Abstract

The research objective was determine the implementation of advertisement tax policy in the taxand retribution management body in the Minahasa district. This study uses qualitative approach ofinformants in this study as many as 5 people, namely the head of the agency, the head of the datacollection field, an executor, and an advertisement taxpayer. Data collection uses interview andobservation guidelines; while the analytical technique used is an interactive analysis model from Milesand Hubernann. Based on the results of the data analysis, it was concluded that the implementation of theadvertisement tax policy in the tax and retribution management body in the Minahasa regency viewedfrom the dimensions of the idealized policy, the target groups dimensions, the implementing organizationdimension, and the dimensions of environmental factors, were not optimal. Based on the conclusions theresults of the study are recommended: (1) the dimensions of the “idealized policy” need to be improved bybuilding more effective communication with the subjects of advertisement tax, as well as increasingcoordination with relevant parties; (2) The dimensions of “target groups” needs to be increased by takingnore effective actions to increase the awareness of the subject of tax compliance with their tax obligations;(3) The dimensions of “Implementing organization” needs to be improved by optimizing theimplementation of the duties and fuctions of the unit/unit of the organization responsible for managingadvertisement tax; (4) the dimensions of “environmental factors” needs to be improved by seeking tocreate more conducive social and cultural conditions.Keywords : Policy Implementation, Advertisement Tax

Abstract

Abstract: This study moved from a general phenomenon is still not optimal performance of some employees in governmentagencies such as district government. The purpose of this research is to know and describe the performance of employeesin Bunaken Kepulauan sub-district of Manado City. The concept used is four dimensions of employee performance ofFlippo namely the quantity of work, quality of work, toughness, and attitude. This research uses a qualitative method. Theresearch informant is the sub-district head and seven PNS of the Bunaken Kepulauan sub-district office. Data collectionusing interview guidelines, while the analytical technique used is interactive model analysis of Miles and Hubernan. Basedon the results of data analysis concluded that the performance of the employees in Bunaken Kepulauan district is generalhas not been optimal but it shows the quality of work is good enough seen from the four dimensions of performance used:(1) The quantity of employees work is generally seen from the ability to execute and complete the task/work routine orregular, and the speed of completion of extra and urgent tasks. (2) The quality of employees work is generally good seenfrom the accuracy of work, work accuracy, job completeness, and tidiness work generated employees. (3) The employeestoughness is generally good seen from the toughness following the command of official, initiative, attendance orabsenteeism, and timeliness of completion of job duties. (4) The attitudes of employees generally good/positive views ofemployees attitudes toward changes and increasing the number of job duties, attitudes toward fellow colleagues and attitudestowards cooperation It is recommended that the performance of the employees in bunaken kepulauan sub-district still needto be improved by taking measures such as: providing adequate means and equipment such as computers and devices andthe creation of a work environment that encourages employees enthusiasm and passion; improve employees knowledge andskills through education and technical training that are directly related to their field of duty; and the development oftoughness through disciplined coaching and attitude as well as trainingKeywords : The Performance, Employess, Sub-district Government

Abstract

This research aims to determine if there is any influence on the quality of administrationservices to the satisfaction of participants in the service of PT. TASPEN Manado Branch and whatindicators most affect the quality of the service. Where the administrative service quality variables aremeasured through four indicators of Zeithaml's theory of existence, responsiveness, reliability, assuranceand certainty, and empathy. This research uses a descriptive quantitative method. The sample in this studywas 36 respondents. Data collection techniques used in this research with poll/questionnaire methods andinterviews.The results showed that the quality of administration service has a significant positive effect on thesatisfaction of participants in PT TASPEN Manado branch. Which means variable quality ofadministration services is a factor that determines the satisfaction of service participants. The better thelevel of quality of administration service will be better/higher also the level of customer satisfaction in theoffice of PT TASPEN Manado Branch and the indicator that most influences the quality ofadministration services is the indicator of reliability and empathy where both have the total valuecorrelation/r count the most hight than other indicators.Keywords : Quality of service Administration, satisfaction services

Abstract

ABSTRACT : This research moved from the initial observation that the role of village heads in ruralcommunity development Wambo District of Gupura not going according to the expectations of society. Thus,this study aims to determine how the role of village heads in rural community development in the village ofthe District Wambo Gupura Lanny Jaya regency.By applying the methods of descriptive and qualitative approach, the informant taken as many as 10persons from the village officials and members of the BPD, then conducted in-depth interviews and theresults are analyzed by applying interactive techniques. The research results can be presented as follows: (1)That the general role of village heads in government affairs, development and community development inrural villages Wambo going pretty well, although not achieve optimal results. (2) That there are still someprograms / village development plans that can not be realized. This is due to the adequacy of the developmentbudget is still low, as well as bureaucratic obstacles, span of control and geographical conditions of ruralareas difficult to reach so ADD and Special Autonomy Fund p are experiencing delays.Advice can be given, among other things: to optimize the role of village heads in the implementationof rural development, it is suggested that local governments, especially Lanny Jaya regency governmentneeds to be allocated compensation in the form of performance benefits for the village chief achievers foreach month; and to ensure the realization of all the plans / programs of rural development, particularly inthe village of Wambo, it is recommended that in the preparation and adoption of program / villagedevelopment plans need to take into consideration the financial capacity of rural finance program / plan tobuild the village.Keywords: Role of the Village Head, Development of rural communities

Abstract :This research aims to know the performance of produce educators at the Academic University ofSam Ratulangi Manado. " Aspects that should be taken to achieve competence, namely, hard work and agreat desire to want to learn and keep learning without thinking of things that limit us to back off and notwant to evolve, because the science knowledge and skills that will lead us to a success. lazy in Office butshould have a willingness to continue to develop. If we often procrastinate job, lazy in Office and has nowill to develop it will greatly affect our performance. Therefore, with positive thinking for the sake ofimproved performance then with craft, loyalty, as well as creativity can improve performance as work forthe sake of advancing responsibility form the University of Sam Ratulangi University as the pride of NorthSulawesi.In this research uses qualitative research methods in which this research will emphasize researchresults at a depth where the researcher directly involved as an instrument of the research base of theInformant in this research is the head of the academic section of the University of Sam Ratulangi Manado(Informants 1), which is considered able to give further information could also give recommendationsanyone could become a staple in the study informants. u Lo Principal Informants in this study is Part ofthe academic staff of the University of Sam Ratulangi Manado assigned as many as 7 people informant.As for the steps-the steps in the analysis of the data, i.e., what Data still need to be sought, the hypothesisof what needs to be tested, what questions need to be answered, what method should be used to obtain newinformationConclusion based on the above interviews are then compared with the theory and concepts ofCompetence as well as human resource management at connect with Competence human resources inimproving the performance of produce educators at the academic University of Sam Ratulangi Manado,as described later in the tighten up existing theories above it overall indicates that human resources arealready capable in the execution of daily job duties , well, responsible, are to assist and serve, has animpact from the influence of the consciousness of freedom of Association and relationship coaching,managerial competence, cognitive, and personal effectiveness. So the results of this research show that theperformance of produce educators at the academic University of Sam Ratulangi Manado is already good,but even better when retained what already felt good and upgraded again what is felt is still lacking.Referring to the discussion and conclusions in any educational staff is expected to recommend inthe academic section further enhance existing human resources. Don't be satisfied with what we have atthe moment but, let's keep digging up all the potential of ourselves to further improving human resourcesis certainly will also improve our performance. Expected also to the staff of produce educators to be ableto give excellent service to students so that there can be reflected from the human resources which areowned. Expected each produce educators both superiors and subordinates, make up a good workingrelationship among each other so that it can support any work so that it can run well and gainedsatisfactory results without anyone feels aggrieved. Continue to preserve what already exists today, goodnature, self-control, self-confidence, flexibility, and a commitment to the Organization so that the progressof an organization in this case Sam Ratulangi University will be the heartland of the us as well. Abstract

ABSTRACT: This study aims to a system or set of a value which has a symbol, value orientations, beliefs,knowledge and experience are internalized into the life of the mind. A set of values is actualized in attitudes,behaviors, and actions undertaken by every member of an organization / bureaucracy. Therefore, thebureaucratic culture will affect the effectiveness of the civil servants. In this regard, this research is intended todetermine / measure the extent of bureaucratic culture influence on the effectiveness of civil servants in theRegional Secretariat Sula Islands.This study uses quantitative methods. Respondents are as many as 35 employees were taken at randomfrom the 119 employees of the Regional Secretariat Sula Islands. Instruments and data collection techniquesused were questionnaires and aided by structured interview (interview quide). The analysis technique used totest the hypothesis is simple regression statistical analysis and simple correlation or koreasi product moment.Results and formulation: (1) variable regression coefficient toward bureaucratic culture of the effectiveness ofemployee is posifive and significant at the 0.01 level of significance or confidence level of 99%. (2) thecorrelation coefficient and the coefficient of determination variables bureaucratic culture of the effectiveness ofemployee is significant at a significance level of 0.01 ata 99% confidence levelBased on the results of that study concluded that the bureaucratic culture have a relationship and apositive and significant impact on the effectiveness of employees working in the Regional Secretariat SulaIslands. Thus the bureaucratic culture is one of the determinant factors / determinants of the level of employeeeffectiveness.Starting from these conclusions are advised let the cultural dimension "strong" organizations (such asinnovation and risk taking, attention to detail/details, results orientation/performance orientation inpeople/employees, team orientation, aggressiveness, stability, integrity, professionalism, and others) can berealized optimally on the bureaucracy in order to create or enhance the effectiveness of civil servants.Keywords: Bureaucratic Culture, Effectiveness.

Abstract

Micro Enterprises Based on Law Number 20 of 2008 concerning MSMEs (Small and Micro MediumEnterprises) are productive businesses owned by individuals and / or individual business entities that meet thecriteria of Micro Enterprises as stipulated in this Law. But there are problems of Kopra Small Business in SapaKecamata Tengah Village, South Minahasa Regency, which are unstable prices, declining prices, no capitalassistance and copra processing facilities from the local government and decreased production due to coprafarmers who are reluctant to produce copra because copra prices have not in accordance with the cost of living.To measure the success of copra research empowerment using the concept according to Edi Suharto, namely:Possibility, Strengthening, Protection, Improvement, and Maintenance. This study uses a qualitative method. Theinformants in this study were seven people. Data collection techniques used were interviews, observation anddocumentation. the results of research obtained in the copra business empowerment in the village of Sapa aredone individually and on a household scale. Empowerment of the copra business in Sapa Village has receivedless attention from the government that there is no capital assistance and tools to support copra work directlyfrom the government. It is not yet apparent that the village government's efforts to voice the aspirations of coprafarmers and entrepreneurs. The hope of the researchers is that the Sapa Village government to innovate propeoplepolicies and programs such as being actively involved in copra business empowerment in Sapa Village sothat copra can be developed into food, cosmetics and ingredients and oils such as Virgin coconut oil. the Sapavillage government must dare to convey the aspirations of the copra farmer groups to the district level and theremust be concrete actions from the government to provide capital and empowerment of copra into other derivativeproducts. The need for economic institutions, such as village savings and loan cooperatives and theimplementation of BUMDES must touch on every farmer group and copra businessman in Sapa Village.Keywords: Empowerment, of Society, Small Businesses.

AbstrakTujuan penelitian ini adalah untuk mengetahui efektivitas kerja Badan Pengelolah Keuangan DanPendapatan Daerah dalam pemungutan pajak bumi dan bangunan pedesaan dan perkotaan. Manfaatpenelitian, sebagai bahan informasi atau masukkan kepada pemerintah daerah Kabupaten BolaangMongondow Timur terlebih khusus Badan Pengelola Keuangan Dan Pendapatan Daerah dalammeningkatkan efektivitas kerja pemungutan pajak bumi dan bangunan pedesaan dan perkotaan.Metode yang digunakan dalam penelitian adalah metode kualitatif dengan pendekatan deskriptif.Serta lokasi penelitian di Badan Pengelola Keuangan Dan Pendapatan Daerah Kabupaten BolaangMongondow Timur.Berdasarkan hasil penelitian efektivitas kerja Badan Pengelola Keuangan Dan Pendapatan Daerahdalam pemungutan pajak bumi dan bangunan pedesaan dan perkotaan sudah efektif dilihat daribeberapa unsur efektivitas menurut Duncan dalam Steers (1985) yaitu pencapaian tujuan, integrasi,dan adaptasi.Kata kunci: Efektivitas Kerja, PBB-P2.

Abstract

ABSTRACT: Water plays an important role in human life, animals, plants and other bodies. The water weneed is water that meets the requirements of good health, physical requirements, chemical, bacteriologicaland radioactive. Uncontaminated water is defined as water that does not contain a specific foreignsubstances in quantities exceeding the limits set so that the water can be used normally. General conditionsfaced Water District Kawangkoan North in connection with customer service that is the difficulty ininstallation or connection to a public that has been registered but has not been connected or has not receivedinstallation, as well as the distribution of water that sometimes substandard home-home customer. As forthe purpose of this study was to determine how the effectiveness of local water companies in North MinahasaDistrict Kawangkoan.The method of this research is qualitative research methods and data collection techniques in this study isthe observation / observation localized research, conduct interviews, and documentation.
