple random sampling is thesampling method used. This kind of research is carried out using numbers. To collect data for this study,questionnaires, interviews, and literature reviews were used. By using a Likert scale and the SPSSprogram, the data analysis technique used is basic linear regression analysis, validity and reliability. Theresults showed that there is an influence between public service motivation and the performance of BatuMila village officials is categorized as “significantly influential”, from the ANOVA test, the F countobtained was 5.355 with a significance level of 0.026. the calculated t value (2.314) > t tabel (2.019)means that public service motivation has a significant effect on the performance of the Batu MilaVillage device by 11,5%.

Abstract

Kinerja aparatur desa merupakan faktor penting dalam menentukan keberhasilan pelayanan publik di tingkat desa. Penelitian ini bertujuan untuk mengetahui pengaruh kinerja aparatur desa terhadap pelayanan publik di Kantor Desa Damai Kecamatan Watang Sidenreng Kabupaten Sidenreng Rappang. Penelitian ini menggunakan metode deskriptif kuantitaif dengan populasi sebanyak 450 orang dan sampel sejumlah 82 orang. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi dan, kuesioner, yang disebarkan kepada kepala keluarga masyarakat desa damai. Teknik analisis data yang digunakan menggunakan bantuan Aplikasi IBM SPSS Statistic 21.0. Hasil penelitian menunjukkan bahwa Kinerja Aparatur Desa Damai (X) berada pada persentase 45% dengan kategori kurang baik. Kualitas pelayanan publik (Y) berada pada persentase 41% dengan kategori kurang baik pula. Maka dari itu sikap aparatur dan kecepatan pelayanan masih perlu ditingkatkan. Faktor-faktor yang memengaruhi kinerja aparatur desa, seperti pengalaman, motivasi, kemampuan intelektual, dan keterampilan berada pada persentase 55% dengan kategori baik.
